Context and Background in collaboration with Alif Ailaan is implementing the Political Advocacy and Outreach Support for Transforming Education Pakistan (TEP) in Peshawar District along with five other districts across Pakistan (Hyderabad, Thatta, Quetta, Lahore and Rajanpur). The initiative aims to develop and present evidence based research products to wide stakeholders to help facilitate the demand articulation of the citizens to improve situation of education. Under this initiative, political representatives including elected members and office bearers of the political parties are engaged on regular basis to help improve their roles in improving the education services in Pakistan. We believe that inviting political actors of diverse political orientation to a common forum to present their views on a given issue and having their commitments is very successful intervention. During implementation of the current initiative, we are intensifying and deepening the engagement process by conducting All Party Conferences (APCs) at the district level. The basic objective of the APCs is to present the district specific education issues to the political parties and to motivate the political parties to debate and take collective measures to resolve these issues. In the above context, a (APC) was organized in District Quetta on May 27, 2014 on the topic of Situation of Education in : Issues and Opportunities. are in the following: 1. Registration of the Participants The participants were welcomed and registered by Mr. Mr. Imran Inam, District Coordinator I-SAPS. 2. Recitation of the Holy Quran and Welcome Note The program was started with some verses of Holy Quran by Molana Ismail Darvesh, one of the participants. Mr. Imran Inam, District Coordinator I-SAPS welcomed the participants and shared objectives and detailed program of APC with the participants. 3. Presentation on Education Issues in Peshawar District Mr. Ahmad Ali from I-SAPS gave a comprehensive presentation on education situation of District Peshawar to the participants. He briefed that under the umbrella of I-SAPS and Alif Ailaan, various research products are being developed including district specific citizen agendas. The Citizen Agenda sheds light on the education indicators of the district and also provides yearly targets for enrolling all out of school children in the district in the schools. He also briefed that the Citizen Agenda provides the targets for provision of all missing facilities in the schools of the District. Some of the important statistics presented for in the APC are provided in the following: Total number of children in of the age 5-16 years is 1,220,364, out of which 659,851are out of school. The District has 1,341 schools which include 812 boys schools and 529 schools are for girls. For enrolling all out of school children, in the next five years 121 more schools are required in the district. 2 P a g e

In the, in total 8,774teachers are teaching in schools. 68% of these teachers are in primary schools, 13% in middle schools and 19% in secondary schools. There is need for more 1,320 teachers in the schools of the district in the next five years Despite being a large and provincial capital of the Khyber Pakhtunkhwa province, has a large number of schools which have missing facilities, having a direct impact upon the quality of education. Few figures of the missing facilities in the schools of the District are: 3% schools in this district have no boundary wall 15% schools of the district have no facility of drinking water 6% schools have no availability of washroom/latrine 31% schools have no facility of electricity Mr. Ahmad Ali said that the situation of education infrastructure and facilities in the District requires a number of actions from the decision makers in the next five years. He informed the participants that I-SAPS in collaboration with Alif Ailaan is working with political representatives at various levels, to make education a high priority on their agendas. He further informed the participants that a district specific citizen agenda for education has been developed in association with citizens which provides targets for the additional class rooms, more schools and number of teachers required in the District to fulfill District s role under Article 25-A. He said that the responsibilities of the district and provincial governments have increased many folds after insertion of Article 25-A that makes state responsible to provide free education to the children of age 5-16 years. Following his presentation and briefing, the forum was opened for discussion and all political parties were requested to share their own and their party s point of view regarding the situation of education and how they can play their roles in this regard: 4. Perspectives of Participants Sardar Babak Hussain, MPA Awami National Party Sardar Babak provided manifesto of his party on education and said that Madrassa is affecting quality of education. He said that the number of children which have been showed in today s presentation as out of school children is not right and the actual numbers are far high. He said that we acknowledge the commitments made PTI for resolving issues of education, but these targets are impossible to achieve. He further suggtested that decision making should be based on evidence and proper data sets. He said that the NTS test which has been started for teacher recruitment should be replaced by ETA. He thanked I-SAPS for organizing this APC at the right time. Arbab Mujeeb, Provincial General Secretary, Pakhtoonkhwa Milli Awami Party (PKMAP) Arbab Mujeeb said that education is the right of every human being and girl s education must be given top priority. He said that all nations in the world have progressed well because they have received their education in mother language. He said that regardless of any political affiliation, he and his party fully 3 P a g e

supports and will cooperate for improvement in the education sector in Peshawar at specific and in Pakistan in General. He thanked ISAP-S for inviting him to represent PKMAP in this important occasion. Molana Shams Ul Haq and Arbab Farooq Jan Jamiyat-e-Ullma Islam He emphasized that education should be the top priority of every government and it is the right of every child of Pakistan to get education. He suggested that teachings of Islam should be part of the syllabus and curriculum. He further said that during our time in Government, we have achieved so much in education sector. He thanked I-SAPS and said that he will fully support and will cooperate in all respects for the education Sector. Molana Isamil Darvesh, Pakistan Rah-e-Haq Party Molana said that main reason of out of school children is poverty due to which children are going to earn household income instead of going to school. He said that there is need to educate children regarding religion and teachings of Islam. He said that children studying in Madraasas need to be made effective citizens. He thanked I-SAPS for organizing such an important event on important issue. Kashif Khan and Arif Noor, Pakistan Muslim League (Q) Kashif Khan said that there is major involvement of politicians in the education sector. We must avoid political interference in education sector to provide quality education to children. He said that the teachers in our province are unduly being pressurized and all of teachers are not bad performing. He said that government should develop and implement proper policies for teachers and other staff. Arbab Mir Afzal Khan Daudzai, General Secretary, Quami Watan Party (QWP) Mr. Arbab said that the current government is not taking up the education issues seriously. He said that all out of school children need to be enrolled on urgent and immediate basis in the schools. He further said that education is the priority of their party and will always remain a priority. They will work for the betterment in the education services. Malik Tahir Raees, Rehman Afzal (PTI) Malik Tahir said that they are well aware of the situation. He said that due to NTS test quality of appointment of school teachers has improved and now teachers are appointed on merit. He said that new monitoring system has also improved the quality of education in district Peshawar. He said that the education sector reforms being implemented by PTI Government needs some time to achieve results. He said that he has noted down all the points and comments suggested by all Parties, and I will bring them in the attention of the education wing of PTI. 4 P a g e

5. Joint Declaration by Political Parties for Making Education a Priority Following the discussion by the political parties on the education issues, I-SAPS team shared a joint declaration to sign by all participants and party representatives. The Declaration contains major recommendations of the citizen agenda of the District with resolution to implement these recommendations. The declaration was signed by all participants from different political parties jointly, to make education a priority, irrespective of their political affiliations. Copy of the signed declaration is provided in Annex 1. 6. Vote of Thanks Mr. Ahmed Ali thanked all participants at the end of the APC and said that this engagement will continue with all stakeholders in the coming months.
