: PROCEEDNGS TUESDAY EVENNG, AUGUST 15, 1989 The 92nd annual sesson of the Arkansas State Assocaton of Free Wll Baptsts met at Camp Beaverfork, Conway, Arkansas, on August 15, 1989. The conventon theme was Confrmaton of the Gospel. The theme verse was Phllpans 1 :7. Doug Lttle served as song drector, wth Sue Patton as panst, and Brenda Pursell as organst for the sessons. The evenng servce was opened wth prayer by Doug Lttle. Congregatonal song Vctory n Jesus. Clerk, Wendell Leckbee, called the Assocaton nto offcal sesson, and ntroduced the Moderator; Carl Chesher. Wayne Smothers, Hoover Lews, Levan Hubbard, Loy Counts and Mke Mze were elected to the Commttee on Commttees. The congregaton sang He Keeps Me Sngng, followed by the chor of Frst Church, North Lttle Rock sngng- The Blood Medley, Tll the Storm Passes By, and Feel Lke Travelng On. The congregaton sang Breathe On Me. The followng mssonares were recognzed by the moderator- Steve Tral, LA; Dale & Sandra Bshop, Japan; Bobby Aycock, Brazl; Stan Bunch, Panama; Norman & Besse Rchards, vory Coast; Dan Huddleston, vory Coast; Steve Rggs, France; 0. D. & Estelene Wnfrey, Wynne, AR. The moderator encouraged all to partcpate n the offerng and then led n prayer. The congregaton sang Theres Somethng About That Name and several choruses as hearts were prepared for the message. The moderator ntroduced Davd Josln, State Promotonal Drector, as the speaker for the evenng. He spoke on the subject Confrmng Our Prortes Wth Preachng, Cornthans 1 :23-24. Wherever He Leads ll Go was sung as a song of nvtaton. Report No. 1: Report of the Commttee on Commttees was gven and adopted. After announcements the congregaton was dsmssed wth a chorus. WEDNESDAY MORNNG, AUGUST 16, 1989 The servces opened wth the congregaton sngng Blessed Assurance and Need Thee Every Hour. Doug Lttle led n prayer. The moderator ntroduced Davd Gentry, pastor at Rose Hll, who brought the devoton from Romans 12:1 - Beng A Lvng Sacrfce. The standng delegates were recognzed by the Moderator. Report No. 2: Report of the Credentals Commttee was gven and accepted wth the delegates seated. The program was presented and adopted. Report No. 3: Report of the Executve Board was gven by Sdney Sawre. The report was adopted. The consttutonal changes were tabled.. Melvn Worthngton, Executve Secretary of Natonal Assocaton, presented a revew of the natonal mnstres and thanked the people for ther support. Ed Hopkns, board member, brought words of greetngs from the Chldrens Home n Greenevlle, TN. Report No.5: Report of the Chrstan Supply Store was gven by Keth Johnson. The report was receved and the budget adopted. Herman Hersey, General Drector of Board of Retrement, expressed apprecaton for the support to the Board of Retrement. He also reported on the Free Wll Baptst Foundaton. Fred Warner, Drector of Church Mnstres- Foregn Mssons Department, thanked the people of Arkansas for ther support. Partcular apprecaton was gven for the quckness of the support for the Huddleston account. Report No.6: Report of the CTS Board was gven by Larry Montgomery. The report was accepted and the budget adopted. Jm Pursell presented nformaton on 1989 actvtes at Camp Beaverfork and on the frst State Youth Conference conducted on Tuesday. Jm Lauthern, Assstant Drector - Sunday School and Church Tranng Department, brought words of greetng from the department. He reported on the new 6-year cycle for teens and the new 9-year cycle for adults whch starts n September of 1989.. Report No. 7: Report of State Mssons board was gven by Terry Forrest. Robert Spencer, board member, asked the congregaton to show ther apprecaton wth a standng ovaton for Terry Forrest, board charman, as he goes off the board. Jm Pursell reported on the Rose Wheeler fund. Bll Wheeler thanked those who have offered assstance and for the opportunty to serve. Benedcton by Ray Martn. WEDNESDAY MORNNG WORSHP SERVCE \ r Servce opened wth the congregaton sngng To God Be The Glory and Ts So Sweet To Trust n Jesus. Randy Scott, Assstant Moderator, ntroduced James Forlnes, pastor at Allens Chapel, who brought the mornng message. He spoke on the subject _Confrmng Our Prortes Wth Prayer- Luke 18:1. After the message, Doug Lttle sang Sttng At Hs Feet. Dsmssed for the lunch hour by Randy Scott. WEDNESDAY AFrERNOON BUSNESS SESSON The sesson opened wth the congregaton sngng Stand Up For Jesus. The devoton was gven by Ronne Whtten, pastor at Sharon. He spoke from Psalms 23:3 on restoraton. -4-

. Report No. 8: Report of the Chrstan Educaton Board was gven by Fred Scott. The report was receved and the budget adopted. Roy Thomas, General Drector - Home Mssons Department, thanked the people of Arkansas for ther support of home mssons and for some of the specal actvtes that Arkansas people have undertaken to assst home mssons. Ronald Creech, Drector of Development at Bble College, expressed apprecaton to the people of Arkansas for ther support. He reported on staff changes and the status of the enrollment. He offered brochures on the new Together We Can program. Report No. 9: Report of the Sunday School Board was gven by Larry Hughes. The report was receved and the budget adopted. Report No. 10: Report of the State Womans Auxlary was gven by Genelle Scott. Report was receved as nformaton. Jm Shepherd, Presdent -Hllsdale College, spoke on the commtment of the College to serve the denomnaton and thanked the people of Arkansas for ther support. Report No. 11: Report of the Resolutons Commttee was gven, receved and passed. The Moderator apponted James Forlnes, Bobby Shepherd, Johnny Conyers, Heath Meeks and Frank Gregory to serve on the commttee. Report No 12: Report of Nomnatng Commttee was gven, receved, and those nomnated elected. Jm Vallance, General Drector - Masters Men Department, brought nformaton regardng the status of Masters Men. He reported on the growth and about the Helpng Hands Project. The followng were elected as delegates to the Natonal Assocaton n 1990: Alene Coffman, Vvan Jeffcoat, Conne Smothers, Judy Payne and Jeanne Kester. Doug Lttle challenged all to support the Bble College and Hllsdale College because of the mportance of the colleges to the future of our young people and the denomnaton. Benedcton by Rupert Pxley. WEDNESDAY EVENNG WORSHP SERVCE The servce opened wth prayer by Doug Lttle and the congregaton sngng At The Cross. Chor of the Frst Church, Russellvlle, sang From The Frst Hallelujah To The Last Amen and The Lord Thy God. Terry Forrest, charman of the Mssons Board, was presented a plaque n apprecaton of hs servces. Congregatonal song - Wonderful Grace Of Jesus. The Russellvlle chor sang Song For The Natons.. Davd Copeland led the offertory prayer for the mssons offerng. Have Thy Own Way, Lord and Breathe On Me was sung whle the offerng was taken. The total mssons offerng for Tuesday and Wednesday nghts totaled $1,149.00. -5-

Wll Harmon, pastor at Oak Park Free Wll Baptst, Pne Bluff, gave a devoton on Conquerng Anxety usng Phllpans 4:6-7. Report No. 13: Report of the Statstcan was gven and accepted. Report No. 14: Masters Men report was presented by Ken Nabors, Presdent. The report was accepted. The Consttutonal changes were removed from the table and approved wth the addton of the words and the Natonal Home Mssons Board to the end of the Artcle V, Secton 4, second paragraph. AMEND Artcle V, Secton 4, frst sentence of frst paragraph by deletng the words, wthn the state. AMEND Artcle V, Secton 4, frst sentence of second paragraph by addng the words, and neghborng states. Ths was $50,081.17 more than the amount of $1,139,653.69 recepted durng the 1987 calendar year Other areas of concern are: () Arkansas has 16 dstrct assocatons wth 221 churches afflated wth them. There are 81 cty/town churches and 140 country/rural churches. Eghty-one of the pastors are lsted as full-tme, and 140 pastors are part-tme. {Full-tme denotes that the pastor does not rely upon secular work to support hs famly.) Two small assocatons, Bg Sprngs wth two churches, and Rch Mountan wth three churches dsbanded. These fve churches ore no longer afflated wth the State Assocaton due to the fact that they de not have any dstrct assocotonol connectons. There were 213 churches who reported ther statstcs to ther respectve dstrct assocaton. These 213 churches reported 588 baptsms, 1,112 members added, and 658 members lost. Total membershp n the Arkansas State Assocaton of Free Wll Baptsts s currently 21,226. There ore 358 ordaned mnsters and 604 ordaned deacons. {2) n Aprl 1989, the State Executve Board approved a church property nsurance program wth Brotherhood Mutual nsurance Company. You are encouraged to revew a premum quotaton from Brotherhood Mutual pror to your next nsurance polcy annversary date. As of August, 1989, Brotherhood Mutual had nspected 60 of our churches, wrote 31 nsurance polces, and quoted 24 others. : {3) The underglrtng support of the state and notonal programs contnues to be the Cooperatve Plan of Support. Wthout t, we could not enjoy the servces and benefts of strong state and natonal programs. Your church s challenged to become more nvolved n the support of the total denomnatonal program. Last year, 1988, Arkansas Free Wll Baptsts gave $176,698.60 to the State and Natonal Cooperatve Plan of Support. Ths was an ncrease of $10,431.83 over the year 1987. The challenge s to work together to accomplsh our tasks and goals n a sprt of unty, brotherhood, and cooperaton. {4) Last year, the State Assocaton approved the Arkansas Mnsters Benevolent Assocaton. Through August, 1989, there have been 28 mnsters who have become members of the assocaton. t has been sad that the best complment that anyone can pay to you s to copy your actons. The states of Tennessee, Oklahoma, and Georga are consderng smlar programs coped after the one that was lmplmented n Arkansas. REPORT NO. 7: MSSONS BOARD Ths has been an actve and frutful year for the State Mssons Board wth reference to the project at Wynne. The bulldlng s now complete, and the work 1s progress ng well. Dedcaton servces for the bulldlng were conducted at Wynne n conjuncton wth the annual meetng of the Socal Band Assocaton on July 8, 1989. The project at Wynne s unque n that we have been able to reach ths pont wthout makng a major fnancal push. Ths has been a delberate change n approach as the board recognzes the tremendous array of needs that come before our churches. We felt that t would be good to try to gve our churches who have been so good to help n the past, as lttle breather. We foresee that we wlll probably need to make one major appeal toward the end of the project to assst n payng off the bulldng loan. We apprecate very much those who have gven and are gvng regularly to assst n ths work. The church at Wynne s movng n the drecton of self support. n addton to ther Coop gvng, they sent $500 per month toward ther own support January through June of ths year, and began sendng $800 per month n July. We commend our mssonary couple, Rev. and Mrs. 0. D. Wnfrey, for ther leadershp and servce, and the church at Wynne for ther efforts n ths regard. Thus far, 22 salvaton decsons have been made, as well as seven rededcatons. There has been 12 baptsms, and the yearly average attendance for Sunday mornng has been 28., l t ;. Busness conssted of the electon of offcers; fnalzaton of plans for the 1989 Mnsters Retreat; the Trbute to Troll Blazers Retreat; and the 1990 Mnsters Retreat. The 1989 Mnsters Retreat was conducted at Lake DeGray State Park at Bsmarck, Arkansas. Speakers were Robert Woodard of Nashvllle, Tennessee and Bllly D. Hanna of Albany, Georga. A total of 75 regstered for the retreat. The 1989 Troll Blazers Retreat wll be held September 8-9 at Camp Beaverfork. The cost wlll be $5.00 per person. The speakers wlll be Davd Josln, Burl Osborne, and Sdney Sawrle. Boyd Osborne wll be mnster of musc. The 1990 Mnsters Retreat wlll be conducted February 19-21 at Lake DeGray State Park, Bsmarck, Arkansas. The mornng devoton was gven by LaJean Wlson. Jane Hannah and Shrley Sawre were n charge of the musc. Specal musc was provded by Bll Grant from the Frst Church, Montcello. Rev. Norman Rchards was the mornng speaker. A word of greetng was gven by the mssonares present n the afternoon sesson. The Northwest Dstrct was receved nto the conventon. A total of 11 dstrcts, 84 locals and membershp of 1,050 was reported. A total of 235 regstered for the days actvtes. The followng resolutons were adopted: 1. A love offerng of $500.00 to Norman & Besse Rchards. 2. $150.00 each to the accounts of Stan Bunch, Dan Huddleston, Dale Bshop, Bobby Aycock and Steve Rggs. 3. The state project to be the support of Norman & Besse Rchards. Total recepts for the year- $56,441.91. Of ths amount $44,326.70 was gven to mssons. Hats off agan to Salne Dstrct (130 members) - for gvng $7,710.34 to mssons. We completed our Brcks for Vanhook project - $17,247.89. And completed our Computer project -Tallent- $1,937.00. REPORT NO. 14: MASTERS MEN The annual State Masters Men sprng retreat was held at Camp Beaverfork on Aprl14 & 15, 1989. The theme was Lets Get Growng. Speakers ncluded Jm Vallance, Natonal Drector, and Mke Phllps. A total of 39 regstered. The men voted at ths retreat to start prntng the Communcator (a state paper) wth Ben Scott as the edtor. Any artcles from local or dstrcts may be sent to hm. Two new chapters were added ths year - Mt. Vernon. Atkns and Eastvale, Blythevlle. Ths gves us a total of 29 chapters, 295 members, 45 lfemembers, 3 lfefrends and 17 lfe member commtments. The annual meetng was held at Bowens on August 16, 1989. Bro. ARKANSAS STATE ASSOCATON CONSTTUTON PREAMBLE l From experence we, the members of the Free Wll Baptst denomnaton, beng regularly baptzed upon a professon of our fath n Jesus Chrst and realzng the necessty of a bond of unon and fellowshp among us; to preserve and mantan correspondence and coordnaton wth us; to unfy the work of the varous dstrcts composng the State Assocaton; and to devse and execute measures for the extenson of the Kngdom of God n cooperaton wth the varous dstrcts of the Assocaton, or that may be hereafter represented theren, do therefore ordan ths Consttuton for our better denomnaton government. ARTCLE Name: Ths organzaton shall be known as the Arkansas State Assocaton of Free Wll Baptsts, afflated wth the Natonal Assocaton of Free Wll Baptsts. ARTCLE r Purpose: The purpose of ths organzaton shall be to unfy the work of the varous dstrcts composng the State Assocaton and to devse and executve measures for the extenson of the Kngdom of God n connecton wth the varous dstrcts n the Assocaton. ARTCLE Representaton: Secton 1. Ths assocaton shall be composed of all ordaned mnsters and deacons wth membershp n a church belongng to a dstrct assocaton, the dstrct assocatonal clerk, and all members of State Boards. Secton 2. Each dstrct assocaton shall be enttled to fve (5) lay delegates at large. Each local church whch holds membershp n a dstrct assocaton afflated wth ths body shall be enttled to send one lay delegate. Secton 3. Assocatonal Delegates: A. n the event any of the elected delegates fal to report, sad vacancy may be flled by appontment of the moderator of sad dstrct or by the delegates present from sad dstrct. B. n the event the elected delegate from a local church s not present, the Pastor of that local church shall have the authorty to appont a delegate to serve n place of the absent delegate. Secton 4. New assocatons desrng membershp n the state assocaton shall send messengers bearng a pettonary letter. f found orthodox, upon examnaton by the credentals commttee, they shall be receved by the vote of the assocaton and gven the rght hand of fellowshp by the moderator. Secton 5. The State Conventon shall convene annually on the Tuesday followng the second Sunday n the month of August.. -51-

-,,_, -. t : <, 1. l. ARTCLE V Fnance: Secton. Ths assocaton shall be supported by a percentage of the Cooperatve recepts as desgnated by the State Assocaton and by desgnated gfts. Sad allocatons to natonal and state work to be recommended to the assocaton by the budget commttee. Secton 2. Each dstrct assocaton shall send $20.00 for each church belongng to the dstrct assocaton for the purpose of entertanng the State Assocaton; $10.00 for each church for Natonal Assocaton fees; and $5.00 per each church for mnutes, for a total of $35.00. Secton 3. n the event any church wthn a local assocaton does not pay ts fee; the delegates, deacons, and mnsters of that church shall not be seated. ARTCLE V Dscplne: Secton. Ths State Assocaton shall have the rght to settle any questons of dscplne, doctrne, or practce that may properly come before t from any of the dstrcts composng sad organzaton. f there be any queston of dscplne, doctrne, or practce on the part of a dstrct body, delegates of that assocaton shall be not seated untl these questons have been settled to the satsfacton of the credentals commttee. Secton 2. The decson of the credentals commttee may be appealed to the State Assocaton sttng n a commttee as a whole. ARTCLE V Offcers: Secton. The offcers of the State Assocaton shall consst of a moderator, assstant moderator, clerk, assstant clerk, promotonal drector, and statstcan. Each of these, wth excepton of the promotonal drector should be elected annually. Secton 2. The Moderator shall be an ex-offco member of the Executve Board. The Promotonal Drector shall be an ex-offco member of all standng boards. Secton 3. A commttee on commttees shall be elected by the body on the openng nght of the assocaton. All other commttees shall be apponted by the commttee on commttees. Secton 4. The moderator, assstant moderator, promotonal drector, clerk, and assstant clerk shall serve as the program commttee for the State Assocaton. ; :;, -52-

ARTCLE V Dutes and Rules of Standng Boards: Secton 1. All standng boards shall be composed of fve (5) members, each of whom shall serve for fve years. No board member shall mmedately succeed hmself after havng served a full term on sad board. Secton 2. All boards of ths asocaton shall organze mmedhtely followng the annual assocaton meetng. They shall elect a charman, vce~harman, and secretary. Each board shall gve a wrtten report at the annual assocaton of meetngs conducted, work accomplshed, mones receved and expended durng the year. Secton 3. Executve Board: Ths board shall have the authorty to fll rregular vacances whch may occur n ts own body, and any rregular vacances whch may occur n any standng board between sessons of the state assocaton. An offce may be declared vacant for the followng reason: f a member moves from the State; f a member fals to attend the board meetngs for a perod of one year wthout provdental hndrance; or f for any reason he submts a statement of resgnaton. A bookstore shall be operated from the state headquarters under the supervson and drecton of the Executve Board. Ths board shall have the authorty to employ the state promotonal drector. n the event that none of the dstrct assocatons request to entertan the State Assocaton, t shall become the responsblty of the Executve Board to make the necessary arrangements when t s to be conducted at the camp at Conway. The Executve Board shall keep a record of all work accomplshed, money rased, meetngs conducted, and make a full and complete report at the annual assocaton of the State Assocaton. The Executve Board shall receve, hold, manage, use, control, and convey property entrusted to the State Assocaton, except as stpulated elsewhere n the consttuton.. The charman and secretary of the Executve Board shall sgn all deeds, bonds, notes, etc., and any other papers by whch the State Assocaton s to become legally responsble. n case of an emergency stuaton, the Executve Board shall have the authorty to call the State Assocaton n conference by notfyng each dstrct assocaton at least ten (10) days pror to the conference. No board shall buy or sell real estate wthout the approval of the Executve Board, when such transactons are made between sessons of the State Assocaton. Promotonal Drector The promotonal drector shall assst n coordnatng the work of the varous boards of the State Assocaton and shall serve as state treasurer. He shall promote both the state and natonal workers, mssonares, msson conferences, etc. t shall be hs duty to edt and publsh the state paper. He shall receve, hold, and dsburse money as s made avalable by the State Assocaton to the varous boards. Dsbursements to the varous boards wll be made when requested. He shall present a wrtten report of hs work at each annual sesson of ths assocaton, wth a fnancal statement of all mones receved and dsbursed. Msson Board: t shall be the duty of ths board to promote an actve mssons program. t shall work n cooperaton wth the natonal home mssons and foregn msson boards n the arrangng of mssonary conferences, of mssonary ntnerares, and shall assst n the rasng of the State quota for the natonal mssons program. The board shall promote the establshng of new churches and mssons wthn the State and neghborng States. Any work n neghborng States, sponsored by the State Mssons board, wll be ntated only after seekng the cooperaton of the neghborng State nvolved and the Natonal Home Mssons board. Ths board shall not partcpate n the organzaton of any church or msson n a town, cty or communty where there s an organzed Free Wll Baptst church wthout seekng the cooperaton of sad church. Nether shall ths board assst n the organzaton of a group that s out of fellowshp wth an establshed church. Ths board shall be entrusted to receve, hold, manage, use, control, or convey State Msson Property. Secton 5. Church Tranng Servce Board: t shall be the duty of the state Church Tranng Servce Board to plan and assst the Church Tranng Servce work throughout the state. t wll be ther responsblty to promote an actve Church Tranng Servce work n each assocaton and to encourage Church Tranng Servce ralles. They shall be entrusted to receve, hold, manage, use, control, or convey the youth camp property. Ths board shall be responsble for the selecton of the youth camp personnel. They wll plan and promote the annual Church Tranng Servce Conference and Youth Encampment. Secton 6. Sunday School Board: t wll be the duty of ths board to work n cooperaton wth the Natonal Sunday School Department n arrangng Sunday School conferences and workshops, teachers tranng courses, and n recommendng methods and materals for the Sunday schools of the State of Arkansas. Secton 7. Chrstan Educaton Board: t shall be the duty of ths board to establsh and promote a hgh standard of Chrstan Educaton wthn the framework of ths assocaton. Ths board shall be responsble for Bble nsttutes, the teachng and tranng of the mnstry and other nterested laymen. The Treatse of the fath and practces of Free Wll Baptsts shall be the gude of theologcal postons for the nsttutes. ARTCLE V Amendments: Ths consttuton may be amended at any regular sesson of the State Assocaton by a two-thrds vote of the members present, provdng proposed amendment s presented n wrtng to the body one day n advance. ARTCLE X Parlamentary Procedure: Ths meetng of the State Assocaton shall be governed by the rules of parlamentary law as set forth n Roberts Rules of Order. -54-
