OFFICER NOMINATION AND ELECTION PROCEDURES Metro North Church Goose Creek, South Carolina The Importance of Electing Qualified Men

The Apostle Paul teaches us that the desire to serve as an officer of the church is a worthy ambition. He heartily endorses it. He then goes on in I Timothy 3 to explain the demanding requirements needed to be an elder or deacon in the church of the Lord Jesus Christ. Those who aspire to office in the church must meet the highest standards, and must be examined and tested (I Timothy 3:15). The reason for this, Paul says, is that the church is the very household of God the church of the Living God, the pillar and support of the truth (I Timothy 3:15). Paul had (and so should we have) an exalted view, and vision for the church as the people of God (I Peter 2:10), the new Israel of God (Galatians 6:16, I Peter 2:9), the temple of God (I Corinthians 3:16), and the pillar and foundation of the great truths of the Gospel (I Timothy 3:15). Therefore, it s imperative that those men who lead the people of God have the high qualifications listed by Paul in I Timothy and Titus. Furthermore, Paul warned of savage wolves that will come in among you and will not spare the flock and from your own number men will arise and distort the truth in order to draw away disciples after them (Acts 20:29, 31). Strong spiritual men are needed to protect the flock of God against such attacks. Finally, Jesus entrusted the church with the keys of the kingdom of heaven (Matthew 16:19), meaning that by the preaching of the Word and the exercise of church discipline, the church leadership has the authority to receive people into the visible kingdom of God, as well as, put people outside the visible kingdom, if necessary. Therefore, spiritually wise, discerning men are needed for this important responsibility. Officer elections are not to be taken lightly.

The Roles of Officers in the Church Both elders and deacons are responsible to lead Christ s church, and as such, both are called to high standards. However, there are distinctions in their respective roles, which must be understood as one prayerfully considers nominating a qualified man to the appropriate office. Elder Generally, the elders are called to serve the spiritual needs of the church. As shepherds and pastors of the flock, they must demonstrate mercy and compassion. In their discipling role, they must exhibit abilities to teach and apply God s Word. In their administrative role, they must show wisdom, discernment and faith. Deacon Generally, the deacons are called to serve the physical needs of the church both as a whole and individually. They must demonstrate gifts of service, mercy, helps, leadership and administration as they care for the needy, handle church finances and take care of the church property. The Biblical Qualifications for Officers in the Church The qualifications for elder and deacon are listed by Paul in I Timothy and Titus. It is important to remember that these characteristics should be visibly evident in the life of a potential nominee. That is, a man should already be demonstrating the traits of an elder or deacon before he is nominated. One should not nominate a man merely on the hope he will develop these characteristics following his election or that he would grow into the office. Generally, and briefly, the qualifications are as follows:

For Elder: Above Reproach. Is the nominee living in such a way that no one can point a finger at him for ungodly habits or actions? This is first and foremost, and the following characteristics simply amplify this quality. Husband of One Wife. Literally, this means a one woman man. Is the nominee, if married, a loving and faithful husband; or, if single, is he above reproach in his relationships with women? The issue here is how many women have his attention, either in thought, word or deed. It does not forbid a divorced man from holding an office at Metro North Church. Our position, we believe, is a soundly biblical one. The main issue here is one of purity in thought, word and deed toward women and faithfulness to one s wife. Temperate. Is the candidate restrained in all areas of his life? Does he over-indulge himself in any area? Self-controlled. Is the nominee a good thinker, sober, reasonable, and wise? Respectable. Is the nominee respected by his peers, and is he a good model of a Christian for others? Hospitable. Literally means, loving strangers. Does he meet people well, and is his home open to minister to non-christians, as well as Christians? Able to Teach. This is not a gift of teaching, per se, but an ability to communicate biblical truth to either small groups, large groups, or individuals.

Not Given to Drunkenness. Does he have any habits he cannot control, particularly, in the area of food and drink? Not Violent. Is he prone to fighting and arguing with family and others? Gentle, Not Quarrelsome. The antithesis of violent, having to do with an evenness of temper, and a reasonable, teachable spirit. Free from the Love of Money. Is the accumulation of material wealth a primary motivation and object of concern for this nominee? Manages His Household Well. Much could be said here but, basically, it deals with the man s ability to lead his wife, to teach his children the truths of God s Word, and to have the respect of both his wife and children. Not a New Convert. The apostle Paul writes that new believers in leadership are especially prone to satanic attacks and to the temptation to be prideful. At Metro North Church, it is recommended that the nominee be a member for at least a year before he is eligible for office. A Good Reputation with Those Outside the Church. Does the nominee have a good reputation at his place of work, in his neighborhood, and at his places of recreation? For Deacon: NOTE: Some qualifications are the same as elder. Listed below are those not listed under the qualifications for elder.

Worthy of Respect. Closely related to the characteristic of being above reproach, and of a good reputation. Is the nominee a man who is respected for his devotion to the Lord? Sincere. Is the nominee honest, or does he tend to say one thing and mean another? Is he given to overexaggeration in order to impress others? Loving What is Good. Does the nominee look for, and expect, the best in other people? Are his values consistent with biblical values? NOTE: Deacons are not required to be able to teach. That is the major difference in qualifications for elder and deacon. Both must demonstrate consistently high standards of character and godliness. The General Qualifications for Officers In addition to the explicit qualifications set by Scripture for those filling the elective offices of the church, the following requirements must be met by all officers at the time of the elections. 1. A male member of Metro North Church. 2. In agreement with the fundamental doctrines of the Presbyterian Church in America as set forth in the Westminster Confession of Faith and the Larger and Shorter Catechisms.

3. Supportive of Metro North Church by tithing, attending the worship service regularly and serving in a ministry. 4. Ordinarily a member of the congregation for at least one year. 5. It is recommended that a man be at least 21 years of age. 6. Willing to accept the responsibilities and to undertake the duties of the office to which elected. 7. Paid staff members are not eligible to be elected as elder or deacon. 8. An officer is not eligible to serve if he has served a full term (4 years) until having rotated off that board for at least one year. The Process for Nominating and Electing Officers Nomination. Elder and deacon nominations will be received during the month of August each year. Those desiring to make a nomination must be a member of Metro North Church and the person being nominated must be a male member of the church. Nominations may be put in an offering box, turned in to the church office or given to one of the elders. Only nominations written on a nomination form will be accepted. A nominee will not be informed of his nomination until he has passed the initial screening of the Session. Nominees who do not pass the initial screening will not be contacted.

Initial Screening. The Session will receive all nominations and will screen nominees to see that they meet the most basic requirements for officers; such as, membership, tithing, and worship attendance. Training. Nominees, if they passed the initial screening, begin a training program during the months of September, October and November. The training consists of equipping the nominees in the areas of leadership, theology, church government and philosophy of ministry. All nominees are required to attend the training Examination. After the training has been completed, all nominees will be examined by the Session. The Session has the authority and responsibility to qualify or disqualify a nominee. The nominees are tested by both written and oral examinations. Election. All nominees satisfactorily completing the Session examinations will be presented to the congregation for at least two weeks prior to the congregational meeting for election which will take place after the Sunday morning worship service on the first Sunday of December. A simple majority vote is required to elect a nominee to an office. Members may vote for as many nominees as there are openings in the current class under consideration and any vacancies in other classes. All nominees receiving majority vote will be placed in office. If there are more nominees receiving a majority vote than available in the current class, the nominees receiving the most votes will be placed in the current class. The remaining nominees receiving a majority vote will be placed in unfilled classes, if available.

Installation. The newly elected officers are ordained, if necessary, and installed according to the procedures in the Book of Church Order, chapter 24. The installation will take place on the second Sunday of January. Term of Service. Elders and deacons will serve for four years, beginning January 1. Once an officer has served his term, he is required to take a year off. However, an officer may be elected to a different board without waiting a year. (Passed by the congregation on 12-4-11) Also, an officer who has not served a full term (because he served for one or two years due to a vacancy in a class) may be elected to the same board without waiting a year. (Passed by the congregation on 8-31-03) Classes. The elders and deacons will be organized into classes. The elders will have four classes with two elders in each class. The deacons will have four classes with four deacons in each class. Elders and deacons serve for a four year period. Classes will be filled only if there are qualified men to fill the positions.
