A. Call to Order and Welcome The Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) Roundtable was called to order by Mr. Kimball, at 11:43 a.m. on April 27, 2017. Introductions were provided. B. Public Comments Public comments opened at 11:50 a.m. and closed at 11:51a.m. No comments were received. C. Information: Review of RTP Roundtable Guidelines, Process and Schedule Mr. Kimball reminded the members that they were not a decision making body and that ultimately, the TCAG Board makes decisions, however this group would provide insight and guidance. Mr. Kimball explained that there would be formal agendas and minutes as well as a standing item to approve them and attendance would be tracked. Mr. Kimball requested that if a member was unable to make it to a future meeting, that they please send a substitute. Members discussed that participating by phone was an unlikely option, as that location had to be posted and disclosed as a public meeting site. Mr. Kimball stated that he would follow up with counsel regarding this. Mr. Smalley thanked the members for dedicating their time to the RTP/SCS and informed the members that this process takes two and a half years to complete and is updated every four years and required to be on schedule. Mr. Kimball gave an overview of the schedule, covered details, and welcomed public outreach ideas and reminded the group that last time Pixley, Cutler-Orosi, Terra Bella were places where outreach was conducted. Ms. Forte commented that CSET helped with advertising and daycare with these meetings and that they can work with whatever community groups they can contact. Mr. Winning mentioned that it would be helpful to include social media. D. Action: Election of Chairperson and Vice Chair Mr. Kimball reminded the group that only representatives from the eight cities or county were eligible to be chair. Mr. McDonnel was nominated as Chairperson. Upon motion by Member Lane and Seconded by Member Allen, the RTP/SCS Roundtable unanimously elected Member McDonnell as Chair. Mr. McDonnel stated that the vice chair would be determined at the next meeting. E. Information: Background on the 2018 RTP Update and SB 375 1. Ms. Forte gave a brief overview of the 2014 RTP. 2. Mr. Brady reviewed the 2016 Regional Active Transportation Plan (RATP). Minutes of April 27, 2017 Page 2
3. Ms. Forte provided an overview of the Regional Long Range Transit Plan (RLRTP). 4. Mr. Kimball provided an overview of Cross Valley Corridor Plan (CVCP). 5. A. Call to Order and Welcome The Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) Roundtable was called to order by Mr. McDonnell at 11:46 a.m. on May 25, 2017. Introductions were provided. B. Public Comments Public comments opened at 11:49 a.m. and closed at 11:49 a.m. No comments were received. C. Action: Reaffirm Selection of Committee Chair Ms. Allen motioned, and Mr. Macaulay seconded, to reaffirm the selection of Mr. McDonnell. D. Action: Election of Vice Chair Mr. McDonnell motioned, and seconded by Mr. Macaulay, to nominate Mr. Bryant. Ms. Allen was nominated by Mr. P. Hernandez and seconded by Mr. I. Hernandez. After a tied vote, Mr. Macaulay motioned to amend the by-laws to create two Vice Chair positions. The motion carried after it was seconded by Ms. Minnick. Mr. McDonnell and Ms. Allen were elected to serve as Co-Vice Chairs for the committee. E. Information: Demographic Forecast Mr. Winning discussed the latest planning assumptions and historical population estimates described the Draft Demographic Projections handout he distributed. Mr. Winning clarified that the projections did not include economics only population changes caused by death, birth, and migration. Mr. Brady stated he would research if sufficient development has to be demonstrated to meet the current adopted Regional Housing Needs Assessment (RHNA). F. Information: Preliminary Development Scenarios Mr. Brady reviewed the Preliminary Development Scenarios handout and discussed the process by which the modeling team arrived at the information provided. Mr. Brady added that there are alternate planning strategies in the event that the target numbers are not met. Mr. Brady stated he would review external factors such as Lemoore Naval Base in the future. G. Information: EIR Update Mr. Kimball reported there were no new updates and the consultants were preparing drafts. H. Information: Cross Valley Update Mr. Kimball reviewed the Stations under Analysis for the Cross Valley Corridor Plan memo and highlighted the increase in number of stations from five to eight. Mr. Kimball reported the date for adoption was still in October and the public workshops were close to being launched. I. Other RTP Business Mr. Navarro stated Caltrans adopted the Bicycle and Pedestrian Plan and highlighted the passing of SB-1 noting it was the biggest transportation funding bill. Mr. Fielding updated the committee on the High Speed Rail. Mr. P. Hernandez shared notice of a public workshop providing technical assistance for Active Transportation Plan (ATP) on June 7 th at the Tulare County Agriculture Building. Information: Sustainable Communities Strategy Greenhouse Gas Reduction Target and Comparative Scenario Performance Mr. Brady updated the committee on the modeling SCS scenarios that are being worked on. Member Allen noted that it is important to note the increments on multi-family housing. Mr. Winning gave an introduction and reminder on the RTP/SCS modeling process. Mr. Winning explained that the information used to create the scenarios inform each other and create an informational loop. E. Information: Sustainable Communities Strategy Regional Housing Need Mr. Winning reviewed the PowerPoint and noted that the numbers listed are higher than the current actual numbers, but they will average out in 25 years. F. Action: Sustainable Communities Strategy Preliminary Scenario Preferences and Recommendations Mr. Brady opened the discussion for observations and recommendations from the committee to assist with the modeling process. Mr. Brady noted that the member agencies have not yet submitted their feedback. G. Information: Action Element Performance Indicators Mr. Kimball reported there were no new updates and the consultants were preparing drafts. H. Action: Policies Element Policy Recommendations No action taken due to lack of quorum. I. Information: Public Outreach September Outreach Activities. Mr. Kimball reviewed the handout with the workshop schedule. Mr. Kimball stated that the workshops will coincide with existing city council meetings and there will be an effort to encourage a higher attendance to these meetings to get more community input. Mr. P. Hernandez offered to provide a list of additional outreach suggestions. Mr. Kimball agreed to consider the suggestions as part of the larger outreach effort. J. Information: Caltrans Update Mr. Navarro gave an update on current projects throughout Tulare County. No follow-up questions or concerns were noted. K. Other RTP Roundtable Business Nothing reported.
