Summary Record of discussions in the 45 th meeting of STU Coordination Committee held on 20.9.2017 under the chairmanship of Spl. Secretary (Power) The 45 th meeting of STU Coordination Committee was held on 20.9.2017 under the chairmanship of Spl. Secretary (Power) in the Chief Secretary s Committee room of H.P. Govt. Secretariat to discuss various agenda items circulated vide HPPTCL letter No. HPPTCL/STU-Vol-V/2017-6675-96 dated 16.9.2017. The List of participants is as per Annexure-I. During the discussions, following decisions were taken/action noted: 1. Progress Review of Various Transmission Projects in different river basins under implementation by HPPTCL :- M.D., HPPTCL apprised the Committee although HPPTCL is going ahead with construction of various transmission projects in different river basins to achieve the time lines committed to Govt. and the lending agencies yet there is an urgent need to review the time lines as the generation in most of the valleys is not coming matching with the commissioning of transmission lines and substations under implementation by HPPTCL. Committee was also apprised that as per the Regulations for connectivity and Open Access, HPPTCL requires commitments from the customers in the shape of Long term Open Access committment and more over, 50% of the substation capacity has to be booked before commencement of construction activities by HPPTCL. It was also apprised that at the time of determination of tariff by HPERC/CERC, status of LTA firmed up for the transmission line and substation are invariably sought by the Commission. M.D., HPPTCL apprised that BOD of HPPTCL is already seized of the matter and in its 34 th meeting, had advised HPPTCL to revise the CODs of various 1

transmission projects and firm these revised dates in the meeting of STU Coordination Committee. A Presentation on the progress and revised CODs of various ongoing and proposed projects was given and after detailed deliberations, the revised CODs were approved. The list of transmission projects along with revised commissioning dates is as per Annexure-II. Committee was apprised that in most of the cases, generators have long term PPAs with HPSEBL and in such cases HPSEBL needs to apply for Open Access to HPPTCL. It was agreed that HPPTCL shall have a separate meeting with HPSEBL for deliberations over this issue. Developer of Upper Nanti (13.5 MW) raised the issue of Long term Open Access of Upper Nanti HEP which shall inject its power in to Kotla substation of HPSEBL through 66 kv Ghanvi-I-Kotla line of HPSEBL. HPSEBL has linked the date of open access with COD of 400/220/66 kv substation of HPPTCL at Wangtoo which is scheduled to be commissioned in June, 2018 due to the reason that 220 kv Bhaba-Kunihar line shall be over loaded after injection of Kut (24 MW) HEP. Developer of Upper Nanti HEP explained that they have PPA with Tata Power and because of absence of Long term open access for 3 months from March, 2018 to June, 2018, Tata Power may pull out of PPA. Spl. Secretary (Power) informed that Kut (24 MW) HEP is being auctioned and should not be considered while assessing the evacuation capacity of 220 kv Bhaba- Kunihar line. He further informed that if need arises, issue regarding non availability of LTA for 3 months can be taken up by State Govt. with Tata Power. 2

Committee directed HPSEBL to review the capacity of 220 kv Bhaba-Kunihar line after taking in to account the exclusion of Kut HEP. HPPTCL and HPSEBL shall have a meeting to consider giving LTA to Upper Nanti HEP with in 15 days. Developers of Umli SHEP in Nirmand area and Bhang HEP in Distt. Kullu informed that their projects shall be completed before the revised dates proposed by HPPTCL for 66/22 kv Nirmand substation and 33 kv Switching station at Palchan. HPPTCL informed the Committee that the proposed dates can be rescheduled as per the LTA applications which are yet to be received for these projects. HPPTCL further cautioned the long term customers that as per norms, HPPTCL requires 9 months and 3 years for completion of the required system after signing of LTA agreement and firming up of beneficiaries for 50% of the power. Committee was informed that 220 kv Karian-Rajera line is going to be commissioned in October, 2017 but the Belij, Dunali and Belij Ka Nalla are yet to apply for connectivity and open access to HPPTCL. Since, these projects are currently evacuating their power through HPSEBL 33 kv substation at Jarangla, HPSEBL may give disconnection notice to these developers after commissioning of Karian substation. Representative of GMR informed that their Bajoli Holi HEP is progressing well to achieve commissioning in 2019. SE, Energy Directorate reported that progress of the project is 53%. HPPTCL informed that forest case of 220 kv Bajoli Holi- Lahal line is listed for stage-i clearance in the zonal meeting in Dehradoon on 23.9.2017. 3

Representative of M/S COSMOS pointed out that their project Chanju-II is not appearing in the list of projects granted connectivity at Mazra substation. He also enquired about the status of construction activities of 132 kv Chanju-I-Mazra D/C line. Committee directed M/S COSMOS to submit the LTA application for Chanju-II HEP so that HPPTCL can plan and commence the construction activities of evacuation arrangements for Chanju-II HEP. 2. Evacuation arrangements for Small HEPs in Bharmour valley: In 44 th meeting of the committee held on 4.3.2017, it was decided that HPPTCL and HPSEBL shall have a separate meeting with the developers of projects in Bharmour valley to resolve the evacuation issues and apprise the Committee in its next meeting. HPPTCL informed that, in this regard, a meeting was held in HPPTCL on 3.4.2017 and for further firming up the arrangements, a meeting was convened by Director (Technical), HPSEBL. Director (Technical), HPSEBL informed that as per discussions held with developers of Chirchind and Kiunr HEPs, these projects shall be evacuated to Lahal substation of HPPTCL instead of Karian. Till Lahal substation is commissioned, interim arrangement shall be through LILO of 33 kv Gharola-Chamba line of HPSEBL for which a substation has to be constructed by the IPPs where LILO shall be done. IPPs proposed to opt for T-connection with autoreclosures for interim arrangement instead of LILO which requires 3 breakers. HPSEBL shall study the proposal of IPPs for T-connection with auto-reclosures and firm up the arrangement with in 15 days. 4

3. Evacuation arrangements for Salun HEP (9 MW): Committee was apprised that Salun HEP has been granted connectivity at 66/220 kv substation of HPPTCL planned at Heling and has also applied for LTA. Heling substation cannot come up by commissioning of Salun HEP and interim arrangements need to be planned. It was decided that strengthening of 33 kv Holi- Gharola and Bharmour Gharola lines shall be put on fast track by HPSEBL and commissioned before commissioning of 33/220 kv Lahal Substation and 220 kv Lahal-Budhil line. Developer of Salun and Kuwarsi-II HEPs shall enter in to interim evacuation arrangement with HPSEBL. 4.. Evacuation arrangements for Raura HEP (12 MW): Committee was informed that Raura HEP (12 MW) has been granted connectivity at 66 kv switching station at Urni and is targeted for commissioning in April, 2018 where as HPPTCL shall not be ready to evacuate its power by this date and interim evacuation arrangements are required to be planned. HPPTCL informed that IPP has submitted interim evacuation proposals which are under examination. Committee directed HPPTCL to call a meeting with developer of Raura HEP with in next 4 days to finalize the interim evacuation arrangement for Raura HEP. 5. Construction of 132/220 substation at Patti and 220 kv Patti- Hamirpur D/C line: Committee was apprised that, HPPTCL has commenced pre-construction activities for 132/220 kv Patti substation and 220 kv Patti-Hamirpur line which are covered in the Green Energy Corridor-I (GEC-I). However, there is no plan to develop 5

downstream systems viz. 132 kv S/C line of SPML from Nagri pooling station to Patti and LILO of Bassi- Dehan 132 kv S/C line. Extension of 132 kv line of SPML has already been deliberated in 39 th meeting of the Committee held on 19.11.2014 and HPSEBL had taken up the matter regarding joint survey with SPML. However, no further action has been reported. Committee directed HPPTCL and HPSEBL to finalize the action plan for development of down stream system within a month. 6. Plan for evacuation of power from 1000 MW Solar Park in Himachal Pradesh: Committee was apprised that for the proposed 1000 MW Solar Park in Kaza, HPPTCL has planned evacuation arrangements and also discussed in a meeting held in MNRE on 23.8.2017 for funds to be allocated in Green Energy Corridor Scheme-II. However, as informed in the meeting, confirmation for 20% of the power produced in Solar Park by State Govt. through DISCOM continues to be the issue for viability of the Solar Park. HPSEBL shall review and report back with in 15 days. 7. Spl. Secretary (Power) also directed that agenda items/ proposals of the IPPs shall be submitted to HPPTCL at least one week prior to the meeting of the Committee so that these can be studied and necessary inputs can be collected from the concerned agencies. Meeting ended with a vote of thanks to and from the chair. 6
