VETERANS MEMORIAL ISLAND SANCTUARY ADVISORY COMMITfEE MINUTES Wednesday, March 4, 2015-10:00 a.m. Council Chambers, City Hall, Vero Beach, Florida PRESENT: Chairman, Anthony Young; Vice Chairman, Alma Lee Loy; Members: John Matthews, Joel Herman, Barbara Fallon, and Alternate Member, Ken Daige Also Present: Public Works Manager, Don Dexter; and Senior Administrative Assistant, Rita Hawkins Excused Absence: Curtis Paulisin 1. CAIL TO ORDER Today's meeting was called to order at 10:00 a.m. 2. PLEDGE OF ALLEGIANCE The Committee members and the audience joined together in the Pledge of Allegiance to the flag. 3. APPROVAL OF MINUTES A) February 4, 2015 Mr. Herman made a motion to approve the minutes of the February 4, 2015 Veterans Memorial Island Sanctuary Advisory Committee meeting. Ms. Fallon seconded the motion and it passed unanimously. 4. AUDIENCE PARTICIPATION None 5. NEW BUSINESS A) Request for Use of the Island - Sean Maguire USMC Mr. Young announced that there was a request submitted last week to use Veterans Memorial Island Sanctuary for a memorial service for Mr. Joseph Thomas Maguire. It was approved by all the required departments and the service was held on February 28, 2015 at 1:00 p.m. B) Update of Veterans Memorial Island Sanctuary Rules and Procedures Mr. Young said at last month's meeting, Mrs. Peggy Lyon, Assistant City Attorney, afforded the Veterans Memorial Island Sanctuary Advisory Committee the opportunity to review the written procedures that are in place for the Veterans Memorial Island Sanctuary. She (Mrs. Lyon) felt that it could possibly be articulated in a more coherent fashion. He asked the Committee members if they would like her to look at the documents to see if there is a more efficient manner to identify the steps and rules for Veteran Memorial Island Sanctuary. 5
Mr. Matthews said he thought they decided at their last meeting that they liked it the way it was written. Mr. Young sated that Mrs. Lyon thought it could be organized in a fashion which would be easier to digest. Ms. Loy suggested that if Mrs. Lyon had the time then they should take advantage of her expertise. Mr. Young asked if any of the Committee members would be willing to touch base and with her (Mrs. Lyon) and bring back her suggestions. Ms. Fallon offered to contact Mrs. Lyon. C) Memorial Day 2015 Mr. Young stated that plans are underway for the Memorial Day event. The Veterans Council has identified retired Colonel Sam Kouns to be the lead person for the ceremony. As the event gets closer Mr. Kouns will come and speak with the Veterans Memorial Island Sanctuary Advisory Committee. 6. OLD BUSINESS A) Update for Pearl Harbor Monument Restoration Mr. Don Dexter, Public Works Manager, stated that the Committee members received a proof of what the Pearl Harbor plaque will look like (on file in the City Clerk's office). It has been ordered and it will take four (4) to six (6) weeks to have it manufactured. It should be back and installed well before Memorial Day. Mr. Young clarified that there was one (1) individual, Mr. Wilbur E. Hills, who was identified by the Veterans Council as being a survivor of Pearl Harbor and his name was added. He also noticed that the medallion on the front of the monument had also been removed. Mr. Dexter reported that the medallion was also sent out to be refurbished and it will be reinstalled on the new monument base. The three (3) original name plaques will be removed and properly disposed of B) Update on Lest We Forget Monument Restoration Mr. Dexter explained that he is still waiting on a quote from another vendor for manufacturing the cross for the Lest We Forget Monument. He received a revised quote for a simpler design from the original vendor. The original cross was a 6-sided design and the price quote was in the $6,000 to $7,000 range. The revised quote for a 4-sided cross design came in at $4,500 to $4,800. Mr. Young asked if the vendors are local. Mr. Dexter said that one vendor is local and other one services the tri-county area. 15
Mr. Young stated that the original construction of the memorial had a beveled edge cross on top. He said that the Veterans Memorial Island Sanctuary Advisory Committee members agreed to have it restored to its original configuration. He does not feel that spending $7,000 is exorbitant, especially to get the original granite design with all the details. He felt that if they reached out to the public and shared with them that $7,000 is needed to restore the monument to its original design it would not be looked at unfavorably. Mr. Daige agreed that when they do the restoration work they should bring it back to the original design, or to the best of their ability. He feels that if the community was aware of this need they would step up. Mr. Young stated that there is enough money in the Veterans Memorial Island account to cover the cost for the cross. Ms. Fallon said she believes that if they give the community the opportunity to step up and help, then their Committee could certainly cover the remaining costs from the Veterans Memorial Island account. Ms. Loy said she does not feel that there will be a problem getting monetary support and she also agreed to move forward with the original design. Mr. Dexter said he will move forward with getting estimates for the original design. Mr. Daige asked if it would be ready by Memorial Day, or if this was going to be a long process. Mr. Dexter said their goal is to have it for Memorial Day, but he will check with the vendors. Ms. Loy said based on the estimate that Mr. Dexter already received and the Committee members have all agreed this is what they want to do, she feels that Mr. Dexter has the authority to proceed. Mr. Dexter said that when he gets the best price quote he will move forward with the order and then the Committee can make a formal request to the City Council. Mr. Young reported that he will research what the status is on the repair or replacement of the damaged historical marker that is on the Island. 7. CHAIRMAN'S MATIERS A) Veterans Memorial Island Sanctuary Veterans Highlight: Albert 0. Helseth, Jr., Ebert T. Blanton, Lawrence C. Jones, and William Williams Mr. Young handed out a list of the four Veterans that were recognized on the Bob Soos show (on file in the City Clerk's office). Mr. Daige, Mr. Matthews, Mr. Herman, and Mr. Young each read one of the biographies on the Veterans. B) Celebration of Life -Penny Zickert
Mr. Young announced that there will be a Celebration of Life service for Mrs. Penny Zickert who passed away in Pensacola, Florida. The service will be held on Thursday, March 19, 2015 at the Elks Club from 6:30 to 8:30 p.m. It is being hosted by the Veterans Council of Indian River County. 8. MEl\mER'S MATIERS A) Next Meeting Date - April 1, 2015 The next meeting of the Veterans Memorial Island Sanctuary Advisory Committee is scheduled for April 1, 2015. Mr. Young thanked Mr. Anthony Russo of the Italian American War Veterans Post 3 for their contribution to the Veterans Memorial Island Sanctuary. 9.
