8 Content of Personal Property Tax Records State of Virginia Information recorded in Virginia personal property tax records changed gradually from 1782 to The early laws required the tax commissioner in each district to record in "a fair alphabetical list" the names of the person chargeable with the tax, the names of white male tithables over the age of 21, the number of white male tithables between 16 and 21, the number of slaves both above and below 16, various types of animals such as horses and cattle, carriage wheels, ordinary licenses, and even billiard tables. Free Negroes are listed by name and often are denoted in the list as "free" or "FN." For a generic list of Personal Property Tax List column headings use the following as a guide: * Name of individual charged with tax * Number of white male tithables over 16 * Blacks over 16 * Blacks over 12 and under 16 * Horses, etc * Carriage wheels * Ordinary licenses * Stud horses * Rates of covering and season * Amount of tax Later laws required additional descriptive information. The amount of tax due was reported in pounds, shillings and pence on the early tax lists. Amounts were reported in dollars and cents by By the 1850s, the personal property tax records contained the following entries arranged in columns: * Names of persons chargeable with tax * Number of free males 16 years of age and upwards * Number of slaves above 16 years of age * Number of white males of 21 years of age * Number of male free Negroes between 21 and 55 * Number of slaves of 12 years and upwards * Horses, mules, asses, and jennets (female donkeys) * Cattle, sheep, and hogs * Pleasure carriages, stage coaches, jersey wagons, carryalls, buggies, and gigs * Watches * Clocks * Pianos and harps * Gold and silver plate and jewelry * Household and kitchen furniture * Other articles * Amounts of solvent bonds or other securities due * Amount of capital (other than the value of the real estate) invested or used in a manufacturing or other unlicensed trade or business except agriculture * Interest or profits over $6.00 arising from bonds or certificates of this or other states or counties, or of any public corporation created by this or any other state * Amount of income in money over $100 from salary, fees, allowances, etc. * Excess over $100 of yearly rent or annual value of toll bridges and ferries. Amount of exemptions in cattle, sheep and horses, or personal property in lieu thereof One brief, but important, change in the law occurred in 1815, when the number and type of taxable property were extensively expanded to include items such as specific pieces of furniture (by wood type), curtains, silver, mirrors, prints, oil portraits, and icehouses, all to aid in paying for expenses incurred during the War of Not surprisingly, the law was repealed the next year.

Decree final (Page 42) on 24 November 1837 the complainant purchased of Sanders Presley the following land: Situated on the waters of Indian Creek of Caney Fork containing 140 acres for which complainant took the title bond of said Presley and the said Presley purchased the same tract from the Defendant Jarod and that he also took the title bond of Jarod. It further appears Presley paid the consideration to Jarod and that complainant has also paid the consideration to Presley that Presley departed this life and the Defendants are the heirs at law of Presley except the Defendant Jarod and Elizabeth and they are minors under the age of 21 years and have no regular guardian and their mother Elizabeth Presley has been appointed their guardian ad litem against whom judgement for confessed has also been taken. Land is awarded to Hezekiah Crowell who had paid for the land. (Betty Huff notes: It s a matter of straightening out the title. No real conflict. Here is a good example of the problem with commas and other punctuation, I think there should be a comma before and after the phrase..except the Defendant Jarad and Elizabeth.. 18 After the American Revolution, several soldiers of the Continental Army settled in that part of the wilderness of Tennessee that was to become Putnam County. Joseph Jared came to Tennessee in 1810, settling in Buffalo Valley near his older brother William Jared. Martha Beard was his first wife and Elizabeth Bolen his second. He was born January 2, 1760 and died March 4, 1835, and is buried in the Jared- Ensor Cemetery located near the old homesite on Indian Creek Road. William Jared Grave: William Jared, s/o John Jared the wagonmaker & Hannah Whitacre. William Jared, the older brother of Joseph, came to Tennessee in 1796 and settled on Indian Creek near Buffalo Valley on land given him for his service during the Revolution. Four years earlier he had married Elizabeth Ralson (Elizabeth Besty Raulston) in Bedford County, Virginia. He may have influenced his brother to follow him into the area. Born on 3 June 1758, he died 22 September 1827, and is buried in the Capt. William Jared Family Cemetery located near the old homestead on Indian Creek Road. Land was later owned by John Bell Denny, s/o Jonathan Denny & Agnes Thompson Winfree. Marriage Bonds of Bedford County, Virginia Compiled by Earle S. Dennis & Jane E. Joseph Jared entered service as a volunteer, October 12, 1779, in Loudoun County, Virginia, in the War for Independence. He entered the service at Lacy s Tavern, on Bulskin Creek, under Captain Daniel Peagans, Major Merriweather and Major. (The last named Major was called Major Dick by the soldiers, his real name was not by Joseph Jared.)

20 Colonel Russell s regiment was immediately marched from Lacy s Tavern to Richmond, from which place it anticipated they would move on to an old field near Cabin Point, where they were situated for a short time. At this place the regiment erected large tents of green pine trees with much regularity as to arrangement. The manner of arrangement was such as is commonly used in laying off a town, as the tents were built in rows with streets between them. The soldiers named this place Green Town, by which it is still known. From Green Town, they were marched to Petersburg, VA and remained there until the term for which they had volunteered had expired. At this place, the regiment was reviewed by General Stuben, after which the soldiers were discharged, but were told to be ready to report for service when called. Joseph Jared enlisted again as a volunteer in 1781, at the same place as before, under Captain Elgin. The regiment was marched to Richmond, then to Glouster, near Little York where it joined the main army under the command of General Washington, and there engaged in the Battle of Little York. Here the regiment remained until after the surrender of Cornwallis. At the close of the war, Joseph Jared was discharged from the army. After he was discharged from his first service, and before he again enlisted, he married Martha Agnes Beard at Bedford County, VA. The date of this marriage being October 23, Seven children were born to this union: four boys and three girls. His father was a Virginian and soldier in the Revolutionary war, being at Yorktown when Cornwallis surrendered. Joseph Jared Rev l War Soldier. CHARLES, EARL CORNWALLIS by Janie B. Cheaney: Cornwallis determined to take ship for Virginia and continue the war there; precisely where he got this notion and what he expected to accomplish thereby is not clear. But his experience in the Carolinas was so miserable he was ready to give them up as a lost cause. If this war could be won at all, it would have to be won by engaging the Continental army under Washington himself.
