The First Bench, comprising Chief Justice M. Yusuf Eqbal and Justice T. S. Sivagnanam, passing orders on a public interest writ petition filed by K. Krishnamani against unauthorized occupation on road margins by business houses, banks and hospitals, said, We fail to understand on what basis the private respondents earmark paid public parking area in a manner that suggests that they have exclusive Now rights over them. In his petition, Krishnamani contended that private shops put up ropes and barricaded road margins to park their own vehicles or that of their customers. The general public was deprived of places to park vehicles unless they were customers of a particular establishment. In its counter, the Corporation admitted that it did permit the Tamil Nadu Ex- Servicemen Corporation Limited to collect parking fees by allowing cars to be parked in front of some shops and offices. Well maintained garden on traffic island A lump sum of Rs.450 per car per month was collected. Police submitted that when a particular area was declared a paid parking area, traffic police could not take action. The Bench took note of photographs showing business establishments putting up placards or a rope fence in such spaces, besides a notice stating that the area was exclusively reserved for them. Citing rules and sub-rules, the Bench said that the Police Commissioner has the power to revoke such illegal permission granted by other authorities. This well maintained garden on the traffic island at the junction of 1 st Main Road and Model House Road in CIT Nagar is a sight for sore eyes.

August 13-19, 2011 MAMBALAM TIMES Page 5 TAMIL CINEMA 75 - A LOOK BACK By RANDOR GUY THE AVM STORY - 76 A significant film made at the AVM Studios, as a partnership venture with S. K. Pictures, was Kula Deivam. It was a memorable movie with a socially relevant message about the efficacy of the Hindu joint family system and remarriage of young Hindu widows. The lot of the Hindu widow has been one of untold misery, anguish and denial of comforts and ostracisation even by her own family. She could not wear jewels or flowers and had to wear only white and no colours. Besides, she was considered as an ill omen. In some orthodox communities she had to shed her hair and shave her head regularly. In some families she was taken to task if she laughed aloud! Indeed the Indian Government passed a law as early as 1856 named The Hindu Widow Remarriage Act but even that law did not help matters. The prudish and tradition-bound society felt that the act was an unwanted intrusion by the alien British rulers into the tradition, orthodoxy and time-honoured customs of Hinduism! A blatant case of male oppression, it continued for centuries and, during the late 19th and early 20th centuries, some social reformers took up cudgels against it and fought for the right of remarriage of widows. The most famous of them all were Ishwarchandra Vidyasagar and Kandukuri Veeresalingam Panthulu, who faced much opposition and even danger to limbs and lives. A strong religious group took Panthulu to court on this issue! He created history by performing a widow remarriage in Purasawalkam, Madras, against severe opposition and blazing a new trail in social reform in South India. Yet it took a long time for such marriages to be accepted by Hindu Society. Not surprisingly, the issue was the fulcrum of plays and movies in many languages during the early decades of the 20th century. Many memorable movies were made about this social problem. Such movies include Y. V. Rao s Malli Pelli (1939, Telugu), B. N. Reddi s Sumangali (1940, Telugu), Kishore Sahu s Sindoor (1947, Hindi) and M. R. Vittal s Hannaley Chiguridhaaga (1968, Kannada). Kula Deivam was based on a Bengali story by the noted Bengali writer Prabhavathi Devi Saraswathi. The Tamil film script was written by Murasoli Maran. During the 1950-60s, there was a distinct trend in Tamil Cinema of seeking story material from Bengal, the land of the Nobel Laureate Rabindranath Tagore, Sarat Chandra Chatterjee and such literary giants. Many Bengali stories, novels, plays and films were adapted for Tamil Cinema. Indeed, in that period, there were even Bengali story- brokers! in Chennai. Kula Deivam highlighted the joint family system, the need for family unity and widow remarriage. An old man on his deathbed makes his eldest son (S. V. Sahasranamam) promise to look after his younger brothers (S. S. Rajendran, M. K. Mustafa, V. R. Rajagopal, and the only younger sister (Mynavathi), a child widow, who was not aware of her status. The brother ekes out a living as a travelling cloth salesman and soon opens a shop of his own, and prosperity smiles on the family. He gets his brothers married and the daughtersin-law begin to create problems destroying the family s joy and peace. His wife (Pandari Bai) is a great source of strength for him and how both fight adversity and bring sunshine into the family once more and also get the widowed sister remarried forms the rest of the story A socially significant film, Kula Deivam met with great success. Directed by Krishnan-Panju, its music was by R. Sudarsanam, with lyrics by Subramania Bharathiyar, Bharathidasan, Pattukottai Kalyanasundaram, K. P. Kamatchi, and Athmanathan. V. R. Rajagopal, a stage comedian with large expressive eyes and excellent sense of timing of dialogue delivery, made a splash and came to be known as Kula Deivam Rajagopal. For some years he was a top comedian but later sadly he slid down the grease pole and then faded away. The film won a Certificate of Merit awarded by the Government of India. In 1957 Meiyappan remade it in Hindi as Bhabhi which, too, was a phenomenal success. (To be continued) 120 attend eye screening camp More than 120 persons attended the free eye screening camp conducted by Sri Kasi Viswanathar Iraipani Seva Sangam Trust of Sri Kasi Visalakshi Udunurai Sri Kasi Viswanathar Temple and Rotary Club of Chennai Towers on Aug. 12 on the occasion of Under the auspices of Sri Shirdi Sai Meditation Mandir (6, Sarojini Street, T. Ever since the British quit our great country, and various specimens of humanity tried to govern themselves and, in the bargain, trod on the corns of thousands of similar aspirants wearing hobnailed boots, India has built up a library of the science of pre- and post election warfare, swearing by the United Nation s Charter that ALL IS FAIR IN LOVE AND WAR. If one can dramatise it with a 2-km walk as Yeddiyurappa did on Bangalore Race Course Road with the shouting crew of his legislature loyalists who cried themselves hoarse sloganing for 2 kms to wake up Governor Bharadwaj from his siesta, our street democracy is stronger than the tons of iron ore mined and exported from Bellary without troubling the Government, as discovered by handsome Santhosh Hegde. The Indian criminal laws and punishments have not reached even the base camp of perfection that our great neighbour China has attained, because even a minor economic offender there is lined up against a tree and shot, the executioner tearfully expressing remorse for hurting the bark of the tree. I happened to be in Bengaluru when Hegde s 25,000-page dissertation on the impoverishment of the State s natural resources spoiled the beauty of the mugs of the thieving brigade fingered by Hegde. They wanted to show the people how clean they are by letting the white-safari-suit-wearing Yeddy lead the walkathon to the Governor s palace. Democracy is good for some people. It is for these some people that good old Gandhi lost his upper molars in South Africa and pints of blood in Indian jails.. Gandhi, in innocence arrayed, never imagined that the free Indian would steal the natural resources of the country! Did I hear him at the dead club hailing Godse and saying, Nathuram, thank you for killing me. Look at the gang down there. Hey Ram! The raids followed a statement in the Assembly earlier in the day by V. P. Kalairajan (T. Nagar MLA) that recreation clubs in his constituency had become gambling dens. Participating in the discussion on the revised budget for 2011-12, Kalairajan urged the Tamilnadu Government to close down all such clubs functioning in T. Nagar. He said that despite repeated requests, the previous DMK Flags, ballons, wrist bands on sale In its drive against buildings violating Corporation and Chennai Metropolitan Development Authority rules, Corporation officials from Corporation Zone 8 sealed two buildings recently after issuing notices. The first is at 16/6, Erikarai Salai Extension, West Mambalam in which the builder had added a third floor without permission from the Corporation or CMDA. (Picture) The second is at 49, 49/2 and 55, Burkit Road, T. Nagar which was locked and sealed as the owner had constructed a commercial building comprising stilt floor plus ground floor plus three floors in deviation of the approved plan.
