As ofjune 30, 2014, a good number ofchurches and clergy have begun using the new computer, web-based reporting system for their monthly reporting and giving commitments to the IPHC. No software is required to be loaded and the new system has won praisefrom the majority ofparticipants. 2010 BYLAWS COMMITTEE REPORT NORTH CAROLINA CONFERENCE BYAWS 1. All MINISTER S RECORDS clergy shall keep a record of their work, number of sermons preached, and personal finances on forms provided by the conference. 2. Names of all deceased ministers shall be listed in the Conference Minutes. 3. A complete roster of local churches with complete addresses, including rural routes, highway numbers, zip codes, and telephone numbers shall be included in the Minutes and listed on the conference website. These churches are to be listed by districts. 4. Reports by both Church Secretary and Ministers shall be mailed in time to arrive at the Conference office by the tenth of each month. All churches shall report monthly and annually to the Conference. Annual reports are due in the Conference Office by January 10. 5. Churches and church Secretaries/Treasurers with Internet access should make every effort to use the new IPHC web-based reporting system. PASTORAL CHANGES 1. Each church voting for pastor shall use official ballots which are approved by the General Conference. 2. All voting for pastor must be conducted within the guidelines as set forth in the Manual of the International Pentecostal Holiness church. No exceptions will be allowed. 3. All churches and ministers shall work directly through the Conference Bishop when a pastoral change is desired. 4. If a pastor desires to move from his church, his request shall be in writing to the Conference Bishop. A second letter, which will be filed with the church in the event the Pastor moves, 1. Application shall be sent to the Conference Bishop indicating the Pastor's desire to be moved, but not including personal information such as motives, personalities involved, etc. MINISTERIAL CANDIDATES-LICENSING AND ORDINATION for admission into the Conference shall be made to the Conference Bishop. 2. Each candidate for the ministry shall be a member of a local International Pentecostal Holiness Church at the time of his/her application for credentials. 3. All candidates shall satisfy the committee on Examination and /or Conference Executive Council that they have met the requirements of the General Conference Manual for license and ordination. 4. The Committee on Examination or the Conference Executive Council shall not consider the application of any person for membership into the Conference for license who does not have the sponsorship of at least one Pentecostal Holiness minister who will vouch for his or her character. A criminal background check shall be made on each candidate by the Conference. 5. The Committee on Examination shall examine all candidates carefully regarding doctrine and reputation. Each candidate shall provide a credit report no more than six months old. The personal credit report shall not be distributed to the Committee but shall be reported on to the Committee by the Chairman, the Conference Superintendent. 6. All candidates for license and ordination shall have completed the courses of studies approved by the General Conference or equivalent offered by any college approved by the Conference Executive Council. 7. The Committee on Examination, comprised of eight clergy members, shall continue to function in examining ministerial candidates. Two members shall be elected at each annual session to serve for four years on a rotating basis. The Hispanic Leadership Board shall examine Spanish speaking candidates and make proper recommendations to the Conference or Conference Executive Council. 19
DEEDS No property shall be accepted in the Conference with a revertible clause in the deed. church property shall be drawn in harmony with the specific guidelines as set forth in the International Pentecostal Holiness Church Manual. LOCAL CHURCH BOARDS 1. Eligibility for selection and tenure of service on the Church Leadership Team (Elders, All deeds to Deacons, Board Members) will be determined by the local church in harmony with the guidelines set forth in the International Pentecostal Holiness Church Manual. 2. The local church shall refrain from electing to the Official Board more than one member of an immediate family (husband-wife, parent-child, brother-sister, brother-brother, sistersister) in its congregation, except in cases where it is unavoidable. 3. The local church shall not elect more than one member of an immediate family to church or departmental treasurers 1 offices. 4. Each member of the local church who serves in any official capacity shall be required to furnish evidence that he or she pays tithes into the church where he or she may serve. RESOLUTIONS All resolutions offered from the floor of the Conference shall bear the signatures equal to the number of persons on the Resolutions committee. The resolution shall be submitted in writing. FINANCES-MINISTER AND CHURCH 1. In pastoral changes, the local church shall be responsible for the moving of the incoming pastor. 2. Each local church shall support the IPHC and N.C. Conference budgets by submitting a tithe (10%) of its income from regular tithes and offerings (all undesignated income) to the Conference Ministry Center on a monthly basis. The Conference Treasurer will forward to the IPHC Global Ministry Center the portion of all receipts mandated by the General Conference. In the case of a local church's failure to comply with this covenant agreement, the Conference Bishop may ask for an explanation for the delay. Churches who keep this financial covenant with the IPHC and N.C. Conference are encouraged to earmark special offerings. All funds raised for World Missions Ministries, Evangelism, Falcon Children's Home, Education and other designated ministries are to be sent to the Conference Ministry Center on a monthly basis and forwarded accordingly. 3. All members of the Conference shall pay one hundred percent ( 1 00%) of their tithes into the Conference. Members who fail to comply with this regulation will be subject to the disciplines provided by the International Pentecostal Holiness Church Manual. The Conference Bishop may notify such members as to their delinquency by letter quarterly. tithes are to be paid on or before the tenth of each month. 4. In addition to the tithe, all active members (those not retired shall pay the current rate of their income as set by the Conference Executive Council yearly for Conference Retirement. Failure to do this forfeits one from drawing retirement benefits for the year (s) not paid. 5. Recommendations for salaries, benefits, etc. for Conference Officials, Pastors, Associate Pastors, etc. are to be found in the current Conference Finance Report. 6. The Conference Bishop shall confer with the church boards in the matter of Pastoral support where the need is apparent. 7. The rate for official travel shall be the current rate set by the Internal Revenue Service. 8. The Conference Treasurer shall be authorized to pay the moving expenses for one move of a retired minister up to the limit set by the Conference Executive Council. 9. All salaries and benefits including mileage received by the Conference personnel shall be included in the Conference Treasurer's Report. VACATIONS The Conference Bishop shall be given vacation on the same basis as pastors. He shall be permitted to conduct three revival campaigns outside the Conference boundaries at his discretion and any compensation for such services shall not apply on his salary. All 20
Full-time pastors shall be permitted to conduct three one-week revivals or their equivalent each year. Ministers on full-time assignment will receive vacation and revival benefits according to the guidelines governing his/her department but not less than applies to pastors. 1. All LOCAL CHURCH - MINISTERIAL RELATIONS evangelistic campaigns, prayer meetings, or religious exercises conducted by members within a radius of one mile of a local church shall be under the supervision of the local pastor. Any effort to start a new church must be under the supervision of the Conference Bishop and the Evangelism Director. 2. Ministers shall conduct themselves in keeping with appropriate ministerial ethics when making visits to former pastorates and shall not engage in any activity or conversation that would cause confusion and create a lack of cooperation of the church with the current pastor. 3. No pastor or member of a local church shall engage in any effort to solicit absentee votes or to campaign for or against the incumbent pastor. Retired ministers and local evangelists shall refrain from any activity which will have the effect of retarding the growth and progress of the local church which may result in interference with the program of the present pastor. 4. Each minister, when moving from a church, shall leave a complete file of members with addresses and occupations for the incoming pastor. of minutes of all Church Board meetings. DEATH OF A MINISTER In the event of the death of a North Carolina Conference minister, the office of the Conference Bishop shall notify the Conference ministers by e-mail and phone tree. The Conference Executive Council Members will be notified first. 1. The CONFERENCE PLANNING Conference Executive Council will serve as the Nominating Committee and shall determine the name and number of committees needed for all Conference sessions. 2. The Conference Executive Council will set the dates for all Conference training events (not department) and Falcon Camp Meeting. 3. The Conference Executive Council and auxiliary Department leaders shall serve as a planning committee for all Promotional and Quadrennial Conferences. REVISION OF BYLAWS The Conference Executive Council shall serve as the Standing Committee on Revision of Bylaws. I SUPERINTENDENT'S REPORT QUADRENNIAL CONFERENCE AUGUST 1, 2014 Mr. Chairman, Conference Council, Ministers, Church Delegates and guests of the 2014 Quadrennial Conference. report to you today on the state of the North Carolina Conference, the state of my personal relationship with Jesus Christ and my family. I, first, would like to explain the decision that Regenia and I have come to relative to not being available for another term as Superintendent of the Conference. the beginning that I would This has been the general plan from finish out Bro. Thompsons' term and serve another term if elected to do so in 2010. We have reached that milestone and feel confident in our spirit that the time has come to transition to the next season in our lives. This Quadrennium, we as a Council, have focused on several areas that would strengthen the conference for the future. (1) Our first goal was to revitalize plateaued and declining churches. Thirty-seven (37 %) percent of our churches are stronger than they were 4 years ago. My goal was to have 50 % of our churches stronger but, we missed it by 13%. We gave it a great effort and received excellent cooperation from our pastors and churches. (2) Secondly, our goal was to plant new churches and transfer churches of like faith who are seeking a covering of ministry. have received We 32 new churches while transferring some of our Hispanic congregations that were located out of our region to our neighboring conferences. We have had to close a few churches that did resources. not become healthy and vibrant for lack of people and (3) One of our challenges has been to stabilize the Conference budget so we could rebound from the national economic stresses of 2008-2009. Progress was made each year and the past two years we have operated with a budget in the black. (4) We have led a major overhaul of the Retirement program that should strengthen the program's capacity to fulfill its promises to our retirees without draining conference revenues with ever-rising cost. 22
(5) We are presently working with the Securities Commission in Raleigh to bring our Loan Fund into total compliance with the State regulations for operating a Church Loan Fund. This will result in built-in safety features to our Investors that we believe will make the Fund an even greater instrument in the hands of God for building His Kingdom through the North Carolina Conference. (6) During this quadrennium, we have licensed 54 ministers, ordained 28, and granted LCM credentials to 62 men and women in our local churches. You have reported to the conference office 17,032 conversions, over 2,100 to have experienced sanctification, 872 were filled with the Holy Spirit and 2,894 new members were added to our church membership. That represents 9.2% increase in new members, but the loss of membership through death, transfers and drop-outs counter most of that 9%. The average church will lose 3-5% of its membership per year through death, transfers and drop-outs. That fact demonstrates the importance of consistent growth in attendance and membership. I have enjoyed the ground breakings, note burnings, facility dedications and homecomings. It has been rewarding and fulfilling to walk with churches and ministers through the pastoral transitions and other major moments of their journey. This has been a season of transitions. We have transitioned a new Superintendent, a new Assistant Superintendent, a new Secretary- Treasurer, a new Hispanic Director, a new African American Director, a new Archives Director, a new Minister's Wives Director and a new Women's Ministries Director. We have had three staff members to retire, two others to transfer to different jobs and one to move to another location, plus 132 pastoral changes. The Lord has bailed us out in all of that personnel change by putting together an excellent team of leaders: Danny Nelson, Oris Hubbard, Jon Oliver, Fernando Angulo, Doug Bartlett, Dwight Dunning, Paul Evans, Linda Thomas, Ferrell Hardison, Janice Marshburn, Lydia Figueroa, Lydia Mills, Ronnie Basden, Gordon Knox, Kevin Robinson, Wiley Clark, Karen Lucas, Mark Lucas, Rose Hubbard, Lee Love, and Casey Strickland; our office staff: Sheila Oglesby, Ginger Wheeler, Nicole Turransky, Nicole Oliver, Karen Carter, Pablo Avila, and "my Regenia." 23
Thank you for everything you invested in conference work. You could not have been better in doing your part in the harvest. I found a statement in preparing for the funeral of Bro. Jettie Parker that I have used many times because it is a reality for all of us. "Leaders always leave" and now it is our turn. We have been privileged to stand on the shoulders of giant saints and great leaders. We have helped rebuild several sections of Nehemiah's wall for the Kingdom's sake. We have been honored far beyond my wildest dreams: to pastor my home church and be my parents' last pastor, to pastor the Mother Church of this denomination for 27 years, to serve on this conference board for 22 years, five as Superintendent; to serve 15 years on the Trustee Board of Holmes Bible College five years as Chairman; to have Chaired the Falcon Children's Home Board for five years and spent five years on the Emmanuel College Trustee Board; to have had the honor of serving with the Council of Bishops of the General church and with the General Finance Committee for this denomination-t/7/s has been a journey of privilege and honor for me. And then to have the greatest wife in the world to be by my side and the support of my two sons and twin daughters, the spouses and nine grandchildren, has made it all complete and a blessed journey. Corinthians NORTH CAROLINA CONFERENCE OF THE PENTECOSTAL HOLINESS CHURCH, INC. Inspirational Conference - August 3, 2013 MINUTES OF THE 102 nd ANNUAL CONFERENCE Enrollment and registration began at 8:30 a.m. followed by North Carolina Conference Superintendent, Bishop Jim Whitfield, opening the Conference at 9:00 a.m. Brother Kevin Mooring led the congregation in singing "The Doxology" and "How Marvelous." Bishop Jim Whitfield greeted the delegation and led in a prayer of praise. He then presented the presiding officer, Bishop Chris Thompson, IPHC Director of Evangelism USA and former N.C. Conference Superintendent, who greeted the delegation and called the meeting to order. Bishop Thompson presented a devotional from Isaiah 54:2-3. A recent history of the Holy Spirit's direction for the IPHC has been: Target 2000 - Joshua 14:12 - "Give me this mountain" Mission 21 - I 16:9 - "A great and effectual door" Relevant, Dynamic and Demonstrative - 2009 General Conference Live, Move, Be - Acts 17:28 God has given the IPHC Seven Core Values from these Isaiah verses and called us to be a "Place of Hope and People of Promise." 1) We prayerfully value Scripture 2) We prayerfully value Pentecost 3) We prayerfully value Holiness 4) We prayerfully value Christ's Kingdom 5) We prayerfully value Justice 6) We prayerfully value all Generations 7) We prayerfully value Generosity Bishop Thompson had the congregation form small groups and hold hands together raised to form a "tent". He then had us repeat the Seven Core Values of the IPHC as he read them. The chair invited Rev. Stacy Hilliard to come to the stage. Bishop Thompson spoke of African-American ministries, reminding the delegation that the IPHC is the only denomination to have a full-time Director of African- American Ministries. The North Carolina Conference is honored to have its own member serving in this capacity on the international level. 25
Bishop Jim Whitfield offered a privileged motion establishing the bar as the four middle sections of the auditorium on the floor level in addition to the platform. He also moved to allow any visiting ministers seat and voice in the conference. Motion passed. Visiting ministers recognized were Dr. Michael Stewart, Dr. Herbert Carter, Dr. Bill McDowell, Rev. Gary Petty and wife, and three ministers visiting from South Africa. Bishop Thompson greeted Bishop James D. Leggett, former General Superintendent of the IPHC and Rev. Elwood Long, former Superintendent of the NCIPHC. The Chair recognized Bishop Whitfield to present the list of candidates for ministerial License and Ordination for this Conference. Each newly Licensed minister was presented a certificate by Bishop Whitfield and greeted by the Conference Executive Council. Bishop Thompson presented Bishop Jim Whitfield to give his State of the Conference report. Most of this report is printed in the 2012 Minutes book. The delegation officially registered for this Conference is a follows: Ordained -203 Licensed - 69 Church Delegates - 49 Ministers' Wives - 9 o Total Registered Delegation - 330 Local Church Ministers (not pastoring) - 10 Visitors -238 o Total Conference Attendance - 578 Bishop Whitfield informed the delegation of Luis Avila's move to the IPHC Global Ministry Center as national Hispanic Ministries Director. He introduced Bro. Avila to address the delegation. Following Brother Avila's remarks, Bishop Whitfield presented Rev. Fernando Angulo as the new NCIPHC Hispanic Ministries Director. The congregation gave a love offering for the Avilas during which we sang "Blessed be Your Name." Following the offering, Bishop Thompson presented Brother Angulo to address the Conference. 27
Rev. Danny Nelson offered a motion of appreciation for Bishop Whitfield. The congregation stood and applauded in appreciation for our Conference Bishop and Sister Regenia. Bishop Thompson recognized his wife, Betty Thompson, after which he recognized Pastor John and Faye Hedgepeth for 50 years of marriage and 45 years pastoring at Northwood Temple. Bishop Jim Whitfield addressed proposed changes in the Conference Retirement Program after which Conference Secretary-Treasurer Oris Hubbard read the changes proposed in the Retired Ministers' Fund. Bishop Thompson declared a recess in the Conference as required in the Retired Ministers' Fund Constitution for amendments. Following this recess, a motion was made by Oris Hubbard to approve the proposed changes to the Retired Ministers' Fund. Motion passed. Bishop Thompson called for NCIPHC Secretary-Treasurer, Rev. Oris Hubbard, to present the Treasurer's report for 2012. Paul Brafford moved the approval of this report. Motion passed. Rev. Danny Nelson was recognized to invite the Conference attendees to the Global Outreach Service tomorrow night. Bishop Whitfield invited the following special guests to the platform to speak for their respective ministries: Dr. Michael Stewart (Emmanuel College), Bishop James Leggett (Holmes Bible College), Rev. John Wheeler (Falcon Children's Home and Royal Home Ministries) and Mrs. Karen Lucas (NCIPHC Archives). Each addressed the Conference delegation. The chair recognized Rev. Jon Oliver to present the Appreciation Report. The following retiring ministers and spouses were recognized for their faithful service to the Kingdom of God and the North Carolina Conference: Rev. T.P. Davis (Carol), Rev. Jerry Hannah (Evelyn), Rev. Ronnie Heath (Christine), Rev. John Hinson (Betty), Rev. Margie Lorraine Thorne (Buddy), Rev. David Wheeler (Faye) and Rev. "Resurrection" means to "Bring back to life and place both into service." Bishop Thompson led in prayer then had each candidate come to the stage for ordination with the laying on of hands and prayer. Bishop Thompson recognized Rev. Ricky Nelms are expiring. Rev. Dwight Dunning and Rev. Marty Warren were elected to the two positions. Bishop Jim Whitfield offered a motion of appreciation for today's Presiding Officer, Bishop Chris Thompson. The congregation stood and applauded in approval of this motion. Bishop Thompson thanked the delegation for their love, appreciation and service in today's conference. A motion to adjourn was entertained by the chair. Motion passed with grateful hearts that God's Hand is still upon the ministry of the North Carolina Conference. 29

2013 MEMOIRS REPORT Philippians 1:3 - Psalm 16:6 - "/ thank my God upon every remembrance of you" "the lines are fallen unto me in pleasant places; yea, I have a goodly heritage" In the next few minutes we take the time to honor the memory of great men and women who served God and the North Carolina Conference faithfully. If we simply add up the years of their Christian profession and of their years of service to the North Carolina Conference, the numbers are impressive; however, only the Recorder of Heaven's record, God our Father, has the accurate record of all that was accomplished through the ministry of their lives. What a day that will be when the books are opened and the account is read. REV. THOMAS HOWARD CONWAY Rev. Conway was born on October 14, 1928 in Greenville, North Carolina to the late John Allen Sr. and Ethel Bell Hodges Conway and went to his reward on September 7, 2012. He accepted the Lord in 1941 at a cottage prayer meeting. Thomas attended Holmes Bible College, but due to the death of his father he had to leave to help with his family. He was married to Virginia Gray Little on December 25, 1948. He joined the United States Air force on September 1, 1951 and proudly served his country for 20 years retiring on June 30, 1971. He was a devoted man of God, a faithful husband and a loving father to his children. Rev. Thomas Conway accepted the call to preach at the age of 16 and for almost 68 years was a minister of the Gospel. He would speak in cottage prayer meetings and loved helping the widows. In 1943 he received his Mission Workers License with the Pentecostal Holiness Church and became a Licensed Minister in 1963 and was Ordained in 1964. Throughout the years he pastored the following churches: The First Pentecostal Holiness Church in El Paso, Texas (1963-1965); Service Men's Work in Japan (1967-1968); Vacaville Pentecostal Holiness Church in California (1969-1971); Tampa First Pentecostal Holiness Church in Florida (1972-1977); and Carson Memorial Pentecostal Holiness Church in Greenville, NC (1982-1993). He served as a member of the following: Great Plains Conference of the Pentecostal Holiness Church in Texas, Church of God Service Men's Work in Yakoto, Japan, California Conference of the Pentecostal Holiness Church, Florida Conference of the Pentecostal Holiness Church, and North Carolina Conference of the Pentecostal Holiness Church. 32
