DENMARK VILLAGE BOARD MONDAY, JULY 2, 2018 4:30 P.M., DENMARK VILLAGE HALL CALL TO ORDER ROLL CALL President Mleziva called the meeting t rder at 4:30 p.m. Present: Excused: Vince Wertel, Mary J Bielinski, Leah Gral, Alan Schilke, Paul Hargarten, Gregry Mleziva Susan Selner REMARKS/COMMENTS FROM THE VILLAGE PRESIDENT President Mleziva welcmed all present. He recapped the rules f an pen meeting, and xplained the nly pprtunity fr the public t speak at the meeting is if they are a preregistered citizen t discuss an agenda tpic. Unless the rules f the meeting get suspended, the public cannt speak during the meeting. BOARD RECOGNITION OF YEARS OF SERVICE ON THE VILLAGE BOARD FOR MILTON BIELINSKI President Mleziva stated the bard wuld like t present Miltn Bielinski a plaque in recgnitin f his years f service n the Village Bard. Bielinski accepted the plaque, and ffered sme tearful farewell wrds. Bielinski stated with President Mleziva s leadership the Village gt ut f debt, and past administratrs culd nt hld a candle t what Mleziva has dne in the last five years and stated Mleziva is here fr the betterment f the Village. President Mleziva Stated the village is indebted fr many, many years fr what Bielinski brught t the Village Bard. The Village was in a difficult situatin when yu and I started n the Bard and it was a rugh cuple years, but lk where we are nw. Hargarten Stated Bielinski was a pleasure t have n the Bard and if Bielinski had nt been n the Bard during his first term it wuld have been miserable. We were bth able t supprt President Mleziva and take the first steps t get the Village back n the right track. Wertel Re-iterated what Hargarten and Mleziva said. Wertel stated when he first gt n the Bard he was asking what himself what he gt int, but ver the years it s been gd, and yu knw a lt abut this Village and what is ging n. It has been a pleasure wrking with yu. 1

President Mleziva then intrduced Leah Gral, Village Trustee appinted at the special meeting n June 25, 2018 and Nick Olmsted f the Brwn Cunty Sheriff s Office. Olmsted will be replacing Jhathn Dzekute as the Village Directed Enfrcement Officer at the end f July. Dzekute was hired as full time Schl Resurce Officer fr the Denmark Schl District. PREREGISTERED CITIZENS TO BE HEARD Nne BOARD APPROVAL OF MONTHLY DISBURSEMENTS Schilke/Bielinski mved t apprve the mnthly disbursements as presented. Mtin carried. REPORT OF VILLAGE OFFICIALS Delebreau With June being the kick-ff t summer, we have already had the Rckin the Hill cncert and Devilfest with minimal prblems. Juvenile issues in the park. Gave a reminder that anyne needing t reprt smething t the plice t call the nn-emergency number fr reprting purpses, it is much easier t track the reprt nce it is in the Brwn Cunty Sheriff s Office. Witte The bus n Pine Street is gne. Did a drive arund the Village with a landlrd, he will be taking dwn 2 buildings n ne f his prperties. Wrking n bnd schedule fr the new cde. Ding inspectins. Wrking n the temprary sign cde. Website message shuld be changed. Will wrk with Knkl n ding s. Sisel Wrking with Engineers and Brwn Cunty n KB recnstructin. Utility issues n Nrth Wall Street. There is a vid under the rad; traffic is being shifted t the west side f the rad. A schedule fr culvert replacement was nt prvided by the Cunty. Culvert wrk is being cntracted ut by Brwn Cunty. Gt an estimate n tuck pinting the Village Hall fr $785.00 the deteriratin is caused by salt. Sisel was asked abut sealing the building, and Sisel stated Histrical Scieties are very anti-sealing n ld buildings. 2

Sisel was asked abut rad repair where the water break was n Wdrw. Sisel stated it takes 1-2 mnths t settle, and there are 3 areas t repair n Hansen, s they are ging t d them all at the same time t save n mbilizatin csts. All areas where there were water main breaks shuld be repaired within a mnth. Sisel was asked if the crack filling cmpany we used this year in new. Sisel stated it is the same cmpany we have always used. Knkl Infrmed Bard members that the garage that is at the end f the driveway at 641 DePere Rad will be mved at 4:00 a.m. n Thursday, July 5, 2018. Parade fr Lins Club was permitted by Brwn Cunty t clse highways KB and T fr the Lins Weekend parade. President Mleziva Mleziva shared the frnt page article f the latest editin f The Denmark News with the Bard in the event sme have nt seen it. Mleziva is encuraging Bard members, business wners and residents t g t the schl district s annual meeting n July 23 t hear abut the prpsed 15 acre land acquisitin, as apprval is up t the tax payers. Mleziva stated there is a develper interested in that same 15 acres fr a residential sub-divisin. The Village is in need f mre residential land, and was lking at pssibly putting a street in thrugh the Kramer land t accmmdate the residential area. The schl district is lking at pssibly putting 2 sftball fields n the prpsed land acquisitin. Mleziva feels if the land is acquired and sftball fields are put in, it will have quite an impact n the businesses in dwntwn Denmark if sftball games are played at a schl site. Als, hw d we knw the cmmunity leagues will nt g there and take all that traffic away frm the businesses dwntwn. One trustee asked why the village has nt been cntacted abut this, as the schl district is in the Village, and we shuld have been meeting with them all alng regarding this. BOARD DISCUSSION/ACTION ON FINANCING OPTIONS President Mleziva shared this is an nging prcess, and staff is meeting with cnsultants regarding different ptins whether it be TIF, bnds, r general bligatin brrwing. At this time there is nt an ptin t present, as we still have financial institutins getting back t us with ptins. President Mleziva and staff met with the auditr fr an pinin n financing ptins and debt limit. BOARD DISCUSSION/ACTION ON BID APPROVAL FOR WELL #3 GENERATOR AND ELECTRICAL UPGRADE Sisel explained the upgrade is t remve and replace the diesel engines and lines with natural gas at well #3. The lw bid was frm Nrthern Electric, and McMahn recmmends rewarding the prject t Nrthern Electric. 3

Wertel/Schilke mved t apprve and award the well #3 generatr and electrical upgrade t Nrthern Electric. Mtin carried. BOARD DISCUSSION/ACTION ON THTLETOWN CHEESE REQUEST FOR FINANCIAL ASSISTANCE President Mleziva stated Titletwn Cheese asked t be n the agenda, but n ne shwed up t represent them. Mleziva shared with the Bard why they requested t be n the agenda: Titletwn bught the prperty and tld the Village they did nt need any assistance. Titletwn then came t the Village and asked fr a bridge lan fr $500,000. The village declined giving them a bridge lan, and there had been minimal activity. Recently Titletwn has asked fr $75,000 as a shw f gd faith. Titletwn was tld the Village des nt have a prgram in place t prvide any financial assistance as it relates t lending ut mney, and that we wrk clsely with ur lcal banks. The lcal banks have tld the Village many times befre that they wuld be willing t prvide the financing fr businesses lking t lcate r expand in the Village. The banks are much better qualified (and they have the cash) t handle such a request. Titletwn was tld as part f the prcess the Village will need t d a deep dive int their bks t insure financial strength f Title Cheese befre we culd cnsider lending ut funds. The Village wuld require cllateral as well as a signed cntract laying ut the interest rate, repayment schedule etc. Withut the financials and necessary dcuments, the Village wuld nt have sufficient infrmatin t prvide t the Bard fr them t make an infrmed decisin Prviding the infrmatin hwever des nt guarantee anything, the bard may decide it is nt a gd plicy fr the Village s we are nt making any prmises. President Mleziva shared Titletwn has nt cme frward with any f the requested dcuments, and stated he hpes it wrks ut fr Titletwn. Mleziva explained the Village will supprt and try t help when we can, but we have t lk ut fr the tax base. We will cntinue t wrk them, but need t have a tw way street. BOARD DISCUSSION/ACTION ON POTENTIAL ECONOMIC DEVELOPMENT Mleziva stated there is interest in the Nrse Business Park and I-43 Business Park. The parties interested are inquiring abut the entire area f each park. 4

ON SATURDAY JUNE 21 TO 2:00 A.M. ON SUNDAY, JULY 22, 2018 AND FROM, 8:00 A.M. TO 8:00 P.M ON SUNDAY, JULY 22, 2018 Wertel/Bielinski mved t apprve the picnic license fr Denmark Lins Club fr a Temprary Class B License t sell fermented malt beverages at the Denmark Lins weekend fr the perid frm 2:00 p.m. n Saturday, June 21 t 2:00 a.m. n Sunday, July 22, 2018 and frm 8:00 a.m. t 8:00 p.m. n Sunday July 22, 2018. Mtin carried. BOARD DISCUSSION/POSSIBLE ACTION ON PROPOSED BOND SCHEDULE DEO Delebreau explained the judge has the final say n the bnd schedule, and the attrney shuld be invlved as well. N actin taken. BOARD DISCUSSION/POSSIBLE ACTION ON TEMPORARY SIGN PERMITTING Witte explained t the Bard that there are signs all ver the Village n crners and banners hanging n businesses that are nt allwed accrding t the sign rdinance, and is asking fr guidance frm the Bard as t hw they want him t prceed in enfrcing the rdinance. It was brught up that businesses and residents likely d nt knw it is nt allwed t put these signs/banners up. The bard advised Witte t send letters with the rdinance t the businesses and residents that are putting up the signs and banners that are nt allwed and in the letter ask fr their input n the rdinance. It will be brught t cmmittee fr a recmmendatin t the bard based n input. Witte stated he will start sending letters. At this pint President Mleziva stated Trustee Schilke talked t him befre the meeting and tld Mleziva he purchased a hme utside f the Village f Denmark, and wuld need t resign as trustee frm the Village Bard. Schilke stated he didn t turn in his resignatin yet, but will be ding s sn. He just wanted t let the Bard knw befre they hear it frm smene else. Schilke stated it was a pleasure being n the Bard, and that he is really ging t miss it. He will be leaving the Bard as early as the end f July.
