YR EGLWYS YNG NGHYMRU THE CHURCH IN WALES ESGOBAETH LLANDAFF DIOCESE OF LLANDAFF Application Pack Parish Resources Adviser The Diocese of Llandaff Nearly half the population of Wales live in the Diocese of Llandaff - over a million people in the most densely populated and industrial area of the Welsh Dioceses. Cardiff, Port Talbot, Merthyr Tydfil, the Rhondda Valleys - these are places once famous the world over for coal, iron and steel. The heavy industry has now in the most part been replaced by new technology, and along the M4 corridor new factories have sprung up to provide components for microchip-based goods. The Diocese of Llandaff has some of the most beautiful countryside, towns and seascapes in Wales, from the Heritage Coast of the Vale of Glamorgan in the south to the deep scarred Valleys of the Blaenau in the north. The Diocese of Llandaff covers most of the unitary authorities of Cardiff, Caerphilly, Vale of Glamorgan, Merthyr Tydfil, Rhondda Cynon Taff, Bridgend, and Neath Port Talbot. It has an area of 518,863 acres, and an estimated adult population of 1.02m. The Diocese is divided into three archdeaconries, Llandaff, Margam and Morgannwg, and eleven deaneries. Of the 249 churches, 242 are used weekly, 4 fortnightly, and 3 monthly. There are 122 stipendiary clergy (dean, archdeacons, incumbents, curates and chaplains), and 16 non-stipendiary clergy, as well as Readers and many other clergy with permission to officiate exercising a retirement ministry. There are 23 Church in Wales Primary Schools, and 3 Church in Wales Secondary Schools. Background Context The Diocese gives prominence to giving as an integral part of Christian discipleship. Working through the framework of Seven Sacred Spaces (http://llandaff.churchinwales.org.uk/mission/7ss/) the post holder will promote the principles and encourage the practice of Christian stewardship at all levels in the Diocese by teaching, action and personal example. In addition the post holder will help parishes to identify sources of capital funding and support and advise them in connection with mission and capital projects. The Diocese has one of the highest collection rates of Parish Share in England and Wales. This is a result of a significant input of time and energy by the post holder and others, and is a vital component of the well-being and flourishing of the Diocese. Main Working Contacts: Parish Clergy and officers. The Archbishop as Bishop of the Diocese and Senior Staff team. Diocesan Secretary, Diocesan Accountant, Ministry Area Development Officer and Lay Training Officer. Chair of Diocesan Stewardship. Note that the Diocese uses the services of an external consultant in matters of grants and funding. The post holder is the main point of contact between this individual and the rest of the diocese. Roles and Responsibilities of the Parish Resources Adviser Main Tasks and Responsibilities 1. Working in partnership with the Diocesan Board of Finance, clerical and lay leaders in the parishes and Area Deaneries and with other Diocesan Officers to promote the stewardship agenda of the diocese. 2. Encouraging and nurturing Christian giving in the context of discipleship: Promoting, encouraging and growing legacy giving. In conjunction with the Diocesan Accountant, communicating the Diocese s financial priorities to parishes through a variety of means including printed resources (eg Funding God s Mission), conferences/events such as the Parish Share Conversations and the annual Treasurers Big Breakfast. Developing web-based resources and social media communication for stewardship. 3. Assisting parishes in resourcing their local mission priorities: Advising on the use of parochial resources both financial and buildings. Assisting parishes with capital fund-raising projects where appropriate. Researching the availability of grants for parishes, for buildings and local mission projects; identifying and working with appropriate grant officers, in Local Authorities, Welsh Government, trusts etc. Advising parishes on the availability of grants, and assisting in grant applications, together with advice on maintaining a clear audit trail. Assisting parishes to develop local relationships which enhance community involvement in projects.
4. Promoting the Diocesan Mission Fund Acting as Secretary to the Diocesan Mission Fund: receiving and processing applications to the Fund, arranging meetings of the Fund Committee, preparing agendas, minutes etc and overseeing the payment of grants and the financial activities and budget of the Fund. Creatively promoting the work of the Diocesan Mission Fund to parishes and clergy and encouraging and fostering applications arising out of Parish Mission Action Planning. 5. Advising the Bishop, Archdeacons and other Senior Staff Advising and reporting on all aspects of the financial status of parishes/benefices to assist Senior Staff in the process of Parish Review. Participating actively in the development and implementation of diocesan strategy in stewardship and other matters. Advising on matters of finance and resources in relation to new and emerging Ministry Areas.
6. Creating and maintaining effective relationships outside the Diocese Representing the Diocese at regional and national conferences on Christian stewardship and related subjects, including the Provincial Stewardship Group Working collaboratively with: Other stewardship officers in the Church in Wales The joint Church of England/Church in Wales Stewardship Network CTBI stewardship group, Officers and staff of the Representative Body 7. Parish finances Together with the Diocesan Accountant, supporting Parish Treasurers in budgeting, accounting and preparing the Parish Report and advising on Gift Aid, GASDS, changes in legislation and other relevant matters. Jointly with the Diocesan Accountant, sourcing, designing, facilitating and/or delivering training events for Treasurers and others on all aspects of stewardship and parish finance.
Person specification Essential First class communication and presentation skills both written and oral. Creative in his/her work and able to exercise his/her own initiative. Skilled in motivating people. Experience of working within a voluntary organisation. Practical experience of raising funds from external sources. Ability to understand the theology which underpins Christian principles of giving. A committed and enthusiastic team player. Desirable An understanding of the current economic and social funding environment for.charities. Practical experience of parish life. Ability to facilitate and advise on the production of business plans and funding.bids. IT literate, including experience of using PowerPoint, Excel and creative media.software such as Publisher. Ability to contribute to strategic planning at a high level within a complex.organisation. Experience of public speaking in a liturgical context. Proven experience of developing relationships to enhance community.involvement in projects. Communicant member of the Church in Wales or a Church in communion with.it. Ability to speak Welsh or a willingness to learn.
Terms & conditions Salary: 35,266 per annum. The post holder will be eligible to join the contributory pension scheme. Legitimate expenses will be reimbursed. Status of post: Permanent (subject to a six-month probationary period) Hours of work: Full time (37.5 hours/week). The post holder will be expected to work flexible and unsocial hours, including some evening and weekend work, and to attend a small number of residential events. Leave allowance: 20 days per annum plus Bank Holidays, rising by one day per annum to 25 days. Overtime is not payable, but an equivalent amount of time off in lieu may be taken. Location: The Llandaff Diocesan Office, which is currently at Coychurch, Bridgend. The post holder will be expected to travel across the Diocese and the wider Province. The post holder must hold a clean driving licence and have use of a car.
