Code Enforcement Officer s Report: Code Enforcement Officer, Scott Doellinger, reviewed his report for the month of September, 2017 (copy attached). The issue on Wildwood where the home owner raised the grades using gravel and newspaper has Page 1 of 7
Page 2 of 7 been resolved. The fence on Maplewood that violated Village ordinances in many ways is now compliant. The owner still must get a fence permit. The case is now in the hands of the court. Mr. Stricker on Minerva Lake Road still has his fence posts facing the wrong side. Residents have reported some weed issues. Tony Benedetti, 2937 Berry Lane Court, wanted to address the subject of chickens in the Village of Minerva Park, going back to Charles Legg. He ll talk about the mold issue later. Mr. Doellinger wanted to set the records straight by quoting Village ordinance which states chicken coops are permitted as long as they don t become a nuisance. If it does, action will be brought against it. He added that there are 4 chicken coops in the Village, none of which have had any complaints. Mr. Benedetti stated he was talking about chickens, not chicken coops. EMS/Fire: Chief Hoechstetter stated there was a problem regarding logins with the new billing software and has been fixed. We are seeing quick results is spite of that. EMS personnel are being trained on the system. Some bumps along the way are to be expected. He added that everyone should be in receipt of his reports. Police: Chief Nuesse is excused from the meeting. Engineer: Mike Flickinger is excused from the meeting. Fiscal Officer: Kim Pulley asked if anyone had questions regarding the financials. There were none. Legal Counsel: Gene Hollins had nothing new to report and asked if there were any questions. There were none. Planning & Zoning: Councilman Braun was absent from the last Planning & Zoning meeting and had nothing to report. Village Planning Director: Mr. Fischer stated that the weeds and grass ordinance has been finalized. Approval of Phases 3 and 4 of the new development will have a 1 st reading tonight. It is on the agenda as an emergency, which cannot be done tonight. It will have to wait until the next meeting. We have processed 42 permits for Phase 1 and 25 permits for Phase 2.
MPCA: Councilman Dobbins stated that a new treasurer was elected at the last meeting. There was a vote for Vice President which resulted in a tie between Gretchen Persohn and Betty Ann Zimmerman. It was tabled until the by-laws can be amended to permit co-vps. The Halloween party is scheduled for Saturday, October 28 th from 2:00 to 4:00p.m. at the Community Building. Both a face painter and a balloon artist have been confirmed. No results yet on the garage sale on September 16 th. The 2 nd Wine and Cheese was well attended. Luminaries for the Christmas season can be purchased on mympca.org., at the Halloween party, the November MPCA meeting, the carriage ride and the December MPCA meeting. The children s Christmas party will be held on December 16 th. Pam Park-Curry is doing well with the Welcome Committee duties. Candidates Night is Wednesday, October 18 th, from 6:00 p.m. to 8:00 p.m. at Hawthorne Elementary. There will not be a presentation regarding 2999 that night. He stated that the MPCA is transitioning from the Villager to a new newsletter. The Mayor is working out details on replacing the MPCA shed located at the pool, as it is in deplorable condition. It will be put in next year s budget. Betty Ann Zimmerman was designated chairperson of the storage barn committee. NCC: Mayor Eisentrout shared Bob Gale s report. Columbus Police discussed a recent drug house bust in Clinton Estates. The house was raided and boarded up. The police give credit to neighbors calling 311. They stress if you see something, say something. CPD, along with the city attorney s office, is continuing to deal with the Ramada Inn vacant property at Sinclair and I-71. There is to be a bankruptcy sale on October 18 th and if there is a new owner, they will have to comply with several court orders to clean up and develop the property. Waltham Estates is also dealing with the Marathon pipeline issue and they have asked Columbus city government for help. Any information she receives will be passed on the MP officials. Columbus Metropolitan Library will have a book sale October 1 st through the 15 th at the main library. Mayor s Report: Mayor Eisentrout indicated pool revenue from the 2017 season was $46,934; expenses were $69,097, resulting in a loss of $22,163. We have approximately $200 left in expenses. The bi-weekly dam meeting took place this afternoon. The final schedule was discussed. The pedestrian bridge should be installed October 18 th and the asphalt trail on October 26 th. She asked if they could try their hardest to open the bridge and the path for Beggar s Night, October 31 st. Inclement weather could delay the work. Demobilization, or packing up everything, is scheduled for Page 3 of 7
November 7 th and should be a 2-day process. The debris has been removed from the rock dam. ERC, one of the companies working on the dam, obliged us and did the work. Mayor Eisentrout stated she has not inspected it yet but she will before payment is made. Saturday, October 14 th from l0:00 a.m. to noon will be a meeting to discuss the connector street or an emergency access at Alder Vista into the new development. We will have guest speakers; Police Chief Nuesse, EMS/Fire Chief Hoechstetter and someone from the City of Columbus Division of Fire who will all speak to safety issues. Our Village Engineer, Mike Flickinger, will discuss traffic issues and the different ingresses and egresses. Thursday, October 19 from 6:30 p.m. to 8:30 p.m. will be a meeting to discuss Issue 30, the referendum to purchase 2999 East Dublin-Granville Road. The Council, our Solicitor, our Fiscal Office, our Planner and she will be presenting information and taking questions from index cards that will be distributed. Both meetings will be held at Hawthorne Elementary. TLV provided a survey of the East Shore Court project. Our engineer is reviewing that information and is starting to develop a scope of work for the next phase, which is the sewer work itself. He is hoping to have this scope of work prepared by October 16 th. A letter has been sent to TLV informing them we no longer require their services. Community: Councilman Dobbins stated he will be working with Mayor Eisentrout this week to set a meeting date. Finance: Councilman Michels stated that all financials have been posted to the website, as well as an up to date 5-year forecast. The Fiscal Officer will be posting the forecast quarterly. Streets: Councilman Braun stated he has nothing new to report. Dave Goggin, 3237 Minerva Lake Road, stated there is construction going on in his front yard. He was told that AT&T is running fiberoptic cable up to the new development. He asked who approved this and could they get some notification of what is happening in the future. He asked why they decided to go through the front yards, rather than the rights-of-way in the back yards. Mr. Fischer indicated that we approved a right-of-way permit for AT&T to install the cable. He added that he does not know why they used the rights-of-way in the front yards. Mr. Hollins stated that we have road rights-of-way, which in some cases the developers have given it to us and in some cases, we purchased it. The state gives free access to our rights-of-way to utility companies. They know that and if they choose to put the cable in the road rights-of-way, all they have to do is submit a permit. We cannot dictate to them which rights-of-way to use. Mayor Eisentrout stated she will look into this issue. Page 4 of 7
Service: Councilman Wolf stated that regarding the sanitary sewer project on Jordan Road, Mike Flickinger has been in contact with the contractor. The contractor indicated that due to their workload, there is a potential for it to go longer than the 60 days. The analysis of the most recent section s televising was sent to us on September 29 th. We are still digesting their report. He needs to update the sanitary sewer to include the MI development. We have asked Mike Flickinger to prepare a scope of work for mapping out the storm sewer. Mayor Eisentrout indicated that a section of road to the right on Minerva Lake Road is flooding. The stated that MI is working on that issue. Councilman Dobbins asked when the mapping out of the storm sewers will be finished. Can we get just this area mapped? Councilman Wolf responded that we have found that companies will not take on small jobs. It was decided that the best course of action is to map all of the storm sewers and then direct efforts based upon that mapping. Ed Detwiler, 5361 Park Lane Drive, asked about the televising of the section that had roots growing in it. Councilman Wolf stated that it was cleaned and scoped. Safety: Mayor Eisentrout stated that Scott Hansan is no longer a Council member. Legislation: RESOLUTION 2017-33 A RESOLUTION TO AUTHORIZE THE MAYOR TO ENTER INTO A LEASE AGREEMENT WITH XXXXX FOR XXXXXX, AND TO DECLARE AN EMERGENCY (1 st Reading) Mr. Fischer explained that this piece of legislation is to enable Village staff to vacate the building for a short period of time during the remediation of the mold issue that exists downstairs. He pointed out on a map, several possibilities for the relocation and quoted price per square foot for each. We will be getting 2 scopes of work; 1 for the mold remediation and 1 for the mitigation of whatever is causing the mold to appear. Tony Benedetti, 2937 Berry Lane Court, expressed his anger at what he believes is Council putting the horse before the cart. They are having staff move out of the building before they know if that will be necessary. In his opinion, he does not believe it will take that much work or time to remediate the mold. Page 5 of 7

Because of the legal liability issues and health concerns of black mold, the company had his wife and other employees out of the building the next day and in a new building the next week. Citizens Comments: asked for a letter stating that the roots that were deterring water flow in the sewer line were, in fact, removed. Mayor Eisentrout stated that a report will be amended to include that fact. is speaking of a specific letter that home owners can include with their disclosure statement when selling their homes. Rick Walsh, 5174 Lakeland Court, stated his credentials pertaining to mold remediation. Bleach is a good temporary treatment of mold, but remediation is still needed. In a building like this, they would create an airlock in the basement. Staff would have to temporarily move out of the basement during this procedure. It would probably take a couple of days to remediate the mold. Then flow air through hepa filters until the air is clear. He asked if it was that big an issue. Mayor Eisentrout indicated that we have staff that are being made quite ill, some with existing conditions that are exacerbated when they enter the basement. Page 6 of 7
