A bref word of welcome was extended by Dr. Bce, the charman elect, to whch Mr. A. Lews of Honolulu, responded wth much grace, as well as good common sense. le emphaszed the fact that development was ever the polcy of lawa lookng forward to greater and better thngs, and t was partcularly fttng that ths Cvc Conventon should meet here n Hlo whch had behnd t the largest amount of country and the greatest possbltes of development, le furthermore suggested the danger that there was, n our sland communtes, separated as they were by broad stretches of sea, n thnkng n terms of the local slands and ther own mmedate nterests. We were here on ths occason partcularly to thnk n the terms of the whole Terrtory The Governor, who had come over on the Super Drednaught New Mexco to attend tho Conventon, was met by an Ad Club ovaton song: Oh, were glad to see you, Governor, Wth your hand n your pocket, And your lttle chan and locket, etc" The Governor thought that these cvc conventons were a mghty good thng n more ways than one. For one thng they sort of kept a check on the publc offcals, who, he admtted, needed watchng, but who werent as bad as some people made them out. C. S. Robnson, the Y. M. C. A. man, now tourng tho slands, gavo a characterstc humorous talk on "The Knds of Boys." A. T. Atknson read a comprehensve paper on "The Dongs of the Board of Agrculture and Forestry," and Dr. Dean, of the Unversty of Hawa, gave an nterestng and llumnatng account of what that nsttuton s dong and plannng. Altogether t made a very full and very proftable day, whch amply justfed the polcy outlned by the Hlo peoplo n ther nvtaton, to make the conventon reany cvc, serous and worth whle. There was of course, a largo amount of meat n the varous papers they wll be prnted n the proceedngs of the conventon, and should be read by all ntellgent people; but they wll not, so venture to call attenton to some of the outstandng ponts of genera "nterest. On the whole, 1 thnk the most sg nfcant welfare work of the Terrtory s beng done by tho plantatons. They have the feld thoy have the money they have the facltes and now, at length, they have tho nclnaton. Bowman, as drector of plantaton ndustral servce, was n a poston to gve much nformaton, and he dd. He reports that on many plantatons excellent dares are beng operated where mlk s sold at a prce wthn the means of all. Ono plantaton has Bpent over $100,000 for an adequate supply of pure water. Vstng nurses aro now employed on nearly all the plantatons; on tho larger ones, more than one. n addton to tho more famlar dutes of thoso nurses they do a great deal of excellent work runnng dspensares, supervsng day nurseres, gvng homo lessons n household management, preparaton of baby food, nfant caro, cookng lessons, supervson of chld play, etc. "Staple goods are beng sold n plantaton stores at as near cost as possble. Many stores show no proft at tho end of the years busness." "Most plantaton vllages have moton pcture theatres where regular shows are gven. The bureau has arranged for a regular flm servce n order that proper flms may bo shown and contemplates provdng a good clean vaudevlle show once a month." Your correspondent expressed hs satsfacton at ths movng pcture nformaton and hoped that ths commendable enterprse mght solve the movng pcture problem n small communtes. Ho nqured whether these shows would be open to tho general publc, and about when ths servce would bo naugurated on Kaua. Mr. Bowman thought thero would be no reason for excludng tho general publc, and that tho servce would be naugurated on Kaua n November. WM. STODART GOES TO PHLPPNE SLANDS Mr. Wm. Stodart, well known on Kaua, now resdent n Honolulu, left for tho Phlppnes on a busness trp last Saturday. Tho steamer was so crowded that ho had to buy out tho second matos room, whch s away down n tho bowels of tho shp, but as ho had been delayed for days because of scarcty of accommodatons, ho was glad to aval hmself of that opportunty to get away. J. O. Warner s puttng tho students of the Kaua Hgh and Grammar School through a stcnuous program of calcsthenc exercses twce a week. Dear Sr: n reply to your "Open Letter" of September 9, 1920, we beg to make the followng observatons: Hghly Cultvated Lands. Only the fourth seres, Kapaa, were hghly cultvated lands. Prevous to homestead-h- g of these lands they were leased to the Mtkee Sugar Company for one dollar ($1) per acre for the frst crop and fve dollars ($5) per acre for a second crop. Frst, Second, Thrd and Waalua Seres were all pasture lands and leas ed to the plantaton at twenty-fv- e cents (0.25) per acre. Homesteaders have developed to Us present condton, to such an extent that ther taxaton value today amounts to $252, 215. Ths ncludes the Fourth Seres. Would the government derve such an ncome from these lands f they were yet leased to the plantaton? Hgh Prced Wages and Profts. Con sderng the abnormal condtons of the sugar market, s t surprsng that homesteaders should have receved such prces for ther cane and real zed on ther crop the sums that you clam? f sugar was at 10 cents, nstead of at 23 cents, what then? Further, no homesteader wth twenty acres acres of land could obtan a proft of from $7000 to $12,000 on hs crop. Even f the average expense of these homesteaders was as they clamed, from three hundred and twenty ($320) to three hundred and ffty dollars ($350) per acre for brng ng ther crop to maturty. The hgh cost of labor applyng n ths case only for harvestng, and costng from one hundred to two hundred and nnety-s- x dollars per acre. Could Not Pay Bonus To your statement that the hgh wages pad to laborers by homestead ers caused you great astonshment, we beg to state the followng: Home steaders weren ot able and could not pay ther labor on a yearly bonus bass. At the tme the Waalua and other Seres were plantng, cultvatng and harvestng ther cane the plantatons were payng ther laborers from $4.30 to $5.70 per day, ths ncludng the full bonus for May, June and July. Add to ths housng, medcal attendance, wood, water, etc. Do you blame a laborer for demandng from the homesteaders $4.50 and more per day wthout these convenences? Would you blame the homesteader for payng such wage f he wanted hs homestead cultvated or Harvested? Further a number of these homesteaders to whom you are gvng such pous and knd advce had to pay to the plantaton from $4.50 to $7 per ton of cane harvested, whle other homesteaders, hrng hgh-wag- e laborers, were payng from $3 to $4.50 per ton - Cast Your Ballot hurvested. Have you also nvestgated ths? We agree heartly wth you that some ot us were stung by unscrupulous laborers or contractors n the supplyng of seed cane. Who was to blame? Who furnshed the seed? How many homesteaders have you vsted and advlsetl on ths subject? Speakng of wages, we agan ask, who was the frst to boost labor wages n the Kapaa dstrct? When home steaders were payng from $1 to $1.25 per day, who went around and offered from 25 cents to 50 cents more per day? About Automobles Extravagance.. You make menton ot the expensve automobles purchased by homesteaders. Well, we are not nterested enough to enqure how many autos you have, or how much you pad for them. Why should you? We are more nterested to fnd out the expedency of employng a sugar expert at fve hundred dollers ($500) per month, when n return the homestead ers receve so lttle. For these are the ones that are supposed to be benefted. n the matter of cultvaton and ma chnery: Would you, Mr. Horner, advse a homesteader wth small captal to nvest, say, two thousand to three thousand dollars n a tractor, mules, etc., and pay nterest at 8 on same (for he would have to borrow ths amount), when he can hre the work done at a far less outlay of money? Would t pay a homesteader wth a tract of land, say twenty acres, to nvest n farm mplements up to three thousand dollars to be used for the perod of sx months n two years tme? How do you know the homesteaders are dle whle ther lands are beng cultvated by others? Can you menton an nstance where a homesteader s out at work at the wage lesr than that pad by hm to hs laborers? Have we or have we not the rght to hre necessary help or contract for the cultvaton of our crops the moment we make the homestead our home and supervson over our work? Dd you or dd you not approve, as government expert, n conjuncton wth the Governor and Land Comms soner, some ot these contracts that you wrte about? Lee Felt, observer, s to be tred by general courtmartal, t s reported. Army offcers are stll nvestgatng why t was that after frng was supposed to have ceased, another shell was fred, penetratng the basket of the balloon. Full detals of the accdent of September 14 were learned today. Corporal Phpps s n Trpler general hosptal, wth hs rght arm amputated! Accordng to the story told The Star-Bulle- tn by wtnesses of the accdent, the captan and the corporal had ascended n the balloon at Fort Ruger to a heght of about GOO feet. They were about 900 feet from the battery, whch was frng shells, about one nch n dameter, from a gun several tmes that sze probably a 4.6 nch pece of artllery. Several shorts had been fred durng half an hour, all gong over the balloon. Then one of the guns of the battery fred agan for some reason not yet clear. The shell, nstead of passng over the balloon, ht the basket and exploded. t s beleved ts course may have been deflected by camouflage wres sursoundng the gun emplacement, one of the wres possbly deflectng the shot. The shell ht the balloon basket and exploded, tearng a pece several nches long out of Corporal Phpps arm the shell fragment enterng hs arm below the elbow and comng out Just above. t took the bone wth t, tearng t clean away. The shell also tore fve holes n the balloon tself. Cant. Lee Felt, who was seated n the bottom of the basket operatng the telephone, was struck by a splnter of the nstrument board torn from the sde of the basket. Another fragment of the Bhell appears to have cut the telephone wres leadng from the balloon to the bat the Other slands tery, so that there was no telephonc means of communcatng wth the balloon men on the ground. "For Gods sake cut out that frng: youve ht us," yelled Corporal Phpps down to the wnchman and other enlsted men o fthe 3rd balloon company, to whom the balloon belonged. The balloon was mmedately hauled down. Phpps yell to cease frng was heard dstnctly by the battery, 300 yards away. Corporal Phpps dd not lose conscousness or fant, wtnesses say. He drove hs truck up at the top speed, and Corporal Phpps was removed from the balloon and placed on a mattress from the balloon guards tent, on top ot the crushed rock, and rushed to the Fort Ruger dspensary, where the stump of hs arm was bound up and the flow ot blood stopped. He gradually declned n health from the tme be took com mand at Fort Shatter when the regulars were sent to the manland durng the war. News of hs death was receved n Honolulu Wednesday, says the Star-Bullet- He was bured n the natonal cemetary wth full mltary honors. The flag at the Presdo was lowered to half mast at the tme of the announcement ot hs death. When the Natonal Guard regment became the Frst Hawaan nfantry n 1918, Colonel Rley was placed n command o fthe post at Fort Shatter had more men to hs regment than ever before. He dd much durng hs command to beauttfy the fort grounds. Whle n command he became affcted wth cancer and was compelled to go to the Fort Shatter hosptal. He was connected wth the Natonal Guard from 1895, enterng as a prvate. He rose through the ranks to a colonelshlp. Colonel RlejOcame to Honolulu n the early 90s. He was born at Smth Falls, Canada. HELEN NOONAN S STRCKEN WHLE MOTORNG N CALF A cablegram receved n Honolulu announcng the sudden death at Santa Mara, Calf., last Wednesday afternoon of Mrs. Helen Noonan of Honolulu whle she was out auto rdng wth Dr. and Mrs. George Hey-beralso of ths cty, the latter beng a sster of the deceased. Mrs. Noonan had been on the coast n company wth the Herberts and was supposed to be n good health, and the news of her sudden death came as a shock to her relatons here. Mrs. Noonan, who was affectonately known by every boy or grl of her acquantance n Honolulu as "Aunt Nell Noonan," was a daughter of the late Captan James Makee, one ot the most promnent busness men of Hawa n the old days. She was the sster of Mrs. E. D. Tenhey, Mrs. Mac-tarlan- e George Herbert and Mrs. Jula of Honolulu, Charles B. Makee of Hanalel, Kaua; the late Mrs. Z. S. Spaldng ot Keala, Kaua, and the late Mrs. Frank Hastngs. The story of the lfe of the late Mrs. Noonan n Honolulu s a story ot devoton to church actvtes, to chartable endeavors of every knd and to the promoton of everythng whch seemed to mean a better cty. She was a promnent member of the Epscopal church and a leader n some of ts most mportant branches of work. n addton she was an ndefatgable worker n other chartes of the slands, notably the varous organzatons for the care of the needy, and the Red Cross. t was commonly sad of "Aunt Nell" that she was always busy helpng spmebody.
