In the early days of the Internet before the existence of social media, we faced Internet hoaxes such as Chai n Email, Nigerian Prince Scam and Catfishing. Today we face a new enemy, an issue that affects everyone nationwide. Falsified news is a national issue we frequently face. We are aware that we do not have complete control of information shared in the cloud. Though the Internet is a source of useful information and provides access to digital communication platforms, it s not entirely safe from propaganda, gossip, defamation and fraudulent facts. This is another challenge in the technological revolution era around the world. The act of falsifying news is not new, however, with social media platforms such as Facebook, Twitter, Instagram and WhatsApp, it has got easier for these unwanted news to go viral. Fake news or hoaxes spread through social media are disseminated with a simple agenda: to create havoc and destabilise, to wreak and humiliate, degrade and slander the dignity or reputation of some parties some with the intention of raising unwanted biased awareness in the public mind. Internet hoaxes and false news are possibly one of the most challenging issues to overcome; with the availability of Internet access through WiFi or 4G via smartphones, which is supposed to be a convenience, could also be used to spread malicious information. The initiative taken by the seminar organisers to tackle the issue is highly appreciated and praised. A section of the participants at the seminar This is because the issue of spreading false news is a problem faced globally following the revolution of communication technology with the emergence of new forms of rapidly growing media. This phenomenon will continue to be the main challenge for us in terms of regulating and enforcing laws regarding the dissemination of information. VISIT TO RUSSIAN STATE LIBRARY AT MOSCOW By Nor Rahidah and Dyg Amal Syukriyyah In front of the main building of the library, next to the monument Dostoevsky On a recent social visit to Moscow, Russia, we made a visit to the Russian State Library on 27 November 2018. As most of the library staff could not speak English, we were accompanied by Natalya, a Brunei Embassy staff, courtesy of His Excellency Dato Paduka Haji Haini bin Haji Hashim, Brunei Darussalam's Ambassador to Russia. Cloak room on the lower floor It is certainly an experience visiting one of the largest libraries in the world. Russian State Library is the national library of Russia, located in Moscow. Established more than 100 years ago, the Russian State library still stands tall until today holding millions of books, those on the shelves mainly classical Russian literary works. The library houses more than 30 lavishly built, ornate reading rooms, one bear a great resemblance to New York Public Library most famous reading room. NEW TITLES FROM PUSAT DAKWAH ISLAMIAH Six new books were launched to enhance the practice of religion in daily life in the country. Memandang ke Hadapan Sambil Menoleh Ke Belakang by Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, the Minister of Religious Affairs. The book contains speeches made by the Minister from 1980 to 1985, which was a very vital pre-independence and post-independence period. Isra' & Mi'raj: Menjana Shalat dan Munajat by Yang Berhormat Pehin Jawatan Luar Pekerma Raja Dato Seri Utama Dr. Ustaz Haji Awang Md Zain bin Haji Serudin. The book is about the doa or supplications of the Prophets, Solat or Prayer and important events before the Isra' Mi'raj or Prophet Muhammad's (Sallallahu Alaihi Wasallam Night) Journey From Makkah to Baitulmaqdis and the Heavenly Skies. Wawancara: Perspektif Pembangunan Ugama, Bangsa dan Negara by Pengiran Dato Seri Setia Dr. Haji Mohammad bin Pengiran Haji Abd Rahman. The book is a compilation of interviews with the former Minister of Religious Affairs from 2010 to 2015. It also highlights the Shari'ah Penal Code Order, the Development of Islam and progress of the Syiar of Islam in the country. Himpunan Ayat-Ayat Al-Quran dan Hadits Mengenai Binatang, co-authored by Dayang Nor Rashida binti Abd Rahman and Dayang Jalijah binti Sable. The book contains the hadith of Prophet Muhammad Shallallahu 'alaihi wasallam which focus on the well-being of animals, especially the responsibility of humans to them. Himpunan Ayat-Ayat Al-Quran dan Hadits Mengenai Perkahwinan dan Perceraian'' written by Dayang Hajah Rokiah binti Mohammad and Dayang Latifah binti Haji Ismail. The books contain verses of Al-Quran and Hadith on the laws and regulations of marriage and divorce. Pengurusan Jenazah: Panduan dan Amalan, a book by the Planning, Study and Publication Division of the Islamic Da'wah Centre provides guidance and lessons on funeral rites. Pusat Dakwah Islamiah has published 112 books from 2014 to 2018. BANDAR SERI BEGAWAN SELECTED AS ASIAN CAPITAL OF ISLAMIC CULTURE 2019 2019 is a significant year for Brunei Darussalam when the Islamic Education, Scientific and Cultural Organization (ISESCO), gives its recognition to the country as the Asian Capital of Islamic Culture alongside Tunis, the Republic of Tunisia in the Arabian region and Bissau, the Republic of Guinea in the African region. The recognition is a great honour for Bandar Seri Begawan and is an important historical landmark for the country in general. Among the early preparations is forming the Bandar Seri Begawan Steering Committee as the Asian Capital of Islamic Culture 2019. The committee's role is to provide the right direction for all working committees to act upon and implement the planned programmes and activities. The Bandar Seri Begawan Traces of Islamic Architecture and Landmarks Exhibition is one of the main events for the Bandar Seri Begawan, Asian Capital of Islamic Culture 2019 Celebration. The exhibition will be the curtain raiser for the celebration at the Brunei International Airport on the 17th of this month.go to page 5 The selection of Bandar Seri Begawan as the Asian Capital of Islamic Culture 2019 is synonym with Brunei Darussalam's status as the Malay Islamic Monarchy since more than 600 years ago. Bandar Seri Begawan is the third Southeast Asian capital chosen for the honour after Kuala Lumpur in Malaysia in 2009 and Indonesia's Jakarta in 2011. The recognition is also a golden opportunity to showcase the culture and values of the country's people. The country has created a name for itself based on its glorious civilisation and history as well as strategic position. Bandar Seri Begawan fulfils the criteria for selection as the Capital of Islamic Culture outlined by the ISESCO. They include an excellent and glorious culture and history, contributions in enriching Islamic culture and human prosperity, possessing landmarks of Islamic civilisation and cultural institutions as well showing strong interest in organising cultural activities, book festivals, exhibitions, performances, forums and others. From page 4 The golden opportunity is utilised by the country specifically in presenting the daily practices of Bruneians who give the highest priority to Islam at various levels. Apart from implementing activities and programmes in 2019, the opportunity also highlights Bandar Seri Begawan as a true Islamic capital to the world with its Malay Islamic Monarchy, MIB concept. This will indirectly help to promote tourism and enhance religious and cultural values. Hence it is also the duty of all citizens and residents of Brunei Darussalam to support the government's initiative to make Bandar Seri Begawan a capital of Islamic culture. From page 5 During our visit we were briefed about the history of The Russian State Library. It was firstly named the V. I. Lenin State Library of the USSR from 1925 until it was renamed in 1992 as the Russian State Library. Highlighted Classical Russian Literary Works at the lobby (left). Newly released books at the library (right) What was interesting to us is seeing the classical architecture. The building acquired the modernized neoclassicism exterior features of the Palace of Soviets (co-designed Vladimir Shchuko and Vladimir Gelfreikh). A 250-seat reading hall, was opened in 1945; further additions continued until 1960. In 1968 the building reached its capacity, and the library launched construction of a new depository in Khimki, earmarked for storing newspapers, scientific works and low-demand books from the main storage areas. Between 1922 and 1991 at least one copy of every book published in the USSR was deposited with the library, a practice which continues in a similar method today, with the library designated by law as a legal deposit library. We also browsed through several foreign newspapers in Russian language. Moreover, the experience has certainly given us the opportunity to learn, share and improve our knowledge. More importantly we as librarians from Brunei can gain insight from other libraries abroad and practice what we learn in our own respective libraries. From page 1 All members of the Brunei community need to work together to create awareness and educate themselves to face this issue head on. This was conveyed by His Majesty Sultan Haji Hassanal Bolkiah Mu izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in conjunction with the official opening of the First Meeting from Season 13th Meeting of State Assembly 2017: Namun dalam keghairahan memanfaatkan teknologi canggih ini, kita juga dikehendaki supaya jangan lalai daripada anasir-anasir yang tidak bertanggungjawab, yang menggunakan teknologi untuk tujuan-tujuan keburukan, termasuk penggunaan media sosial untuk menyebarkan berita-berita palsu dan fitnah. Semua ini boleh mengundang kepada bencana. His Majesty has reminded his subjects to be wiser and cautious online, to behave appropriately and act responsibly with every action made online. Bruneians are advised to, where possible, allow the Malay Islamic Monarchy (MIB) philosophy be their personal firewall to maintain the societal harmony, as stated in His Majesty s titah in conjunction with the 30th anniversary of the Brunei Darussalam National Day in 2014: Malahan pada hemat beta MIB adalah merupakan satu-satunya pendinding atau Firewall yang kukuh lagi berkesan untuk menangani pelbagai isu dan cabaran globalisasi. Globalisasi dalam realitinya telah memacu perubahan paling cepat. Penggunaan internet dan pelbagai jenis media sosial pula telah menjadikan penyebaran informasi tiada lagi bersempadan. Maklumat-maklumat sudah dapat disalurkan dengan begitu mudah kepada sesiapa sahaja. Ini semestinya kita perlu bijak dan berhati-hati untuk memperolehi manfaatnya. Sebaliknya jika cuai atau salah guna maka kesan buruknya bukan sahaja pada diri individu malahan juga kepada negara. Participants attending the half-day seminar included media practitioners, officials and public relations practitioners, and librarians. A total of four papers were presented Addressing Falsified News or Information Through Three Working Strategy by Information Department. Falsified News Speeches Offences by Royal Brunei Police Force. Addressing the Spread of the Falsified News from the Malay Islamic Monarchy Presence by the Office of the Secretariat of the MIB Supreme Council. Media Policy and Falsified News Monitoring, Media and Cabinet Division by Prime Minister s Office. Representatives from the Royal Brunei Police Force presented several existing laws used in dealing with the spread of false news under the Legislative Acts on False News, among which includes Section 148 of the Public Order Act 34. Under this Act, any person who either speaks or writes or uses any means of disseminating false reports or making false statements that may cause disruptions in public security can be imprisoned for three years and fined BND3,000. Among the other Acts is Division 24 of the Sedition Act Section 4 (1), which states that any person conducting or attempting to commit, or abet to commit sedition using words which are seditious; reproduce any sedition; as well as bring in any seditious news, unless he does not suspect that he is seditious, is considered to be an offence. The author sees the issue of disseminating false news from the MIB perspective, as His Majesty had conveyed that the spread of false news is an act of au contraire towards the Bruneian values; an act that does not proudly define Bruneians as Malay, and definitely does not comply with Islamic religious teachings, where deceit, lies and slandering are considered sinful acts. The author likes to remind social media users to be thorough and smart before spreading any news, and to perform due diligence and confirm the source of the news before sharing them. One may have a good intention to spread awareness by forwarding news received on WhatsApp, but if no legitimate source can be found, it is best to delete the message and not mislead the public by spreading it. In order to curb the spread of false news, Islam also emphasises the concept of tabayyun, which is to check the authenticity of any information or news that are disseminated first before sharing them. To apply this in terms of media usage, Islam teaches us how to receive news, as mentioned in al-quran and As-Sunnah as follows through the word of Allah the Almighty in Surah Al-Hujurat verse 6: O you who believe! If a wicked person comes to you to bring news, then investigate the truth, so that you will not harm a people with unnecessary things because of your ignorance to make you regret what you did. False news is also mentioned in Surah An-Nur verse 12 and verse 13. For example, in verse 12 the following is said: In the meantime when you heard the allegations, the believers men and women, put their minds to themselves and said: This is a clear lie! And in Surah An-Nur verse 16: And when you hear it, you say, It is not right for us to say this! Glory be to You, this is a great lie. It is common sense to check the validity of a piece of news by citing the source. At the same time, we could also enforce that common sense by reviewing what Islam has taught us on dealing with the spread of false news from the time of Prophet Muhammad (pbuh). We must be diligent when we decide to share news we receive. From page 7 The public should prudently use digital platforms so that the information sent is legit and correct and does not negatively affect the society and the country. Our society must be aware that falsified news leaves a bad impression as it invites enmity. Therefore spreading falsified news must be avoided as it can cause defamation and incite hatred against certain groups. The people should understand that open-ended social media raises unreliable online journalists who may disseminate bad information or news. They need to be aware that spreading false information is an offence that can result in them being prosecuted in court and sentenced to imprisonment, and the act is sinful. As citizens of Brunei, we need to exercise trust and exert responsibility more thoroughly by practicing and appreciating MIB and treating it as a backbone that molds and shapes life on the basis of unity and harmony. In this technological revolution era, it is undeniable that modern life today is constantly faced with endless challenges and obstacles when it comes to maintaining a balance between tradition, peace and prosperity. Our first order should be to embrace the light side of the Internet, and resist the force of the dark. The Internet provides almost limitless and easy access to every piece of news, fact and articles, but we must not forget to look deeper at the contents and verify the source, and not blindly share falsified news with the public. This task we cannot undertake alone. This is a joint effort between the Royal Brunei Police Force, MIB Supreme Council and Information Department; only by doing so we can give Brunei a new hope to face this challenge, particularly by empowering those agencies that control and oversee the media to strike back against news falsifiers and Internet hoaxers from both within and outside Brunei for the overall harmony of nations. SOURCE: Borneo Bulletin, 13 Jan 2019 VISIT TO BORNEO RESEARCH CENTRE (PENBORNEO) By Zurifa binti Jumat, Maktab Duli PMAMB On Tuesday 18 December 2018 a total of 13 librarians made a working visit to the Borneo Research Center [PENBorneo) at Jalan Berakas organized by the Brunei Darussalam Library Association led by Dyg Amal Syukriyyah binti Haji Abdul Kahar, BLA Assistant Secretary. The group of librarians were from Dewan Bahasa dan Pustaka Brunei, Maktab Duli PMAMB, Maktab Sultan Omar Ali Saifuddien, Pusat Dakwah Islamiah, Rimba Secondary School, Sufri Bolkiah Secondary School, Universiti Islam Sultan Sharif Ali and Universiti Teknologi Brunei. We were welcomed and briefed by Awg Muhammad Hefni bin Mahari, Conservation Officer at the Centre. The briefings focused on the early establishment of the Borneo Research Center includes the collection, the services and facilities provided in this Centre. There are four units in this Center namely the Records Unit, the Digitization Unit, the Conservation Unit and the Binding Unit. Among the collections in the PENBorneo Resource Center are archive materials, reference materials such as printed document files of Borneo records, microfilm reels, VHS video cassettes, rare/heritage books, manuscripts(original and copy) and digital photograph since the British residency period in Brunei Darussalam and Borneo's historical material. According to Awang Muhammad Hefni the reference materials collected were purchased from overseas such as United Kingdom, United States, ASEAN countries and Middle-East countries. The usages of these items are restricted for research purpose and in-house only. Certain Items must have written permission from Head of Brunei History Centre if the users need to research them. From page 8 Our first tour was to the Mini Show Exhibition at the Exhibition Room, guided by Awg Muhammad Hefni and Pengiran Ibnu. The next visit was to the Records Unit on the 1st floor Reference Room where readers could make research on Borneo's history. Pengiran Ibnu and Awg Mohd Faizal showed the use of the microfilm reader. Our next stop on the same floor was to the Newspaper Collection Room (Pelita Brunei, Borneo Bulletin Collection etc. bounded in hard cover and kept in boxes), the Rare and Manuscript Collection and Borneo Collection. Then we had the opportunity to meet Tuan Haji Yaakub bin Haji Mohd Yassin, Officer who translates jawi manuscripts into rumi. The tour then proceeded to the 2 nd floor to the Digitization Unit located at the Audio Visual Reference where the Collections of Microfilm and Cassette Video are kept in a special place with room temperature and humidity control to ensure the quality of the materials are durable and not damaged. Awg Muhammad Hefni shared tips in the use of cloves in preventing damage by pests; and the temperature of the air conditioner must be controlled with the use of air filters. The staff will constantly monitor and record each room temperature. Awg Muhammad Hefni then led the us to the Unit of the Preservation and Binding Unit where he is in charge of initial maintenance and conservation. The Competition Commission of Brunei Darussalam was established on the 1st of August 2017, as an independent body with the mandate to promote business competition in Brunei Darussalam through the enforcement of the Competition Order 2015, towards enhancing market efficiency and consumer welfare in the country. 15 Dec 2018 27 Aid houses are currently being built through the allocation of Poor and Destitute Asnaf Tithe Money Collection. 10 houses are built in Brunei Muara District; 14 in the Tutong District and 3 in the Belait District. In Tutong District the foundation Laying ceremony was held in Kampung Bukit Udal. The constructions of 27 Aid houses amounting more than One Million 9-Hundred and 77-Thousand dollars. The construction project which began on the 25 October this year, is expected to complete in October 2019. 18 Dec 2018 The Brunei Malay Chamber of Commerce and Industry, held a Kesyukuran Ceremony in conjunction with the appointment of the new Executive Committee 2018-2021 and Governance Committee members. 19 Dec 2018 signing of the Memorandum of Understanding between Brunei Darussalam and the People's Republic of China on the establishment of a Joint Steering Committee which has put in place a mechanism for regular consultations at the Ministerial level followed the Swearing-in ceremony for the Brunei-China One Belt One Road Association, OBOR, both countries have been and will continue to work closely to jointly promote cooperation in the Belt and Road Initiative, especially on the implementation of the Memorandum of Understanding on Jointly Promoting Cooperation within the Framework of the Silk Road Economic Belt and the 21st Century Maritime Silk Road Initiative.
