Mr. Brady introduced the representatives of the West Overland Petition Coraraittee. At the Chairman's invitation, Mrs. Malon read a letter addressed to the Board of Trustees with petition attached (copy in Secretary- Treasurer's File). Mrs. Malon spoke briefly about the protalera the area has in trying to cope with septic tanks and their efforts to replace these with sanitaiy sewers. Mr. Brady said that the area frora which these people have corae is generally east of Lindtaergh Boulevard, although not in the original District boundaries. They are in the forraer Fee Fee certificated area, as the vratershed extends in that direction. This area has a number of failing septic tanks and St. Louis County is receptive to partial funding. We havetaeenworking with the County in doing a study of cost estiraates.

n response to a question frcm Mr. Rodefeld, Mr. Brady said that the area consists of 175 lots and a number of the property owners are retired. After a short, but general discussion, the Chairraan asked that the Staff proceed with the prelirainaries on a priority basis. Borghi, Cento, Lee, Rodefeld and Young, vras again presented and read, vacating an easement in St. Louis County, Missouri. Mr. Zavadil said that although there were no sewers in the easement requested to be vacated, an additional easement has been granted. LOUS COUWTY, MSSOUR. Proposed Ordinance Wo. 27-79, introduced August 9, 1978 by Messrs. Borghi, Cento, Lee, Rodefeld and Young, was again presented and read, vacating an easeraent and a portion of an easement in St. Louis County, Missouri. Mr. Zavadil said that each of these two lots has two sanitaiy sewers serving it, and the sewer which runs through the lot, together with its easement, are both unnecessary and interfere with the proposed tauildings. Since there is ready access to the sewer immediately in front of the lots, the Engineering Department saw no reason not to vacate. Motion made by Mr. Rodefeld, seconded by Mr. Borghi, that proposed Ordinance Wo. 27-79 be adopted. 2 -

Borghi, Cento, Lee, Rodefeld and Young, was again presented and read, transferring $26o,000.00 from the General Fund of the Mississippi River Sutadistrict, $37,000.00 from the Operation and Maintenance Fund of Coldwater Creek, $4,000.00 from the Bonfils Operating Fund, $1,000.00 from the Spanish Lake Operating Fund, $3,000.00 from the Sugar Greek Operating Fund, $1,000.00 from the Missouri Bottoms Operating Fund, and $34,000.00 from the Fee Fee Subdistrict Operating Fund,, to the General Fund of the District; and appropriating $525,000.00 from the General Fund of the District for the purchase of an BM 370/135 Computing Systera for the District. Mr. Clardy said this ordinance concerns the remission of the ten percent limit in-the renewal of insurance. He said that Mr. Sautay of the William M. Mercer Division of Marsh & McLennan, our nsurance Advisors, had sent him a letter setting forth their previously made vertaal recommendations on removing this liraitation (copy in Secretary-Treasurer's file). For a nuraber of reasons the advisorstaelievethat such limitation discourages a numtaer of otherwise interestedtaidderssince there would be no opportunity for increasing thetaidto even taking inflation into account. He said that the project is being done jointly with Woodson Terrace and it is that City's first priority. t is a 78 inch pipe sewer which accepts the flow frcm araajorvratershed. We rejected the bids and requested new ones as a force account project, which means cost plus a percentage for profit. We received bids in this fashion from the same three bidders, the lowest of which was for 3 percent profit. The District's estimate was 13.5 percent, the second bidder had 15 percent as his price, and the high bid was 35 percent. This means that we would pay the contractor for all work,, labor, equipment and 3 percent additional. We believe we can control the jobtaetterand keep coststaelow $200,000.00, including the fee. Proposed Ordinance Wo. 47-79 'was presented and read, authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with the City of Dellwood, Missouri, pursuant to the Housing and Comraunity Development Act of 1974 of the United States of America, for the receipt of Federal funds to be used toward the engineering costs for storm sewer construction in Sutadistrict Wo. 376 (Champlin Branch - Phase l) S-558, in the City of Dellwood, Missouri. Mr. Enger said that the Champlin Branch Sutadistrict will be financed jointly with.the Gity of Dellwood, using that City's Community Development funds. The particular problera involved here is obtaining such funds totaeused toward trie engineering costs for storm sewer construction in that sutadistrict and such funds must tae contracted for in the very near future so that the City-will not lose thera. Wormally, this authorization for agreement would tae accompanied by appropriation and contract award ordinances, but under the circumstances is being presented in advance of the others. Mr. Enger distributed copies of the construction progress report thru August 22, report on taid or projects awarded,tautnot started, and a report on the Bismark & Rock Hill contract (copy of reports in Secretary-Treasurer's file). He said that the City of Rock Hill had questioned why this project had not been corapleted. We investigated and found that it was awarded in November, 1977- Local funds were received Deceraber 12, 1977-and.a completion date was assigned for July 5, 1978- There has been a time extension allowed,taecauseof unseasonable weather, of 124 days. They started the job on August l4 with a completion date of November 6, 1978. Mr. Flick wrote a letter to this'effect to the Mayor of Rock Hill. After a short discussiontaetween Mr. Bischof and Mr. Enger, Mr. Kinder then presented and discussed the list of projects under contract currently. Mr. Enger coraraentedtarieflythat one contractor had been taken off the bidders list, because of being some four months behind his schedule, until heraakessubstantial iraproveraent. n response to a question frora Mr. Rodefeld, Mr. Flick said that he had replied to Mr. Magidson, saying that he had found that the issuance of the. permit to University City was proper and that he, Mr. Flick, did not intend to rescind it.
