Dust and roarng traffc, and lack of sunlght have already sent a number of magnatve New Yorkers the hgh roofs of the cty. 4 THK GARDEN.SXAND, TUESDAY, AUG. 24, 920 THE GARDEN SLAND ssued Every Tuesday KENNETH C. HOPPER Managng Edr TUESDAY - - -, - AUO". 24, 920 TO HAVE OUR ROADS They have been fndng out on Oahu, accordng the Advertser, that no ordnary road wll stand both heavy loads and hgh speeds. The new road over the Pal, carefully and expensvely bult, of concrete, s gong peces already under the stress of overloaded trucks drven at o hgh a speed. The cty engneer declares that a properly bult road wll stand almost any weght provded t s not combned wth undue speed. "For nstance," he says, "Truck loads of 5 ns would be allrght, f the trucks were not drven faster than sx mles an hour. But a 5-- n weght, combned wth a 5-nl- e velocty creates a force that smashes the road bts. There s no road that wll stand such treatment." The remedy for hs evl whch the cty engneer recommends s the lmtan of the speed. t s not easy, off hand, lmt overloadng. By lookng at a passng truck you cant be assured that t s overloaded, but wth a lttle practce you can tell when t s over-spee- Andany way, t s the over-speedn- g that s most dangerous, ne proposes accordngly that the speed lmt of 5 mles an hour be reduced perhaps sx, and the board of supervsors wll be asked pass an ordnace that effect. Now ths s all nterestng and sgnfcant matter for our consderan here on Kaua. Our traffc s ncreasng rapdly, especally our heavy traffc. The nter-slan- steamers are brngng more freght all the tme, all of whch has be dsturbed, most of t over the roads. Plantans, and pneapple growers, and sres and publc garages are runnng more and more trucks, and the trucks are gettng larger and heaver all the tme. We have now n use on the sland 22 trucks and the number s ncreasng rapdly. Aganst such a traffc, as t s, and as t s gong be, we wll fnd t very dffcult, f not mpossble, hold our own and keep our roads n any knd of shape. "Ve have no concrete road, nor are lkely have any tme soon. We must be content wth the knd of road that we have now, and take care of t. f there were any assurance that concrete or any other substance would stand the utmost stran that could be put upon t, then t mght be well rase the resstance of our roads the maxmum stran of the traffc, but snce that seems be hopeless, the obvous remedy s restran our traffc the capacty of our roads, at least for the present. Accordngly t would seem as though we ought follow promptly n the footsteps of Oahu, and ease up on our roads befowj they are utterly ravelled out. Just how ths may best be done we leave the road engneer and the supervsors determne. But we would respectfully suggest that the matter receve careful attenn at ther hands before t s o late. wfexmfwomex te The attanment of equal suffrage rghts by women doesnt by any means nsure the early advent of the Mllenum. The women, the very best of them, are all human, wth human lmtans, and human emons. They wll make mstakes, and sometmes, perhaps, wlfully, do wrong. They wll not entrely elmnate the evls of poltcs but they wll materally mprove thngs, we beleve. Women have hgher deals than men; or perhaps t would be better say they are more senstve ther deals than men. They take moral ssues more serously than men. Where the average man s apt say of some publc evl or some shady transacn n publc affars, "Ol well, thats the way of the world!" the woman wll be more nclned cry, "ts a shame and a dsgrace, and ought not be lerated for a moment!" And even where the man agrees wth her he wll be apt let t go for the sake of peace or because of busness afflans, whle she wll pursue the matter relentlessly a fnsh or a falure, ner moral sense s keener, and her moral grp stronger. These two thngs wll make her a power for purer poltcs and better government. Women, from tme mmemoral have been more vtally and ntellgently nterested n the problems of the home, and of the care and educan of chldren and youth than men. As a rule n every home these problems are almost entrely gven over her for solun, and her handlng of them s accepted wthout quesn by the head of the house. t stands reason that ths specal tranng must gve her superor ntellgence, and superor judgment n handlng them n a publc way. And naturally she wll gve these matters much more attenn than the average man does or perhaps can, and she may well be expected exercse a very salutary nfluence m these affars. And these n fars consttute ; very large and mportant part of government and one whch s steadly growng n mportance. The average woman wll have more tme devote the study of publc quesns than the average man has. n justfcan of ths statement we would nstance the great ncrease of womens clubs throughout the length and breath of the land, after the style of our own Mokhaua Club, and wth a smlar lve and aggressve nterest n publc affars. The man s mmersed n busness affars, and o often accepts the poltcal prescrpn that s prepared for hm by the party, wthout much nvestgan n hs own part. The woman wll want know the whys and wherefores, and wll want come her own hde--, pendent conclusons. Fnally, there may be some sgnfcance n her assern that "any change at all wll be a change for the better! Thngs cant be any worse, and they wll be better!" Undoubtedly thtte wll be a great mauy of the women of the gnorant and ndfferent knd, who wll be no wht better than ther men folks; but among the more educated and publc sprted classes very much may be expected from the partcpan of women n the THE CAXCE TO GET EVEX When the women of Kaua get the vote and come the polls for the next elecn, they wll doubtless recall how relentlessly some of the members of the last legslature fought the womans suffrage bll. At the tme these obstrucnsts were warned that the day would come when the women would get back at them, and that ther names would be kept n mnd aganst that day. That tme has come, and some of these same men are now n the feld lookng for votes. Now s the tme remember them! VALUABLE MATERAL A promnent man of hgh standng and large nfluence n, wrtes of the Malu-mal- u papers n the Garden sland. "These hsrcal papers are of great value, and wsh that there was such a socety on each sland, so that the personal recollecns of the older resdents could be preserved." Kaua has set a most commendable example n ths respect, and has done more than any other sland of the group preserve ts local hsry, n fact t s about the only one that has done t at all. And the Garden sland has become a vertable reposry for valuable hsrcal papers.
