Rachelle Hunnicutt <rhunni7602@yahoo.com> Thursday, December, 206 :27 AM Proposed ordinance Hi Erin I am sending to show my support for the proposed ordinance being brought before the city council regarding predatory sex offenders. As a parent of little kids and a community growing by leaps and bounds with young families, this HAS TO BE PASSED. Let's do right by our current residents. Thank you. Rachelle Hunnicutt

Lisa Rock <lisa.rock28@gmail.com> Thursday, December, 206 0:33 AM Sex Offender Ordinance Hi Erin, I heard through the grapevine about the proposed ordinance being considered by the City of Victoria to restrict where Predatory Sexual Offenders may reside within our city. I STRONGLY support this ordinance. My husband and I live on Marsh Lake Road, just down from the Wasserman developments being built. We have 3 children of our own, and there are so many families moving into this area with children of their own. We need to protect them. 8 years ago my husband and I backed out of buying a home in Rogers after finding out a level 3 sex offender was living in the neighborhood. Despite loving the neighborhood and house, we could not get past him living a couple blocks away from our kids. People WILL find out if they are living in our community, and it WILL affect who chooses to live in Victoria. Please support the ordinance. Thank you, Lisa Rock

Bridget Rosolanka <brosolanka@gmail.com> Thursday, December, 206 :36 AM Support for the Predatory Offender Ordinance Hello Victoria City Planning Commission, I would express your support for the proposed Predatory Offender Ordinance which is currently being considered by the City of Victoria. I feel as though this will have a huge impact in securing the safety of our community. Thank you for your consideration, Bridget Rosolanka

Kelly Omdahl <kellyomdahl@aol.com> Thursday, December, 206 :24 PM Support for Predatory Offender Hello Erin, I just realized as I've been asking neighbors to give their verbal support to this proposed ordinance, I've never put anything in writing myself. So here goes... To the City of Victoria Planning Commissioners, I am writing to show my support for the proposed ordinance being considered by the City of Victoria to restrict where Predatory Sexual Offenders may reside within our city. This ordinance is extremely important to protect the safety of our community, specifically our children. As you may know, U.S. District Judge Donovan Frank has ruled it is unconstitutional for Minnesota to keep civilly committed sex offenders locked up indefinitely and therefore ordered the release of those who no longer require confinement. Please note this means the release of offenders who have served their prison time for their crime but not necessarily received clinic treatment for what they have done. There are more than 720 offenders in the MN Sex Offender Program (MSOP) being reviewed for release, six of which are immediately ready to be released, and the Department of Human Services (DHS) is rushing to find housing for them. With the impending release of these offenders, many Minnesota cities and counties have recently enacted ordinances to restrict where predatory offenders may reside. These ordinances, similar to the one being proposed for Victoria, are not blanket residency restrictions. They are specific to Level Three sex offenders which the state has determined by their own review committee as the most dangerous and likely to reoffend. The more pressing concern is that the Department of Human Services is not being transparent in their actions to house these offenders. As evident in their most recent attempts to release offenders in the cities of Kasota and Dayton, DHS is not notifying communities or neighbors when placing these offenders, They are even using 3 rd party contractors to purchase properties for them to avoid backlash. Additionally, MSOP and DHS have found a loop hole in a MN Statute that allows them to term the homes Adult Foster Care homes to avoid any zoning or permitable use requirements. What they are doing is irresponsible and it renders cities powerless in stopping the process or even having input into the process, since it s already done by the time they know about it! Please view the attached KSTP report of this occurrence in Dayton last month. http://kstp.com/news/three-sex-offenders-minnesota-sex-offender-program-dayton-release/4297390/ In an attempt to prevent this same situation occurring in Victoria, I am urging you to support the proposed ordinance for the City of Victoria. Thank you, Kelly Omdahl 62-554-476 kellyomdahl@aol.com 8335 Kelzer Pond Drive, Victoria

Sara Prust <sarrapy3@yahoo.com> Thursday, December, 206 2:7 PM Proposed Predatory Offender Ordinance Support I am writing in support of the proposed ordinance being considered by the City of Victoria to restrict where Predatory Sexual Offenders may reside within our city. I believe this ordinance is extremely important to protect the safety of our community, specifically our children. As a concerned mom and long time resident of Victoria, I ask that you share my support with the commissioners prior to the December 6th meeting. Sincerely, Sara Aulizia 952.442.477 860 Woodland Hills Blvd.

Dana Spensley <danaspensley@gmail.com> Thursday, December, 206 0:44 AM Sex Offender Ordinance I am writing in support of the proposed ordinance to restrict where released level 3 predatory sex offenders may reside in the city of Victoria. Teri Cameron <tcameron6@hotmail.com> Thursday, December, 206 2:05 PM Support to restrict Predatory Sexual Offenders in Victoria Hello Erin, I am writing to you to stress my support of the proposed ordinance being considered by the City of Victoria to restrict where Predatory Sexual Offenders may reside within our city. Cc: Meredith Kurzhal <mdkurzhal@msn.com> Thursday, December, 206 0:50 AM Kelly Omdahl City of Victoria Sex Offender Ordinance Support We FULLY support the proposed ordinance for the City of Victoria specific to Level Three Sex Offenders to limit where they can live, and specifically that they cannot reside within 2000 feet of common places where children may congregate. We have 2 children, one boy and one girl, and live next to Victoria Elementary. This is an extremely important issue to our family and our community. We hope that the City will take this into serious consideration. Regards, Meredith & Tim Kurzhal 65 Field Drive Victoria, MN 55386

kelly.jandt@mchsi.com Thursday, December, 206 6:49 AM City of Victoria Proposed Ordinance Erin, I am in full support of the proposed ordinance being considered by the City of Victoria to restrict where Predatory Sexual Offenders may reside within our city. It is absolutely an important ordinance for the Planning Commission to recommend to the City Council to review. Family life and children are so vital to our neighborhoods and considering the best ways to keep them safe is what us citizens rely on from our City representatives. Please let the Planning Commission know that this is of utmost importance to my family to recommend passing this ordinance. Thank you. Kelly Becker 850 Carriage Drive 952 20 9479

Layne Trout <layne_trout@hotmail.com> Monday, November 2, 206 0:0 PM In Support of: City of Victoria Proposed Ordinance Dear Erin, I am contacting you to let you know that I am strongly in favor of the proposed ordinance being considered by the City of Victoria to restrict where Predatory Sexual Offenders may reside within our city. I have three young boys ages 7, 5 and 3. We live in the Lakebridge development. It is terrifying, the thought of sexual predators moving into our community. Anything that can be done to prevent it should be done, for the safety of all children. Sincerely, Layne Trout

Karl Omdahl <omdahlk@msn.com> Thursday, December, 206 :56 AM Predatory Offender Ordinance Erin, I'm writing you to express my support for the proposed Predatory Offender Ordinance which is currently being considered by the City of Victoria. I think this is an extremely important ordinance that should be added to the city of Victoria. Thank you, Karl Omdahl 8335 Kelzer Pond Dr Victoria, MN 55386

Laura Moore <laura@mooreandcocre.com> Monday, November 2, 206 4:7 PM Predatory Sexual Offenders Restrictions Erin, I am concerned with Predatory Sexual Offenders entering our community. If they are to be free in society they need to be in a facility where there are people checking with them in a facility or in a rural area with a low population. Victoria is not a place I would like to have to worry about this issue. Thanks, Laura Moore Principal Cell: (952) 22 2788 laura@mooreandcocre.com Message & Document Fax: (62) 223 6788

Natasha Mail <natasharnt@yahoo.com> Monday, November 2, 206 7:9 PM Proposed Ordinance Erin, I am sending this note to show my support for the proposed ordinance for sex offenders to restrict where they may reside in Victoria. Mary Jo <mjohuntley@embarqmail.com> Tuesday, November 22, 206 9:52 AM Predatory Sex Offender Ordinance We have friends and family visit from all over the country and they can't believe how our children can run and play with their friends and enjoy the outdoors. I have passed up 3 promotions so my children can have a safe and wonderful city to live in throughout their childhood. This ordinance is absolutely necessary to protect what we have invested in. A sex offender can be triggered at any moment. Please do your research and support the ordinance! Mary Jo Huntley Watermark HOA Board Member Sent from my iphone
