Daily Proceedings Fourth Annual Session of the Indiana Conference June 7-9, 2012 Indiana Convention Center Indianapolis, Indiana The theme Making ROOM, based on Acts 2:46-47 was significant because annual session was held under one roof with plenary sessions in the Main room and other workshops in adjoining areas. Thursday, June 7, 2012 OPENING WORSHIP & PLENARY SESSION CALL TO ORDER Called to order by Bishop Michael Coyner with introductions of the platform table: David V.W. Owen, Executive Assistant to the Bishop; Carolyn Johnson, Conference Secretary; and Becky Huff-Cook, Assistant Conference Secretary. Dr. Johnson provided rules of the conference and announced the bar of the Conference as the entire Main Room. 1.2 SESSIONS COMMITTEE Karen Powell, chair, announced locations of restrooms, concessions, workshops, booths, and prayer room. Daily media communications were available through Facebook, Twitter, print newsletters, and the website. We were asked to fill in evaluation forms before the end of Annual Conference. Retired FBI Special Agent Charlie Rownd (now an Associate District Superintendent for Central District) gave suggestions for safety while in the city. Jessi Langlie, Director of Fletcher Place, instructed us on encounters with the homeless. Jim Bushfield introduced Olgen Williams, deputy mayor of Indianapolis, who asked for prayer for the city of Indianapolis, and Mayor Greg Ballard. Karen moved that conference reports be approved for our work and use. ADOPTED. 1.3 RULES AND STRUCTURE COMMITTEE Jim Bushfield, Director of Connectional Ministry, moved acceptance of changes per the report. Bishop Coyner moved to elect Carolyn Johnson as Conference Secretary and Becky Huff-Cook as Assistant Conference Secretary. ACCEPTED. 1.5 SOCIAL ADVOCACY, JUSTICE AND ETHNIC MINISTRIES Darren Cushman Wood, chair, gave updates to the monitoring process during the Annual Conference session to ensure and expand diversity in the presentations and worship services. (Musical interlude) 1.6 COUNCIL ON FINANCE AND ADMINISTRATION Ronald Frieden, convener, introduced the 2013 budget in narrative and via video presentation on the basis of Malachi 3:10. Disbursements are lower. Receipts are only $2,200 lower than this time last year. Old line item budget set to 90% level, narrative budget has 100% but with economy. Pie chart illustration make new disciples, $ 2,496,136; grow as disciples $2,340,311; engage in missions $2,340,311; giving to missions $4,455,784. Vote on 2013 income budget of $13.6 million to be in Friday s session. Report from General Council on Finance & Administration says 2011 apportionment payout was 90% for Indiana Conference. Go to for report of worldwide connection. Bishop Coyner asked for questions regarding the action items (financial policies and campaigns). There were none. Ron Frieden moved that the policies be adopted. ADOPTED. Jennifer Gallagher nominated as Conference Treasurer. ELECTED 1.7 CONFERENCE LEADERSHIP TABLE

2 Keeping the Vision Alive Task Force (handout) Jim Bushfield, Kaye Patton, Glenn Scolnik, Kevin Theile, Keith Van Deman, and Steve Wantz. Task Force assignment was to measure lack of progress or progress of Imagine Indiana goals. A voluntary survey was conducted. The responses gave a 95% confidence rate. Clergy covenant groups - 70 % of pastors believe covenant group is working very well; ministry clusters churches under 300 were most positive and active. Laity generally unaware of clusters. District resource centers are not being utilized to their full potential. Report is referred to Leadership Table. ADOPTED. 1.8 TITHING TASK FORCE Judi Purvis, District Superintendent of the West District, chair; members: Rev. Billy Craddock, retired UMC clergy; Rev. Ed Fisher, active UMC clergy; Rev. Rodney Frieden, active UMC clergy; Jonathan Purvis, Executive Director of Development and Alumni Relations: School of Education, Indiana University; Manet Shettle, President of the United Methodist Foundation of Indiana; and Bruce Whitehead, CMAA Executive Director. Purpose is to design a plan to improve the level of tithing of individuals to their local churches, which might also include a group to teach and strategize across the state, along with additional teams in each district of persons willing to go to any local church which wants to improve its stewardship by teaching tithing. Points of conversation giving is a spiritual issue, paradigm shift in the way clergy and laity talk about financial issues is crucial. Can an aging membership create opportunities? How can a large laymembership conference make a difference in the area of generosity? Eleven recommendations are a part of the report in the areas of: Education: 1. Educational and inspirational opportunities about the spiritual nature of money need to be provided with intentionality, accessibility and frequency to clergy and laity; 2. Educational opportunities regarding methodology and means for increasing tithing be provided with intentionality, accessibility, and frequency to clergy and laity; 3. Variety of opportunities that clergy and laity have to give generously to the church be promoted with intentionality; 4. Clergy and laity be given information and the tools for providing a narrative budget which allocates income and expenses by the five practices. Additionally, providing specific benchmarks for analyzing church budgets would be beneficial to clergy and laity alike; 5. Clergy and laity be given information and the tools for providing church members and friends the opportunity to give gifts for major projects and/or gifts in perpetuity; 6. A Financial Sustainability Advisory Council be created at the conference level and chaired by the Bishop comprised of the 50 financially wealthiest United Methodists in Indiana with a vision and commitment to make disciples for Christ and charged with advising the Bishop and the conference on matters related to maximizing financial resources for the conference and its local churches; 7. A variety of ways by which to actually make contributions needs to be provided to givers; 8. Additional means for collecting and reporting good news stories and successful outcomes need to be established; 9. Research be gathered which will lead to a language that will clearly communicate the complexities of good stewardship; 10. Clergy and laity be encouraged to be leaders in the area of stewardship and produce improved financial outcomes and be held accountable for the outcomes derived under their leadership; 11. One person or group or organization be named to oversee the implementation, coordination, and follow through of all approved recommendations. That person should report to the Bishop or his designee and not already be buried in other responsibilities. Note Bishop stated that this has already been implemented with the establishment of the Volunteer Director of Generosity and Gratitude, Kent Millard. 1.9 REPORT OF 2011 ANNUAL CONFERENCE PETITIONS Carolyn Johnson, Conference Secretary, reported that Petition 3 (asking that language in the Book of Discipline paragraph 225 from shall to may in regards to the transfer of members to the United Methodist Church) was sent to General Conference. Petition 4 (determined to be a resolution) from the Social Justice Advocacy team to endorse the Drop the I-Word Campaign was approved by the Leadership Table CONFERENCE TREASURER Jennifer Gallagher, Conference Treasurer, reported that the requirement of agencies having a 501(c)3 for Advanced status was accepted by the Leadership Table LEADERSHIP TABLE Jim Bushfield introduced Brian Durand as Associate Director of Leadership Development, a position created in response to the 2011 Annual Conference. Helene Foust was hired to focus on student ministries. The New Generation Task Force is focusing on three areas: 1. Focus on leadership in local congregations and making disciples for Jesus Christ, rather than just saving the institution. How are you called to serve? ( 2. Reclaim our roles as mentors always be thinking of who could step into your role as mentor/teacher to those who are learning. Biblical examples of mentors Moses/Joshua, Jesus/disciples, Elijah/Elisha. Ministry is a gift. 3. Grow leadership through our connection. Numerous events offered for youth, young adults, and clergy: Exploring Ministry Workshop, Exploration Youth Retreat (HS youth), Midwest festival of young preachers

3 (under 30), Bishop s Academy for Clergy Excellence (selection process); camps That Thing Epworth Forest, Living Faith camp at St. Joseph. Video presented about student ministry by Helene Foust UNITED METHODIST FOUNDATION OF INDIANA, INC. Manet Shettle, chair, instructed us in the operations of the Foundation. United Methodist Loan & Savings Ministry, Inc. manages over 60 different funds. An amount of $188,588 was given to the Conference for the Ministers Retirement Fund for the relief and aid of current and future retired clergy. Rejuvenate, a ministry that provides financial training for clergy, is now a part of the Foundation. The new Director is Mary Ann Moman replacing Michelle Cobb, who became the North Central District Superintendent. Testimonials from several clergy were given after assistance from Rejuvenate. Educational reduction grants, seminary scholarships, emergency funds, transition funds are available from a base of $4 million available. A seminary scholarship fund has been established in honor of Bishop Hodapp. Delphi UMC and The Promise UMC in Fishers benefited by refinancing through the Foundation. On a personal note, Ardith Shideler, a member of staff, passed in June of ACTION ITEM Presentation of new officers: Nancy Armstrong, John Clay, Jim Gentry, Tom Heck, Walt Koon, (returning board members) Michael McAninch (3 year term) CONFIRMED (Recessed at 3 p.m. Laity and clergy sessions began at 3:30 p.m.) Clergy Executive Session Main Room, Convention Center Bishop Coyner welcomed Anne Rosebrock, Senior Pastor of Meridian Street UMC, Indianapolis, as the new Chair of the Conference Board of Ordained Ministry. Outgoing chair, John Groves, now serves as Superintendent of the West District. Prayer given for Matthew Pickut, provisional member of Conference who is now on incapacity leave and in a special care unit. (Offering received during the Conference Session for Matthew in the amount of $8, which will be handled through the Rejuvenate Fund.) Clergy of the Conference approved 13 candidates to be commissioned and 15 provisional clergy members to become Elders. Also approved were the retirements of 32 active clergy. Provisional clergy members approved to be ordained ministers were: Deacons Janet Carol Funk and Sean Michael Litherland Johnson; and Elders Andrea Ruth Bremmer, Dirk Alan Caldwell, Andrew Clyde Charnstrom, Devin Russell Cook, Colin Christopher Cress, Peter Hoyt Curts, Edward C. Fisher, Brenda Hacker Freije, James Hiram Higdon, Charles Frederic Kersey, Christopher Charles Stahlman, Ruth Irene Waite and Brian Keith Williams. Those to be commissioned: Benjamin William Cassiday, Sarah Marie Knapp Ellis, Charles Ray Fenwick, Heather Alaine Foley, Daryl Anthony Gilbert, Colleen Ann Harden, John Edgar Huff, Christopher William Lantz, Christopher Dale Neikirk, Christopher Reed Renick, James Edward Roach, Nicholas Kendall Robinson and Christopher Michael Stephens. Laity Session Sagamore Ballroom, 2 nd floor, Convention Center Dr. Jim Ozier and Fiona Macleod presented Making Room Makes a Difference. Laity were encouraged to look at their culture, leadership, imagination and celebration. Macleod gave many examples of hospitality from Southwest Airlines. Connect with people, have a warrior spirit (whatever it takes to go the extra mile), have a servant s heart (others focused), and a fun loving attitude (joy to be with and full of energy). Dr. Ozier used the 5-10-Link Rule: 5 refers to time (5 minutes before church and 5 minutes after it ends, meet someone you don t know), 10 refers to space (when someone comes within 10 feet of your group, reach out to them and invite them into your group), LINK refers to connecting (when meeting someone new immediately link them to someone else based on a common affinity.) Ozier and Macleod also spoke to the entire Conference in a special teaching moment on Friday, June 8 continuing the hospitality topic. Friday, June 8, 2012 Morning Prayer & Bible Study with Bishop Coyner from Acts 2: Teaching Moment with Dr. Jim Ozier & Fiona Macleod Main Room, Convention Center We need the culture of hospitality that says we are the evangelists of the world. Do we see our church with past glories, future possibilities and current realities? When culture changes the environment big things can happen. PLENARY SESSION 2 Main Room, Convention Center 2.1 CALL TO ORDER Prior to Bishop Coyner calling us to order at 1:30 p.m. the youth led us in an enthusiastic song and dance we are all in this together. 2.2 ROLL CALL Conference Secretary Carolyn Johnson reported the total number of attendees at 1,856 (clergy 792, laity 817, guests 247). 2.3 SESSIONS COMMITTEE Karen Powell, chair, reminded us to fill out the evaluation form and leave it at the Help desk. There will be a family event on Monument Circle from 5-7 p.m. today. 2.4 CABINET REPORT Bert Kite, chair, cites congregational life cycles within the Conference are a church birth and another dying. The ending of these congregations is the completion of their life cycle. Church age levels are birth, growth, plateau, decline, death (discontinued). Many people have moved away from where our churches were built. More than 50% of the people live in cities. United Methodists are very good at reaching the middle class, but struggle to be in ministry with those who are poor. This is a change from how we began with John Wesley. We don t know how to minister in areas of poverty (some exceptions are Brightwood, Patchwork Central, Kokomo urban outreach, etc.). In 2010 we had a net gain in the Indiana conference. There was a loss in Today s current day church is Acts 29. Jeremiah 29:11 declares the future with hope. Bert Kite moved approval of the report of realignment given in the Cabinet Resolutions (handout). APPROVED. Changes in the Cabinet: Frank Beard is appointed to Indianapolis Castleton and Judi Purvis is retiring. John Groves (West District) and Michelle Cobb (North Central) will be new members of Cabinet. 2.5 LAITY REPORT Ike Williams and Kayc Mykrantz, co-chairs, presented the many entrances of our churches. FRONT doors radical hospitality, SIDE doors tutoring programs, VBS, prison ministry, free food, etc. OTHER doors shoe boxes for the homeless, clothing, websites, Facebook, Twitter, small groups non-church community sites. New model for lay leadership team besides Ike Williams and Kayc Mykrantz will include Doris Clark, Anthony Swinger, and Jane Harper-Alport. 2.6 DISASTER RESPONSE COMMITTEE David Powell, chair, told of the Indiana response to tornado damage in southeast Indiana through UMCOR and volunteers. Jim Byerly was the coordinator in the Henryville area. There were 71,000 volunteer hours, 41,000 of those were United Methodist. Wilma Bone, pastor of Henryville reported that school will reopen on August 1. Pastors of 48 states called to ask how they could help. The community is going through post stress. She stated that when United Methodists bind together as a body of Christ we are a force to be reckoned with, but help is still needed. Jill Kaetzel, pastor of Otisco Charge, said there was much hail damage at Marysville and Naab and work is still going on. They are survivors not victims. Ron Russell, pastor of Pekin, was awakened at 2 a.m. on that fateful Saturday to open up his church for storage due to the extravagant generosity of many people. Bishop Coyner ended with prayer for those pastors. Retiree Recognition & Passing the Light Susan W.N. Ruach spoke on behalf of the retirees and Amber Karkosky-Litten on behalf of the ordinands. (Business resumed at 3:15 p.m. by Bishop Coyner.) 2.7 BOARD OF TRUSTEES Mark Dicken, chair, called to order the Indiana Annual Conference of the United Methodist, Inc. The sale of the former North Indiana Conference headquarters in Marion will close in approximately the next six months. The former South Indiana Conference headquarters is still for sale. The Oakwood offer has been withdrawn by buyer and placed back on the market. New Richmond UMC has been sold to another congregation. Shera Farm to fund Central Conference initiative. Mark Dicken then adjourned meeting of the Incorporation. Bishop Coyner announced John Neighbors as Conference Chancellor.

5 2.8 BOARD OF PENSION AND HEALTH BENEFITS Greg Rittenhouse, chair, announced changes to CRSP (Clergy Retirement Security Program) effective January 1, Changes will also be coming from the General Board of Pensions during The health subsidy was fully funded. In 2012, only $1 million will be funded and remainder will be funded from health reserves. In 2013, only $1 million will be available to fund health subsidy and only $250,000 available from reserves. The other $250,000 will be funded by excess pension reserves. There will be a 2% increase to pastor service rate of $646. The $25,000 Life insurance policy will no longer be provided after A task force is to be developed to bring a sustainable proposal to the Board of Pensions by February, 1, 2013 and bring to 2013 Annual Conference for action. Bishop Coyner will name task force. ADOPTED 2.9 CHURCH DEVELOPMENT Mark Gough, chair, along with team members, Ed Fenstermacher, Sharon Washington, Steve Clouse, David Neckers, Doug Anderson, Sergio Reyes stated the purpose of Church Development transform churches, start new churches, help churches start new churches. Fruitful Congregation Journey is the most effective tool, along with church planting, by working with healthy congregations to launch new congregations. A video about Fruitful Congregation Journey begins with the following steps: 1. Achieving an outward focus (leadership development made up of lay teams and pastors attend eight sessions of leadership development). Mission is to make disciples of Jesus Christ for the transformation of the world. 2. Identify barriers within the local church (church development team interviews staff, key leaders, and those who lead a focal group). Assessment report offers five prescriptions to address concerns of the local church. 3. Help congregation remove barriers (a coach mentors pastor and leadership team in a monthly process). Church Development will continue to invite more churches to be a part of this program with 2 Peter 3:9 as its basis God wants everyone found! Church planting in the areas of African American, Indiana Anglo, and Hispanic was presented by Sergio Reyes and David McLean. APPROVED AND ADOPTED CAMPING Jim Coy, convener, reported that all camps sold out in All parts of the state are represented on the Board. There were 3,290 campers in 2011 with 511 making a commitment to Jesus. Many received a call to the ministry. Physical facilities were updated at several camps. Camp Indicoso will be enhanced with a system of five lakes developed by Steve Shoemaker. The lakes will be interconnected with rapids, streams, and a zip line. Nick Yarde, Associate Director of Camping, along with Roger and Judy Summers (Fort Wayne Good Shepherd) are hiking the Appalachian Trail to raise funds for camping. So far they have raised $35,000. Shalimar Holderly recommends the following: 1. Epworth Forest campaign be celebrated 2. Lake development at Camp Indicoso and Epworth Forest entrance upgrade be continued and 3. Camp Board authorized to develop a Capital Development responsible for all funding for future capital needs to support camping and retreat ministry. RECOMMENDATION ADOPTED GENERAL CONFERENCE Ed Fenstermacher and Frank Beard presented a report from General Conference. Twitter engaged 988 delegates in prayer. There were 1,200 petitions with mixed results and the church continues with God still in control. We are a 13 million member denomination with 40% of delegates from outside the United States. Topics included church structure and sexuality. The delegates opted for small changes or no change. According to Frank Beard the only United Methodist that likes change is a wet baby. The delegates consisted of 9 lay, 9 clergy. Key points of General Conference were: 1. Structure downsizing of Boards 2. 4 year budget $6 million lower than previous budget. 3. Our denomination has had 8 consecutive years of growth (United States declines). Path One initiative is a goal of 650 church plants. Twenty-three missionaries approved, deaconesses. 4. We are a global church with more than 40% from outside United States 5. Clarify which parts of Book of Discipline can be used by Central Conferences 6. Central Conference (outside US) used a litany to Book of Discipline 7. Malaria cut in half over past 10 years 8. $20.2 million to support Imagine No Malaria raised 9. April 22 world malaria day 10. End guaranteed appointment for clergy to be reviewed by Judicial council 11. Sexuality issues Retained the church s position regarding homosexuality, deciding not to adopt language that would have said United Methodists are not of one mind on this issue JURISDICTIONAL CONFERENCE Cindy Reynolds reported that the location will be Akron, OH beginning on July 18, MOTION Mike Beezley of North District made the motion to have the Indiana Conference that Rev. Dr. Cindy Reynolds has so selflessly served be given our full support as she seeks election to the office of bishop when the situation presents itself, out of our appreciation of her selfless service to our church in Indiana. There will be a new Advanced Curriculum for the Preaching Tract. REPORT APPROVED AND ADOPTED 2.14 EPISCOPACY COMMITTEE Jim Shaw, chair, shared that a survey was conducted over the episcopacy and conference area. Over 275 leaders were contacted and there was overwhelming support for the return of Bishop Coyner. MOTION - Conference requested that Bishop Coyner return. ADOPTED (Frank Beard and Ike Williams on Jurisdictional committee). A prayer for Bishop Coyner was given by Frank Beard. Be Thou My Vision, Bishop Coyner s favorite hymn, was then sung CONFERENCE FINANCE AND ADMINISTRATION Ron Frieden, chair, presented the 2013 budget. ADOPTED. Also approved was a finance campaign for Africa University to raise funds for scholarships and endow a chair for a professor of agriculture. A proposal will be brought back to Annual Conference in ADOPTED NOMINATIONS Lisa Schubert, chair, stated that George Purnell would replace Glenn Howell as a representative for the Evansville United Methodist Youth Home ANNUAL CONFERENCE SESSION Carolyn Johnson, conference secretary, stated that the 5th session of the Annual Conference would be June 6-8, 2013, at the Indiana Convention Center. ADOPTED ADJOURNMENT Fourth session of the Indiana Annual Conference adjourned by Bishop Coyner at 4:45 p.m. Service of Word & Table Young men and women witnessed to the power of Christ in their lives. Saturday, June 9, 2012 Conference and Community Prayer breakfast hosted by Bishop Coyner with Gov. Mitch Daniels as speaker. Celebration of Ministry Fifteen candidates for ministry commissioned and fifteen provisional clergy ordained as Elder or Deacon. United Methodist night at Victory Field, home of the Indianapolis Indians, with Bishop Coyner throwing the ceremonial first pitch. REFERRAL FROM THE ANNUAL CONFERENCE 2012 SESSION Bishop Mike Coyner Bishop Coyner to name a Task Force to study and bring back a proposal concerning the sustainability of the Retiree Health Subsidy for the long-term. They are to bring the proposal to the Board of Pensions by February 1, 2013, after which the Board of Pensions will review the proposal and bring it to the 2013 Annual Conference Session for action. The Task Force is to be made up of 2 Board of Pension Members, 2 retirees, 1 surviving spouse, 2 clergy, 2 laity, Director of Administration (w/o vote), Director of Finance (w/o vote).
