Answering roll call was: Mike Bach, Matt Boston, Steve Cox, Ted Hansen and Brandon Hutcheson. Staff present included City Clerk Marcia Thomas, Police Chief Ron Caudle, Public Works Director Dan Van Langen, Library Director Brianna Glenn, City Attorney DuWayne Dalen and City Engineer Jerod Gross. Motion by Boston/Bach to approve the agenda: Bach,Boston,Cox,Hansen,Hutcheson all in favor; Motion carried 5-0. Motion by Bach/Boston to approve the consent agenda. Bach,Boston,Cox,Hansen,Hutcheson all in favor; Motion carried 5-0. Motion by Hutcheson/Boston to increase the Fire Call Pay for the De Soto Fire Department to $6.00 per call. Motion by Bach/Boston to approve the bid of $5,672.75 from Westridge Construction, LLC for the slab tear out and concrete replacement on Ellefson Drive, replacement on bridge to Oak Hill, ball diamond dug out and street patch on Elm Street. Bach, Boston,Hansen in favor; Cox, Hutcheson opposed; Motion carried 3-2. Discussion took place regarding the Cedar Street Bridge in the Oak Hill development. Motion by Boston/Bach to have Public Works Director, Van Langen put weight limit signs on the Cedar Street Bridge. Motion by Boston/Hansen to approve the first reading of Ordinance #296; An Ordinance amending the code of ordinances of the City of De Soto, IA, 2009, by amending Solid Waste Control Ordinance. Motion by Boston/Hutcheson to approve the hire of Simmering-Cory, Inc. for the technical administration of the City of De Soto s 2011 Housing Rehabilitation Program. Bach,Boston,Cox,Hansen,Hutcheson all in favor; Motion carried 5-0. Motion by Bach/Hutcheson to approve the adoption of the Equal Opportunity Policy Statement. Motion by Bach/Boston to approve the adoption of the Mayor s proclamation regarding a policy on the prohibition of the use of excessive force. Motion by Boston/Hutcheson to approve the adoption of residential antidisplacement and relocation assistance plan. Motion by Hutcheson/Bach to approve 10 firemen to attend class for their CPR recertification. Motion by Boston/Bach to approve the replacement of the gravel access road to the Oakhill sewer lift station exactly as it was. Discussion took place regarding the Kum & Go parking issue for employees on Adair Street. Motion by Boston/ Bach to revoke the temporary parking stickers for the Kum & Go employees to park on Adair Street effective October 1, 2011. Discussion took place regarding the replacement of the tornado sirens. Councilman Boston will contact Whelen Mass Notification Products for a quote to purchase a new siren. Item tabled. Motion by Boston/Hansen to set beggars night for Halloween, Monday, October 31 st from 6:00pm to 8:00pm. Discussion took place regarding the agreement for private delevopment by and between Dallas County, Iowa, City of De Soto, Iowa and Oak Hill Plantation, L.C. DOGS BARKING? City Code: 55.08 ANNOYANCE OR DISTURBANCE It is unlawful for the owner of a dog to allow or permit such dog to cause serious annoyance or disturbance to any person or persons by frequent and habitual howling, yelping, barking or otherwise; or by running after or chasing persons, bicycles, automobiles or other vehicles. YARD WASTE will be picked up curbside on the 1st and 3rd Wednesdays of each month starting April 1 through November 1, 2011. Yard waste and grass clippings must be in biodegradable bags that can be purchased at hardware and discount stores. Twigs and brush need to be in bundles less than 2 inches in diameter and no longer than 4 feet in length. This is a City ordinance and will be enforced, effective immediately. The City of DeSoto will follow the guidelines in the City Ordinance 92.05 for delinquent water bills. Water bills are due on the 15th of the month. The City will notify each delinquent customer that service will be discontinued if payment is not received by the date & time specified in the Notice of Delinquency Letter. The City accepts payment by cash, check, visa, mastercard and ACH payments. There will be NO further notice given.
