Explanatory Note Mission & Pastoral Measure 2011 Draft Amending Pastoral (Church Buildings Disposal) Scheme Grays All Saints Diocese of Chelmsford This note accompanies a draft scheme under the Mission and Pastoral Measure 2011 which makes provision for the future of a church building, The Church Commissioners provide this information so that interested parties can understand the background to the proposals, make a reasoned judgement on the merits of the draft scheme and, if they see fit, a reasoned expression of support or objection to it. The Current Proposals The Diocese of Chelmsford has recommended proposals for an Amending Pastoral (Church Buildings Disposal) Scheme providing for a new use of the church building and the annexed land (the property) for worship, services and other religious activities in accordance with the rites and customs of the Kingsway International Christian Centre or any other Christian body designated by the Bishop for the time being of Chelmsford and for purposes ancillary thereto. The Commissioners, having considered the proposals for the future of the property, deem it appropriate to proceed to the next stage which is to consult on the accompanying draft Amending Pastoral (Church Buildings Disposal) Scheme. Background Grays All Saints was closed for regular public worship on 1 st July 1987. A Scheme made by the Church Commissioners on the 15 th July 1992, authorised the Chelmsford Diocesan Board of Finance to lease the property for use as a community centre and for Christian worship and for purposes ancillary thereto. Since September 1995, the church has been leased by the Thurrock Christian Fellowship (TCF) for use as a community centre and for Christian worship and for ancillary purposes. Provision is now being made to allow the freehold sale of the property to the Kingsway International Christian Centre for worship use.
The Building The unlisted plain brick church building was built in 1926 to designs by Sir Charles Nicholson to replace an iron mission church, which once stood on the site. The original plan was of a nave and chancel in one, a west gallery, west bellcote, south aisle and chapel and north vestries. In December 2002, the Commissioners approved plans to sub-divide the interior to create facilities for a nursery as part of the TCF s community use of the building. Planning and access No planning permission is required for the proposed use of the property and access is directly off John Street. If we receive representations against the draft Scheme, we will send all representations, both for and against, to the Bishop, whose view will be sought. Individual representors will then receive copies of our correspondence with the Bishop (including copies of all the representations) and they may comment further in writing to us if they wish to. If no representations against the Scheme are received, the Commissioners shall make the Scheme and bring it into effect as provided for in the scheme. Draft Pastoral (Church Buildings Disposal) Scheme This Scheme is made by the Church Commissioners ("the Commissioners") this... day of...20... in pursuance of the Mission and Pastoral Measure 2011. Background 1. By a Scheme of the Commissioners made pursuant to the Pastoral Measure 1983 and confirmed Her Majesty in Council on the 15 th day of July 1992 ("the 1992 Scheme"), the Chelmsford Diocesan Board of Finance ( the Board ) was empowered to lease the closed church building of All Saints, Grays in the Diocese of Chelmsford together with the land annexed or belonging thereto (together referred to as the property ) for use as a community centre and for Christian worship and for purposes ancillary thereto. 2. The property is no longer required for the said purposes and it is now desired to make new provision for the future of the property. Now, it is provided as follows:- Future of the Property 1 Clauses 1 and 2 of the 1992 Scheme are hereby revoked. 2 The property shown outlined by a thick black line on the annexed plan shall be appropriated to use for worship, services and other religious activities in accordance with the rites and customs of Kingsway International Christian Centre or any other Christian body designated by the Bishop for the time being of Chelmsford and for purposes ancillary thereto. 3. The Commissioners are hereby empowered to sell the property for the said uses. Coming into operation of this Scheme 4. This Scheme shall not come into operation until such date as the Commissioners shall determine following the making of this Scheme.
