Public Comment (Agenda Items) 4. Finance Monthly financial reports were included in the agenda packet. Finance staff Waggoner reported there were no FY17 budget concerns at this time. A. Proposed FY18 Transportation Budget Referencing a PowerPoint presentation, staff Rickert noted the proposed budget is $127,133,152, which includes net bond proceeds of $11.5 million to be used in future years. This is a budget increase of $29.3 million over FY17. Rickert explained there are 6 Special Revenue Funds and 13 Capital Project Funds. There are no General Fund revenues. He provided general budget information noting Capital Projects are 80% of their budget and include projects and debt service. An overview of budgeted expenses was provided. Rickert responded to several questions. 5. Maintenance Referencing a written report included in the agenda packet, staff Rickert reported that mowing of the county highway right-of-way began May 15 th and is ongoing. They continue to work on miscellaneous roadway repair, street sweeping, etc. Rickert discussed the following resolution: A. Resolution: Approving Office Interior Improvement Project, Kane County Division of Transportation, Bid #35-017 Kane County Page 1

The low bidder is Integral Construction Inc. in the amount of $65,932. Staff is recommending approval. Jarett Sanchez, Board Member 6. Planning & Programming Staff Rickert provided highlights from the monthly report included in the agenda packet. The new bicycle maps will be distributed in the next few days. 7. Traffic Operations & Permitting Rickert reviewed the monthly report included in the agenda packet and discussed the following resolution: A. Ordinance: Approving Establishment of Speed Limit, Kane County - Longmeadow Parkway The establishment of speed limits are recommended by staff for the proposed County Highway sections related to the new Longmeadow Parkway Corridor. 8. Project Implementation Staff Coffinbargar reviewed the monthly report included in the agenda packet. He shared project photos and discussed the following resolutions: A. Resolution: Approving Amendment No. 1 to Phase I Engineering Services Agreement with Strand Associates, Inc. of Joliet, Illinois for Kirk Road over the Union Pacific Railroad, Kane County Section No. 12-00192-04-BR During Phase I development, several factors have contributed to a need for additional engineering services. Most significantly, the Union Pacific Railroad has made several changes to direction that was provided during a project meeting with them on June 18, 2015. These changes have significant effects on the design of both the bridge and the roadway geometry, which in turn effects nearly every aspect of the preliminary design. Kane County Page 2

Resolution: Approving Amendment No. 1 to the Intergovernmental Agreement with the State of Illinois for Phase I Engineering Services for Kirk Road over the Union Pacific Railroad, Kane County Section No. 12-00192-04-BR Federal Surface Transportation Bridge (STP-Br) funds will provide an estimated $910,303 (80%) of the $1,137,878 total amount. The local (County) match is estimated to be $227,575. Rebecca Gillam, Vice Chair C. Resolution: Approving Amendment No. 1 to Phase II Engineering Services Agreement with WBK Engineering, LLC of St. Charles, Illinois for Peplow Road over Tributary to Union Ditch No. 3, Kane County Section No. 08-00383-00-BR In October of 2013, final design efforts began for the replacement of the Peplow Road over Tributary to Union Ditch No. 3 bridge (north of Ramm Road), plus nearly ½ mile of associated roadway embankment stabilization. Included in that work was plat of highway development and right of way negotiator services. Since then, one parcel has been split, requiring a revision to the plat of highways, as well as more effort by the right of way negotiators. This amendment would cover the cost of these additional services. Additionally, since the bridge was designed, IDOT has issued new design guidance on certain elements of cast-in-place slab bridges, which this bridge will be. The new guidance is intended to lessen concrete cracking by altering the reinforcing steel design, which will result in a longer lifespan for the bridge. This amendment would also allow the designer to update the plans to meet the new IDOT design standards. Brian Dahl, Board Member D. Resolution: Approving Contract for Construction with Maintenance Coatings Co. of South Elgin, Illinois for 2017 Recessed Reflective Pavement Marker Program, Kane County Section No. 17-00000- 05-GM The qualified low bid of $210,921.50 by Maintenance Coatings Company was 13.72% below the engineer s estimate of $244,450.00, and is entirely locally funded. The following four resolutions were moved forward as a group. E. Resolution: Approving Contract for Construction with Builders Paving, LLC of Hillside, Illinois for Big Rock Township Road District, Section No. 17-03000-02-GM The low qualified bid of $73,888 from Builders Paving, LLC of Hillside, Illinois was 8.17% below the engineer s estimate of $80,460.25. Resolution: Approving Contract for Construction with AC Pavement Striping Co. of Elgin, Illinois for Campton Township Road District, Section No. 17-06000-01-GM The low qualified bid of $182,658.65 from A.C.
