3/10/2013 Operations Policy 1 OPERATIONS DEFINITIONS CHURCH MEMBERS: A Church Member is defined as any person being on the membership list of First Baptist Church, Forsyth, Georgia. IMMEDIATE FAMILY: Immediate family is defined as a church member s parents, grandparents, wife, husband, child, grandchild, great-grandchild, brother, sister, brother-in-law, sister-in-law, aunts, or uncles. NON-MEMBER: A non-member is defined as any individual, who is not on the membership list of First Baptist Church. Non-members may use church buildings and facilities, but must have a member of this church sign the usage application and agreement. This sponsoring member agrees to all the terms and conditions of the rental agreement as if he/she is using the church property for his/her own use. By sponsoring the use of church-owned property, the member accepts full responsibility for the condition of the church s property during the designated time. MINISTERS: The current Pastor, Minister of Music, and Minister of Youth/Education are referred to as the Ministers herein. FINAL AUTHORITY Policies may be amended from time to time at any regularly scheduled or called meetings of the First Baptist Church Administrative Committee. The Administrative Committee will make recommendations to the church members at scheduled or called conferences concerning policies, to call for a vote by church members to approve or not approve changes in policy.

3/10/2013 Stewardship Committee Operations Policy 2 Payments As per discussion among the Trustees, the Church Treasurer, the Stewardship Chairman, and the Pastor in November, 2007, the following provisions will apply for payments made by First Baptist Church during 2008 and in subsequent years until this policy is revised or revoked. 1. All checks written on accounts held in the name of First Baptist Church Forsyth shall have two authorized signatures in order for the check to be valid. 2. Authorized to sign checks under all circumstances are the Church Treasurer, Assistant Church Treasurer, and the three Trustees of the church. Also listed on the accounts Signature Cards is the Church Office Manager who will be authorized to be one of the check signers under the conditions outlined in Item 3 below. 3. Purchase orders/requests for payment which have been approved by the appropriate staff member or committee chairman AND which have the approval signature of the Stewardship Chairman may be paid by checks on which the church Office Manager provides one of the approved authorization signatures.. 4. At the present time, and until directed otherwise by the Trustees of the church, the Stewardship Chairman shall approve all purchase orders/requests for payment before checks are drawn on any church account. 5. The Stewardship Chairman shall approve purchase orders/requests for payment only after the appropriate minister and/or committee chairman has initiated the request and documented such by his/her signature. Payroll requests and time sheets shall be authorized by the appropriate supervisor. 6. For any purchase equal to or greater than $250 or for any purchase to be credited to an account which has exceeded its annual budget, the Stewardship Chairman shall approve the purchase prior to the issuing and execution of the purchase order. 7. The Stewardship Chairman shall provide ministers and Committee Chairmen with status reports for their accounts quarterly and immediately upon expenditures charged to the account reaching or exceeding 90% of the annual budgeted amount. Reports to ministers and Committee Chairmen may be made more frequently at the discretion of the Stewardship Chairman or upon request of the Chairman of the Administrative Committee or the Trustees of the church. 8. Payroll checks will be issued on Thursdays with the pay week covering the time period Friday through Thursday. Other requests for payment are due to the Bookkeeper by noon on Wednesday; approved pay requests will have checks drawn on Thursdays. Payments not picked up from the Church Office will be mailed on Fridays.

3/10/2013 Personnel Committee Operations Policy 3 Cellular Telephones for Ministers 1. Each minister employed by First Baptist Church Forsyth may utilize a cellular phone with basic telephone costs paid through the Unified Program Utilities Budget. 2. Basic cellular telephone costs shall include text messaging provision for the Minister of Children and Youth due to the prevalence of this mode of communication among young people. 3. Ministers have the option to purchase additional cellular telephones, to add minutes and coverage to the basic program, and to purchase additional features. 4. If a minister opts to purchase additional cellular telephones, to add minutes or coverage to the basic program, or to purchase additional features in addition to the basic program, this shall be at the minister s expense. 5. Each month when invoices are received for cellular telephones assigned to ministers, each minister shall pay to the church by personal check any costs for additional features as outlined in Items 3 and 4 above and for any usage overage costs above the basic plan costs.

3/10/2013 Worship Committee Operations Policy 4 FUNERALS OR MEMORIAL SERVICES The First Baptist Church sanctuary may be used for Christian funerals or memorial services. Every effort should be made to notify the Pastor as soon as possible of the funeral arrangements and details of the service. The sanctuary is available to church members and their immediate families. The sanctuary also is available for non-member funerals. Funeral directors, staff, or provider shall not be present on church premises within thirty (30) minutes after the close of any schedule services of FBC. Fees for the rental of the church sanctuary for funerals will be charged to the funeral home.

3/10/2013 Administrative Committee Personnel Policy 1 Music Committee PERSONNEL VACATION AND SICK LEAVE I. Ministers Vacation 1. Depending on years of service in the ministry, the Ministers shall be entitled to two weeks paid vacation for under ten (10) years of ministerial service, three weeks vacation for ten (10) to twenty (20) years of service and four (4) weeks for over twenty (20) years of ministerial service. There is no carry over provision for unused vacation leave. 2. By agreement with the Administrative Committee, a pastor may be absent to preach at special occasions or for other functions. 3. The Ministers may attend the Georgia Baptist Convention, the annual Southern Baptist Convention, and/or Cooperative Baptist Fellowship Convention as a representative of First Baptist Church. 4. The First Baptist Church shall be responsible for payment of the salary of substitute ministers during vacation periods and any approved absence up to budgeted funds. Pastor substitute should be selected by the Pastor and approved by the Administrative Committee. Chairman of the Administrative Committee may approve substitute preachers after consulting with other members of the Administrative Committee if time does not permit normal or called meeting of the Administrative Committee. Substitutes for other ministers should be approved by Youth or Music Committee. Sick Leave 1. The Ministers shall be entitled to a maximum of ten (10) days of sick leave per calendar year, two (2) of which may be on Sundays. 2. Sick leave days shall be cumulative, i.e. carried over from year to year, with a maximum accumulation of forty (40) days per calendar year, eight (8) of which may be Sundays. II. All Other Church Personnel Vacation 1. After one (1) year s employment full-time personnel shall be entitled to two (2) weeks paid vacation per calendar year. Following their fifteenth (15) year of continuous employment, full-time personnel shall be entitled to three (3) weeks vacation. 2. After one (1) year s employment, part-time personnel shall be entitled to a maximum of two (2) weeks paid vacation determined by a ratio of the number of hours worked per week to a standard forty (40) hour work week. For example, a person working thirty (30) hours per week shall be entitled to a maximum annual paid vacation of (30/40)/(2 weeks) or 7.5 working days vacation. A minimum of thirty (30) hours is required for vacation pay. 3. The First Baptist Church shall be responsible for payment of the salary of substitute personnel during vacation periods. Such personnel should be approved by the Administrative Committee with the recommendation of substitute by the person for whom the substitute is needed. The Music Committee shall approve all substitutes for the music staff.

3/10/2013 Administrative Committee Personnel Policy 1 Page 2 Sick Leave 1. Full-time personnel shall be entitled to a maximum of ten (10) days sick leave per calendar year, two (2) of which may be on Sundays. 2. Part-time personnel shall be entitled to a maximum of ten (10) days sick leave determined by the ratio of the number of hours worked per week to a standard forty (40) hour work week. For example, a person working thirty (30) hours per week shall be entitled to a maximum annual sick leave of (30/40)(10 days) or 7.5 days of sick leave. A minimum of thirty (30) hours is required for sick leave. 3. Sick leave days shall be cumulative to a maximum of forty (40) days per calendar year for full-time employees and a maximum of thirty (30) days per part-time employees. 4. Any sick leave used beyond the cumulative total for each person shall be considered to be a leave of absence without pay. The maximum allowable leave of absence per calendar year shall be sixty (60) days. 5. In the event of pregnancy any personnel shall be offered up to sixty (60) days leave of absence without pay after any accumulative sick leave and/or vacation leave has been used. 6. During any leave of absence the position shall be left open for the employee to return; however, after such sixty (60) days elapse no guarantee of reinstatement at their previous position and salary is made. 7. The First Baptist Church shall be responsible for the compensation of substitute personnel during periods of sick leave, provided substitutes are needed and compensation of substitute personnel shall be approved by the Administrative or Music Committee. III. Extraordinary Situations The foregoing is intended to be used as policy for all employees of The First Baptist Church. They have been presented and adopted with a view aimed toward keeping the church operating smoothly. On occasion, extraordinary events demand special attention and handling. In those special cases the Administrative Committee shall be entitled to amend or modify the provisions of these policies.

3/10/2013 Administrative Committee Personnel Policy 2 Healthcare Allowance for Ministers 1. All costs are based on a policy comparable to State of Georgia PPO Basic Plan. 2. Cost and allowance related and applies only to ministerial staff member as an individual and not dependent coverage. 3. Minister shall pay first $150.00 per month health insurance cost for their individual cost of coverage as defined by their insurance coverage. Beginning October, 2008, Minister shall pay first $200.00 per month health insurance cost for their individual cost of coverage as defined by their insurance coverage. 4. First Baptist Church Forsyth shall pay the cost of individual insurance in excess of $150.00 ($200.00 beginning October, 2008) as outlined in Items 1 and 2 above. 5. Should a First Baptist Church Forsyth minister be covered as a dependent on his or her spouse s health insurance policy the following shall apply: a. The cost of the family coverage shall be divided by the number of covered persons minus one. b. This cost shall be considered the minister s health insurance cost and Items 3 and 4 shall apply. 6. Administrative Committee shall review this policy each year at the time of budget preparation for the Church.

3/10/2013 Worship Committee Properties Policy 1 PROPERTIES CHURCH OWNED PROPERTY & USAGE The purpose of this policy is to define the use of church-owned property in such a way that will protect the physical property of the church, allow for usage by church members or non-members on an equitable basis and provide an instrument of God s love in a Christian setting. Church buildings and property may be used for any of the following purposes: -Scheduled worship services of First Baptist Church, Forsyth. -Sunday School of First Baptist Church, Forsyth. -Official meetings of First Baptist organizations, associations, committees, choirs and other meetings authorized by First Baptist Church Administrative Committee. -Funerals. -Music recitals. -Wedding rehearsals, weddings, and wedding receptions. -Baccalaureate services. -Baptisms. Church building use for any of the above is contingent upon scheduling as indicated in church policy. The ministers will ensure scheduled events do not conflict with church services/functions. The Worship Committee, in consultation with the Pastor, must approve all services such as worship services, rallies, special occasions, as well as the speakers, the music, and the use of audio-visual equipment. Details of any service must be submitted to the church at least four (4) weeks prior to a scheduled service to allow the Pastor time to review the material. Upon receipt, the Church Office Coordinator will notify the user/ renter of its acceptance or non-acceptance.

3/10/2013 Worship Committee Properties Policy 2 TERMS AND CONDITIONS FOR THE USE OF CHURCH-OWNED PROPERTY - Adhesives, glues, nails, tack and tapes are strictly prohibited. All decorations, forms, flowers, reserved seating, and the like must be placed (using appropriate methods) in a manner not to adhere to any surface. - Only non-drip candles may be used. A clear, plastic sheet will be placed on the floors in the sanctuary under any candelabra. - Church buildings, equipment and supplies must be clean, free of debris and decorations, and properly stored within 24 hours of use or by the next regularly scheduled church service/function, whichever comes first. Deposits will be refunded upon satisfactory cleanliness and order. Deposits will not be refunded if this policy is not followed in its entirety. - Church-owned property is not to be removed from the church premises under any circumstances. - The church expects complete compliance with the above terms. Non-compliance with an of all of these terms may restrict further use of church properties. - Appropriate adult supervision is required for all use. - A church-approved event coordinator(s) must be present at any time church facilities are used. Sanctuary - Choir chairs will not be moved in any way. Choir loft partitions should not be altered or removed either in whole or in sections without the consent of the Ministers; if these partitions are moved, a staff member must be involved. - Communion chairs, communion table, platform chairs and platform music stand may be moved to an area designated by the wedding coordinator, ministers, or professional staff. - Decorations will not be placed on the piano and/or organ. - Musical instruments (piano and organ) will not be moved from the platform on which they are located. Fellowship Hall/Kitchen - Appliances will be operated under appropriate adult supervision. - Chairs and tables may be removed and/or re-arranged; however, they are not to be removed from the church premises except for church functions, and must be returned to the fellowship hall and placed back where they were found prior to the next regularly scheduled church service/function. - Cups, plates and kitchen utensils may be used; however, they must be cleaned and properly stored after use. These items are not to be removed from the church premises. Care shall be taken to ensure FBC property is identified, cleaned and returned to its proper storage space. - The piano may be moved within the confines of the fellowship hall.

3/10/2013 Worship Committee Properties Policy 3 WEDDINGS, WEDDING REHEARSALS, and WEDDING RECEPTIONS Church members and their immediate families and non-members may rent church-owned property for weddings, wedding rehearsals and wedding receptions. The church will provide a Wedding Representative to be paid according to the schedule provided. The Wedding Representative is charged with the overall supervision of the wedding and its related activities and will meet with the couple at least once prior to the service to review all details. The Coordinator will be present during the rehearsal, wedding and reception to ensure the services/functions are consistent with the Christian ideals of First Baptist Church, Forsyth. The Pastor must approve all elements of any service including, but not limited to, the text of the worship service, music, presiding official and use of audio-visual media. The Pastor and Minister of Music must approve all related music including the lyrics/music, musical instrument, and sound equipment. Details of the service and accompanying music must be submitted to the church four (4) weeks before the scheduled service to allow the Pastor and Minister of Music ample time to review the material. Upon review, the Church will contact the renter of its acceptance or non-acceptance. All couples, members or non-members who wish to be married at First Baptist Church must participate in at least one (1) premarital consultation session with a First Baptist Church minister prior to scheduling a wedding date. The length and scheduling of a session will be at the discretion of the minister.

3/10/2013 Properties Policy 5 MEDIA LIBRARY Any member of the First Baptist Church or one of its organizations may use the media library or borrow materials that are classified for circulation. Children 10 years of age or younger should have a parent s permission to check out materials. Others in the community, at the discretion of the librarian, may also borrow selected materials. Use of the audiovisual equipment, other than in the library, should be arranged through the librarian or other library personnel. The computer is intended primarily for use of the library staff in cataloguing, inventorying, performing research, and preparing needed display materials. If needed, it may be used by the church staff or church committee chairpersons. Use by other individuals will be considered by library personnel. No food or drink will be allowed in the library at any time.

3/10/2013 Music Committee Properties Policy 6 MUSICAL RECITALS Church members may use the sanctuary for musical recitals. The pastor and minister of music must approve details of any such use. Musical instruments will only be moved under the direct supervision of the minister of music. Piano and Organ shall not be removed from the platform on which they are located.

3/10/2013 Administrative Committee Properties Policy 6 Stewardship Committee MOTORIZED VEHICLES Church owned motorized vehicles shall be limited to use for official church purposes only; they are not available for rent for any other purpose. Vehicles and equipment will be operated only by pre-approved individuals who are properly licensed and are listed with the church insurance carrier. A logbook shall be kept in each vehicle noting the driver, mileage and purpose for each use. The Stewardship Committee shall inspect the vehicles and log book quarterly. Reservations for use should be made in the church office at least one week in advance. Usage is permitted at the discretion of the Administrative Committee.
