CALL TO ORDER The Meeting of the Bradford Township Board of Supervisors was called to order at 7:00 PM in the Township Office by Chairman William M. Graham PRESENT SUPERVISORS: William M. Graham, Ronald L. Krise and Ronald L. Maines SECRETARY: OTHERS: Karen S. Fulmer Tim Walker, Harold Welker, Art Kephart, Jim English, Heather English, Marvin Shirey, Mike Maines, and Tyler Kolesar from The Progress PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES TREASURER S REPORT DISBURSEMENTS The Pledge of Allegiance was said by everyone. Moved by Ron Krise and seconded by Ron Maines to approve the Minutes of the September 4, 2018 Regular Meeting. Moved by Ron Krise and seconded by Ron Maines to approve the Treasurer s Report as presented. Moved by Ron Maines and seconded by Ron Krise to pay disbursements in the amount of $29,727.70+ since not all invoices are in. OLD BUSINESS SHAW PUBLIC LIBRARY DALE ROAD GUIDERAIL PARK AND RECREATION ORDINANCE 2018-02 Jim Davis and Jayme Stonebraker made their presentation in the citizen input session of the meeting in regards to the library. DEP has agreed to install guiderail on Dale Road were the ponds are. The Park and Recreation Board unanimously passed a motion at their monthly meeting on Monday August 13, 2018 to request of the Board of Supervisors to dissolve the Park and Recreation Board as the supervisors are making the majority of the decisions on the park and there is not enough interest from residents to be on the park board. Moved by Ron Krise and seconded by Ron Maines concerning advertising Ordinance 2018-02 for Bradford Township to repeal Ordinance 97-1 which created the Park and Recreation Board. This Ordinance will be considered for adoption at the Tuesday, Board of Supervisors meeting. 1
ORDINANCE 2018-03 ORDINANCE 2018-04 AUDITOR SOLID WASTE VOTER PETITION Moved by Ron Maines and seconded by Ron Krise concerning advertising Ordinance 2018-03 for Bradford Township to amend Ordinance 2013-01 for the street light assessment. This Ordinance will be considered for adoption at the Tuesday, Board of Supervisors meeting. Moved by Ron Krise and seconded by Ron Maines concerning advertising Ordinance 2018-04 for Bradford Township to amend Ordinance 2013-02 for the fire hydrant assessment. This Ordinance will be considered for adoption at the Tuesday, Board of Supervisors meeting. Moved by Ron Maines and seconded by Ron Krise concerning appointing Bobbi Shirey for Bradford Township auditor to fill the vacant position left from Joyce Undercofler resigning. Supervisor Bill Graham abstained from voting. Illegal dumping complaints for July were received by Clearfield County Solid Waste Enforcement Officer Agatha Lauder-English. Voter petition was filed with the Prothonotary s Office on August 14, 2018. STANDING COMMITTEES HIGHWAY SAFETY COMMISSION Supervisor Ron Krise said they have been busy tar and chipping dirt roads. Ron said since the roads were not rolled the chipping probably would not stay. Bill Graham said they would stay. Ron Krise said they used more stone by doing the tar and chipping themselves instead of having it contracted out. Ron Krise said Bigler Boyz rolled McDowell Road with their truck since the road crew did not roll to compact it. Cindy Reed needs work completed. Bill said they were down to check it. Guiderails need cleaned out from under them. Weather has had an effect on work being done. Ron Krise said he has asked for the supervisors to make a plan but that has not happened. Bill said bad things are being said about him and it is coming from one particular area. Marvin Shirey asked who it was coming from and Bill did not know. Mike Maines said tar and chipping was done in one day and with only three people working and one mowing is why work is not getting done. He said he worked for the township before. EMERGENCY MANAGEMENT COORDINATOR Dick Heberling, Emergency Management Coordinator, did not submit a report for the month of September. 2
CITIZENS INPUT MARVIN SHIREY JIM ENGLISH MARVIN SHIREY ART KEPHART Marvin said the ditch was not going to work in his area. He said the berm needs work done to it. Supervisor Bill Graham asked Jim if he had heard anything from RJ Corman. Jim said he had talked to someone and they said all the equipment was taken from the area due to the hurricane and it being needed elsewhere. The person did say they were going to try and get it completed. Marvin said things have gone downhill in the township since Seth Cowder left. He said you can t get up over Hoopup Road in the winter. Art asked how the map the residents asked for approval on was wrong when the map the commissioners agreed upon at one of the commissioner meeting was correct? Marvin Shirey said he didn t know why so much time was being wasted on the voter issue when things were probably not going to change. Art also asked why the roads were swept in the spring and tar and chipped in the fall? It is like they are sweeping the chipping off the roads. Supervisor Ron Maines said it was the winter debris they were trying to get off the roads. NEW BUSINESS DALE ROAD GUIDERAIL GREEN LIGHT GO GRANT UNEMPLOYMENT RATE FIRE RELIEF ASSOCIATION PENSION STATE AID DEP has installed guiderail on Dale Road were the ponds are. Bradford Township received a letter that our grant application for the Green Light Go Grant was approved and we will receive $48,000.00 in grant funds for the SR 970, Doe Hill and Owens Roads project. Bradford Township s contribution rate for Unemployment Compensation for 2019 will be.80%. The taxable wage base will stay the same at $10,000. Bradford Township received $13,552.28 on September 17th for the 2018 Commonwealth allocation supporting the Volunteer Fire Relief Association. This money will be given to BJW Volunteer Fire Company Relief Association. Bradford Township received $19,800.83 on September 20th for the 2018 Commonwealth allocation of General Municipal Pension System State Aid. The Township s MMO for 2018 is $19,315.00. STATE LIQUID FUEL Bradford Township s estimated Liquid Fuels allocation for 2019 is $194,946.51. This is an estimated increase of $2,603.24. 3

A letter was received from the Department of Environmental Protection in regards to Rosebud Mining Company renewal application. Swisher Contracting was granted bonding of Hoopup Road. concerning approval of the Harold and Lisa Green lot consolidation. 4
