Evenng Servce: Call to Worshp, Harvest Tme. Prayer by Rev. Raymond Chronster. The sesson was called nto order by Rev. Loyd Thomas, Clerk, who also ntroduced the Moderator, Rev. Ben Scott. The Youth Camp facltes were presented by Rev. Rupert Pxley, Presdent of the Youth Camp Board. Ors Doggett, Herbert Rogers, Carl Chesher, Sdney Sawre and Carl Hgh were nomnated and elected to serve as the Commttee on Commttees. Songs Brngng n The Sheaves and Rescue The Pershng. Specal Musc was presented by the Cavanaugh Youth Chor and John Yasuda. The evenng message was delvered by Rev. Lonne Skyles usng The Call for Reapers as hs subject. The Text was from Luke 10:1-2. at the campgrounds n Conway. At ths meetng Brother Glenn Lews was elected as charman, and Brother Ronne Blanks was elected as secretary for the comng year. Plans for the annual Mnsters Retreat were dscussed, and February 18, 19, and 20, 1974 were selected as the dates for the retreat. The nvtaton of the Frst Free Wll Baptst Church n Warren, Arkansas was accepted as the sght of the retreat. The Board also selected Brother Stanley Outlaw to be the chef nstructor for the retreat. Other speakers chosen for the retreat were Brother Boyd Ray Allen and Brother Lews Campbell. The two subjects adopted for the currculum of the 1974 Youth Camp were Stewardshp and Separaton. The Board had ts fnal meetng December 18, 1973, at the headquarters buldng n Conway. At ths meetng the fnal drafts on the subjects of Stewardshp and Separaton were approved, and Bob Francs of St. Lous, Mssour was approved as the prnter for the 197 4 Youth Camp lterature. Brother Lonne Skles was selected as the superntendent of teachng for the three weeks of Youth Camp. Forty two mnsters regstered for the Mnsters Retreat. J : ARKANSAS STATE ASSOCATON CONSTTUTON PREAMBLE From long experence, we, the members of the Free Wll Baptst denomnaton, havng been baptzed upon our professon of fath n Chrst as our Savour and realzng the necessty of a bond of unon and fellowshp among our churches for the purpose of coordnatng our efforts for the kngdom of God, do therefore ordan ths consttuton for our denomnatonal government. l ARTCLE Name: Ths organzaton shall be known as the Arkansas State Assocaton of Free Wll Baptsts, afflated wth the Natonal Assocaton of Free Wll Baptsts. ARTCLE Purpose: The object and purpose of ths organzaton shall be to unfy the work of the varous bodes composng the State Assocaton and to devse and execute measures for the extenson of the Kngdom of God n connecton wth the varous bodes n the Assocaton, or that may be hereafter represented. ARTCLE Representaton: Secton 1. Ths assocaton shall be composed of all ordaned mnsters and deacons wth membershp n a church belongng to a dstrct assocaton, the dstrct assocaton clerk and executve board members. Secton 2. Each Dstrct Assocaton shall be enttled to fve lay delegates at large and, n addton, each local church whch holds membershp n a Dstrct Assocaton afflated \vth ths body shall be enttled to send one lay delegate. Secton 3. n the event a part, or all, of the elected delegaton fals to report by 1:30 P.M., Wednesday, sad vacancy may be flled, provded someone from sad assocaton recommended others for sad vacances. Secton 4. New Assocatons desrng membershp n the state assocaton shall send messengers bearng a pettonary letter. f found orthodox upon examnaton by the credentals commttee, they shall be receved by the vote of the assocaton and gven the rght hand of fellowshp by the moderator. -,,.:.,,, 1:,. ~ ARTCLE V Fnance: Ths assocaton shall be supported by a percentage of the Cooperatve recepts and earmarked gfts whch come nto the state treasury as desgnated by the state assocaton when n conference. Sad allocatons to natonal and state work to be recommended to the assocaton by the budget commttee. Each Dstrct Assocaton belongng to sad body shall send $15.00 for each church belongng to sad Dstrct Assocaton, whch shall be for entertanng State Assocaton. And $5.00 for each church belongng to sad 22

Dstrct Assocaton for mnutes and general expenses. n the event any church wthn a local assocaton does not pay ther fee, the delegates, deacons and mnsters of that church shall not be seated. ARTCLE V Dscplne Secton 1. Ths state assocaton shall have the rght to settle any queston of dscplne, doctrne, or practce that may properly come before t from any of the bodes composng sad organzaton. Furthermore, f there be any queston of dscplne, doctrne or practce on the part of a dstrct body, delegates of that assocaton shall not be seated untl these questons have been settled to the satsfacton of the credentals commttee. Secton 2. The decson of the credentals commttee may be appealed to (1) the state assocaton sttng n a commttee as a whole, or (2) to a specal commttee whose report shall be voted on wthout dscusson. ARTCLE V Offcers: Secton 1. The offcers of the state assocaton shall consst of a moderator, assstant moderator, clerk, assstant clerk, promotonal secretarytreasurer, and Aatstcan. Secton 2. Commttees, as necessary, shall be apponted by the commttee on commttees whch wll be elected by the body on the openng nght of the assocaton. ARTCLE V All standng boards shall be composed of fve (5) members who shall serve terms of 5, 4, 3, 2, and 1 year. No board member shall mmedately succeed hmself after havng served a full term on sad board. ARTCLE V Dutes and Rules of Standng Boards: Secton 1. All boards and commttees of ths assocaton shall organze at the begnnng of each assocatonal year. They shall elect a charman, vce-charman, and secretary. Each board shall keep a wrtten report of each annual assocaton of meetngs held, work done and mones receved and expended durng the year. Secton 2. Executve Board: Ths board shall have power to fll rregular vacances whch may occur n ts own body, and shall also have power to fll any rregular vacances whch may occur n any department of the work between sessons of the state assocaton. ~.,, ~ ) ) \ l1 :,, [:.,J. : \.. ; ;,, \ 1 Ths Executve Board shall keep a record of all work done, money rased, meetngs held, and make a full and complete report to the regular meetng of the assocaton and shall further receve, hold, manage, use, control, and convey property entrusted to sad state assocaton, except as stpulated elsewhere n the consttuton. The charman and secretary of sad Executve Board shall sgn all deeds and bonds, notes, etc., and any other papers by whch the state assocaton s to become legally held. The Board shall have the power to call the assocaton n conference by notfyng each dstrct assocaton atleast ten (10) days pror to conference. Secton 3. Msson Board: t shall be the duty of ths board to promote an actve mssons program wthn the State. t shall work n conjuncton wth the Natonal Home and Foregn Mssons Boards n the arrangng of Mssonary conferences, Mssonary tnerary and assst n the rasng of the state quota for the Natonal Mssons Programs. Ths board shall nvestgate, and assst, n the establshng of new churches and mssons, partcularly where there s no Free Wll Baptst work. Ths board shall not partcpate n the organzaton of any church or msson that s located wthn common boundares of a dstrct assocaton that has no such board, then ths board, upon consultaton wth offcals of sad dstrct assocaton, shall assst n such work. Furthermore, ths board shall not partcpate n the organzaton of any church or msson n a town, cty or communty where there s an organzed Free Wll Baptst Church wthout seekng the cooperaton of sad church. Nether shall ths board assst n the organzaton of a group that s out of fellowshp wth an establshed church. Secton 4. Church Tranng Servce Board: t shall be the duty of the State Church Tranng Servce Board to plan and assst n every way possble the Church Tranng Servce work throughout the state. t wll also be ther responsblty to promote an actve Church Tranng Servce work n each Assocaton and to encourage Church Tranng Servce ralles. They shall be entrusted to hold, manage, use, control, or convey the Youth Camp property. Also, ths board shall be responsble for the selecton of the Youth Camp drector. They wll also plan and carry out the annual Church Tranng Servce Conference and Youth encampment. Secton 5. Sunday School Board: t wll be the duty of ths Sunday School Board to work n cooperaton wth the Natonal Sunday School Department n arrangng Sunday School conferences and workshops, teachers tranng courses, n recommendng methods and materals for the Sunday Schools of the State of Arkansas. Secton 6. Promotonal Secretary-Treasurer: The Promotonal Secretary Treasurer shall assst n the coordnatng of the work of the varous boards of the State Assocaton and shall serve as State Treasurer. He shall promote through hs offce, both the State and Natonal denomnatonal programs, and arrange or assst n the arrangng of tnerares for State or Natonal Workers, Mssonares, Msson Conferences, etc. He shall also assst as far as s practcal, n the establshng of new churches, and mssons wthn the state. be hs duty to edt and publsh VSON, our State Magazne. He shall receve, hold and dsburse money as s made avalable by the State Assocaton to the varous boards, state offces and departments. Dsbursement to varous boards wll be made when requested by requston. A bookstore shall be operated from the State Headquarters wth the profts gong nto the general fund. He shall present a complete wrtten report of all work done to each annual sesson of ths Assocaton, wth a fnancal statement of all mones receved and dsbursed to each board, Natonal programs, etc. The work of the Promotonal Secretary-Treasurer shall be under the supervson of the Executve Board. Secton 7. Board of Chrstan Educaton: t shall be the duty of ths board to establsh and promote a hgh standard of Chrstan Educaton wthn the framework of ths Assocaton. t shall be responsble for an annual Mnsters Retreat. t shall also assst, through the conductng of Bble nsttutes, n the teachng and tranng of the mnstry and other nterested laymen as requested by the local churches or assocatons of ths body. The doctrne of the Free Wll Baptst as defned n the Treatse of the Fath and Practce shall be the gude of theologcal postons for the nsttutes.,, : l, ;, f, ARTCLE X Ths consttuton may be amended or altered at any regular sesson of the State Assocaton by a two-thrds vote of members present, provdng proposed amendment or alteraton be presented n wrtng to the body one day n advance. RULES OF ORDER 1. At every sttng of the Assocaton, busness shall be opened and concluded wth a prayer. 2. Those who speak shall rse, address the Moderator, and personal reflectons shall be avoded. 3. All motons made and seconded shall be open for dscusson, but debate may be shut off at any tme by a majorty of the members of the Assocaton. 4. f any proposton or moton under debate contans two or more ponts, t shall be dvded at the request of any member and the vote taken separately. 5. Motons made and lost shall not be recorded n the mnutes unless so ordered at the tme. 6. No one shall speak more than once on the same subject wthout specal leave from the body. 7. All questons shall be decded by a majorty of the membershp present. 8. No member shall absent hmself wthout leave. of the Moderator. 9.
