Project Cost UNICEF US$ 9, 029,119 and UN-HABITAT US$ 6, 631,818 Duration 24 months Approval Date (SC) 16 July 06 Starting Date 16/06/06 Completion Date [31/December/2008] Project Description The Programme will support the rehabilitation of 160 schools in 18 Iraqi Governorates and capacity building for school maintenance and School Sanitation and Hygiene Education. The Programme will be implemented in 2 phases. Development Goal and Immediate Objectives Goal: The main objective of the Program is to increase access to primary, intermediate and secondary education for school age children grade 1 to 12 with emphasis on rural areas and girls education, and enhance the capacity of DOEs on school maintenance and school sanitation and hygiene promotion. Objectives: 1. Improvement of physical environment of 160 schools in 18 governorates including water and sanitation facilities. 2. Enhance the capacity of DOE to undertake the maintenance of school and promote hygiene practices. 3-Reduce the number of shifts and reduce the number of students in crowded classrooms by adding new classrooms 4-Building capacity of local contractors under several categories and use local material which will improve the economical conditions of the local communities 5-Reduce the number of unemployment in local remote communities Outputs, Key activities and Procurement Outputs 1. Rehabilitation of 160 schools in 18 governorates benefiting about 80,000 school age children 2. Train 55 DOE technical staff, 160 head teachers and 320 PTA representatives of the rehabilitated schools on best practices in school maintenance programme (including the use of public-private partnerships) and on the promotion of improved sanitation and hygiene practices. Contracting about 100 local Iraqi contractors for implementing the comprehensive rehabilitation of 160 schools in 18 governorates. 2. Hiring engineers /monitors to provide technical assistance and to undertake the monitoring of the rehabilitation activities. 3. Engage International and Iraqi consultants to conduct training workshops and to work with UN and MOE/DOE staff in developing manuals and guidelines on school maintenance and school sanitation and hygiene practices, including an information dissemination programme to promote awareness among the students, parents and teachers on these practices Procurement (major items) None 1

Note: In addition to the original plan of rehabilitating 90 schools by UNICEF, savings made from this project enabled UNICEF to rehabilitate additional 13 schools (3 comprehensive in Wasit and 10 water and sanitation facilities in all of them are ). Hence total schools in this project are 103 (UNICEF) schools. Training of 452 teachers and Head masters on schools Hygiene and sanitation took place 12-18 December in Wasit, Basra,, Baghdad and Thiqar governorates. Reprinting of 5,000 School Sanitation and Hygiene manual and procurement of kits for the training is in progress. Training of 55 technical staff (Baghdad & KRG) on schools maintenance will take place as soon as the manual is finalized / approved by the Ministry of Education, hopefully second quarter of 2008. Following previous workshops held in the June, UNICEF and MOE officials held a meeting in Amman on October 16-18 and agreed that MOE will develop school maintenance manual with UNICEF financial support in 2008. % of planned 95% % of planned 60% Qualitative achievements against objectives and results Post rehabilitation data collected from 24 schools (out of 56 in 2007) reveal that the improved environment is having a positive contribution towards the achievements of project objectives. The Construction of 80 new classrooms and 122 additional toilets for girls has helped in reducing the overcrowded classes and eased access to proper sanitation. Enrolment in these schools has increased from 11,481 to 13,023 for all (13%) for all students with 14% increase for girls. Attendance rates also jumped from 71.88% to 81.83%. 2
