NCSA Inception workshop 1. Description of the workshop: The National Capacity Self Assessment Project (NCSA) organized a one-day Inception Workshop. It's main objective is to inform stakeholders and the public at large of the project and it's objectives & expected outputs. 1.2 National Capacity Self Assessment Convention: In November 2004, Sudan signed in the Self Assessment of National Capacity Building Needs to manage global environmental Conventions. This convention aims at identifying the problems that faces the implementation of Rio Convention. In addition to raising capacity efficiency of governmental sectors and other environmentally related sectors that have been included in Rio Conventions. NCSA is an initiative of Global Environmental Facilities (GEF) for helping developing countries to assess their National Capacity building needs to implement the three environmental conventions ("Climate Change", "Desertification" & "Biodiversity". This project is implemented by HCENR in cooperation with the United Nations Development Program (UNEP). GEF is considered as a funding agent of the project. By implementing (NCSA) project Sudan will be able to identify Capacity gaps, needs and constraints that faces the implementation of Rio Convention, and will come up with new projects that will manage these gaps. It will also help the country to develop strategic plans for development of national capacity in both sides individual and institutional. 1.3 Workshop's Participants: More than 90 participants representing different sectors (governmental, non governmental, academic institutions, Sudanese Unions, embassies, international organizations & mass media), have participated in this event & positively contributed to the success of the workshop. 1.4 The Workshop Sessions: Started with holy verses of Quran. 1.4.1 Opening Session: Attended by: Mr. El Fadil Ali Adam (Undersecretary of Ministry of Environmental & Physical Development. Dr. Saad Eldin Ibrahim Secretary General, Hihger Council for 2

Environment & Natural Resources. Dr. Salah Hakim, The NCSA Project Coodinator. 1.4.2 Speech Presented: Speech by Dr. Salah Hakim Project Coordinator_ who welcomed the guests and introduces the NCSA project to the participants and identifyed the project objective and invite the participant to cooperate effectively to the success of the project. Speech by Dr. Saad Eldin Ibraim Secretary General HCENR- who welcomed the guests and an introduction to Rio Conventions and present a brief introduction to NCSA Project and identifying it's objectives & outputs. Speech by Mr. Al Fadil Ali Adam- Undersecretary of Ministry of Environment- who also welcomed the guest of apologized on the absence of the Minster of Environment & Physical Development. 2. Presentations: The workshop included one working session and was moderated by Dr. Motasim Bashir Nimir. Two papers were presented in this session. First Presentation: 2.1. Dr. Ahmed S. Alwakeel Rio Conventions & Sustainable Development: Started by Introduction on international treaties and other agreements on Multilateral Environmental Agreement (MEA's). The paper also talked about the three Rio Conventions which come out to support the environmental aspects of agenda 21, a key outcome of Rio. Paper also shed the light on synergies between these three Rio Conventions, Desertification, Biodiversity and Climate Changes. The paper declared the mechanism & areas for synergy, these areas included: Institutional Arrangements. Information System and reporting. Planning. Policy Formulation. Capacity Building Financing. The paper also indicated the possible avenues to overcome inadequate 3

funding such as taking advantages of opportunities for synergy, private sector involvement and mainstreaming the programs into national plans and budgets clearly taking them to development targets. Second Presentation: 2.2. Dr. Salah Hakim NCSA Objectives Expected out and Future Impacted: The paper started with an introduction to the three Rio global conventions on Climate Changes, Biodiversity, Desertification and the constraints which face the implementation of these conventions. He pointed to the Capacity Development Initiative (CDI) and it's goal. Then he gave a short introduction on "National Self Assessment of Capacity Building Needs" and its purpose, objectives and primary goal. He mentioned the three levels of capacity Development that is individual, institutional and systemic and the objective of Capacity Development to each level separately. He defined the five steps of implementation of NCSA and its outputs. Finally, he indicated the present status of the project. 3. Discussion: 3.1. Mukhtar Babiker Mohamed: The area allocated for pasture is diminishing due to abuse of the land and some activities like illegal felling of trees and agriculture. There should be strategic plans that govern the allocation of area for pasture & agriculture. 3.2. Hashim Mohamed Elhasan: More attention should be paid to the desertification problem which is considered as the Sudan's first environmental problem, and we should convince the international community by this problem to guarantee the adequate funding. 3.3. Kamil Shawgi: Raising awareness among the environmentalists specially in the global convention and development projects that are executed and implemented by (HCENR). The administrative and management structure for the HCENR should be completed and implemented. 4

3.4. Badr ElDieen M. Saleem: Capacity Building related issues should be written in Arabic language instead of English. The environment development should be combined with sustainable economic development. 3.5. Prof. Galal Eldeen El Taeb: The implementation of the environmental conventions should be done in tri-partnership way "the government, private sector and civil society organizations". He also mentioned that the members of steering committee should be increased. Capacity building should be done within the different government agencies. 3.6. Mohamed Hussein: Did NCSA project is concerned with the three Rio conventions or the environment as a whole? What is the time frame of this project? What are the areas addressing by this project? He suggested that this project should be implemented by the nongovernmental organizations to ensure the sustainability of this project. 3.7. Sabir Ali Taha: Strong emphasis should be done in the environmentally affected area. A great fund should be allocated for environmentally related institutions. 3.8. Ali Mohamed Ali: A great attention should be paid for the synergies between the three Rio conventions and should be well establish and from now. He suggested that the 7 members of steering committee is quite suitable to assist in managing the project. 3.9. Prof. Ibrahim Mahdi: There should be records on climate studies in Sudan. The environmental conventions should be implemented by climatologist. 3.10. El Sir Abbady: The conventions are a technical work and should be implemented by the country president; we should define what kind of human resources is needed. At the end of the discussion, Dr. Al Wakeel & Dr. Salah Hakim willingly answered all questions that have been raised during the session. 5

The Secretary General of HCENR, Dr. Saad El Deen Ibrahim finalized the workshop session and he mentioned his strong believes in the desertification problem. He also paid more attention to the administrative structure of HCENR. At the end of the session he committed to take care to all environmental problems to ensure sustainable development to the country. 6
