CALL CITY COUNCIL TO ORDER City Council called to order at 7: 00 p. m. Invocation and Pledge of Allegiance given by Mayor Gierisch. B. ANNOUNCEMENTS Mayor Gierisch announced that today is City Council member Steve Heath' s birthday. Mayor Gierisch thanked all of the City Staff involved with the Roanoke Round Up event, stating that it was a very successful event. C. PROCLAMATION 1. Mayor Gierisch read a proclamation declaring May 14-20, 2017, as National Police Week. 2. Motion made by Dion Jones second by Kirby Smith to approve Ordinance 2017-116, canvassing and certifying the election returns, including the returns of early voting ballots cast in connection with the general election held on Saturday, May 6, 2017, for the purpose of electing three ( 3) City Council Members, one ( 1) per Ward, all for three ( 3) year terms. 2. Mayor Gierisch issued Certificates of Election, Statements of Elected/ Appointed Officers and the Oath of Office to Councilmembers in Ward 1: Holly Gray- McPherson, Ward 2: Brian Darby, and Ward 3: Steve Heath. 3. Public hearing to consider amending the Comprehensive Zoning Ordinance, by amending Chapter 12, Article VII, Division 4, Section 12. 751 of the Code of Ordinances, of the City of Roanoke, Texas, entitled " Area Regulations for Residential Districts," by amending the setback requirements for an accessory structure from the main structure. and side and rear property lines. Denton County, Texas, by changing the zoning on said tract of land from Planned Development District ( PD 2010-112) to Planned Development District Specific Use Permit ( PD# 2010-112- SUP) to allow a garage condominium use. ( Ordinance No. 2017-118) Public hearing started at 7: 11 p. m. Fred Gans, applicant gave an overview and presentation of the project. Public hearing will be continued to the June 13, 2017 City Council meeting. Motion made by Dion Jones second by Kirby Smith to continue the public hearing at the June 13, 2017 City Council meeting. Motion carried 4-1- 0. Angie Grimm was opposed. 6. Consideration and action to approve amending the Comprehensive Zoning Ordinance of the City of Roanoke, Texas, for an approximately 5. 71 acre tract of land situated in the W. D. Beall Survey. Consideration and action to approve a Site Plan ( SP- 2017-03) request from Cornerstone Development, Fred Gans for an approximately 5. 71 acre tract of land situated in the W. D. Beall Survey, Abstract No. 82, City of Roanoke, Denton County, Texas. Motion made by Dion Jones second by Kirby Smith to table this item until the June 13, 2017 City Council meeting. 8. Motion made by Kirby Smith second by Holly Gray- McPherson to approve a unique sign design standards from Craft & Vine Taproom and Eatery, located at 310 S. Oak Street, Lot 1, Block A, Roanoke Commons II Addition. Motion carried unanimously.

T. Roanoke Addition, an addition located within the City of Roanoke, Denton County, Texas, and authorizing the City Manager to execute a deed or deeds conveying said right- of-way. 10. Staff Presentation/ Discussion regarding On- Street Parking Regulations. City Manager Scott Campbell stated that he has received a few comments regarding i on- street parking in various neighborhoods. Mr. Campbell gave several options available to address this. Mayor Pro Tern Holly Gray- McPherson expressed her concern with the lack of room to drive when vehicles are parked on both sides of the street, causing a hazard for oncoming traffic. Mayor Pro Tern McPherson suggested no overnight parking. Mayor Gierisch stated that some are parking their vehicles in all direction, noting it is illegal to park facing oncoming traffic. They are parking on grass, and in some cases blocking sidewalks. Mayor Gierisch stated that there are a number of issues that will need to be addressed, with on- street parking. It causes issues with emergency services vehicles being unable to navigate the streets, mail service, and garbage pickup. Mr. Campbell stated that a determination will need to be made as to which areas are having the most issues, and need to be addressed first. Council member Angie Grimm stated that she and Mayor Pro Tern Holly Gray- McPherson have received complaints regarding commercial properties in Old Town who have clients and employees parking in front of residential properties. Mr. Campbell stated that letters were mailed to the commercial owners, to address the issue. After much discussion, Mayor, City Council, and City Staff agreed, more research will be done to determine the problem areas and how to address the issues. G.
