Following the global financial crisis in 2008 and recent sovereign debt around the world, there has been a growing emphasis on improved governmental financial reporting, and increased demand for accountability and transparency. The Institute of Chartered Accountants of Bangladesh (ICAB) and the Confederation of Asian and Pacific Accountants (CAPA) jointly organized a full-day International Conference held on 23 at Pan Pacific Sonargaon Hotel, Dhaka. Mr. Abul Maal Abdul Muhith, MP, Hon ble Finance Minister, GoB was the Chief Guest of the Conference. Delivering his speech as Chief Guest, Mr. Abul Maal Abdul Muhith, MP, Hon ble Finance Minister, GoB said our government is always concerned on how to bring financial discipline in public sector. I hope this conference will provide the professionals with the opportunity to exchange their views and knowledge and come up with suggestions to strengthen Bangladesh Public Sector Accounting and Auditing. Mr. G. M. Quader, MP, Hon ble Commerce Minister, GoB, Special Guest of the ceremony said that to improve the economic condition, a joint effort of the governments across the globe is essential. Bangladesh government is equally concerned on how to improve our economy by bringing financial discipline in public sector. Delivering the address of welcome the Chairman of the Organizing Committee of the Conference Mr. M. Farhad Hussain FCA said that Accountability in the public sector M. Farhad Hussain FCA Chairman environment is a very complex process. The concept of accountability of public resources is key in our aspiration of good governance and sustainable governing process and a critical element for a democracy. Legislators, government officials, and the public want to know whether government services are being provided efficiently, effectively, economically, and in compliance with laws, rules and regulations. Public sector auditing is a key element to ensuring the government s accountability to all stakeholders in the public interest. It is apparent that the Government Audit makes a clear distinction between Receipts & Payments Audit (cash based accounts) and True and Fair View Audit (accruals based accounts), depending on the accounting system used. The CAG is empowered to conduct audits of the financial administration and performance management processes of the public sector. Time has now come for appropriate authorities of the Government, like the CAG, to take cognizance of the usefulness of ICAB News Bulletin No. 268 adoptability and practical implementation of the international public sector accounting and auditing standards to ensure high quality transparency and credibility of reported financial information. The CAG may consider leveraging the professional services of Chartered Accountants through mutually beneficial, strategic Public Private Partnerships in Government/ Public Sector accounting and Auditing. focuses on the contentious issues of world economy that needs to be addressed urgently. The Public sector provides the required thrust to the economy and nurtures the human resources, which is the vital ingredient for success of any enterprise; public or private. The Public sector in Bangladesh as well as the regional countries faces new challenges of accountability and transparency in the case of economic, efficient and effective use of public resources. The region becomes concerned to safeguard their national economy chasing the requirement of high quality Accounting and Auditing to support the high quality Financial Management. Strengthening Public Sector Accounting and Auditing can ensure accountability and transparency in procurement of government resources, formation of proper budgets, keeping proper recording and reporting of assets as well as providing accurate financial information. Hence, practice on International Accounting and Auditing Standards, following IPSAS, ISA and ISSAI (The International Standards of Supreme Audit Institutions) in Supreme Audit Institution (SAI) of the nations is the prime requirement for the progress of regional economies. Keith Wedlock President-CAPA Mr. Keith Wedlock, President, CAPA said that CAPA exists to develop, coordinate, and advance the accounting profession in the Asia Pacific region. The Asia Pacific region is an increasingly important and strong contributor to the global economy, demonstrating leadership in many areas of business and finance. Public sector accounting, auditing and reporting has been prominent in recent times, following a series of countries experiencing sovereign debt issues and also with many government interventions following the latest global financial crisis. Anwaruddin Chowdury FCA Paper Presenter The theme paper was presented by Mr. Anwaruddin Chowdhury FCA. In his paper, he broadly explained the Public Sector Accounting and Auditing practices in Bangladesh. He said that the adoptability of IPSAS and/or Accrual-based accounting or for that matter the application of ISSAI or ISA, in Public Sector Accounting and Audit practices, may not be a panacea for overcoming all economic ills (shortcomings) prevailing in the public sector financial reporting and auditing systems in Bangladesh or the SAFA/CAPA ICAB News Bulletin No. 268 regions, however, it would be a pragmatic step to move towards restoration of financial discipline and strengthening public sector financial management through more objective financial reporting and credible auditing. He also added that we should form strategic partnership with professional accountancy bodies like the ICAB and ICMAB. This would impart tremendous synergy and quality assurance through sharing of knowledge, technical skills and professional expertise. Md. Abdus Salam FCA Vice President Mr. Md. ICAB News Bulletin No. 268 Immediately before the ICAB- CAPA International Conference, the Institute of Chartered Accountants of Bangladesh (ICAB) organized a Press Conference on 21st at Traning Room, 6th floor, CA Bhaban. Mr. Md. Syful Islam FCA, President, ICAB presided over the conference. Vice Presidents, Council Members participated in the press conference. Mr. Md. Syful Islam said that at the backdrop of present financial crisis, the demand for effective Public Sector Financial Management in respect of economic growth is very urgent. In Bangladesh, the Accounting and Auditing practices is based on Cash Basis Accounting, which does not really encourage the International Public Sector Accounting Practices and in many cases fail to report on Economic, Efficient and Effective use of public resources with proper accountability and transparency. In the conference the ICAB representatives drew attention to the roles and functions of the Institute that are unknown to many. The conference highlighted the importane of the coverage of the Press Conference conference of the Institute of Chartered Accountants of Bangladesh (ICAB), representing the accountancy profession in Bangladesh, and the Confederation of Asian and Pacific Accountants (CAPA) representing the regional accountancy profession, of which ICAB is a Member. The focus of the conference as explained, following the global financial crisis and recent debt crisis around the world, the growing urgency for accountability and transparency especially in public sector, is to be address in international and national perspectives. As such, it is imperative that a country like Bangladesh reviews it s exiting Accounting and Auditing system so that the challenges can be successfully met. It was informed to the journalists that ICAB-CAPA had been organizing an International Conerence on the subject Strengthening Bangladesh Public Sector Accounting & Auditing- Global Reforms and the Way Forward, on 23. It further elaborated that the Conference is a manifestation of the ICAB and CAPA s proactive initiatives and firm commitment to serving the public interest and adding value to the economic growth of the region. The Conference is envisaged to catalyze Government recognition to effect necessary changes for implementing robust public sector financial management, ensuring high quality financial reporting and credible auditing systems, catering to the needs of diverse stakeholder groups. Technical Session-I The Conference held Technical Session-I on "Public Sector Accounting and Auditing- Current Status, Issues and Challenges. The session was chaired by Mr. Geoff Applebee, Chairman, CAPA PSFM Committee. Technical Paper on Public Sector Accounting and Auditing Global Overview" was presented by Mr. Brian Blood, Chief Executive of CAPA, Public Sector Management and Regional Development Donor Partnerships by Ms. Jennifer K. Thomson, Manager, Financial Management, The World Bank, Public Sector Accounting and Auditing in Bangladesh Status, Issues and Reforms by Mr. Ahmed Ataul Hakeem FCMA, Comptroller & Auditor General of Bangladesh. Technical Session-II Technical Session-II on Public Sector Accounting and Auditing The Way Forward was chaired by Mr. Abbas Uddin Khan FCA, Member Council & Past President ICAB. 4 technical papers were presented in this Session. Technical paper on Transition to Accrual Accounting Accountability, Transparency and Governance by Ms. Sumita Shah, Technical Manager, Public Sector of ICAEW, Reforming the Auditor General s Office The Sri Lankan Experience by Mr. Sujeewa Mudalige, Deputy President CAPA, Reforms in Public Sector Financial Management A Regional Perspective prepared by Mr. Masud Muzaffar, Former Accountant General of Pakistan which was presented by Mr. Rafaqat Ullah Babar FCA, Council Member of ICAP. Validictory Session In the Valedictory Session, Barrister Shafique Ahmed, Hon ble Minister, Ministry of Law, Justice & parliamentary Affairs, GoB was present as the Chief Guest. Mr. Md. Humayun Kabir FCA, Member Council & Past President ICAB wrapped up on 'highlights' of the Conference. Mr. Anwaruddin Chowdhury FCA, Member Council & Past President ICAB in his concluding speech highlighted the achievements of the Conference and focused on how the achievements/recommendations can be implemented by respective ICAB News Bulletin No. 268 Mr. Geoff Applebee, Chairman, CAPA PSFM Committee delivering his speech on Technical Session-I. Confederation of Asian and Pacific Accountants (CAPA) Public Sector Financial Management Committee Meeting hosted by the Institute of Chartered Accountants of Bangladesh (ICAB) was held at Pan Pacific Sonargaon Dhaka, on 24. The meeting was chaired by Mr. Geoffrey R. Appelebee, representative of the Institute Chartered Accountants in Australia (ICAA) and CPA Australia. The meeting was attended by different delegates from home and abroad. Among others Mr. Md. Syful Islam FCA, Presiedent, ICAB, Mr. Keith Wedlock, President, CAPA, Mr. Brian Blood, CAPA Chief Executive, Mr. Sujeewa Mudalige, Deputy President, CAPA, Ms. Sumita Shah, representative ICAEW, Ms. Jennifer Thomson, representative, World Bank, Mr. Gillan Fawcett, representative ACCA, Mr. Anwaruddin Chowdhury FCA, Director, CAPA, Mr. Farhad Hussain FCA, Chairman Organizing Committee of CAPA-ICAB International Conference, Mr. Md. Humayun Kabir FCA, Member Council and Past President, ICAB, Mr. N I Chowdhury FCA, Secretary, ICAB and also representatives from New Zealand, Korea, Australia, Pakistan, India, Nepal attended the meeting. The meeting formed the Public Sector Financial Management Committee and its terms of reference. It also defined ICAB News Bulletin No. 268 CAPA Public Sector Financial Management Committee Meeting A view of the ICAB-CAPA Board Meeting held at Pan Pacific Sonargaon Dhaka, on 24. the strategy as to how CAPA can best contribute to the development of high quality public sector accounting, auditing and financial management across the region. It also developed the work programme and discussed relevant issues. Finally, it was rounded up with the discussion on the future proposals and recommendations that is to be brought to the Board/Strategy Committee. Ameeting with ACCA delegation comprised of Ms. Lucia Real Martin, Director, Emerging Markets-Asia, Ms. Gillian Fawcett, Head of Public Sector and Ms. Mahua Rashid, Country Manager, ACCA Bangladesh was held on 22 at ICAB Office. ICAB team comprising, Mr. Md. Syful Islam FCA, President, ICAB, Mr. Md. Abdus Salam FCA, Vice President (Education & Training), Mr. M. Farhad Hussain FCA, Member Council & Past President, ICAB, Mr. N I Chowdhury FCA, Secretary- ICAB, Dr. Mahfuzul Hoque, Director (LPD), Mr. Mahbub Ahmed Siddique ACA, Sr. Deputy Director and Ms. Sayma Banu, Deputy Director (LPD)- ICAB attended the meeting. The neeting focused on the possible avenues for future cooperation between ICAB and ACCA. Meeting held between ICAB, ACCA Dlegation Mr. Md. Syful Islam FCA, President, ICAB is seen with the delegation of ACCA. 6

President's Communication Dear Fellow Members, Assalamu Alaikum. I would like to thank our members, both at home and abroad for very encouraging response to my earlier communication of January 2012 and for your valuable suggestions, which I shall try to implement in the months ahead. I would like to share below the major activities and initiatives we have undertaken in : Major Activities in Members Conference at Dhaka 2nd Members Conference for 2012 was held on 06 evening on the theme An Alternative Financial System for Inclusive Growth and Sustainable Development. Dr. Atiur Rahman, Governor, Bangladesh Bank was present in the conference as the Chief Guest. Mr. Md. Humayun Kabir, Managing Director, Sonali Bank Ltd. and Mr. Md. Abdul Mannan, Managing Director, Islami Bank Bangladesh Ltd. participated the occasion as Panel Speakers. Mr. Anwaruddin Chowdhury FCA, Member Council & Past President ICAB Chaired the Conference. Mr. Md. Abdus Salam FCA, Vice President (E&T)-ICAB presented the keynote paper. A good number of members attended the Members Conference and participated in the discussion. Meeting with ICAEW President & his team On an official visit to the UK, I met Mr. Clive Parritt FCA, President ICAEW in his ICAEW office, London on 10. Mr. Justin West, Head of New Business Opportunities, Ms. Jean Ettridge, Head of International Affairs and Ms. Sumita Shah, Technical Manager, Public Sector of ICAEW also joined that meeting. Mr. Vernon Soare, Executive Director of ICAEW participated that meeting through teleconference. During the meeting, I focused on following points and requested President ICAEW to extend their further support and cooperation: Need an ongoing cooperation to form an improved management structure of ICAB and train them to work effectively; Update the current study materials, preparation of question banks for different levels and stages, specially reviewing the case study prepared by ICAB resource Team; Arrangement of more Training for ICAB tutors, Examiners, Question Setters and assessors Arrangement of interactive Training and Workshop on IFRSs, ISAs, Professional development and others technical matters for ICAB Members and Technical Staff; To work on improvement of tuition facility for ICAB students; Actively work with QAD-ICAB and support QAD to strengthen the audit firm capacity building in line with the IFAC requirements (ISQC1 and SMO 1) and to enhance the audit quality monitoring; Actively support ICAB to effective implementation of IFAC SMOs Requirements; To enrich the ICAB existing website, e-library system and online education and to set up a modern computer lab with full support of IT equipment for members and students; To set up an English Language lab/centre for the students; To enhance the mutual cooperation on different development issues of ICAB; After detailed discussion, President ICAEW assured me that they will consider inviting one Bangladeshi Tutor to UK to study ICAEW final three papers and sit exams in 2012. Besides, ICAEW will also consider to bear the expenses of that Bangladeshi tutor partly. Mr. A K M Fazlur Rhaman FCA, Chairman-ICAB UK Chapter also participated the meeting with me. Before meeting with President ICAEW, another official meeting was held with ICAEW Executives on Case Study Review on the same day. Mr. Blinks assured me that he will send his report on Case Writing Workshop, assessment using case studies and recommendations on it. I briefed the ICAB Action Plan on Case Study Development to them. Meeting with Office bearers and members of ICAB UK Chapter, in London ICAB UK Chapter arranged a meeting in honour of visiting ICAB President in London on 11. I appraised members and UK Chapter officials present there, on various actions taken by the present Council, for the benefit of the profession and its members. I also apprised them my plans for rest of the year. Members present at this meeting suggested to arrange publication of UK Chapter s activities in the ICAB Monthly News Bulletin. Chairman, UK Chapter informed that students now residing in London are interested to attend forthcoming ICAB CA Examination (Knowledge Level). I assured them to look into these matters and suggested ICAB UK Chapter to arrange coaching classes for students by competent paid tutors before sitting for the examination under new ICAB syllabus. I also suggested them to keep ICAB Secretariat informed about their activities in the UK to enable ICAB to publish news of their activities in the monthly news bulletin. Observance of 25th Bangladesh CA Hostel Anniversary Bangladesh CA Hotel Students celebrated its 25th anniversary on 19 in a festive mood. Observance of International Mother Language Day February reminds us of our values as a nation. We honour and salute the martyrs who sacrificed their lives to glorify our language and culture. United Nations General Assembly in its resolution formally recognized this Day as the International Mother Language Day in 2008. Now International Mother Language Day is observed worldwide on 21 February to promote awareness of linguistic and cultural diversity and multilingualism. ICAB and Confederation of Asian & Pacific Accountants(CAPA) jointly organized this Conference. A Press Conference was held on 21 February at ICAB on the Conference where large number of Reporters from Print and electronic media attended. I briefed them the importance of the Conference for development of public sector accounting & auditing in the context of rapid economic growth of Bangladesh. Mr. M. Valedictory Session In the Valedictory Session, Barrister Shafique Ahmed, Hon ble Minister, Ministry of Law, Justice & parliamentary Affairs, GoB was the Chief Guest. Mr. Md. Humayun Kabir FCA, Member Council & Past President ICAB made wrap up on highlights of the Conference. Mr. Anwaruddin Chowdhury FCA, Member Council & Past President ICAB in his concluding speech highlighted the achievements of the Conference and focused on how the achievements/recommendations can be implemented by respective body of the Bangladesh government. CAPA PSFM Committee meeting held On February 24, 2012, CAPA Public Sector Financial Management(PSFM) Committee meeting was held on 24 at Pan Pacific Sonargaon Hotel, Dhaka followed by a lunch. Members of the CAPA PSFM Committee, Technical Advisors of the Committee members and Observers attended the meeting. ICAB is pleased to host this CAPA Committee meeting for the first time in Bangladesh. Mr. Faiz Ahmad FCA (Enrolment No. 81) expired on 24 We were deeply shocked and saddened to hear the news of the untimely death of our highly respected member Mr. Faiz Ahmad FCA (Enrl. # 81) who expired in the night of 24 (Inna Lillahe..Rajeun). His Namaj-e-Janaza was held in the following day in a local mosque at Chittagong. President ICAB in his condolence message expressed sympathy to his family and prayed for the salvation of the departed soul. The condolence message was sent to his son. However, the issue of interest based banking system has further raised the question whether the banking system based on interest can at all, contribute to promote sustainable development or not. It is sometimes argued that the mainstream banking based on interest itself accelerates cyclical fluctuation i.e. Expedite recession which needs to be addressed effectively. 9

Dr. Atiur Rahman Chief Guest Dr. Atiur Rahman, Government, Bangladesh Bank delivered a valuable speech as Chief Guest of that Conference. He said that in Bangladesh, the present Government in its present plan for 2010-2012 seeks to achieve an economic 'growth which is not only high but also inclusive. By inclusiveness, we understand a growth strategy' that embraces all population of Bangladesh rather that big chunk of money in the hands of a number of elites which is the case in many developed economies as well as to some of the emerging economies in our region. Md. Humayun Kabir Panel Speaker "The financial system is a set of organized institutional set-up through which surplus units transfer their funds to deficit units. The panel speakers define a financial system fair narrowly, to consist of a set of markets, individuals and institutions, which trade in those markets and the supervisory bodies responsible for their regulation. The new challenges for emerging economies are the capacity constraint due to the expansion of monetary and fiscal policy", said Mr. Md. Humayun Kabir as one of the panel speakers. Mr. GM Quader, MP, Honʼble Minister for Commerce, GoB graced the occasion as the Chief Guest. Mr. Md. Syful Islam FCA, President, ICAB was present as Special Guest. Mr. Md. Abdus Salam FCA, Vice President (Education & Training) also attended the function. The Management Committee (MC) had a meeting on Saturday 11 at the office of the Sonali Bank (UK) Limited, Osbourne Street, London E1. Mr. Md. Syful Islam FCA, President of ICAB was present at the meeting. The MC discussed issues of the UK Chapter and affairs of the Institute with the President of ICAB. The Chairman of the UK Chapter mentioned specifically about the inclusion in Bye- Laws of ICAB 2004 regarding mandatory compliance of BSA, BAS and IFRS by the CA firms and to preparer financial statements of limited companies. The Chairman also mentioned the active role to be taken by the ICAB in recommending the changes and reforms of the Companies Act which the Govt. Of Bangladesh is considering now especially the appointment and removal of company auditors (SEC 210 & 211). The student affairs were discussed with Mr. Syful Islam FCA, President of ICAB especially resuming the London CA Examination Centre due to high demand of CA students (Course Completed)who are either doing ACCA or other further studies in the UK. The idea of UK Principals offering Articleship in UK was also considered in order to attract more number of CA students. Miss Priyanka ACCA and Mr. Sakib ( an ICAEW student under training contract) attended the MC meeting at the invitation of the Chairman of the ICAB UK Chapter. The Chairman of the ICAB UK Chapter attended the Language Day 21 at the Water UK Chapter Activities Lily, East London on the invitation of High Commissioner of Bangladesh in London. Dr. Dipu Moni, Honourable Foreign Minister was also present and delivered a speech on Language Day. The Chairman requested and obtained from the office of Bangladesh High Commission in London the names of all non- political organisations with names of President/ Chairman, Secretary with whom the BHC maintains liaisons and communicates. On Wednesday 22, twenty UK Chapter members including prospective members attended a free Seminar on Anti- Money Laundering, Bribery Act 2010 and other legal issues especially employment law affecting accountancy profession in the UK, at Chartered Accountants Hall, London. The CEO of ICAEW, Michael Izza FCA was the Chairman of the Seminar. The UK Chapter members of India, Pakistan, Srilanka, Newzeland, Australia and South Africa were also attended. Our members have had an opportunities to meet and networking with the members of the other UK Chapters of overseas professional bodies in the UK. The Chairman of the ICAB UK Chapter had a meeting with the Chairman of India and Srilanka and discussed about organising joint professional and social activities in UK. It is nice to know that the Indian UK Chapter has 600 members in the UK. Most of them are working in profession including big 4 and lot of them have taken ICAEW membership through the route of MOU between ICAEW & ICAI. 11

President meets ICAEW President ICAB News Bulletin No. 268 During the time of official visit to London, Mr. Md. Syful Islam FCA, President, ICAB met with Mr. Clive Parritt FCA, President ICAEW in his office on 10. Mr. Justin West, Head of New Business Opportunities, Ms. Jean Ettridge, Head of International Affairs and Ms. Sumita Shah, Technical Manager, Public Sector of ICAEW also joined that meeting. Mr. Vernon Soare, Executive Director of ICAEW participated that meeting through teleconference. During the meeting, President, ICAB focused some points and requested President ICAEW to extend their further support and cooperation. After detailed discussion, President ICAEW assured that they will consider inviting one Bangladeshi Tutor to UK to study ICAEW final three papers and sit exams in 2012. President visits UK Chapter Mr. Md. Syful Islam FCA visited London, UK to attend meetings with ICAB- UK Chapter, ICAEW together with few institutions to explore various prospects together technical assistance to strengthen and implement ICAB s new education curriculum for global opportunities. ICAB President had a meeting on 11 with members of the ICAB UK Chapter. Mr. A. K M Fazlur Rahman FCA, Chairman, ICAB UK Chapter presided over the meeting where other members of the UK Chapter were present. ICAB President appraised members and UK Chapter officials on various actions taken by the present Council for the benefit of the profession and its members. He also apprised them ICAB s plans for the rest of the year. Chairman, UK Chapter informed that students now residing in London are Mr. Md. Syful Islam FCA, President, ICAB meets Mr. Clive Parritt FCA, ICAEW President at in his office in London. Besides, ICAEW will also consider bearing the expenses partly of that Bangladeshi tutor. Before meeting with President ICAEW, another official meeting was held with ICAEW Executives on Case Study Review on the same day. President assured them to look into these matters and suggested ICAB UK Chapter to arrange coaching classes for students by competent paid tutors before appearing at the examination under new ICAB syllabus. He also suggested them to keep ICAB Secretariat informed about their activities in the UK to enable ICAB to publish news of their activities in the monthly news bulletin. 17

ICAB News Bulletin No. 268 Observance of International Mother Language Day February reminds us of our values as a nation. We honour and salute the martyrs who sacrificed their lives to glorify our language and culture. Though Shahid Day has been commemorated in Bangladesh since 1952, United Nations General Assembly in its resolution formally recognized this Day as the International Mother Language Day in 2008. Now International Mother Language Day is observed worldwide on 21 February to promote awareness of linguistic and cultural diversity and multilingualism. ICAB also observed Mohan Ekushey February with due solemnity and homage to the martyrs of the language movement. Mr. Md. Shahadat Hossain FCA, Member Council ICAB led the Provat Ferry procession. The ICAB Provat Fery paying glowing traibutes at Central Shaheed Minar. procession began at CA Bhaban and ended at Central Shaheed Minar with placing of floral bouquet at Shaheed Minar.
