Greetings: By virtue of the power and authority vested in us as Grand Worthy Matron and Grand Worthy Patron, we do hereby issue this Proclamation No. 2 and proclaim the same to be read at three (3) consecutive meetings commencing May 2018, and request that copies be provided to each member, either by hand delivery, email or US Postal. Please take due notice and govern yourselves accordingly to the information below. We greet you in the name of our Lord and Savior Jesus Christ, for He is good and His mercies endure forever. Grand Session Information The One Hundred and Twenty-Four Annual Grand Session of the Order of Eastern Star will convene on September 13-16, 2018 (Thursday thru Sunday) at the Sheraton Hartford Hotel, 100 Capital Boulevard, Rocky Hill, Connecticut 06067. Hotel Reservations Hotel reservations are now being accepted. The rate is $93.00 per night plus 15% ($13.95) occupancy tax for double or king size beds. Total is $106.95. Check in time is 3:00 p.m. and check out time is 12:00 noon. Upon check in please verify your departure date to the hotel. The deadline for the above rate is August 24, 2018. Registration Advance Registration is due on or before August 10, 2018. The cost is Eight-Five Dollars ($85.00) and will include your kit bag, two (2) lunch tickets, souvenir journal, I.D. badge and proceedings. Friday Meal is Chicken Marsala. Meal Choice for Saturday is either Salmon or Chateau Steak. Vegetarian Meal is available. Please remember to provide your meal choice information to your Chapter Secretary. There will be NO REFUNDS on registration. Late Registration is Ninety Dollars ($90.00) and must be paid by cash or money order. Please note personal checks will not be accepted for late registration. Pre-paid Breakfast has been reserved at the cost of $15.00 per day. A variety of breakfast buffet items will be served. Checks should be made payable to: PHGC of CT and mail to the Registration Chairperson, PM Sis. Sharon Lawrence, 232 Pembroke Street, Hartford, CT 06112. All Delegates must pre-register through their Chapters. (See attached form). There is NO REGISTRATION FEE for the Past Grand Matrons and Past Grand Patrons. Chapter Secretaries please only list those Past Grands that plan to attend on your Chapter Registration Form. All members will be responsible for picking up their convention kit and badge individually. Please have your 2018 dues card available for inspection. Delegates and Credentials We are requesting each Chapter to send four (4) delegates; Worthy Matron, Worthy Patron, Associate Matron and Associate Patron. A proxy must be elected by each Constituent Chapter. No Elected or Appointed Grand Chapter Officer shall be elected as proxy. Two (2) copies of the Credential Form must be completely filled out and attested with the Chapter Seal; signatures of the Worthy Matron and Secretary. Mail to the Grand Secretary, PGM Sis. Phyllis Hargrove, 655 Orchard Street, New Haven, CT 06511, postmark on or before August 10, 2018. Your second copy should be given to the Credential Chairperson, PM Sis. Ethel Franks, upon your arrival at the Hotel. (See attached form) It is the responsibility of the Worthy Matron to place the Credential Form in the hand of the Chairperson before the opening of our 124 rd Grand Session on Thursday, September 13, 2018. REPORTS Annual Returns Each Chapter must submit (one copy) their Annual Returns along with current bonding insurance declaration page and a copy of your 990 filing to the Chairperson PM Sis. Hazel Walker- Frankson, 11-A Carillon Drive, Rocky Hill, CT 06067 and Grand Secretary, PGM Sis. Phyllis Hargrove on or before August 5, 2018 (see attached form). 2

Charity and Good Cheer Each Chapter is requested to submit a donation for Charity and Good Cheer. Donations are to be made payable to PHGC, OES of CT and mailed to the Chairperson PM Sis. Joy Jones, 76-10 Sharon Road, Waterbury, CT 06705. A copy of said donation is to be sent along with your Annual Return to PM Sis. Hazel Walker-Frankson. Constitution and Code Any proposed changes, corrections or amendments to the Constitution and Code shall be submitted to PGP Bro. William Randolph, 201 Park Avenue, Bloomfield, CT 06002. Please mail a copy to Grand Secretary, PGM Sis. Phyllis Hargrove. The deadline is July 31, 2018. Jurisprudence The reporting deadline is July 31, 2018 for submission on By-Law changes for Chapters. All matters for the Jurisprudence Committee must be submitted to the Chairperson PGM Sis. Bryana P. Minor, 146 Homeside Avenue, West Haven, CT 06516. Note: If your Chapter has any action to be brought before the Constitution and Code or Jurisprudence Committees, it is mandatory that a representative be present when the Committee meets on August 4, 2018 at 10:00 A.M, at 106 Goffe Street, New Haven. If there is no representation the committee will not act upon the request. All Worthy Matrons and Worthy Patrons are asked to be present at this meeting. Arts and Crafts We will continue the Basket Project. Each Chapter shall present a "Surprise Basket" on Thursday, September 13 th to the Chairpersons, PM Sis. Etta Royster and PM Sis. Edith Gooch, prior to Opening Ceremonies, to be raffled off on Saturday evening, September 15 th. Additional information will be forthcoming. All baskets will be placed in the registration room each night; the doors will be locked. For additional information if required please contact PM Sis. Etta Royster at (203) 576-6617. Kit Stuffers We are requesting articles such as pens, pencils, crackers, water, candy etc. (no peanut products) as items to be placed in our Kit Bags. Please contact PM Sis. (sound of the gavel). The Dedication of the Meeting Room and Ritualistic Opening will begin at 6:00 P.M. Sharp. Chapter of Sorrow The Chapter of Sorrow will begin at 7:00 P.M. All Chapters are requested to cordially invite the families and friends of their deceased member(s) who departed this life between August 1, 2017 and July 31, 2018, in writing no later than August 10, 2018. Worthy Matrons and Worthy Patrons please stand with your members as the name(s) of your deceased member(s) is called. Please note one (1) floral arrangement per Chapter for your deceased member(s) is requested and is to be placed in the Grand East at the foot of the dais in memory of your deceased member(s). FULL BUSINESS DAY Friday, September 14, 2018 Devotional Service Friday morning from 8:15-8:45 A.M. we will begin our business day with Devotional Service under the direction of our Grand Chaplain, PP Bro. Stephen Godrey. Please join us in Praise and Worship. 4

The Gavel will sound in the Grand East on Friday morning at 9:00 A.M. and we will begin our business. All Committees are requested to have your Reports prepared and e-mail or mail to the Grand Secretary, PGM Sis. Phyllis Hargrove by August 10, 2018, except those reports unable to be completed until Grand Session. Please refer to your Agenda to see when you are scheduled to present your report. In order to expedite time, all Delegates are asked to review the Book of Reports prior to the beginning of the Session. After the Roll Call of Subordinate Chapters, we will officially receive our Past Grand Matrons and Past Grand Patrons; thereafter we will receive our Subordinate Chapters Worthy Matrons and Worthy Patrons. Please be advised roll call of all Worthy Matrons, Worthy Patrons and proxy will be held on Friday, Saturday and Sunday. Election of Officers Election of Officers will take place at 3:00 P.M. on Friday, September 14, 2018. Queen of South and Amaranth Degrees The degrees will take place on Friday evening at 7:00 P.M. The Grand Lecturer and Assistant Grand Lecturer are in charge. This opportunity is being presented to members throughout the jurisdiction who have not received these degrees. It is noted in our Constitution and Code, Chapter IX Section 98, a Sister or Brother may attend chapter meetings, however must receive these degrees in order to receive full membership into the Order. There will be a nominal fee of $10.00. Saturday, September 14, 2018 Reception of Visiting Jurisdictions The reception of all visiting Jurisdictions Grand Worthy Matrons, Grand Worthy Patrons, Worthy Grand Matrons, Worthy Grand Patrons and their Delegations will begin to be received at 10:00 A.M., followed by our Connecticut Concordant Bodies. The Most Worshipful Grand Master, The Honorable David Pinkins and his Cabinet will be received at 12:00 Noon or at his will and pleasure. Our Youth Department, The Order of Novae will follow under the direction of PM Sis. Delandra Grey, Grand Youth Director and The Knights of Pythagoras under the direction of PM Bro. Archie Butler, State Director. Entertainment The Grand Deputies are in charge of our evening festivities which will include the crowing of our 2018-2020 OES Queen. Additional information will be forthcoming. 5

Sunday September 16, 2018 Devotional Service 8:00 A.M. Devotional Service will commence at 8:00 A.M., Communion will be served. Please show your support and join us in Worship & Praise. Hotel Premises/Hospitality While on hotel premises, please be courteous to other guest by avoiding loud music and loud voices especially during late hours. If you have any questions complaints or issues regarding the hotel please see PGM Phyllis Hargrove or call her on (203-506-0612). No one is to take matters in their own hands. The hotel prohibits the use of candles, sternos or any electrical cooking appliances on hotel premises. The Grand Chapter will not be responsible for any liability levied for negligence of this policy. It is requested that you refrain from food and beverages being brought into the hotel unless you purchase it from the hotel.
