I STRONGLY support this ordinance. My husband and I live on Marsh Lake Road, just down from the Wasserman developments being built. We have 3 children of our own, and there are so many families moving into this area with children of their own. We need to protect them. 8 years ago my husband and I backed out of buying a home in Rogers after finding out a level 3 sex offender was living in the neighborhood. Despite loving the neighborhood and house, we could not get past him living a couple blocks away from our kids. People WILL find out if they are living in our community, and it WILL affect who chooses to live in Victoria. Please support the ordinance. Thank you, Lisa Rock

So here goes... To the City of Victoria Planning Commissioners, I am writing to show my support for the proposed ordinance being considered by the City of Victoria to restrict where Predatory Sexual Offenders may reside within our city. This ordinance is extremely important to protect the safety of our community, specifically our children. As you may know, U.S. District Judge Donovan Frank has ruled it is unconstitutional for Minnesota to keep civilly committed sex offenders locked up indefinitely and therefore ordered the release of those who no longer require confinement. Please note this means the release of offenders who have served their prison time for their crime but not necessarily received clinic treatment for what they have done. There are more than 720 offenders in the MN Sex Offender Program (MSOP) being reviewed for release, six of which are immediately ready to be released, and the Department of Human Services (DHS) is rushing to find housing for them. With the impending release of these offenders, many Minnesota cities and counties have recently enacted ordinances to restrict where predatory offenders may reside. These ordinances, similar to the one being proposed for Victoria, are not blanket residency restrictions. They are specific to Level Three sex offenders which the state has determined by their own review committee as the most dangerous and likely to reoffend. The more pressing concern is that the Department of Human Services is not being transparent in their actions to house these offenders. As evident in their most recent attempts to release offenders in the cities of Kasota and Dayton, DHS is not notifying communities or neighbors when placing these offenders, They are even using 3 rd party contractors to purchase properties for them to avoid backlash. Additionally, MSOP and DHS have found a loop hole in a MN Statute that allows them to term the homes Adult Foster Care homes to avoid any zoning or permitable use requirements. What they are doing is irresponsible and it renders cities powerless in stopping the process or even having input into the process, since it s already done by the time they know about it!
