There are different customs as to which period of time to mourn: 1] from the 2nd day of Pesach until Lag Ba omer morning - May 14th; 2] From April 25th until May 28th morning ; 3] From April 28th until May 30th morning; 4] The entire period from the 2nd day of Pesach until May 30th morning. Most people conduct themselves with one of the first 3 customs. Regardless of one s custom, the mourning is suspended for the day of Lag Ba omer May 14th. All customs permit the purchasing of ANY new item, and the blessing of Shehechiyanu is permitted.
