Note: I. At the commencement of the day s proceedings Hon ble Members Mr. Mubarak Gul, Mr. Mohammad Akbar Lone, Mr. Ali Mohammad Sagar, of N.C, joined by Mr. M.Y Tarigami CPI (M) Er. Abdul Rashid Ind. and Mr. G.M Saroori, INC stood up from their seats and raised the issue of the present flood situation in Kashmir valley claiming loss of properties and other infrastructure besides creating panic among the people. They also expressed their apprehension that flood situation might worsen due to increase in water level of the Jehlum and other tributaries joining the River in view of the incessant rains. They further demanded that Government should come up with a statement in the House in this regard so that the people could know the facts. In the meanwhile Hon ble Members Mr. Nazir Ahmad Gurezi, Mr. Vikar Rasool Wani, Mr. Asgar Ali Karbalie, Dr. Gagan Bhagat, Mr. Shakti Raj Parihar, Mr. Neelam Kumar Langeh, Mr. Dina Nath while endorsing the views of Hon ble Members said that almost all the Districts have suffered losses on account of deteriorated weather conditions in the entire State. Note: II. In response, Dr. Nirmal Kumar Singh, Hon ble Deputy Chief Minister read out a statement in this behalf and informed the House that besides opening three control rooms to deal with the situation the Government has asked all the Deputy Commissioners of the State to monitor the situation and submit their reports to the Government which would be brought before the House adding that this is a common concern of the House and the Government is taking it seriously. Abdullah, Hon ble Member, leader of the largest opposition Legislature Party said that they do not want to politicize the present situation, however the House should be informed, regarding predicting of more rains during the next two - three days and the preventive measures being taken in this behalf by the Government. In response, Hon ble Deputy Chief Minister, Dr. Nirmal Kumar Singh said that the Government will come up with a comprehensive report in this behalf in the House. Bill No. 1 of 2015) already published in an extraordinary issue of the Government Gazette. ii. MR. HASEEB A DRABU, HON BLE MINISTER FOR FINANCE introduced A Bill to provide for the withdrawal of certain sums from and out of the Consolidated Fund of the Jammu and Kashmir State for the services of the financial year 2015-2016 (L.A. Bill No. 2 of 2015) already published in an extraordinary issue of the Government Gazette. 2. BILLS FOR CONSIDERATION AND PASSING i. MR. HASEEB A DRABU, HON BLE MINISTER FOR FINANCE moved that:- A Bill to authorize payment and appropriation of certain sums from and out of the consolidated Fund of the Jammu and Kashmir State for the services of the financial year 2014-2015 ( L.A. Bill No.1 of 2015) be taken into consideration. The Motion was carried and Bill was taken into consideration. Mr. Haseeb A. Drabu, Hon ble Minister for Finance also moved that the Bill be passed. The Motion was carried and Bill was passed by the House with the voice vote. 8
