Pickering Clerk It is with great sadness that we have to announce the death on March 4 th, of Councillor Captain Frank E. Holmes. He was our first Chairman of the Parish Council, a position he held for eleven years. Councillor Holmes will be greatly missed for his guidance, wisdom, dedication and friendship. Kaye. 1946 Chairman s Opening Remarks - The Chairman thanked Cllrs. Mrs. E. Robinson and Mr. T. Green for the time they had spent on the Parish Council response to the Draft Transport Strategy. Cllr. Mr. T. Green was also thanked for attending a Pensions meeting with the Clerk. It was reported that the village shop (formerly the Post office) is to close very soon. It was agreed to contact Kirk Ella News [Packman Lane] and Willerby News [Main Street] to enquire if they would be willing to sell Heritage Trail books on our behalf. 1947 Law & Order Local Police Report - The crime figures for the month of February had been circulated prior to the meeting. There had been a total of four reported incidents. There is currently a problem in the area with lead theft, residents are urged to be extra vigilant. Cllr. Mr. T. Green gave details of a couple of cold calling incidents in the area. 1948 Minutes of Previous Meeting - The Clerk was asked to make one change to the minutes; Minute 1939 [page 4 Dog Fouling] last sentence to read; The Parish Council will loan out dog stencils for residents to use on footways when the weather is suitable. The minutes of the meeting held on Monday 10 th February 2014 were then accepted as a true and faithful record of what took place, and were duly signed by the Chairman. 1949 Matters Arising from Minutes Minute 1933 - A letter had been sent to Mr. Matthew Grove about the proposed closure of the Kirk Ella Police Station. The Rt. Hon David Davis MP had advised that he had written to Mr. Grove in support of our letter. The Chairman read out emails from three residents about the proposed closure. Cllr. Mr. M. Whitehead advised that the three Ward Councillors will be actively campaigning against this move and also the possible move of the Willerby Doctors Surgery from Main Street Willerby to the new proposed development on Lowfield Road, Anlaby. Minute 1935 (1922) - It was reported that the four new salt bins are in place on; The Glen, Packman Lane/Birkdale Close, Church Lane/Elms Drive and Elms Drive/West Ella Road. Minute 1937 - The annual report is currently in the process of being printed, and is expected to be complete by Friday 14 th March. The Clerk was asked to make the usual arrangements for delivery. Cllr. Mr. M. Whitehead advised that the Ward Councillors will be distributing a newsletter shortly and asked the Parish Council to consider including the annual report with their delivery. Minute 1939 - The Clerk advised that a meeting will be arranged with Rev. Jonathan Juckes when Cllr. Mrs. D. Kaye is well enough to attend. Minute 1939 - The Clerk was asked to provide Cllrs. Mr. T. Green and Mr. S. Raymond with some dog fouling stickers. Minute 1939 - The Chairman advised that she had spoken to a member of The Royal British Legion about applying for grants to refurbish the War Memorial in West Ella, the member had agreed to speak to their County representative and report back. 1950 Finance Parish Council Cheques The following cheques were presented for approval/payment in March:- 101156 Staff Wages (minus Pension Contribution and PAYE) 518.68 101157 Mrs. A. Pickering (Printer Cartridges) 41.47 The following deposits had been made into the bank account:- 17.50 Sale of Heritage Trail Books 0.75 Bank Interest Report by Chairman of the Finance Working Group - Cllr. Mr. T. Green presented the finance report to the end of the financial year. An explanation of variances was given. Cllr. Green was thanked for his hard work with the accounts. The Clerk advised that the VAT re-claim for the period April 2013-March 2014 will be submitted in the next few days. Cllr. Mr. M. Whitehead asked if any of the money raised at the coffee mornings could be used to purchase additional blue heritage plaques. It was advised that the money raised so far had been ear-marked for a new seat. 1951 Correspondence Parish Street Name Bank - It advised that the form circulating in the parish post asking for suggestions for street names had not been returned to the Chairman. After discussion, it was agreed to continue the historical theme of monarch s family names and local celebrities or local historical figures mentioned in the Kirk Ella & West Ella Heritage Trail book. Cllr. Mrs. E. Robinson suggested a street named after the late Captain Frank Holmes. Page 2
It was agreed that the Chairman complete the form on behalf of the Parish Council and pass to the Clerk to send to E.R.Y.C. Cllr. Mr. M. Whitehead was asked to forward his suggestions to the Chairman for possible inclusion. Code of Conduct - An email received from Mathew Buckley, Head of Legal and Democratic Services, E.R.Y.C. had been circulated in the parish post, advising that a number of issues had arisen recently relating to the Code of Conduct. It was reported that discussion forums for Town and Parish Councils throughout the East Riding will take place later in the year. It was therefore agreed to take no further action at present. Thank you Letters - It was agreed to continue sending thank you letters to local residents for their hard work keeping the area nice by planting spring flowers and bulbs. It was reported that the daffodils are starting to show around the villages and the crocuses on the corner of Elveley Drive and The Meadows, West Ella are looking beautiful. General Correspondence - The following general correspondence had been circulated to Parish Councillors since the February Parish Council Meeting. Re: Roundabout near Woody s Bar And Grill (Formerly The Ketch), Kirk Ella (Cllr. Mrs. E. Robinson expressed her concern about using the roundabout when exiting Albion Lane and heading towards Willerby, after discussion it was agreed that no further action be taken as the problem is due to the volume of traffic using the roundabout). The Parish Council is pleased to see the Traffic Police in the parish carrying out these checks as a result of numerous complaints from local residents). Robinson reported that she had visited Great Gutter Lane West on 8 th March 2014, to look at the drainage works. A resident had advised her that the workmen had found a gas pipe and that the holes are to be filled in and new plans produced). The Chairman advised that a blind resident had contacted her about the possibility of E.R.Y.C. installing some kind of crossing on Beverley Road, Anlaby near the Haltemprice roundabout to enable him to cross the road safety to use the new facilities at the Haltemprice Leisure Centre. The Clerk was asked to pass the request on to the E.R.Y.C. The Chairman read out an email from a resident about the use of the Neighbourhood Watch Grapevine for announcing the death of Captain Frank E. Holmes. The Parish Council Chairman and Clerk had made the decision to make the announcement in the Parish Council annual report and did not feel it was appropriate to announce it in any other way. All members were fully supportive of this decision. 1952 Technical - No issues. 1953 Environmental/Events Position/Funding for New Seat - After an objection had been received from a resident about the proposed site on Beverley Road, Kirk Ella, an alternative site for the new seat had been found. Councillors were asked to consider the grassed area outside The Rowans along South Ella Way. It was agreed that the Clerk arrange a site meeting with Cllrs. Mrs. M. Raymond and Mrs. E. Robinson and Mr. John Hannah from the Highways department at the E.R.Y.C. The Clerk was asked to obtain a price for supplying a seat and a price for installing the concrete base. Cllr. Mr. M. Whitehead asked members to consider the possibility of installing the seat on the corner of St. Julians Wells, Beverley Road, Kirk Ella. St. George s Day Coffee Morning - The Clerk advised that posters and tickets will be available within the next couple of days. Clerk to advertise event on the Parish Council website and notice boards. Hedge Cutting by E.R.Y.C./Removal of Ivy from Bus Shelter - Cllr. Mrs. E. Robinson advised that the footway is being obstructed by the overgrown hedge on West Ella Road, West Ella near the bridge over the A164. Cllr. Mr. T. Green agreed to cut back the hedge and also remove the ivy from the bus shelter nearest the village sign. Special Expenses - Cllr. Mrs. E. Robinson reported that she is still not happy with the quality of work from E.R.Y.C. on Pine Meadows and King George V playing fields and feels that the parish is not receiving good value for money. The Clerk was asked to contact the Operations Manager at E.R.Y.C. and ask when the passageway between Pine Meadows and Allanhall Way will be swept. Reviewing Your Community Emergency Plan - It was agreed that Cllrs. Mrs. E. Robinson and Mr. M. Whitehead work together to produce an outline emergency plan on behalf of the Parish Council. The Clerk was asked to obtain a template from E.R.Y.C. for Cllrs. Robinson and Whitehead to complete. 1954 Planning Recommendations by the Parish Council to East Riding of Yorkshire Council on Planning Applications since the February Parish Council Meeting Display of 3 non-illuminated fascia signs and 4 non-illuminated hoarding signs (Retrospective Application) Woodys Bar And Grill, Great Gutter Lane West Approve [but we do not want too much additional signage at this busy road junction and roundabout]. (The Chairman advised that the details of the application do not appear to be correct, having visited the site after dark [on inspection] the signs all appear to be illuminated. The Clerk was asked to contact the Planning department at E.R.Y.C. and ask them to clarify the details of the application and if necessary visit the site). Tree Works Fell four Sycamore trees (T1-T2, T4-T5) and one Ash (T3) for safety reasons 2 Bladons Walk, Kirk Ella We made the following observations: (DK) Trees with TPO s that are felled should be for an extremely good reason. They should always be replaced by similar type and reasonable size. These trees could be pruned if necessary. Applications for some of the trees in this area have been received before. Removal of hedge rows forests all add to the flooding problem. Trees drink water too! (ER) These are forest trees Ash and Sycamore in a small residential garden now too large for the site. Perhaps more consideration should be given before building near to these species of trees. Erection of conservatory to rear 21 Kerry Drive, Kirk Ella Approve. Notices of recent Planning Decisions made by the East Riding of Yorkshire Council Erection of first floor extension to side and single storey extension to rear (Resubmission of Ref: 13/01565/PLF) 68 Fairfield Avenue, Kirk Ella APPROVED Erection of two storey extension to side and single storey extension to rear 39 Fairfield Avenue, Kirk Ella APPROVED Tree Works [Very light crown lift Beech tree (T1) of first three or so branches at approximately 3m, inspect a couple of broken stubs and unions] 31 Church Lane, Kirk Ella APPROVED It was reported that a notice had been served on the applicant, to take down the dwelling at 3 West Green, West Ella. The applicant had appealed to the Planning Inspectorate. Update on Application for Erection of a Wind Turbine (13/02629/STPLF) - Cllr. Mr. M. Whitehead advised that 25-30 residents had been present at County Hall on 13 th February when the application went before the E.R.Y.C. Planning Committee. The application had been turned down unanimously by the Committee. Special thanks were given to the residents for their excellent team effort. 1955 Highways Draft Anlaby, Willerby and Kirk Ella Transport Strategy - Cllr. Mr. T. Green advised that the Parish Council s response to the Draft Transport Strategy including comments from residents, had been sent to the E.R.Y.C. The Chairman read out an email from a resident of Valley Drive about the suggestion to reduce the speed limit in parts of the area to 20mph. The Chairman s response to the email was also read out. Cllr. Mr. M. Whitehead briefed members on an article which had appeared in the Hull Daily Mail advising that City Councillors are looking to revive the debate over whether Hull should be expanded to include areas such as Willerby, Anlaby, Kirk Ella, Hessle, Cottingham and Hedon.
