ANNUAL ORGANIZATIONAL MEETING RED DEER COUNTY Red Deer, AB Tuesday, October 23, 2001 The Annual Organizational Meeting of the Council of Red Deer County, in the Province of Alberta, was held on Tuesday, October 23, 2001, in the Council Chambers of the County offices located at 4758-32 Street, Red Deer, Alberta, and was called to order at 1:30 p.m. PRESENT: Councillors P.T. Archibald, S.M. Bell, G.C. Johnson, E.R. Kinsella, J.M. Perry, E.E. Stoyberg and K. Van Dewark. STAFF PRESENT: County Manager W. Stambaugh, Director of Community and Planning Services G. Buchanan, Director of Corporate Services K. Enion, Manager of Public Works F. Peck and Recording Secretary N. Lougheed. 1.0 CALL TO ORDER - County Manager Stambaugh called the meeting to order at 1:30 p.m. 1.1 Approval of Agenda AOM-01-001 Moved by Councillor P.T. Archibald to adopt the agenda as presented. 2.0 ELECTIONS 2.1 Election of Reeve - The following nominations for Reeve were made: Councillor P.T. Archibald nominated Councillor G.C. Johnson Councillor E.R. Kinsella nominated Councillor S.M. Bell A closed ballot was taken, and G.C. Johnson was declared elected as Reeve of Red Deer County. Reeve Johnson requested that County Manager Stambaugh remain as the chair for the remainder of the meeting. Council was in agreement with the request. 2.2 Election of Deputy Reeve Councillor E.E. Stoyberg recommended that the Deputy Reeve position be appointed on a rotational basis. AOM-01-002 Moved by Councillor E.E. Stoyberg that the Deputy Reeve for Red Deer County be appointed on a six-month rotational basis with each Councillor being appointed to sit as Deputy Reeve for one of these terms. Selection of the order for Councillors to hold the position of Deputy Reeve were made and are as follows: Councillor Archibald, Kinsella, Perry, Bell, Stoyberg and Van Dewark. 3.0 APPOINTMENT TO COMMITTEES 3.1 Protective Services Committee - Reeve G.C. Johnson nominated Councillor E.E. Stoyberg, and Councillor P.T. Archibald nominated Councillors E.R. Kinsella and K. Van Dewark.

Kinsella nominated Reeve G.C. Johnson, Councillors K. Van Dewark and E.E. Stoyberg. 4.0 COMMITTEES (Optional) 4.1 Alberta TrailNet Reeve G.C. Johnson nominated Councillor J.M. Perry. 4.2 Historic Preservation Committee Councillor E.R. Kinsella nominated Councillor P.T. Archibald. 4.3 Intermunicipal Development Plan Committee - Bowden Councillor J.M. Van Dewark. 4.10 Basin Advisory Committee (Red Deer River) Recommendation from former Red Deer County Council and from Kneehill County Council to consider appointing Maurice Lewis to continue representation on this Committee.

Archibald to appoint Maurice Lewis as the Red Deer County representative to the Basin Advisory Committee (Red Deer River) for a one-year term. 4.11 Road Protection Committee Reeve G.C. Johnson appointed. 4.12 Mountain View Regional Waste Water Steering Committee Councillor E.R. Kinsella appointed. 4.13 Gleniffer Lake Area Structure Plan Liaison Committee Councillor P.T. Archibald nominated Councillors E.R. Kinsella and E.E. Stoyberg. 4.1 Sylvan Lake Advisory (Cygnet Lake Drainage Project) - Councillor S.M. Bell appointed. AOM-01-004 Moved by Councillor P.T. Archibald to confirm the appointments as noted to the above-mentioned committees. 5.0 APPOINTMENT TO BOARDS 5.1 Municipal Planning Commission AOM-01-005 Moved by Councillor E.R. Kinsella that all members of Council be appointed to the Municipal Planning Commission. (a) Chairman - Councillor P.T. Archibald nominated Councillor S.M. Bell. (b) Vice-Chairman Councillor P.T. Archibald nominated Councillor E.R. Kinsella. (c) Secretary Reeve G.C. Johnson nominated Municipal Clerk N. Lougheed. AOM-01-006 Moved by Councillor K. Van Dewark to confirm the appointments of Councillor S.M. Bell as Chairman, Councillor E.R. Kinsella as Vice-Chair and N. Lougheed as secretary of the Municipal Planning Commission. 5.2 Agricultural Services Board AOM-01-007 AOM-01-008 Moved by Reeve G.C. Johnson that the structure of the Agricultural Services Board remain the same with five Councillors and two members at large. MOTION WITHDRAWN Moved by Councillor S.M. Bell that the structure of the Agricultural Services Board be changed to consist of three Councillors and two members at large. CARRIED Councillors Archibald, Kinsella and Stoyberg opposed Reeve G.C. Johnson nominated Councillors P.T. Archibald, E.R. Kinsella and E.E. Stoyberg.

Bell that all ballots cast at the October 23, 2001, organizational meeting be destroyed. 7.0 REMUNERATION AND EXPENSES FOR COUNTY COUNCILLORS AOM-01-027 Moved by Councillor P.T. Archibald that the Councillor remuneration and expense claims remain at the same rates as approved for January 1, 2001. 8.0 DATE AND TIME OF REGULAR MEETINGS AOM-01-028 Moved by Councillor S.M. Bell to approve the following meeting dates for year 2002: January 8 and 22; February 5 and 19; March 5 and 19; April 2 and 16; May 7 and 21; June 4 and 18; July 2 and 16; August 6 and 20; September 3 and 17; October 1, 15 and 29; November 12; and December 3 and 17.
