We need more people who are interested in reaching out to the many who are bound by life-controlling problems. Our initial recommendation to your present burden is to get your local church involved in the Turning Point ministry (contact 1-800-879-4770; http://livingfree.org/.) This has been developed by a Teen Challenge affiliate to enable churches to effectively minister to people with lifecontrolling problems. If this program proves effective in the months ahead and you are interested in expanding the Turning Point ministry to include a Teen Challenge Crisis and Referral Program, please contact the Teen Challenge International, USA office. You will receive information on the procedures for starting a Teen Challenge Center in your area. The expense involved in starting a Turning Point ministry is minimal when compared to starting a Teen Challenge residential Program. Turning Point is designed to minister through the local church, which means there would be no need to incorporate, establish tax identification or go through state, county or local government zoning and licensing procedures. We also strongly encourage you to visit and develop a working relationship with the Teen Challenge centers closest to your area as well as the Regional Representative (contact information provided on pg. 3). This would enable you to more readily refer individuals who are more in need of residential care to the nearest Teen Challenge center. After a time, and if your previous activities have been fruitful, consideration will be given to the opening of a residential program. Starting a Teen Challenge residential program involves special zoning permits. Requests for these often meet stiff community resistance, (The typical community response may be "You are welcome to start a program, just as long as it is not in our backyard"). The average cost of starting and operating a Teen Challenge Crisis and Referral Office is about $100,000.00+ per year. That does not include the cost of operating a residential program that may vary in many areas of the nation. It generally averages about $900.00 to $1,100.00 per month per client served and if the center is an adolescent program the cost will be higher. Teen Challenge has developed a series of Bible studies that we believe can provide a solid Biblical foundation for new Christians. These are available for use in your local church and can be used in a variety of ministry settings. You may use these even if you do not start a Teen Challenge Center.
