BRYNFORD COMMUNITY COUNCIL CYNGOR CYMUNED BRYNFFORDD Minutes of the meeting of Brynford Community Council held 10 th February, 2015 at Brynford C.P. School. PRESENT: Councillor D. Wahl APOLOGISE FOR ABSENCE: Councillor W Beaumont Councillor M. Wright Flintshire County Council IN ATTENDANCE: Mr. A. Roberts Clerk to the Council ITEMS RAISED BY THE GENERAL PUBLIC. Mr. E. Jones of Ffrith Bach, Brynford informed the Council that National Resources Wales had granted a 3 year License to undertake controlled eradication of none native species of plants growing on the common adjacent to his farm land. The Licence provided site location plans, time scales and method of disposal. The Chairman thanked Mr. Lloyd for bringing this matter to the Council s attention. 115/15 DECLARATION OF INTEREST. None were declared in respect of the business of the Council. 1.
116/15 MINUTES. That the minutes of the meeting held 13 th January, 2015 were approved as a correct record. 117/15 STREETSCENE SERVICES. Mr. I. Williams Area Supervisor had tendered his apologies for not attending the meeting. He had reported that de-littering of the verges up Brynford Hill and the village was ongoing. Councillor T. Stephenson reported the road near the Glan-Yr-Afon Inn was in need of pot hole repairs. 118/15 DRAFT WEBSITE FOR BRYNFORD COMMUNITY COUNCIL. Councillor K. Brown advised that the site was now registered and was available for members of the Council to visit. Councillor K. Brown provided a demonstration of the website setting out the need for the Council to carry on with the population of the site and community engagement. The Clerk advised that he would be undertaking in putting of the statutory information the Council needs to be made available this will include names and addresses of all members with a facility to provide each member with an e-mail address as well. The Clerk further advised that the invoice for hosting the site www.brynford.com had been received from Livetech which was the former hosting site for the community. Members agreed that given the new website was now up and running that the Council should focus their efforts into developing this site and that the subscription would not be renewed. Given that the above site had been managed by Mr. D. Jones members agreed to invite Mr. Jones to the next meeting of the Council to discuss this matter. 2.
119/15 PROPOSED PROVISION OF CATTLE GRIDS B5121 BRYNFORD VILLAGE ROAD. Further to this matter being raised at the January meeting of the Council, a letter had been received from Mrs. S. Mewies AM advising that she had raised this issue with Flintshire County Council. Mr. G. Williams, Secretary to Halkyn Graziers & Commoners Association had reported to the Council advising that the Association has all the planning permissions in place for 5 grids on the common but funding had not been available. Mr. Williams further advised that the Association were in the process of making funding applications for this programme of works. Members welcomed the news and agreed that they would do what they could to support the scheme. 120/15 BRYNFORD RECREATION GROUND PROPOSED DEVELOPMENT PROJECT. The Chairman welcomed to the meeting Mrs. Emma Ward co-ordinator for the above project. Emma set out the requirements for Brynford Football Club in terms of basic facilities the recreation ground must have to enter the club into next years football league. These included dug outs for home and away teams and improvements to the changing room facilities. Members agreed to the provision of the dug outs subject to written confirmation being received that the club will be responsible for the maintenance, insurance and if required at a later date the removal of the dug outs. With regard to the improvements to the changing rooms the Council advised that the building belonged to Brynford Football Club and that the Club paid land rent of 6.00 per year to the Council. 121/15 NOTICE OF VACANCY ON BRYNFORD COMMUNITY COUNCIL. The Clerk reported that the Notice of Vacancy would be advertised and the Returning Officer, Flintshire County Council would advise the Council if the vacancy can be filled by co-option. 3.
122/15 SUMMER PLAYSCHEME 2015/16. Mrs. J. Roberts, Play Development Officer, Flintshire County Council had written to the Council confirming that grant funding was in place for this year s scheme. The scheme would operate for 3 weeks starting on 20 th July, 2015. The match funding cost to the Council would be 900.00 per setting. That the Council would support the scheme for the 3 weeks at a cost of 900.00. That the Clerk would write to the Chairman of Brynford School Governors seeking permission for the scheme to be located within the school grounds. 123/15 RHES-Y-CAE SCHOOL. Mr. B. Leck Grosvenor Estate had written to the Council advising that following the closure of Rhes-Y-Cae School the building had reverted back to the ownership of the Estate. The Trustee would very much in the first instance wish the old school to be used for the benefit of the community and were seeking proposals for the full time use of the property. Members agreed that they would canvas local residents seeking their views on this matter. 124/15 REDEMPTION OF 3 ½ % WAR STOCK. The Clerk reported that a letter had been received from Computershare Services advising that H.M. Treasury had advised that the Council War Stock was due to be redeemed on the 9 th March, 2015. The Clerk reported that he had completed the application form for the return of the Council s War Stock being 50.00 that had been invested in June, 1932. 4.
125/15 COMMUNITY POLICING. The Chairman welcomed to the meeting P.C.S.O. Carol Richards. Carol gave a report on ongoing policing issues within the community. Members reported that there had been some policing activities outside the boundary of South policing area which Carol served. However these incidents were part of the Brynford Ward. Carol agreed to discuss this issue with her line manager. There was a further policing surgery planned to be held at Brynford Village Stores which Carol would be in attendance. The Chairman thanked Carol for her attendance. 126/15 ITEMS RAISED BY MEMBERS. Councillor P. Wahl Fly Tipping could the Council enquire with Flintshire County Council how many prosecutions had been brought for fly tipping during the last 12 months. Councillor J. Davies reported that the public notice board door had been damaged and was in need of repairs. Councillor K. Brown reported that the boundary timber fencing that had been erected around the former Lluesty Hospital had fallen into disrepair. That the Clerk would take action/report the above issues. 5.
