Wendt 619-995-2216 General Meeting Oct 03, 2018 Convened 10 AM 21 of 105 members present Quorum Previous Minutes. - Motioned, seconded, approved. Don Petsche went over the budget. Made money on the Heli Fun Fly. MSA Brian discussed being contacted by someone from the FAA/Homeland Security wishing to use the field for training. When they found out it isn t a secured field, they realized they couldn t use it. Brian discussed the upcoming Board elections. Says he will run again for President. Jonathan also will run for president and was nominated as a candidate. Stelio says the big Float Fly is coming up on the 20 th. Still needed a few volunteers for registration and rescue boat. Still needs to get raffle prizes. Randy s event is also fast approaching, Wednesday through Sunday. Jonathan is bringing the trailer. New Business Zeke noticed there seems to be a lack of ~ 2 ~

chairs. Wondering why many are piled up west of the parking area. Don said they are broken or nearly broken (dangerous) chairs and tables. He suggested we get a dumpster to get rid of them and made a motion to do so. Motion passed. Planned for cleanup after November meeting. Estimate ~$200 for the dumpster. Jonathan volunteered to set it up. Sunny asked if everyone got their AMA renewal letters yet? He said to read through the info they have for you to make sure it s correct. They had his email wrong. Discussion about reducing quorum requirement to 15%. Brian suggests this may not be needed since the board can simply make the decisions if quorum isn t met during the Board meetings, per the Bylaws. Much discussion ensued and the decision was made to continue with the process to reduce the quorum % required. Bob Walker discussed the new FAA Reauthorization Act and how it affects us. The FAA has been tasked with monitoring the model aircraft community. He posted a PDF (Emailed last month to club members) explaining a lot and suggests reading it. We are in FAA class E and D airspace. Our letter of agreement with Reem Field AND the FAA now. The FAA has 180 days to make new rules. We will all have to pass some kind of test. Bob thinks the AMA will come up with a test which will be on the FAA site. Jonathan said the SUAS 107 test costs $150, will this cost anything? Bob says even the FAA doesn t know what things will be like yet. The FAA usually comes up with rules, then the proposal will be posted for a comment period. He suggests we pay attention and do what we must. Submit comments, write your representatives, etc. Bottom line is, the new rules are coming and we need to participate. J asked if we had anything like cat litter to pick up the fuel spills he s been seeing more of recently. General consensus was that if we left cat litter around it would just disappear. The fuel fliers need to be aware and clean up after themselves. Walter said we have the coffee cans just for catching fuel, but people are using them for trash instead. Wayne suggests peer enforcement. If you see someone making a mess, speak up, in a civil manner. A notice will be put in the newsletter. Tom thanked Jonathan for stepping up to try to take a responsible role in the club, not to mention all he already does. Round of applause. Sunny said he s heard of guys with prop planes using the EDF only taxiway in the pits. DON T DO IT! Meeting adjourned 10:40 AM ~ 3 ~

Board Meeting Oct 3, 2018 Convened 10:45 AM All members present Brian said he is in email contact with IBWC concerning our lease agreement with them. Stelio was trying to email our normal contact, but he retired. Got new contact info. Sunny asked about the canopy repairs. They are in process. Brian The dumpsters will be here on Friday by next meeting. Need picked up asap or the public will leave stuff in it. Someone else said it will be locked, so that shouldn t be an issue. Stelio said there is a requirement of catch for fuel overflow. Pretty sure it s mostly jet guys. It is the personal responsibility of the members flying fuel. Maybe Sunny could make another sign or two: Pilots are responsible for fuel spills or something like that. Club will reimburse cost. Adjourned 10:55 AM Election Slate Hopefully you re all aware the club officer election is this coming meeting, on Saturday, November 3rd. It s important we have a quorum as there is actually a position we need to vote for. Please come down to vote! Presidents Message Brian Boyle Hello fellow club members, here we are again at the end of another month and a month it was, we had a lot of activity this last month with two big flying events, one was Randy's event with night flying and than the annual float fly at otay lake, if you didn't make them you really missed some awesome flying. Elections are this next meeting so don't miss out on voting. See you at the field Brian Vice President s Message Wayne Bolin The Spats Invitational was another great success. We had pilots from Utah, North Dakota, various other local clubs along with several members of CVMRCC. Thanks to all the members that had to give up their flying days for us to put on this event. We know this was a disruption to your fun and was appreciated. MEMBERS! The upcoming meeting on SATURDAY November 3rd is Important! ALMOST as important as Tuesday November 6th! Notice of Proposed Change to Club Bylaws Tom Svircev Due to lack of obtaining quorum at club meetings, the board is proposing the following change to the Bylaws: Currently: 4.4.4 Business Quorum The Club may conduct business at a regular scheduled meeting provided there is 20% of the total membership present. All business brought before the general meeting that can not be decided upon due to a lack of a quorum, will be deferred to the board to be decided upon at the next board meeting. If you could not make it then you missed a great day of flying at the lake. The weather cooperated and then some. Endless blue skies, minimal wind and lots of sunshine. Event organizer, Stelio Jackson. Couldn t have asked for better weather! We had a good crowd with about 20 pilots and numerous spectators. Electric and glow seemed to dominate this year's power choices, don't remember seeing any gas models. Things went smooth thanks to the volunteers that made themselves available to help with the event. My thanks and gratitude go to WalterK for handling registration and raffle ticket sales, to GaryN that ran the rescue boat, to DonP for cooking that delicious carne asada, to JonathanF for bringing the club trailer and setting up the canopies and helping with cooking. And don't forget that this venue is made available ~ 12 ~

to us thanks to the efforts of RayF who takes care of the permit to use the lake. My apologies if I missed someone. And thanks to the continued support of JohnW of Discount Hobby Warehouse who's generosity makes it possible to have all those good raffle prizes on a shoe string budget. This year we had over $800 worth of float planes, batteries and gift certificates. And many thanks to the pilots and raffle ticket purchasers who help raise the funds that allows us to continue having fun at the lake. The proceeds from the annual event break about even with the expenses of the raffle items, and the food and boat rental that we use thru out the year. The usual suspects. If things go as expected we'll see you on February 27th 2019 for the next bimonthly float fly. Happy water landings. Stelio ~ 13 ~
