March 8, 1940, sir* Milton W. Harrison,, Savings Bank Journal, 110 East 42nd Street, Mew York, Net? York. Dear Mr, Harrison: In accordance with our telephone conversation or this morning, I as returning herewith the transcript of the Round Table Discussion on the subject of the "Government Securities Outlook, held here on February 26, This transcript contains the corrections both of Chairman Eccles and also of Dr, Goldenv^eiser s remarks* As I said to you, however, the Chairman would not approve of publication, so far as his remarks are concerned, unless a transposition is effected so that Mr. 0 #Connor*s discussion of a to 7 billion dollar Federal budget precedes Mr. Eccles remarks, beginning on page 20, line 19, and extending to page 24, line 10. The Chairman s coiazaents on these pages were called forth, as the context shows, by Mr. 0 Connorfs references to the 6,4 to 7 billion dollar budget. To reverse the order, as the uncorrected transcript does, removes the reason for this part of the Chairman s remarks. It makes no particular difference?fhether Mr. Eccles remarks are transposed to the end, as suggested in red pencil on the transcript, or whether Mr. O Connor s statement at the end is moved up to precede the former. However, it is important to preserve the correct sequence* Thanking you again, I am Sincerely yours, Enclosure Elliott Thurston, Special Assistant to the Chairman.
