ESAM [Economic and Social Resource Center] 26 th Congress of International Union of Muslim Communities Global Crises, Islamic World and the West" 14-15 November 2017- Istanbul FINAL DECLARATION In the name of Allah Most Gracious, Most Merciful 26th Congress for International Union of Muslim Communities has been organized by Economic and Social Researches Centre (ESAM) on 14-15 November 2017 in Istanbul. 26th Congress for International Union of Muslim Communities has been organized under the theme of Global Crises, Islamic World and the West. Participated by 172 participants from 81 countries, the Congress has dealt with in different sessions the global crises threatening the future of the humanity, causes of respective crises, impacts of the crises in Islamic world and solution proposals for solving existing crises. The findings identified and proposals made during the presentations and discussions are hereby compiled within the framework of this Final Declaration as follows: Existing Global Crises Millions of people have lost their lives and had to take refugee from their homelands due to the wars and conflicts happening in all sides of the world, in particular in Islamic geography. More than 65 million people in the world live in a refugee status in a different country. There are more than 250 million children who have to survive in war and conflict areas. More than 2.5 million children lost their lives in clashes in the last decade. Existing economic system based on exploitation incessantly causes global scale financial and economic crises in the world. Existing economic system is no more sustainable as it has adversely effects humanity, causes economic bankruptcy of the countries besides the crises. Existing economic system is the source gross injustice in distribution of income. The wealth of 1 % of the world population equals to the wealth of remaining 99 %. The wealth 1

of richest 62 people in the world has increased from USD 500 Billion to USD. 1.76 Trillion in only last 5 years. On the other hand, around 1.5 Billion people in the world try to survive their live less than with less than 1 Dollar. Such injustice in distribution of the income should be eliminated for the welfare of the human kind. Millions of people in the world struggle with severe diseases and the risk of death due to not having access to the decent food and drinking water. The studies conducted point out that there will be a larger-scale potable water and clean food crisis on a global scale starting from next few years. Furthermore moral and social diseases such as drug, alcohol, and homosexuality that corrupt the societies are on the rise and spreading. According the reports published, the number of people having drug problems in the world has exceeded 250 million. Causes of Existing Crises Today, underlying cause of the humanitarian crises is the so called New World Order, which was formed as the result of Yalta Conference after the Second World War. International institutions (United Nations, NATO, IMF etc.) that have been created after the Second World War for the solution of global problems have led to a deepening of the problems; let aside solving, as they are based on a mentality that holds power in terms of founding principles and practices. Western civilization that holds the financial power in last three hundred years has started wars, invaded the countries and fostered the conflicts giving its material interests as the justification. If the causes of the wars and conflicts in the world today are investigated, it will be seen that the main reason is the interest oriented understanding of the West. Likewise, the Zionist understanding sees all kinds of war, occupation and massacre as legitimate in order to realize the goal of Arz-ı Mev'ud (Promised Lands). Today, the main reason for targeting Islamic world in wars, conflicts and crises in general terms is that Zionism and the West consider Islam and Muslims as the greatest obstacle to achieve their goals and pursue their interests. The foundations of today's problems in the Middle East are based on the Balfour Declaration, which was announced 100 years ago by Britain and later supported by the USA, France and Italy. The Balfour Declaration ensured 2

taking the decisions at Zionist Congress in 1897 to the political horizon. This process, which started with this declaration, resulted in stabbing Israeli State in the heart of Islamic geography as a dagger, and no peaceful environment has ever been established in the Middle East since that day. Because of the heavy costs of military occupations, Muslim communities fall out to each other by fostering sectarian, racial and political divisions instead of invading Islamic countries. Most of Muslims killed in the last 30 years have been killed as a result of the conflicts among Muslims and by the organizations financed by the West. Western countries are supporting terrorist acts and structures to climb Islamophobia and prepare the ground for occupation. There are abundance of evidences and information showing that such organizations are financed by the West. Attacks against Islamic countries are not limited to occupation alone; cultural imperialism has torn Islamic countries from their values; it also caused appearance of generations that are insensitive to the problems of the ummah and the humanity. This situation constitutes one of the biggest obstacles to the rise of the Islamic Ummah. It is certain that the West has conducted acts against Islam and Muslims. However, as Muslims, we also have great mistakes. The Muslims are prevented from forming the Islamic Union, ordered by Allah (c.c), as we prioritized the sects, races, geographical identity before Islamic identity, declared the others who are different as the unbeliever and fought with those labelled as unbelievers. The incapability of revealing the will needed to establish the union has led to dividing power of Muslims making an easy target for global exploitation. Muslims are not only confronted with the problem of division, but also with the problem of underdevelopment. The inertia and laziness that Muslims were dragged into has prevented utilization of existing potentials in Islamic world leading to economic underdevelopment of Islamic countries. The economic potentials unused by Muslim countries themselves are being exploited by the West due to the mistakes of governments in respective countries. The failure of Muslims to apply the principles of Islamic beliefs to their lives has led Islamic countries to falling back in terms of human rights, justice, fundamental rights and freedoms. 3

Solution Proposals for Global Problems Solution Proposals Muslims should be united as soon as possible by rescuing themselves from their personal, ethnic, and sectarian ambitions and being cleared from regional fanaticism. Unity of Islam has to be established. Islamic United Nations Organization should be established. In this regard, D-8 initiative may be extended in a manner to cover all Islamic countries. Islamic Economic Coordination Organization has to be established. Islamic Common Currency, Islamic Defence Cooperation Organization, Islamic Scientific and Cultural Cooperation Organization has to be established. Economic and technological development must be the priority of every Islamic country. Joint and powerful institutions should be established in economic, technological, political and military fields. Islamic countries have the richest natural resources of the world. It is possible to realise very rapid development provided that a small fraction of these sources is allocated for industrialization, technological progress, development of agriculture and animal husbandry in our countries. The current economic system is based on exploitation and has completed its term. It is an inevitable necessity to implement a new fair interest-free economic system based on Islamic principles instead of the existing one. To this purpose, academicians in universities, bureaucrats and experts working in public sector should be encouraged to work on the requirements, principles and functioning of fair and just economic order. It is of utmost importance to establish international organizations for the protection of women, families and young people and to carry out planned and decisive work to prevent the subversion of generations and to relieve the humanity from chaos dragged into. Findings and Solution Proposals for Regions of Conflict in Islamic World Islamic countries should take responsibility by demonstrating a consensus on making negotiations for elimination of crises and conflicts and solution of the problems in conflicted regions, especially in Syria, Iraq, Libya, Yemen and Egypt. 4

The invader Israeli State, which was founded at the end of the Balfour Declaration, continues its illegal settlement policies in occupied Palestinian territories and continues to increase its violence policy toward Palestinian Muslims day by day. The invader Israeli State also announces Jerusalem as its capital and continues to destroy Masjid al-aqsa, the first qibla of Muslims. Islamic countries should develop international pressure to end Israel's illegal and inhuman practices and to give up trying to declare Jerusalem as its capital. Indian government in Kashmir and Myanmar government in Arakan have been implementing a systematic and continuous violence against Muslims. We condemn the violence against the Muslims and invite the Islamic world to be more sensitive to these issues. We invite Islamic countries to work towards establishing international awareness for the elimination of violence, discrimination and oppression that Muslims face. In addition, the Islamic world should be more sensitive to the assimilation policies imposed by Chinese government on Muslims in Eastern Turkistan and the oppression that prevents them from enjoying their beliefs. Islamic countries should make diplomatic negotiations with Chinese government for recognition of the Muslims' right to enjoy their beliefs. Despite the signing of an agreement with the government in the Philippines (Moro), the requirements of the agreement are not fulfilled. US and Western-backed terrorist organizations are deceiving Muslim youth in the country. This situation increases the conflicts and put the Muslims into a difficult position. Strengthening civil society organizations, especially labour union structures, in Muslim countries will contribute to the solution of problems in basic human rights, justice and social issues. To this purpose, successful non-governmental organizations in Islamic countries can be supported and set an example for the Islamic world. 26th Congress for International Union of Muslim Communities expresses the need for establishment of a Right and Justice Oriented New World for resolution of crises faced in the world today. We invite everybody who believes that mankind should be save from the present chaotic situation to work for this purpose. It is us to strive and it is Allah (cc) to unite us. 5
