The class was full and many beautiful barn quilts created. Once displayed, these quilts will join the Cowley County Barn Quilt Trail. Cowley County is one of twenty-two counties participating in the Flint Hills Quilt Trail. The most recent map, photos and listings of the quilts on the Cowley County leg of the trail can be found at VisitCowleyCounty.org.

City Chit Chat Page 3 REGULAR COUNCIL MEETING CITY OF UDALL Tuesday, June 9, 2015 There was no quorum available for the regular scheduled meeting on June 8, 2015. The Udall City Council met for the Regular Council Meeting on Tuesday, June 9, 2015, at 7:30 p.m., at the city building. Mayor Brown called the meeting to order. Rev. Sam Lever gave the invocation. Roll call was then taken with the following council members present: Michael Grahem, Jason Thar, and Damon Wilson. Randalll Smith arrived later. Quorum established. Attending were Rozella Sherman, Jennifer and Jaely Harness, Sam Lever, Scott and Chris Humphrey, Rose Mary Saunders, Sara Barry, Erik King and Eric Allen. MODIFICATION OF AGENDA: MOTION: by Smith, second by Tharp, to approve the agenda as presented. All voted aye, motion carried. GENERAL DISCUSSION: 1. Ballet Wichita in the Udall City Park June 13 at 7:00 pm performing Snow White Free 2. Jennifer Harness discussed 4 th of July activities at the park and the S.U.N. Club distributed door to door flyers of this summer s events in the park. She requested that the city rope off a 50 to 100 ft portion north of the volley ball pit to shoot fireworks. Eric Allen asked if there will be volunteers for clean-up? The S.U.N. Club application has been presented for approval. The fee is traditionally waived due to the non-profit status. MOTION: by Smith, second by Grahem, to approve the Udall S.U.N. Club fireworks permit with no fee. All voted aye, motion carried. MOTION: by Tharp, second by Wilson, to approve the purchase of concession items for the ballet at a cost of $340.00. All voted aye, motion carried. CONSENT AGENDA: MOTION: by Wilson, second by Smith, to approve the Consent Agenda including the minutes for the May 11, 2015 regular meeting, Clerk s and Treasurer s reports for May 2015, Expenditure Report in the amount of $56,468.42 and Payroll Account Report Totals $14,905.63. All voted aye, motion carried. OLD BUSINESS: 1. Phase II Water Project a. Rose Mary Saunders presented the first application for payment on the project in the amount of $156,531.50 to Dondlinger. MOTION: by Smith, second by Grahem, to approve the $156,531.50 payment to Dondlinger. All voted aye, motion carried. b. Rose Mary Saunders presented Change Order #2 involving the repair of a sewer line collapse. MOTION: by Smith, second by Tharp, to approve Change Order #2. All voted aye, motion carried. c. The CDBG document deleting two previous council members and updating to current members for draw-down requests was presented. MOTION: by Wilson, second by Tharp, to approve the CDBG draw-down request signatures of Randall Smith and Michael Grahem. All voted aye, motion carried. 2. Mobile Home Age Requirements Andrew Marino not available, table to the next meeting. MOTION: by Wilson, second by Grahem, to table this item to the next meeting. All voted aye, motion carried. NEW BUSINESS 1. Kansas Power Pool Second Amendment to Operations (and resolutions to approve same) All documentation presented by KPP has been reviewed by Andrew Marion for approval. MOTION: by Wilson, second by Grahem, to approve resolution #298. All voted aye, motion carried. MOTION: by Wilson, second by Tharp, to approve resolution #299. All voted aye, motion carried. 2. Kendra Boyer 90 day probation on 6/16/2015. MOTION: by Tharp, second by Smith, to approve $1.00 per hour pay raise to Kendra Boyer effective next pay period. All voted aye, motion carried. 3. Resume mailing Chit Chat to local residents There was a general discussion regarding resuming mailing to all residents as in the past. However, a lot of those mailed copies are tossed and not even read. It was suggested to do a six month trial of continuing the current distribution to local businesses and churches and in addition mail to those residents who request to be on a mailing list. This would be advertised on the reverse of the utility billing statements mailed to customers; they can call the city office and be added to the mailing list. In addition, the issues will be made available online at cityofudall.com MOTION: by Wilson, second by Smith, to approve continued distribution of the Chit Chat and add the creation of a mailing list for those requesting mailed copies. Also, published online at cityofudall.com. All voted aye, motion carried. 4. Two additional individuals, Sue Rutter and Dora Colvin, have agreed to be on the Udall Library Board. MOTION: by Wilson, second by Tharp, to appoint Sue Rutter and Dora Colvin to the Udall Library Board. All voted aye, motion carried. STAFF REPORTS: Winters City Attorney Ben Winters, reported on the annexation research and that it is easier to accomplish with consent. It was discussed for Eric Allen to get bids on services that would need to be provided and what utilities would be involved. Allen Requested the purchase of a trailer for moving various pieces of equipment, and selling the existing trailer on govdeals.com MOTION: by Wilson, second by Grahem, to approve the purchase of an equipment trailer and the sale of the existing trailer on govdeals.com.
