AGENDA REPORT Meeting of the San Marcos City Council MEETING DATE: April 8, 2014 SUBJECT: Approve Construction Documents and Advertise for Bids for Twin Oaks Elementary School and High School Safe Routes to School Improvements, Capital Improvement Project (CIP) #88533 Recommendation Staff recommends adoption of the attached resolution approving the construction documents for the Twin Oaks Elementary School and High School Safe Routes to School (SR2S) Improvements and advertising for bids. A copy of the plans are available at the City Clerk s office for review. Board or Commission Action The proposed improvements were presented to the Traffic Commission as follows: Citywide pedestrian and equestrian projects reviewed June 2011 SR2S grant applications reviewed March 2012 Relevant Council Strategic Theme Quality of Life Good Governance Relevant Department Goal Not applicable Introduction On June 29, 2012, the Twin Oaks Elementary School and High School SR2S project was approved for funding under Cycle 10 of the StateSR2S program. Discussion The project will modify the existing traffic signal at the intersection of North Twin Oaks Valley Road and Cassou Road along with the installation of sidewalks, curb and gutter, curb ramps, drainage improvements, traffic signage, roadway/crosswalk striping, and pedestrian countdown devices. #5.1
Sidewalks are to be constructed west of North Twin Oaks Valley Road, on both sides of Cassou Road to the high school's frontage. At the intersection of North Twin Oaks Valley Road and Cassou Road there exists one pedestrian ramp at the corner nearest the elementary school. The remaining three corners will be improved with new pedestrian ramps. Fiscal Impact The project is budgeted in the approved Fiscal Year 2013-14 CIP budget with the SR2S grant ($432,800) and matching dollars from the City's Traffic Safety Fund ($48,089). The State grant requires payment of prevailing wages for the construction. Periodic maintenance costs for the newly constructed improvements will be modest. RESOLUTION NO. 2014 RESOLUTION OF THE CITY COUNCIL OF THE APPROVING CONSTRUCTION DOCUMENTS FOR THE TWIN OAKS ELEMENTARY SCHOOL AND HIGH SCHOOL SAFE ROUTES TO SCHOOL IMPROVEMENTS (CAPITAL IMPROVEMENT PROJECT CODE NO. 88533) WHEREAS, the construction documents for the Twin Oaks Elementary School and High School Safe Routes to School Improvements Project have been completed; and WHEREAS, the City desires to construct the Twin Oaks Elementary School and High School Safe Routes to School Improvements Project; and NOW, THEREFORE, BE IT RESOLVED that the construction documents for the Twin Oaks Elementary School and High School Safe Routes to School Improvements Project are hereby approved for bids.
