Sacramental Renewal Goal: We renew and deepen the celebration of the sacraments in our diocese to stimulate the life of our parishes and revitalize our individual and collective faith. Objective: Educate the laity about the seven Sacraments and their fundamental role in our Universal Call to Holiness. Action: Department of Evangelization and Catechesis (DEC) by December 2010 will formulate a 2- year process for sacramental understanding and renewal across the Diocese to include: 1) developing materials for pastors & lay leaders to invite parishioners to get involved; 2) using Small Christian Communities model; 3) publishing supporting materials. Metric: Program presented during 2010-12. Status: Mary Ann Wiesinger has been reviewing resources for DEC to recommend to parishes for use according to this metric. DEC hopes to get these recommendations out Oct/Nov 2010. Most of these resources incorporate an SCC model. Due to limited staffing, DEC will not be able to comply with the other action items. KB Action: The Deaneries by December 2010 will plan and promote retreats in each deanery that are relevant to developing greater understanding and practice of the seven sacraments and a sacramental life (e.g., the Cursillo model or based on Action 1 above). Metric: At least 75% of Deaneries have two retreats in 2010. Status: The Dean's Visitation form is being revised to include DPP Objectives.Dkg Objective: Encourage deep and deliberate participation in the Holy Eucharist as essential to our encounter with the life, death, and resurrection of Jesus Christ. Action: Parishes by June 2010 will reinforce and/or reintroduce regular Adoration of the Blessed Sacrament throughout the diocese, including special emphasis on celebration of the feast of Corpus Christi (Body and Blood of Christ). Emphasize participation by young people. Metric: 75% of parishes holding annual Corpus Christi celebrations with traditional devotions Status: CEDDO reports as of 9/14/09 that 75% of parishes have at least one Holy Hour each month. There are 3 parishes with Perpetual Adoration. CEDDO would like to as a goal have Perpetual Adoration in each of the 5 regions. Currently, these parishes have Perpetual Adoration: Holy Spirit - Fremont, St. Clement's in Hayward (new), St. John the Baptist in El Cerrito, and St. Agnes. Please note 2010 metric is different metric from 2009. Was this poorly written or was this intentional? Also, Joe Murray reports that Holy Hour at the Cathedral led by Fr. Larry D'Anjou every month for young adults. Fr. Larry D'Anjou has held a class on Adoration and Benediction co-sponsored by the School for Pastoral Ministry. On Friday, October 22, 2010, CEDDO will sponsor the second Adoration on the Eves. All in the Diocese are invited to a Eucharistic Holy Hour to pray for those men who will be ordained as Transitional Deacons. RECOMMEND CEDDO is given this objective and any future action item related to it. KB Action: The Cathedral Provost, the Director of Ethnic and Pastoral Centers and the Director of Latino Ministries by December 2010 will celebrate important cultural feast days / devotions at the new Cathedral to bring the whole Diocese together in sharing the Eucharist and learning about each other s cultures / traditions. Metric: Celebrations during 2010 from each of the formally organized ethnic communities in the Diocese. Status: We celebrated on Saturday Dec 4th the Diocesan Pilgrimage in Honor to Our lady of Guadalupe. Around 3000 people (including children) offered his efforts as expression of faith. They walked about 7.5 miles from St. Louis Bertrand to the Cathedral. We had about 10 Floats and about 12 groups of danzantes. We end it up with Eucharistic celebration where we used the Conference center to offer more space since the Cathedral is not enough. Objective: Encourage active practice of the Sacrament of Reconciliation as the most meaningful way we demonstrate our rejection of sin and reconcile ourselves with God and the Church community. Action: The Department of Evangelization and Catechesis (DEC), the Parish RCIA & FF/RE Coordinators and Schools by August 2010 will develop a plan and guides for the frequent use of non-sacramental penitential services in Catholic grade schools and high schools which supplement opportunities for individual confession and seasonal Rites of Reconciliation of several penitents. Metric: Materials completed and distributed to parishes for 2010-2011 educational season. Status: DEC does not support "non-sacramental penitential services"..."which supplement opportunities for individual confession" unless this is referring to a Catholic examination of conscience that is taught in preparation of receiving the sacrament. To that end, almost every modern textbook dealing with sacramental preparation and approved by the USCCB Subcommittee on the Catechism Conformity Listing of Catechetical Texts and Series has sections which deal with helping students in the proper preparation for this and other sacraments. There is no need, therefore, to develop "a plan and guides." As of June 2009 DEC has recommended using textbooks from this listing at several DRE gatherings throughout the Diocese. KB Objective: Provide broader access to liturgical formation programs to improve the quality of liturgy in our parishes and enhance the effectiveness of sacraments in the lives of Christians in our diocese. Action: The Liturgical Commission by December 2010 will explore renewed expressions of sacramental celebrations that encourage & modernize participation while retaining the history/tradition of the rituals. Metric: Commission to study and provide recommendations. Status: As of Jan 2011 Sent for approval from divisional directors on 2/4/11 page 2 of 12

Action: The Department of Evangelization and Catechesis (DEC) and Liturgical Commission by December 2010 will develop liturgical formation/training for lay ministers (presently at lay minister training days and at the deanery level) and incorporate into formal training for new lay liturgical ministers. Metric: Training presented to liturgical ministers and training days in at least 50% of deaneries. Status: While uncertain of the existence of a particular "Liturgical Commission", a committee under the auspices of the Office of Worship is being formed to implement and train according to the New Roman Missal. These orientations will take place during Advent 2010 through Advent 2011. The LEMC will also sponsor a convocation on the topic of the New Roman Missal on January 14, 2011. The School for Pastoral Ministry is planning future courses on the proper formation and training of various lay liturgical ministers. KB Action: The Parish Pastors, PC s and FC s by December 2010 will elevate the priority of and budget sufficient funds for high quality music, art, and environment that awaken an enthusiasm for and enhance the practice of the sacraments. Metric: Active discussion & budgeting during annual finance council and pastoral council workshops/retreats. Status: Objective: Stimulate reflection among clergy and religious educators about how culturallyspecific celebration of the sacraments can stimulate the life of parishes and make the sacraments more relevant to cultural communities in the diocese. Action: The DEC, Liturgical Commission, Director Ethnic Pastoral Centers, Director of Latino Ministries and Parish (RE & FF Coordinators) by June 2010 will survey parishes with large culturally-specific communities to determine whether there is a desire among ministers, staff and educators to have culturally specific materials on the Sacrament of Reconciliation and the Eucharist for ministers and educators serving those communities. Develop such materials on an as-requested / as-needed basis. Metric: Departments to survey appropriate parishes for their interest. Status: Every year two workshops (Alameda & Contra Costa) of two hours each are organize for Eucharistic Ministers of two more Proclaimers of the Word were material are distribute. All are well attended with average of 50-60 each. These workshops are organized by the Office of Latino Ministry Action: The Director of Ethnic and Pastoral Centers, Director of Latino Ministries and the Liturgical Commission by December 2010 will organize culturally-specific reviews of the outcomes in earlier objectives to suggest further effort targeted at translating (literally & figuratively) those outcomes into language and practices that are relevant to culturally-specific communities. Metric: Annual meeting to review progress and suggest further effort. Status: As of Jan 2011 Sent for approval from divisional directors on 2/4/11 page 3 of 12

Holistic Faith Formation and Catechesis Goal: We provide formation that brings about such a joy and enthusiasm for our faith in Jesus Christ that we live that faith fully and freely share it with others. Objective: Spark a spirit of initial and continuous conversion-the lifelong journey of growth as a disciple of Jesus Christ-for all who participate in diocesan faith formation programs. Action: Department of Evangelization and Catechesis (DEC) and Pilot Parishes and Deaneries by September 2010 will after completion of the 2nd year, target 5 new parishes each year using mentors from prior years. Metric: At least 5 new parishes / deaneries implementing/year. Status: As mentioned in the 2009 status report, there is currently no dedicated staff to accomplish this action item. KB Action: Department of Evangelization and Catechesis (DEC) by December 2010 will evaluate and modify the model and resources as necessary. Metric: Ongoing modifications made as necessary. Status: There is currently no dedicated staff to accomplish this action item. KB Objective: Utilize the Six Dimensions of Adult Faith Formation from USCCB s Our Hearts Were Burning Within Us to assess and begin to plan the catechesis supporting the New Evangelization in parishes. Action: Department of Evangelization and Catechesis (DEC) and Pilot Parishes by September 2010 will after completion of the 2nd yr, target 5 or more new parishes each year using parish mentors from prior years. Metric: At least 5 additional parishes begin new plan; mentors from prior years. Status: There is currently no dedicated staff to accomplish this action item. KB Action: Department of Evangelization and Catechesis (DEC) by December 2010 will evaluate and modify the model and resources as necessary. Metric: Ongoing modifications made as necessary. Pastoral Leadership Goal: We develop and sustain effective and healthy pastoral leadership for clergy, lay ecclesial ministers and laity to build up and serve the Body of Christ in Oakland. Objective: Develop and place lay ecclesial ministers and lay leaders in appropriate roles throughout diocese to best support parish communities. Action: Lay Ecclesial Ministers Council (LEMC) and Pastoral Leadership placement Board (PLPB) by June 2010 will identify and appoint LEMs to become Pastoral Associates and other spiritual leaders or directors. Metric: List compiled, complete and assessed; LEMs formed and appointed. Status: As of 17 Nov. 09-- Further clarification of the appropriate role of the PLPB is needed. Action: Lay Ecclesial Ministers Council (LEMC) and Department of Evangelization and Catechesis (DEC) by December 2010 Develop a productive model based on current best practices for clergy and LEMs to partner together to minister to parish communities. Metric: Model for usage approved by Bishop & BAC. Status: Action item in process. KB Objective: Identify and train lay leaders to support clergy in the business operations of the parish. Action: Diocesan Commission to be formed (BAC decision) by December 2010 will develop a model for parishes to leverage their lay talents for business administration and operations. Metric: Model developed and introduced to parishes. Status: Action: Diocesan Commission to be formed (BAC decision) by December 2010 will identify compensation (monetary and non-monetary) or partnering/diocesan programs for these positions to support poorer parishes. Metric: Plan developed; programs introduced to and implemented in parishes. Status: Status: Human Resources will conduct 2 workshops for Parish Personnel during the 2010 year on personnel issues. Action: DPPS by December 2009 will develop a team of instructors and leaders to provide training and evaluations. Look at the model schools use for evaluations and leverage where applicable. Status: At the end of 2009, trained 14 facilitators using Strengths, 5 Dysfunctions as a Team tools. This will help provide resources to parishes requiring on site or off site facilitators to develop strategic plans, staff retreat and workshop days or council/committee retreat and workshops. Youth and Young Adults Goal: We welcome, encourage and engage young people in all aspects of church life to empower them to mature as disciples of Jesus Christ in today s world. Objective: Develop, understand and utilize comprehensive youth ministry in all parishes as defined by USCCB s Renewing the Vision. Action: Department of Evangelization and Catechesis (DEC) (YM), YM Advisory Council, Parish Leadership and Parishioners by March 2010 will inform parishes about comprehensive youth ministry through orientations. Metric: Parish attendance at orientations. Status: Our new Diocesan Youth Minister (start date April 6, 2010), Patti Collyer, has conducted one formation day which gathered youth ministers from around the Diocese. One of the topics was on comprehensive youth ministry. More orientation days are planned for 12/9/10 and every other month thereafter. PC. Action item complete. KB Action: Department of Evangelization and Catechesis (DEC) (YM) and YM Advisory Council by December 2010 will develop and publish a Youth Ministry Handbook that defines components of comprehensive youth ministry. Metric: Publication and distribution to all parishes and departments. Status: Advisory Council is being developed by first involving candidates in Diocesan Youth Day planning sessions (carry over from 2008). DEC hopes to finalize the Council by April 2011. The Youth Ministry Handbook has been started and is in process. PC Recommend moving this action item to June 2011. KB Objective: Provide access to professional youth minister for all young people in all the parishes. Action: Department of Evangelization and Catechesis (DEC) (YM), YM Advisory Council and Pastors by March 2010 will develop and present a six-hour orientation for pastors or parochial administrators about youth and young adult ministry. Metric: 70% of priests have attended orientation. Status: Recommend the following: (1) Include Clergy Services (priests' on-going formation) on action item so as to include this orientation during a priest study day or other similar gathering; (2) Move action item to December 2011 or possibly beyond. KB Action: Department of Evangelization and Catechesis (DEC) (YM) and YM Advisory Council by March 2010 will develop and provide a resource list to help priests, staff and volunteers relate to young people. Metric: List compiled and published. Status: Recommend this action item be included in Youth Ministry Handbook. KB Action: Department of Evangelization and Catechesis (DEC) (YM), YM Advisory Council, Parish leadership, parishioners, and deaneries by Sept 2010 will develop and present a two-hour orientation at the deanery level for parish staff, pastoral councils, finance councils and parish communities about relating to young people. Metric: All parishes and/or deaneries have attended orientation. As of Jan 2011 Sent for approval from divisional directors on 2/4/11 page 6 of 12

Status: Recommend moving this action item to December 2012. Session should be one hour to be realistic PC Action: Department of Evangelization and Catechesis (DEC) (YM) and YM Advisory Council by December 2010 will identify and provide leadership training opportunities for all youth ministers and their volunteers along with scheduling regular meetings for networking, idea sharing, support and prayer. Metric: Training programs and available dates published and attendance by 50% of youth ministers; meetings scheduled with 50% attendance. Status: DEC has conducted several meetings in this regard and have been attended by more than 50% of youth ministers: youth minister gatherings, trainings, and orientations to the new Confirmation Curriculum Standards More training days are planned for the future, specifically to include volunteers. KB Objective: Create environments that interest young people and foster their personal and spiritual growth. Action: Department of Evangelization and Catechesis (DEC) (YM), YM Advisory Council, and Parish YM s by June 2010 will utilize multi-media and current communication technologies to connect with and involve young people in youth ministry and parish life (websites, text messaging, blogs, podcasts, Facebook, YouTube, Twitter, etc.). Metric: Ongoing use of technologies incorporated into parish youth ministry. Status: DEC is currently in process of updating its own web page. October 21, 2010 is the first scheduled training and orientation to this new CMS design. As well, a Social Media Committee is being formed to discuss creating guidelines for the proper use of social media through youth ministry and other similar Church groups. Committee members include Director of Communication, Coordinator of Youth Ministry, and others. Recommend moving this action item to June 2011. KB Action: Department of Evangelization and Catechesis (DEC) (YM), YM Advisory Council, and Parish YM s by September 2010 will provide opportunities for creative prayer with young people in peer, family and communal settings, including preparing prayer and ritual resources for prayer in individual and home settings. Metric: Prayer opportunities identified and resources developed. Status: Coordinator of YM is giving interactive workshops at a number of events on the topic of prayer in Dec.2010 and Jan. 2011. This will be an ongoing support for young people. PC Action: Department of Evangelization and Catechesis (DEC) (YM), DEC (Family Life Coordinator), and Diocesan Vocations Director by December 2010 will partner with Diocesan Offices of Vocations and Family Life to develop a model that helps young people understand and discern their vocation that includes generous single life, Christian marriage, priesthood, religious life, diaconate and lay ministry. Metric: Partnership established and model developed. Status: Family Life and Youth Ministry coordinators, in conjunction with the Diocesan Vocations director, will develop a 'vocations session' to be used by parishes/youth groups that will give them a As of Jan 2011 Sent for approval from divisional directors on 2/4/11 page 7 of 12

chance to hear about different types of vocations from people living them out (clergy, married, consecrated religious...). This will be shared among all Youth Directors. EH Objective: Help parishes develop liturgies, energized by the gifts and talents of young people which call them to live the gospel. Action: Department of Evangelization and Catechesis (DEC) (YM) by March 2010 will publish schedule of youth masses currently offered in diocese on diocesan web-site. Metric: Publication on web-site. Status: In process. See above re: web page and handbook. Recommend moving this action item to June 2011. KB Action: Department of Evangelization and Catechesis (DEC) (YM) and Liturgical Commission by June 2011 will design and publish a pastoral handbook that defines liturgies involving young people and which will help them focus on Jesus Christ. Metric: Publication and distribution to all parishes. Status: (Not aware of a specific Liturgical Commission.) In process. See above re: web page and handbook. Stewardship Goal: We become good stewards and live a lifetime journey of discipleship to grow in holiness. Objective: Develop a sound foundation with which to build successful stewardship efforts at the parish level using the USCCB approach in all parishes. Action: Department of Pastoral Planning and Stewardship (DPPS) by June 2010 will publish best practices on diocesan website and present to parishes at regional meetings. Metric: Best practices on website; regional meetings held; 75% of parishes attending. Status: Held 8 Stewardship Regional Meetings. 62% or 53 parishes attended. 24 priests attended and 196 total participated. The regional meetings included a presentation of the Spirituality of Stewardship, distribution of one stewardship manual per parish, introduction of the manual use and resource supplies were available for purchase. Action: Department of Pastoral Planning and Stewardship (DPPS) and Pastors by March 2010 will form committees at each parish and cultural center to lead the stewardship efforts. Metric: 50% of parishes with active Stewardship committees. Status: As of Parish Profile ending 2009, there were 41 parishes reporting as having Stewardship Committees. This question was not asked in previous years of profile reporting. Action: Department of Pastoral Planning and Stewardship (DPPS) by June 2010 will form a committee to analyze cultural and ethnic differences in the approach to stewardship and use the information as a springboard for a common approach to stewardship that recognizes the American approach to parish support; time talent and treasure. Metric: % of parishes that is self-sustaining Status: A pilot retreat stewardship retreat was held at QAS leadership teams. The English version of spirituality of stewardship was translated to Spanish. All media used, handouts and presentations was delivered identically and concurrently in two separate meeting rooms (English & Spanish). The outcome from the Spanish group was excitement with the material. The Spanish speaking group had more enthusiasm toward the material than the English speaking group. (Evaluations of the day to support this is available) My assessment is that analyzing cultural and ethnic differences to engage individuals regarding their responsibility to stewardship is not necessary. We do not need to rewrite the book on stewardship. The theology of stewardship stands strong and should not be adjusted to conform to a particular ethnic group. More pilot retreats will be given to further test this theory. The Stewardship Commission will look at this Action Item again. As a result of this, a strategic plan was developed and deployed. Day, Dan Conway facilitating a stewardship retreat for chancery employees, 8 Regional Stewardship Meetings, All Parish Advisory Councils Conference with the topic of Engagement and Strengths tools for enhancing stewardship in the parish. Objective: Build reporting practices for parishes to achieve goals set at the diocesan and parish levels. Status: Currently working with the dean's ad hoc committee to revise the current dean's visitation form. This will include assessment of current DPP and 10 Essential practices which includes stewardship. #2. We developed a tool for assessing current stewardship activities from the 7 Steps to Success and SWOT. These tools are for the parish to self-assess and to be used for review by this office when requested. Action: Department of Pastoral Planning and Stewardship (DPPS) by December 2010 will develop annual report feedback template that represents all parishes in the diocese, in rank order of effectiveness and compliance with policies and practices as measured by assessment tool. Metric: Annual report to all parish committees and pastors. This action item should be rolled into the overall communication strategy that Mike Brown is developing. There have been articles in The Voice about stewardship parish practices. We also use the web site to communicate parish practices Objective: Help people recognize their talents and how to use them in effective ways. Status: There are 33 trained Gallup coaches in the Oakland Diocese. There is another Strength Coaching training planned in Jan 2011. In 2009 approx 1105 Strengths books sold, ao 11/2010 approx 760 Strengths books sold. We use Strengths to revitalize staff and councils to recognize their giftedness, take responsibility for their gifts and share their talents as described in The Disciple's Response pastoral letter. Action: Department of Pastoral Planning and Stewardship (DPPS), Pastors and Parish Lay leadership by September 2010 will train pastors and lay people to conduct programs such as Called and Gifted and "Living Your Strengths" to help parishioners discern their gifts and talents. Metric: Pastors attended training; Effective material in each parish by end of 2010. Status: A 7 Steps to Success parish self assessment tool and SWOT tool is developed for use. In addition to this, there are four parishes that have embark on the Growing an Engaged Church Member Engagement 25 (ME25) to help develop the membership approach. Also, there are parish practices listed in the back of the Stewardship Manual. Objective: Serve the marginalized in our communities by lifting back the veil of invisibility, which surrounds the poor, elderly, outcasts and homeless. Action: CSJ and the Human Solidarity Commission by December 2010 will meet to address social justice issues from a stewardship perspective and implement a social ministry communication network (including all diverse ethnic groups), which will effectively organize parishioners to respond to the marginalized locally and globally. Metric: Commission formed and charter developed.
