Background Board Member discretionary funding is referred to in the SMCRA redevelopment plan as the SMCRA Special Needs Program. The Special Needs Program was subsequently established on January 3, 2000 with the intent of providing assistance to various SMCRA community improvement organizations. Each SMCRA Board Member has an annual budget of $1,000 to facilitate these objectives. Board Member discretionary funding must also be allocated during a publically noticed meeting. During the July 8, 2013 Meeting, the following Board Members requested discretionary fund disbursements in support of the New Beginnings Baptist Church Choir Trip: Board Member Newman - $285; Board Member Price - $285 Vice Chair Liebman - $142.50; and Board Member Harris - $142.50 The New Beginnings Baptist Church Choir Trip provides much needed enrichment activities for the area's at-risk senior population and other area residents (See Exhibit A). Approval of the attached resolution shall authorize a discretionary fund disbursement in the total amount of $885 to the New Beginnings Baptist Church on behalf of the above listed Board Members to assist local senior and the church choir with expenditures associated with an upcoming out-of-town choir event to be held during the week of October 10 th though 15 th 2013. Recommendation Staff recommends approval of the attached resolution authorizing a discretionary fund disbursement on behalf of Board Member Harris in the amount of $100 to the City of South Miami Back-to-School Backpack Give-a-Way initiative and charging Account No. 610-1110-99-25 (Board Member Discretionary Fund Account - Board Member Harris). New Beginnings Baptist Church 6530 SW 57 CT Miami Fl, 33143 March 13, 2013 The New Beginnings Baptist Church is asking for your support in helping our Male Chorus travel to Holly Hill, South Carolina on Thursday October 10-15, 2013. We will be featured in a weekend of gospel singing and we have been the featured group in this event for over 20 years. We would like to continue this fellowship, but we need your help. The total cost of this trip is $16,600.00 and we have raised $9500.00 and at this time we are $7100.00 short of our goal. We are grateful for any monetary help given in support of this event. We also have senior citizens that are interested in traveling with us, so we try to take as many as we can. Your support is appreciated.
