TOWN OF ALTONA ********************************* Minutes of the Regular Meeting of the Town of Altona Council held on March 9 th, 2010 at 5:30 p.m. Present Council: Mel Klassen, Tim Fast, Ann Kroeker, Terry Wiebe, Earl Dick via telephone, Don Braun via telephone, and Ted Klassen. Administration: Russ Phillips, Larry Driedger, Delores Loewen, Irv Braun, Bill Loewen, Perry Batchelor and Youth Representative Jordan Siemens. Absent Ron Epp Media Table Dean Penner, CFAM; Greg Vandermuellen, Echo 1. Call to order Chair Mayor Mel Klassen called the meeting to order at the appointed time. 2. Review of agenda & previous minutes: 2.111 February 23 rd, 2010 Council Minutes 45-2010 Terry Wiebe-Don Braun THEREFORE BE IT RESOLVED THAT the minutes of the February 23, 2010 meeting of Council be adopted as posted and circulated. 3. Delegations 3.1 5:30 P.M. Michelle Frost, Pembina Valley Humane Society Michelle Frost, representing the Pembina Valley Humane Society, based in Morden, appeared before Council. She thanked Council for their donation to the construction of a new facility. She also touched on a number of other items. Construction of the building is approximately 50% completed Hope to start taking animals into the building in mid to late April Overview of financial information A pie chart showing where the animals come from was presented Altona stats include Rhineland. Altona has had 41 over three years or 7% of the total. A number of stats regarding the spay and neuter program were reviewed Dog Therapy they are looking to establish therapy programs in each of the communities. These programs would focus, for example, on taking animals into personal care homes, etc. to play with the residents, etc. The Humane Society is requesting Altona give $2,500 towards the 2010 operating costs. Council will refer this request to the appropriate Standing Committee for review.

3.2 6:45 P.M. Access Credit Union Ltd. Meet In-Camera Session 4. Hearings - None 5. Administrative Reports CAO Russ Phillips referred to his CAO s report circulated just prior to the meeting. Spring cleanup week will be the last week in April (starting on the 26 th ). Old Schools behind MEC RFP s have been called for. The Recreation Director is away on vacation. Plan to review this after he returns. 6. Committee Reports: 6.1 Finance & Administration 6.111 Committee Report (if any) None. 6.112 Altona Community Development Corporation Councillor Terry Wiebe reported on today s Board meeting. Community Branding The Board is estimating that this could cost anywhere between $15,000 to $40,000. The Board would like the Town to fund approximately $15,000 of this in 2010. Business Opportunities There continue to be parties interested establishing businesses in Altona. 6.113 Chamber of Commerce No report. 6.114 Sunbelt Development Group The party interested in the new plant north of Altona is taking their time. 6.115 Pembina Valley Development Corporation Report Councillor Ted Klassen reported on a number of items. Last Years Financials GTP is working on the Year-end The PVDC Net Income for 2009 should be over $20,000 Tobacco Creek Model Watershed There is a group working on a scientific study that will track the nutrients from the Tobacco Creek to the Lake Winnipeg Basin. 6.116 PVDC Tourism Committee No report. 6.117 Triple R Community Futures Councillor Terry Wiebe reported that everything has slowed down. He also gave a number of loan statistics. 6.118 RPGA Planning District Councillor Ted Klassen reported on last weeks RPGA meeting. Page 2 of 5

6.2 Community & Social Development 6.211 Committee Report (if any) None. 6.212 CARE No report. 6.213 Manitoba Sunflower Festival No report. 6.214 Council Youth Representative Report Jordan Siemens reported the following. SEVEC a group from Miller will be leaving in a couple of days for Quebec. The bands are competing at the Brandon Band Festival Student Trip to Italy those students going will be leaving towards the mid to end of March. Youth in Philanthropy applications are being accepted. 6.215 South Central Regional Library Report Councillor Ted Klassen reported on the following. Door operators will be installed on the library doors The library staff are willing to wait until next year for the expansion and renovations. 6.216 Altona & District Health Care Centre Inc. No report. 6.217 Morden & District Veterinarian Board No report. 6.218 Curling Club Councillor Tim Fast reported on the following. The fish fry last week was well attended Final fish fry for the year will be on April 7 th. Club windup will be on March 25 th Planning for the 2011 Scotties Tournament of Hearts is on-going 6.219 Altona in Bloom Committee No report. 6.220 Playground Committee Fundraising is starting Fundraising progress sign will be located in the BSI window 6.221 Gallery in the Park Operating Committee Councillor Don Braun reported that several upgrades such as Air Conditioner, roof repairs, wind control pump, etc. will be coming from the Town budget in 2010. This will be incorporated as part of GITP Operating budget. Page 3 of 5

CAO Russ Phillips reported that a group of individuals will once again be travelling to Sioux Falls, SD to pick up some art pieces. They have secured 8 pieces so far for the 2010 season. 6.3 Works & Operations 6.311 Committee Minutes March 2 nd, 2010 Meeting Councillor Terry Wiebe reviewed the minutes with Council. 46-2010 Terry Wiebe-Ted Klassen THEREFORE BE IT RESOLVED THAT Steve Wiebe, Public Works Supervisor, be appointed as the Town of Altona Weeds Inspector and Bill Loewen, Town Engineer be appointed as Assistant Weeds Inspector. Carried. 6.312 Lower Red River Valley Water Commission No report. 6.313 Pembina Valley Recycling Network Councillor Ted Klassen reported on the meeting minutes. The per capita fees will remain the same for 2010. The processing fees per tonne will also remain the same for 2010. As of April 1 st, 2010 the Manitoba Product Stewardship Board will be replaced by Multi-Material Stewardship Manitoba. 6.314 Pembina Valley Water Coop No report. 7. General Correspondence: 7.111 Junior Achievement Information Youth Representative, Jordan Siemens recommended not to support this request this year because the program has not yet been started at Miller. 7.112 Manitoba Conservation Districts Association Councillor Ted Klassen to attend. 7.113 Canadian Fossil Discovery Centre The group would like to make a presentation to Council. It was agreed that it would be acceptable to listen to their proposal, however not to make any financial commitments at this time. 7.114 Canadian Federation of Students - Information 8. Unfinished business 8.1 Conscientious Objectors Request Nothing to report at this time. 8.2 Former Bueckert Motors Property A question was asked about the progress of this property. It was reported that we just received an engineers report. There are some concerns Page 4 of 5

about the structures. Administration is looking at some potential options and hopes to bring some information to next weeks Finance & Administration Committee meeting. 9. New business None. 10.
