The evening concluded with late night preaching with guest preacher Rev. Eddie Spencer, IV. He is the pastor of Mt. Calvary Baptist Church, Englewood, NJ. Tuesday, May 15 th, 2018: Synopsis of VBSC Business Session held @2pm (reason not to take time away from Christian Education) President Charles Whitfield presided. (Dr. Waddell Jones overseer of the Constitution Committee) Purpose (President Whitfield): We discovered with our constitution, there is no plan of succession; Proposed constitutional change will help to do that. Dr. Carl B. Hutcherson (Chairperson/Spokesperson Constitution Committee): Requested present committee members to please stand and Dr. Hutcherson read the proposed amendment to the constitution: The Constitution of the Virginia Baptist State Convention is a living breathing document. Therefore, at times adjustments and amendments must be made in order, to make the document Virginia Baptist State Convention- Official Minutes Page 1 of 20

stronger and more consistent with the will of the Convention. On Wednesday, November 8, 2017, a committee of lay and clergy under the direction of our President, Dr. Charles Whitfield discussed an issue concerning the election and terms of our officers. The following is the recommendation of the constitution committee: Article V-Officers Section 1. The elected officers of the body shall be; President, Vice President (VP), 1 st VP, 2 nd VP, 3 rd VP, Recording Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Statistician, Auditor, Historian, Parliamentarian. Each Vice President (this the crust of our discussion today) shall serve a 3-year term in office. These shall be three consecutive terms, 1-year terms in which shall expire at the end of the 3 rd year. At the end of the 3 rd year, the President shall vacate and all Vice Presidents shall ascend to the next tier of leadership. An election would occur to fill the 3 rd Vice President s office. Section 3- Election of Officers. Each person being considered as a candidate or an officer in the Virginia Baptist State Convention shall announce their candidacy by the February Executive Board meeting prior to the annual session. Nominations from the floor is always permitted. Wednesday, May 16 th, 2018: Morning Session: Synopsis of VBSC Missions Session Reports President Charles Whitfield gave all present delegates a copy of Dr. Tom Rainer s (Lifeway Bookstore) latest book. Home Missions (Dr. Leroy Mitchell): No report just took assignment; suggested projects impact players for the Commonwealth VA 1. combat child hunger 2. HIV Aids (caring for our brothers/sisters} Motion (Dr. Geoffrey Guns): I like to move that the VBSC will designate the month of July Child Hunger Month each of our churches would collect canned goods and food throughout the month of July to be donated to their local food banks in the name of the VBSC. Second by : Deacon Danny Miller; motion:passed Foreign Missions (Dr. Howard Heard): Report provided (*Rev. Jackson please obtain a copy from Pastor Heard or President Whitfield I did not receive a copy thank you) Foreign/Home Missions is neither either or. Inclusive. Africa, Haiti, Uganda, Kenya built churches, schools, medical camps, and partnered with AIC school (700 girls). Our missionaries will have planted that s Carol & Cornell Jones (long-term) about 4yrs have done a tremendous job and will be in Virginia area May 21 st for a little while, and we will be heading over this summer for about 2 weeks to do some mission trip. We are glad, have acquired some land over 3 acres -growing their own food, taught the girls how raise their own crop to be self sufficient and surplus to even sell food for their school. Grateful for that. Various churches, our convention as well as Hampton Delta Sigma Theta have raised enough money and getting ready to build a well this summer on the grounds so they will have their on source of water. In Uganda, we have a partnership with National Baptist Convention of Urganda and we are getting ready to take a team by Dr. Guns this October, we have a 40 individuals medical team as well as educators who work along side the side VA Baptist Convention of Uganda. And I m telling you, God is already doing great things to our church construction partnerships; built 84 churches in Haiti; built over 68 churches Uganda, built 4-5 churches in Kenya, and provided multiple drinking wells and will Virginia Baptist State Convention- Official Minutes Page 3 of 20

continue to do that. I will ask our convention to consider to be a part of this specific work that we have some grounds that s been donated to us in Kenya want to put a training center there for pastors and leaders. We have been given the grounds to build this facility we have leverage and partnership with ICM ministries will match our $1.00 to $3.00 of theirs 3 to 1 partnership with ICM. Not only to build nice churches but a training center. We want to do that by next year and I ask us to consider doing that as well as our churches continue to support us and if you would like to support us, provide information and we would love to talk with you. Lastly, would like to encourage you, always looking for people to get involved in the work foreign missions. Thank you to those who have been supporting us over the years prayers and financial contributions. Any desires to serve the Lord in this way, I am always looking for missionaries willing to spend long term efforts on some foreign shore Haiti, Tanzania, Uganda we can facilitate that we do all that we can do to the glory of God. We also have our short term mission trips and we look forward to you being apart that. Thank you so much for your time and support. Motion: (Dr. Geoffrey Guns): we would encourage every church of the VBSC to send a minimum of $25.00 a month to the headquarters for the purpose of supporting the work of the AIC girls school where there are 700 girls who need our support. Motion Seconded by Rev. Reverend Frankie Jones and agreed by present VBSC members. There were no opposes. President Whitfield advised today s gifts/offerings would be split between home and foreign missions.. President CharlesWhitfield Sharell James, Assistant Recording Secretary President s Night: Dr. D. Tyrone Brandon, Vice-President At Large, who presided over the service. The musical guest for the evening was First Baptist Church, East Martinsville. The choir selections for the evening were as follows: Opening song Do Not Pass Me By and sermonic selection All In His Hands. The president, Dr. Charles Whitfield gave his annual address. President Whitfield gave greetings and then recognized one new church that has joined our convention, that of Pastor Williams. He then recognized all pastors and churches in the Macedonia Churches of the Virginia Baptist State Convention- Official Minutes Page 4 of 20

Convention. In his address president Whitfield stated he traveled over 8,000 miles and has installed 9 pastors into churches. His scriptural text came from Acts chapter 2 verse 40. Title of Address Developing the transitioning Characteristics of a Transformed Disciple. This happens when: (1)There is continued study in the Apostles Doctrine, (2) Continued Followership, (3) continued in breaking of bread, (4) continued in prayer and closed sermon/ address by remembering the cross. Dr. D. Tyrone Brandon then lead the conference in the singing of I m so glad Jesus lifted me. Motion was made by Dr. D. Tyrone Brandon to accept the presidents address. Motion was seconded by Rev. Preston Tyler. Motion carried. An additional Motion was made by Dr. Gefforey Guns to receive and file presidents address in the archives of the Virginia Baptist State Convention. Motion was second by Dr. Thurman Echols Motion carried. Dr. A. Lincoln James was tasked with the assignment to lead convention into worship through giving. Moderators was asked first to come and give their assessments. The following was recorded for the Moderator s March: 1. Smith River Missionary Baptist Association: $2,000.00 2. Thursday, May 17, 2018: 8:30am- 4Pm: Convention Registration was open in the James River foyer. The Christian Education Leadership School took place between the hours of 7:30am-8:45am and classes given in the afternoon 2pm-4:30pm. The convention was lead in Praise by the Deacons and Deaconess Auxiliary in the Shenandoah Ballroom around 8:30am. Dr. Kevin R. White, Reginal Vice President, presided over the morning session. Deacon Sam Moore presented the Angel Tree Ministry before the convention. We were lead with a Lecture on Church Safety by Captain Terry Hairston. Then we had the Virginia University of Lynchburg hour by is new first black female president, Dr. Kathy C. Franklin. The convention was lead in worship through the word by Dr. Waddell Jones. Dr. Jones reference scripture was Acts Chapter 2 verses 41-42. The title of Sermon was Rediscovering the Church. Dr. Kevin White appealed before the convention with a goal to raise $5,000.00. to support the school. Linda Goode the newly elected women s auxiliary made a monetary presentation of $10,000.00. The staff of VUL gave $2,000.00. WMBA presented of the Sharon Baptist Association $2,500.00. President Dr. Charles Whitfield gave $300.00 and others came with $100.00. The total donation raised before the public offering by the convention was $18,000.00. Convention Business Session: President Charles Whitfield opened our business session of our convention. Recognizing Olive Grove as a new Macedonia church. Polls are open until 1pm. Asked for the chairman of our Nominating committee, Dr. Carl Hutchinson. President asked for the white badges to seat on the left side (his left) and those on the right side have blue badges, who are not eligible to vote. Ballots are in hand. 1 st Vice President- Dr. Waddell jones 2 nd Vice President- Dr. Kevin white/ Rev. Luther Allen 3 rd Vice President- Rev. Mathew Brown/ Rev. Motion was given to accept the following said names on the ballot. Second Motion: Deacon Danny Miller, Second Calvary Baptist Church, Norfolk, VA Questions from the floor: If someone missed the deadline for placing their name on the ballot, can they still be nominated? Response by President Charles Whitfield: Those interested can add their name to the ballot. There is a spot for this nomination. Questions from the floor: Is there a process for a tie vote? Response from president Charles Whitfield: We have a process but its not a written process. We will relook at the election process. Motion was carried to accept the nomination s committee s report. Question from the Floor: Can we see the candidate and/or hear from them before we vote? Response: President Charles Whitfield indicated that was a fair. He then asked for all the candidates running for an office would stand, so that the convention would see them. He asked for each candidate to come to the front of the convention to be seen before the body. Former President, Dr. Thurman Echols indicated that there was an error in some of the ballots. President Charles Whitfield announced the correct slate. The Yoke room is where you can submit your ballots. Business Session was resumed at 2:21pm by President Charles Whitfield. After classes and graduation, we will come back to discuss the nomination and list of new officers. President talked about the voting process and opened the floor to the voting process. From the Floor: Dr. Shelton Murphy: Was really hoping to meet the candidates. Also, didn t receive any written notification regarding the voting process. process. When people do run for an office it would be nice to have a biographically sketch. It would be good President: appreciate the remarks. And there should have been a clear process. In February we sent out a notification and no one ran for any position. He will form a committee, an election committee at the executive board. He stated that he would not do anything to jeopardize the integrity and character of this office and/or presidency. We will go to class and come back at 5pm to continue our business session. Our mission s money we collect will be given to our foreign mission. The money that was given will go to Haiti to help with the mission work. Question from the Floor: Where does the home mission work money go? Response from President: All home mission work will go to all efforts dealing with home mission. The home mission ministry of the convention will be handing those efforts. Business Meeting was adjourned at 2:35pm and will meet again at 5pm to resolve elections for the convention 2018. Business Meeting was opened up in prayer by President Charles Whitfield at 5:36pm. President called for Carl Hutcherson for the nomination committee report. Results of the Nominating VP- D. Floor Open for any concerns: -need to meet the candidates and the voting process needs to be spelled out with all of the deadline. To include bio s, qualifications etc - Meeting was Adjourned by President Charles Whitfield with prayer. Convention in Worship at 7pm Dr. Kevin white, Presiding over the worship service. The guest Choir was Trinity Baptist Church of Richmond, Va. The evening prayer was given by Dr. Derrick Perkins. Scripture lesson read was Acts chapter 2 verses 41-42. Asked all to stand to congratulate the officers of our conventions. Then Dr. A. Lincoln James gave the benediction. President made his final remarks and Adjourned our convention of 2018 at 8:55pm. Friday, May 17, 2018 Executive Board Meeting 9am Meeting was called to order at 9:36am by President Charles Whitfield with prayer and opening greetings. President Whitfield then opened the floor for comments, suggestions and/or concerns regarding our convention this year. (Floor is now opened to hear from the officers of the convention). Deacons Ministry: Training in the morning was good because they were able to go to other things such as the Christian Leadership School. President Charles Whitfield: Talked about the roles of each executive board member and officer. He was approached by a corporation to pay for the branding of the VBSC. If they do, it will incorporate all the ministries of the convention and materials for each ministry. It will be placed on website and the website will be revamped as well to a more modern but still able to be user friendly to grandma. This will be talked about more at the next executive board meeting. Women Department: Overall everything went well. The convention just needs to work better on the business time. Business meeting was interrupted for the women. They need at least 2 hours for their meeting time. Laymen: Good convention and thank the president for the opportunity to serve. They had a great luncheon and business meeting. Afterwards they were able to attend Christian education after the luncheon, which they were not able to do in the past due to the timing of their events. Ushers Ministry: Very pleased. The ushers were very happy, and it made them feel good when president Whitfield came over to greet them. They felt appreciated. They had enough ushers to cover the convention this year. Dr. A. Lincoln James: Stated that he will be 73 years old on May 23. As former president of the convention, he commended President Whitfield for an excellent job in executing this year s convention. He also commented on the journal, that is was one of the best journals that we have ever produced. He further stated that out of all our conventions, this is one falls in the top 3 conventions. A job well done. Christian Education: Classes well received. They had 160 enrolled. All Classes certified. Challenges with pre-registration. Need to know head of time so that they can properly prepare for the classes with materials, instructors and classroom logistics. The book store didn t open early enough, and the location of the bookstore needs to be re-evaluated. Need to work on a more Virginia Baptist State Convention- Official Minutes Page 12 of 20

diverse group of teachers. For example, this year we had all men teaching. So next year would like to incorporate women. The new morning class time 7:30am-9:30am is the optimum time. It didn t interfere with anything. Would like to have graduation commencement time on Thursday morning due to many of our people leave Thursday afternoon from the convention. They would like to be integrated in the planning process. This will help them better with logistics with classes and what to offer as well. Would like to do a VBSC Vacation Bible School through the Sunday School Publishing Board. Certifying 10 new instructors this year. Wants to develop a class on, what is the Virginia Baptist State Convention next year. This would be a good course for new churches and person who are newly joining our convention. Dr. Geoffrey Guns further indicated that when he was president he developed an organizational chart. He would like to use the ushers to help direct people to the classes. This would lighten the load on the Christian Education Staff, so they can concentrate more on the classes and administration duties. Lastly, they want to include in the instruction about the Macedonia Churches program, to give information through a class to inform people and churches. President Charles Whitfield: Those that spoke with him were very pleased with the classes and teachers. Just great reviews. The VBSC Vacation Bible School idea. Love It. Many local book stores have limited resources in African American Literature. He wants to do this around November 2018. Dr. Geoffrey Guns: Kits are not available- will put together with the publishing board. President Charles Whitfield: Don t have any problem using African American materials, if the material is good quality. He asked Dr. Guns to put a punch list together by August 2018 and he can work into the planning. Dr. Carl Hutcherson: The social justice piece was excellent. Recommendations coming by mid- October. President Whitfield: Met Johnny Hill, Corey Walker, Cartwell and Gould-Champ. Dr. Hill he met with and connected with. Paused to welcome Rev. Matthew Brown to the leadership team. Matthew Brown: he stated he is humble and happy to serve. The first convention was in 1994-1995 in Martinsville. He thanked all for the support for late night services. It was well attended, and spirit filled. He indicated that Pastor Spencer, the late-night preacher. He reached out to him and thanked him for inviting him to the convention. President Whitfield: Dr. Jones rallied the moderators very well. Appreciated and made his job easier. The moderators march raised over $16,000.00 for the convention. Sam Moore: Appointed to the prison ministry. Also appointed by the National Baptist Convention. Prison ministry- to prepare inmates for the transitioning back into the community. Putting a program in place for families to receive inmates back to their families. We have a family prison ministry of the VBSC. Website will be able in the future to click on the application (National Baptist Convention). Make sure we get credit by clicking on NBC. Beatrice Williams: Thank all for their support of the women s ministry. Preparing a directory to met with the women. When somebody is new to the team it is important that someone shares with them on what to do in that ministry as a leader. BTU Congress: Ms. Blunt stood on behalf of president Anita Brown to report. She stated that the BTU Congress will meet July 16-20 th at Virginia State University. Asking for support of the state convention and its churches. For more information you can visit the BSS-BTU.org. President Whitfield: Have a new company KNR (he thinks that is the name) working the last 120 days to revamp a new interface with new forms will be easier to find and better print option. It s all going to be better. Don t want to make it to high tech but wants grandma to be able to get online and use it. We also got back our old website domain name VBSC.ORG. Young Adult & Children s Ministry: Min. Jessica Freeman reported and thanked all for their support. However, she pleaded for more children involvement in the future. Talked about partnerships with the other ministries in the convention. If anyone needs her help, the youth and young adult ministry will partner with any ministry to do ministry work. They want to work. January 2019 will be their youth and young adult conference calling for 100 youth. Fully support the BTU with 300 youth strong. Acknowledged the social media during the convention such as Facebook live, which allowed the convention this year to be viewed by others out of state. Indicated her mother in New York was able to watch the convention in worship. President Whitfield: Applaud Johnathan, Akeem, and Jessica for working very well together. If you need the youth and young adult ministry just contact the leaders. Jessica said that they would come. Thom Rainer- he books 2 years in advance. We booked him 9 months and his normal rate is $3,000 per hours. However, he felt compelled to come and didn t charge us. From the Floor: enjoyed the music ministry coming from the guest choirs and groups. President Whitfield: Called for the vice presidents to give a report regarding the convention experience. Vice President Kevin White: We need to look at filling in the time between 8:30am-9am. Suppose to be the devotional period. However, the people were not there. Vice President Waddell Jones: thanks for re-electing me. The time for VUL really worked out. Thanks president for switching the time around to make accommodations for the school staff. Thanked all for supporting the school. Vice President D. Tyrone Brandon: excited how the Lord as moved this week during our convention. Expressed concerns about our bookstore prices of books were up charged. Thanked the president for working with his schedule and next year he will work on staying in hotel. President Whitfield: Partnership VUL- the convention as one pointed owned the school. There was a document talking about relationship. Program fast track to help students. Tell churches that you can walk students into the door of VUL. We have a great relationship with VUL. Dr. Geoffrey Guns: making aware that the VBSC gives monthly through its churches as well. For example, Second Calvary Baptist Church, Norfolk gives $5,000 a year to the school. Vice President Kevin White: when a church gives, the credit doesn t go to the convention but to the church since its in the churches name. However, the church can indicate that they are members of the convention, so the convention can be recognized as one of its churches has given to the school. Dr. Thurman Echols: (immediate past president) The convention owned the school or at least now owns some of the property, in which the school sits on. It s like the relationship the Baptist Convention and VBSC has it both owned the children s home. Vice President Kevin White: the school is incorporated, which took it away from the convention. The land is titled to this convention. However, the school s debt is not connected with the convention. The land is in Bedford. Henry Henderson can take you to the land. He knows where it is. Leroy Hill: Reporting on Evangelism Ministry. Indicated on July 21 at Ebenezer Baptist Church, Portsmouth will be an Evangelism workshop. Their will be 5 presentations on Evangelism in partnership with the National Baptist Convention. The Board Chair of the NBC will be attending. The South East Region, Portsmouth, our convention and associations are being invited to attend. President Charles Whitfield: His is doing a great work and has passion for evangelism. Send information about workshop so convention can support. The National Congress is coming up next month. September is the NBC in Indianapolis, Minnesota. Elections- still have a little heart burn regarding the process due to the constitutional changes. Not enough time allotted for meeting time for elections, nomination committee, and putting together an election. There was no time allotted for the process. Lack of clarity some individuals didn t have causing the limited time to run for a position/office. The constitution sets the body on how we proceed. How do we proceed? Executive Board in conversation about the election process of electing officers. Dr. Geoffrey Guns: Suggested that we follow the constitution, which is the governing document and will keep the president safe. Dr. Guns read Article 5 Section 3 of the constitution, which gives the authority to the executive board of the convention to appoint a committee though a majority vote, that would be responsible for creating a voting process for elections for the convention. President Whitfield: Can we put a sub-committee together? Dr. Geoffrey Guns: A recommendation- out of this group to appoint a committee to do this process. Then bring up at our next meeting. Discussion on the floor Motion was made by President Charles Whitfield for the executive board of the Virginia Baptist State Convention to select a committee to create a voting process to elect officers of our convention. All in favor by saying I. (Majority voted I ). No Opposes. Motion was carried. Discussion on the floor as to who will serve on the election committee.
