LXXV NO. 41 Mdde East Campus Quotes: ~~~~~~~~~ When asked what he thought of the )fdde-east Stuaton, Garry Qunn '56, Presdent of the Students for Stevenson Organzaton, sad he fet that the suggestons made by Mr. Stevenson, whch were dsregarded by the present admnstraton, mght have prevented the present crss. Regardng the effect that ths crss on the eectons, he sad that the eecton woud be very cose ether way. He sad that the crss may wn over New York State for the Demrocrats. "But any votes won because of the crss are won at a very hgh prce." However, Presdent Jm Astrom '56 of the Young Repubcan Cub, notes that "ths country has never deserted the presdent n a tme of crss as wtness Korea." The crss nght hurt ke," he sad, "but ony because he woud have to cut short hs campagn." Esewhere on campus, severa vews were qute strong. One freshman caed for "Guns for the Arabs"; Robert Boese'58 sad, "srae s an aggressor and Egypt has a rght to retaate." On the other sde, Jack Stevens '60 hed that "srae was justfed because of the boycott and bockade of Egypt snce 1948 on srae's s h p p n g through the Suez Cana" France and especay Brtan receved a great dea of crtcsm from Tech students. "... Amerca s dong the best thng by stayng out of actve combat", comments James VonBenken '60, "the Government s dong more for word peace than any of the other combatants or non-combatants." Some foregn students, too, favored neutrasm. Aberto Veaochaga '59, a Peruvan, stated, " agree entrey wth our deegaton at the Securty Counc, whch has had the wse dea Hazng Report Heard n nscom; Wre Sent To European Students Reportng on the progress of the Schutz Commttee on the hazng probem, Harry Fagg '57 tod nsttute Commttee Wednesday that hazng shoud not be competey aboshed uness some sutabe substtute coud be found. Hs decson to step down from ths post, orgnay made severa months ago, w enabe hm to devote more tme to hs academc fe and to hs persona research, especay n the fed of moecuar beams. The operaton of the Laboratory s currenty n the hands of a drectng commttee headed by Professor Martn Deutsch, and consstng of Professors Vctor Wesskopf, and Zacharas, and D. Peter T. Athough ths research has been centered n Budng 20 of the nsttute, much of t has been carred out n such paces as the Bevatron Lab. of the Unversty of Caforna, the Cosmotron at Brookhaven Laboratory, the Coorado Rockes, Japan, nda, and Harvard. Out of the Laboratory for Nucear Scence has come the dscovery of Postronum by Prof. Deutsch, the arge-scae cosmc ray ar-shower experments of Prof. Ross, a measurement of the radoactve toerances of the human body by Prof. Evans, a statstca mode of the atomc nuceus by Prof. Wesskopf, a arge Van de Graaf generator deveoped by Prof. Trump, and the present hgh-energy physcs group of scentsts whose work s cosey connected wth the synchrotron acceerator. A of the projects of the Lab. are uncassfed. The fed of moecuar beams, whch has nterested Prof. Zacharas snce hs graduate days at Coumba, nvoves the determnaton of the magnetc moment of the nuceus whch, once found, can be used n precse frequency measurements. T h e socaed "atomc cock", deveoped by Zacharas, s one resut of ths type of research. Dr. sador. Rab, now a vstng professor here, was awarded the Nobe Prze for hs work n ths fed. He concsey resumed hs feengs by statng "Anyone who bames the changes n Amerca's readng habts on the two.meda are crazy." He attrbuted the accusatons aganst TV and moves to the same sort of thnkng 50 years ago that abeed "nter-urban troey cars" and ater "the bcyce craze", "cheap automobes", and "rado" as a threat to terature. He mantaned that the "ony peope attracted from books were those -men's ndvdua medey event. swmmng As part of the genera pubc support of our Oympc team, the recenty reorg-anzed T Cub has been runnng a fund rasng drve for the past w-.eek. EDTORALS The Faure of Leadershp The responsbtes of the Presdent of the Unted States are three-the eadershp of hs party, the eadershp of hs country, and the eadershp of the free word. The resources of the Presdency are aso three-hs-persona prestge, hs advsers and subordnates, and hs potca nfuence on hs party's deegates. The actons of hs admnstraton must as we be three-the ntaton of that whch s new and s good, the retanng of that whch s od and s good, and the emnaton of that whch s od and s bad. n the Free Word The Unted States s st the eader of the free wordbut t s no onger eader wthout queston, ts word s no onger wthout doubt. The gowng coas of the Md-East have become fames-at east n part through the faure of the Presdent. Through hs persona prestge and the prestbe of the Amercan Presdency-the Brtsh and French were wng to accept the pans of the Presdent's deputy, Mr. Dues. When the Unted States urged the Brtsh to wthdraw ther troops from the Suez Cana zone and paced our confdence frst n Kng Farouk, then n Mohammed Nagub and fnay n Gama Nasser-the Brtsh were uneasy but they acquesced. When Brtan and France saw n Nasser's sezure of the cana-possby spurred by Dues' Aswan Dam "chess-payng"-the potenta end of ther poston n the Md-East and ther economc survva, they proposed mtary acton. Esenhower's deputy Dues proposed nstead the Suez Cana Users Assocaton sayng that ths woud be a peacefu "means of provokng a showdown" wth Nasser. The Brtsh and French comped. W/hen Dues' "showdown" turned to appeasement rather than a means of preventng the organzaton of the Arab word aganst the Brtsh and the French, Pars and London had had enough of Unted States eadershp. The resut was the Brtsh-French-srae movement n Egypt and the fames of war. The prestge of Presdent Esenhower had permtted the negotaton of what from any other Amercan woud have been an unsatsfactory concuson n Korea. The prestge of Esenhower permtted the reazaton of Senator George's dea for a "sumnmt conference." But whe Presdent Esenhower has been procamng that Washngton's nfuence abroad was greater than ever before, the acd of the waverng and ncompetence of John Foster Dues, Esenhower's deputy, has eaten away our nfuence abroad unt as James Reston wrote n yesterday's Tmtes, "There has been a vrtua backout of nformaton between Washngton and the captas of Brtan and France, and the Presdent, preoccuped wth the campagn, apparenty dd not get nto the pcture unt the sraes were amost ready to mov:e." There are other ndcatons of the Presdent's faure abroad, buthe Egypta crss s sgna enough of the deteroraton of US nfuence abroad and ampe evdence of the faure of the eadershp of Presdent Esenhower over the free word. n tae Naton The Tech Esenhower eadershp of the naton has been categorzed by a stere absence of new deas n the proposa of new and progressve poces, a marked ack of dscpne over hs own party n hs compete nabty to wn support for any of hs more bera suggestons, and an unfortunate preference for potca expedence over prncpe and the wefare of the naton. Contrastng sharpy wth Stevenson's detaed proposas for a "New Amerca", Esenhower pocy has supported a regressve tax cut, made hash of conservaton, both through wdey advertsed "gveaways" and the ncompetence of the nteror Department. The gans made by the Esenhower admnstraton n wefare egsaton have been over the votes of hs feow Repubcans, and these same votes doomed egsaton on housng and educaton. Esenhower has preferred to hedge rather than to openy ask for Southern acceptance of the ntegraton decson, as Stevenson has, because that decson s what he and the rest of the naton thnk rght. He refused to wthdraw support from Senator McCarthy unt such a poston became potcay unproftabe. n Hs Partty Not as obvous as the faure of hs nfuence over hs party's congressmen has been the breakdown of the Esenhower staff system. Prased and pubczed by Lfe and the Reades'.f Dgest, the staff system s Esenhower's adaptaton of the we known mtary staff system to potcs. t has not worked. Fundamentay, n deegatng far more authorty than n the past, the Presdent has ost contro of hs government. As a mtary commander, Esenhower had great success wth the system. He has not recognzed, however, that for ts success-the responsbty of the subordnates to the commander must be assured as t s n the mtary through the power of the commander, the fact that the success of the subordnates n a arge part depends upon the success of the commander and the unt as a 'whoe, and the death penaty for dfance of the commander's orders. n the cabnet of the Unted States, none of these checks are appcabe. Power n the Esenhower admnstraton has, therefore, descended from the commnander-andchef to hs eutenants. t s ths stuaton that permts the government of the Unted States under Esenhower to proceed argey unchanged durng the ness of Esenhower. t ndcates that the choce of the Presdent shoud ogcay depend not oa the Presdent-but on hs subordnates-f the canddate s Esenhower. The trend s marked and t cannot fa but be even more cearcut shoud a second Esenhower admnstraton be seected. Wth the two term rue n effect, the Presdent's nfuence over hs cabnet and hs party w dsspate even further. He w ose hs most powerfu dscpnary threat -hs eecton year popuarty. Shoud the Presdent pass on, the mante w go to Vce- Presdent Nxon. A representatve of the Repubcan rght wng, Mr. Nxon has-say more bera GOP membersmoved over to the more progressve Esenhower poston. Ths abty to shft hs prncpes wth the prevang wnd and hs somewhat rresponsbe campagn record, make Mr. Nxon an even more unsatsfactory eader than a stubborn but prncped conservatve. The threat of Mr. Nxon n the Presdency s a hghy unpeasant sword to have hangng over the naton. Stevenson... A Promse Of Success Mr. Stevenson has n two potca campagns shown hmsef to be often more the man of prncpe and progress than of potca expedency-a trat whch we respect. Hs support of cv rghts n the South durng two campagnswhen hs opponent usuay preferred to gnore the ssues ampe evdence. Further, he has shown to be creatve and reastc. Hs pans for a "New Amerca" have gven the naton a great dea to thnk about-perhaps more mportant, the proposas have been reastcay constructed. He has rased the queston of natona defense structure offerng a new and encouragng system. Hs abty to contro a party amost spt by facton at conventon tme s contrasted strongy wth Esenhower's shaky grp on the GOP. A year ago, Stevenson proposed to the Esenhower admnstraton a system of border patros n srae whch mght have prevented the present crss. A few weeks ago, he proposed a mt on H-bomb testng-an dea whch has met wth wde endorsement from the countres scentsts and tte but a gruff dsmssa from ayman Esenhower. Stevenson has shown hmsef to be a man of ntegence, a man of ntegrty. We fee he can provde the responsbe deas and ntegent eadershp the Unted States and the free word so sorey need. We, therefore, endorse Ada E. Stevenson of for the Presdency of the Unted States. nos J. A. F.
