In 1949 these three were merged to from what became Canada West District. Then in 1955 Canada West District was divided into two districts, namely, Canada West District and Canada Pacific District. Daily Proceedings 2012 District Assembly Minutes Thursday, June 21, 2012 Afternoon Session The 64 th Canada West District Assembly opened with the singing of To God Be the Glory led by Rev. Doug Webb and worship team including Rose Brower-Young, Mark Noonan and Lynn Rustulka. After a time of worship, DS, Dr. Larry Dahl gave a word of welcome then and invited Dr. Riley Coulter, Acting President/Chancellor of Ambrose University College to bring greetings on behalf of Ambrose University College and then offer the opening prayer. Dr. Dahl introduced, General Superintendent, Dr. JK Warrick, to the assembly. The afternoon reports will highlight the various expressions of ministry being undertaken across the district. The afternoon reports began with Rev. Deborah Tanasiecuk (Correctional Services Canada, Western Regional Chaplain) and Rev. Steve Conklin (Protestant Chaplain, Fort Saskatchewan Correctional Centre, Fort Saskatchewan, AB) who serve the Church of the Nazarene through prison chaplaincy. 35

36 Hospital chaplains Rev. Ken Austin (Red Deer Health Region) and Rev. Dale Fallon (Red Deer and Lacombe) presented reports followed by Dr. Rob Snow who reported on his ministry in higher education at Ambrose University College. Rev. Rose Brower-Young and Matt Burns (Kidztown International) shared a report on this significant ministry to children. Dr. Dahl invited Rev. Bud Sargent (Chaplain, Bowden Institution, Bowden, AB) to give report. Reports on satellite church ministries were presented by Maxine and John Ingles (Hecla Island Summer Church, Hecla, MB) and Menno Friesen (Riverton Community, Riverton, MB). Dr. Dahl invited Rev. Audrey Dahl (District Compassionate Ministries Coordinator) to give an overview of the work of compassionate ministry centers across the district. She then invited these Compassionate Ministry Center coordinators to give their reports: Rev. Floyd Perras (Siloam Mission, Winnipeg, MB); Rev. Doug Sedore (Building Hope, Edmonton, AB); and Bernice McNair (Fresh Start Ministries, Prince Albert, SK). Rev. David Skidmore shared some information about Nazarene Theological Seminary educational opportunities and then reported on the Ministry Development Centre on-line education ministry (Medicine Hat, AB.). Following a health break, the first pastor s reports were received from the Manitoba Mission Area (Rev. Alfredo Velasco) including: Winnipeg New Hope (Rev. Tim Enns) and Winnipeg River of Life (Rev. Alfredo Velasco). The Saskatchewan Mission Area (Rev. Steve Grove) pastor s reports were received from Prince Albert (Rev. Gregg Rustulka and Sandra Hainstock-White), Regina Prairie View (Rev. Thursday, June 21, 2012 Evening Session Assembly delegates and friends gathered again for the evening session. Rev. Bob Tattrie gave words of welcome and invited everyone to join in a time of worship. Dr. Danny Gales offered the opening prayer reminding us of the grace of Jesus and the presence of God. Church leadership introduced to the assembly included: General Superintendent, Dr. JK Warrick (Patty); National Director Church of the Nazarene Canada, Dr. Clair MacMillan; President of CNC and Chancellor, Ambrose University College, Dr. Riley Coulter; Conventions speaker, Dr. Michael Henderson; District Superintendent, Dr. Larry Dahl (Audrey); and, District Administrator, Rose Graham. Rev. Bob Tattrie shared a brief biography of Dr. Warrick and welcomed him to bring greetings and call the Assembly officially to order. Dr. Warrick then invited District Superintendent, Dr. Larry Dahl, to give his report to the assembly. Dr. Dahl s report focused on the Church and the theme for this assembly which is I love my church. He asked people across the district to respond to why they stay in the church. Responses are indicated in the assembly report book. Dr. Dahl shared some of the reasons why people stay in the church. He said the future of the church has everything to do with the pastors and the people in our local churches. He 36

37 offered words of appreciation to those who support him in his ministry and minister in various ways for the district. Dr. Dahl honoured Bill Parkins for his service as District Treasurer over the past 12 years. Rose Graham highlighted his work and gave Bill a token of appreciation (in absentia). Dr. Dahl continued with his report by sharing the attendance and giving statistics and thanked the assembly for their giving and their ongoing ministry. He then recognized pastors and churches that experienced growth in every attendance indicator and paid their giving to others commitments in full this year including: Lacombe, Olds, Prince Albert, Rocky Mountain House, Winnipeg River Of Life. Honourable mention was given to churches and pastors where there was growth in all but one area and their giving to others was also paid in full including: Calgary East, Calgary Skyview, Fort Saskatchewan, Red Deer First and Winnipeg New Hope. He highlighted investing in local churches and district Work and Witness ministry. Richard Bahan reported on the work done in High Prairie. He shared with the assembly this year s District Work and Witness project in Westlock, AB and invited people to participate. Dr. Dahl highlighted the district ministry to students at Ambrose University College. Rose Brower-Young shared about her ministry as AUC liaison. Dr. Dahl then went on to share some hopes and dreams for the district into the future and how we all might develop a missional role in the lives of people around us. He also challenged us about compassionate ministry. A video clip of Siloam Mission was presented and then Dave Nicholas shared about Circle of Friends connected to Edmonton First Church. Dr. Dahl invited Dave and Dawn Falk to share about their ministry to young professionals and their families in Calgary through a Sunday brunch. Dr. Dahl continued to highlight this networking with the next generation and assisting them to discover there is a place for them to belong in the church. He challenged the assembly to accept the call of the General Superintendents to prayer and fasting for the church and ministry. The worship team came and led us in some singing before Dr. Dahl shared some thoughts about I love my church. He reminded the assembly of the gospel song He Touched Me and then read from Luke 17:11-19, the story of the 10 lepers who came to Jesus for healing. He went on to share his own story of how the church loved him and shared the gospel with him, were good examples of godliness and holiness and that they would not allow him to settle for anything less than God s best. He challenged us all that people need living proof that Christ is at work in our lives and that the world needs a church of redeemed holy people who are engaged in God s mission. The worship team led us in He Touched Me and You Are My All In All and Dr. Dahl gave the benediction adjourning the assembly until the morning. Friday, June 22, 2012 Morning Session The morning session began with the singing of God Save the Queen and O Canada. Rev. Doug Webb and the worship team led us in a time of worship followed by a video presentation on Nazarene Child Sponsorship and words of encouragement to the assembly to each one consider child sponsorship from Dr. Warrick. He greeted the assembly on behalf of the General Church of the Nazarene and highlighted our global ministry of a body of believers under one church governance around the world noting we are one of 3 global churches (Roman Catholic, Mormon and the Church of the Nazarene). He shared a devotional based on Matthew 25:14-30, the Parable of the Talents. He suggested these things about the kingdom of God: the kingdom of God is an incredible place of opportunity; the kingdom of God is also a kingdom of responsibility; and the kingdom of God is a kingdom of accountability. He led the assembly in prayer. 37

38 Dr. Dahl took a moment to honour the Bartons on their 55 th wedding anniversary. 43 Friday, June 22, 2012 Ordination Service The ordination service began with the elders processional as the assembly sang Holiness Unto The Lord. Dr. Riley Coulter gave the opening prayer followed by a time of worship led by Helen Thiessen and Lesley MacCormack. Dr. Dahl and Dr. Warrick honoured retiring elder, Rev. Gerry Austin (Ella), for his faithful service. Dr. Dahl then gave words of encouragement, blessing and thanks to the retired elders and missionaries in our midst. Rev. Jeff Baker read the names of those who were granted District Licenses and they received their license from these godly men and women. He challenged those receiving their District Licenses and then led in a prayer of commitment and blessing. Dr. Warrick shared with the congregation the qualifications for ordination and how it is evidenced in the world. He reminded us of its history through to the New Testament practice of laying on of hands and the creeds that became the fabric of the Church. We confessed together the Apostles Creed. Rev. Bob Tattrie presented the ordinands Carlos Calderon (Tammy), Menno Friesen (Barbara), and Bernice McNair to General Superintendent, Dr. Warrick. Dr. Warrick asked the assembly to affirm them once again to the order of Elder. Dr. Warrick asked the ordinands to affirm their call to ministry, their faith, and their commitment to live out that call as outlined in the Manual of the Church of the Nazarene. He then received them as Elders in the Church of the Nazarene. Dr. Clair MacMillan read the paragraphs pertaining to ministers in the Manual of the Church of the Nazarene. The Elders Choir sang When I Survey the Wondrous Cross led by Dr. Don Quantz and accompanied on piano by Colleen Roller. Dr. Glenn Follis read II Timothy 4:1-5 and Dr. Danny Gales read I Peter 5:1-4. Kari Lynn Friesen, daughter of Menno and Barbara Friesen sang I Will Not Forget Thee and then Dr. Warrick preached from Colossians 1:15 ff. through which he exhorted the ordinands to be servants of Jesus Christ, servants of the gospel, and servants of the Church. He encouraged them to preach the word the good news of the gospel because it is the power of God unto salvation for everyone who believes. Dr. Warrick then led the service of ordination and presented the new elders with their Certificate of Ordination. He offered a closing prayer and benediction adjourning the assembly. 43

44 IV. Reports A. DISTRICT OFFICERS DISTRICT SUPERINTENDENT DR. LARRY DAHL 2012 General Superintendent Dr. and Mrs. J.K. Warrick; National Director Dr. Clair MacMillan; President of Canadian Nazarene College and Chancellor of Ambrose University College, Dr. and Mrs. Riley Coulter; guest speaker for our SDMI and NMI conventions, Dr. Michael Henderson, delegates and friends I welcome you to the sixty-fourth District Assembly of the Canada West District Church of the Nazarene. Statistical reports can be tedious and un-stimulating so to assist in making this more fun and challenging you will find a few quiz statements in the form of multiple choice options throughout this first portion of my report. See how many answers you can get right! And for those of you who like prizes sadly there are no prize attached to this other than the satisfaction of getting some answers right (read that to mean we didn t have a Prize line in the budget). The Manual makes it clear that everything I do in this assignment has to do with helping the local church and that is what brings meaning to me in this work because the church has been my life. It seems to be getting more complex all the time. I did a quick scan of the books in my library that relate to church. It is an interesting collection. There is: Simple Church; Contagious Church; Natural Church; Risking Church; Organic Church; Emerging Church; Missional Church; Comeback Church; Break Out Church; Aqua Church; Purpose Driven Church; Ripple Church. I have books on: Decoding the Church; The Church in Emerging Culture; The Seven Day a Week Church; The Connecting Church; The Healthy Small Church; The Consumer Church. There are books on information about church: Reinventing Your Church; How to Grow Your Church; There is even a book titled: Escape from the Church and one just with the title: Churched. If I was going to write a book about the church today I might just title it: The Poor Old Church, for it seems to me that the church is taking a beating these days. Ask the average person on the street to describe their impression of the church and even though a majority of them do not attend, if they ever did and they will describe it as institutional ; cold ; impersonal ; all about money. There are fewer people attending more people sceptical and uncertain. I read Barna s book on Revolution... Russ Long s article in Holiness Today: Is this the New Normal and you have to wonder if there is a future in this? An old acquaintance of mine recently told me he was doing some reading on the question: Why do people leave the church? After all my years serving the church I could pretty well tell him what people will say about leaving. I suggested that a better thing to study might be the question: Why do people stay in the church? So... that is exactly what we did and Rose has provided for you a report on your responses to the Stay Survey we invite you to read through it and make your own observations. 240 people completed the survey for us. You will see from the survey results that we had an excellent cross section of ages, marital status, and community mix as well as church size. A majority of those completing the survey attend on a regular basis. Some generalities: Over 25% of those responding started to attend the church because it was close. About 25% came out of loyalty to the Church of the Nazarene or they liked the preaching. There was a high degree of people who came as a result of friends or family. The reasons why people love their church is very revealing. By far the number one factor is the pastor. 60% indicated that the woman or man in the pulpit was a vital part of their affection for the church. 50% indicated that friendship and fellowship were meaningful parts of loving the church. 45% liked the fact that it helped them to grow spiritually and gave them a place to belong. We did ask what would cause people to leave and we had our lowest responses to this question. 25% said they would leave if they stopped growing spiritually or if there was fighting in the church % indicated that if other family members wanted to leave or if there as a lack of authentic Christian life or if they were not needed, they might leave. Fully one half of the people who responded also made comments. Many were supportive but some also made some honest and challenging comments. It makes us realize that we need to find ways to listen and hear more from those who attend the church. 45

46 To assist us further in this survey, we are inviting any of you who have not completed a form to do so while you are here at Assembly. Survey forms will be made available. I can truly say that no two years are the same when it comes to this assignment as your District Superintendent, but what has been consistent and characterizes the best part of the work I do is the blessing of hearing people s stories of how much they love their church flaws and all! The wonder of what is happening in and through the ministry of our churches seems somehow to contrast the more critical image that our general society has of the church. With that in mind we have selected this year s Assembly theme to be: I love my church. I hope, when we come away from these few days of meetings, you will have, as I do, a renewed love for the church both the one that you are a part of (thank you for staying ) and the church around the world. Gratitude: No DS works alone. There are a host of people who love the church and willingly put in time and effort above and beyond what they are called upon to do. I am grateful to so many but will just recognize just a few. Audrey: we will celebrate our 40 th Anniversary this October and I can honestly say that I would not be the person I am but for her faithful love, support and accountability. She has a deep passion for doing ministry and in addition to accompanying me when she is able she is involved in several areas of ministry at Calgary First Church. Rose Graham: Rose knows has become almost a motto on the District when it comes to all the complex work associated with the operation of the District. She has a deep love for the church and those who minister on our behalf. She has worked for the District in an administrative capacity for: a) 11 years b) 15 years c) 25 years Ruthanne Williams: has done an amazing job at helping with the multiple tasks associated with the Administrative Assistant assignment. Put them together and you have a scary creative team! It has been great to have Jena Beagle back to provide support during the hectic Assembly and summer time. Ken Walker: provides us with a detailed 15 page document outlining the various investments, income and expenditures associated with the operation of the District. He has proven, as well, to be a careful investor of some of our funds. He also helps in the consultations with Marta Stevenson, our Investment Advisor from RBC. Mr. Bill Parkins: will be stepping down this year as our District treasurer after having served for a decade or more. He is a deeply dedicated church person in whom we have a great deal of trust. Thanks, Bill, for your many years of faithful service. Dr. David Skidmore: while a drop in our return on investments in the early part of the year meant that we had to cut back on Dave s position as our District New Start coordinator I want to express my gratitude to David for helping to establish and model what it truly means to be a person of Mission. He continues to create and shape new and organic systems within his own church community. District Advisory Board: these six elected individuals (Lay: Dawn Falk; Don Goings; Keith Brower. Clergy: Dale Hansen; Jeff Baker; Doug Webb) have truly lived up to the title as Advisors and I have come to trust and depend on their wisdom, counsel and support. You have chosen them well. On average we have six meetings during the year: two face-to-face and four by conference call. In 46

47 addition to that many of them serve as DAB representatives on other boards and Auxiliaries. In an attempt to remain engaged and connected to Pastor s on the District they have set up a system for building relationships and bridges into the life of each church pastor. District Board of Ministry: This is a very important group of ordained clergy who assist with interviewing, evaluating, and guiding those District licensed ministers who are preparing for Ordination in the Church of the Nazarene. We meet once in October for a ½ day meeting and then in March for three full days of business, interviews, and assisting new and developing clergy persons. They also make calls to those they interview during the year to assess their progress, provide encouragement, and advice. Bob Tattrie: brings a wonderful presence to the role of District Secretary. Having served in this capacity for a number of years we are very comfortable in having him guide the business of the District Assembly. I. District Superintendent Assignment Report: The Church Manual (Par ) provides a description of 35 activities assigned to the District Superintendent. The following is just a summary of my work in fulfilling this assignment on behalf of you, the people of Canada West District. a) Church Presence: I have truly enjoyed the chance to make contact with pastors and congregations across the District. It is a significant part of the job description of a DS and I can report that I have had contact with every church sometime during this past year; 122 visits specifically for meetings with church pastors, boards and leadership and I have attended Sunday church services on the District in my capacity as DS: a) 24 times b) 32 times c) 38 times I have driven approximately 75,000 km. this year which continues to mean that about half of my time is spent away from the Calgary office. You will find a full statistical report of my visits and meetings at the end of this report. b) Clergy Placements: It is our practice, when a pastor resigns or retires from an assignment to have an Exit Interview. I have facilitated three of them this year (Eddie Rossiter at Claresholm; Jason Sedore at Caroline; and Jerry Austin at Westlock). Believe it or not they have always been positive and affirming events which contribute a great deal to helping both the pastor and the church to move forward into a new season. Certainly one of the more favored activities for any DS is the opportunity to celebrate with a congregation the successful end of a transition period with the placement of new church leadership. This year several pastoral leaders have accepted assignments: Calgary East: Rev. Rose Brower-Young was enthusiastically embraced as the Senior Pastor of Calgary East last June. To the delight of the congregation she came with: a) Five children b) A spouse who plays piano c) Her own soundman Claresholm: Rev. Darryl Wicks and his wife Vicki and their three children accepted the call to Claresholm and began his ministry there in November. Many of you will remember them from their years in Associate ministry in Rimbey. 47

48 Edmonton First: Rev. Jason Sedore, his wife Stephanie and their two boys moved to Edmonton and Jason began to minister there the first Sunday in January. Rev. Meghan Polowski was approved and appointed to serve as the part-time Youth and Music minister by EFC and began her ministry there in October. Let me share a deep note of gratitude for the work of Rev. Dale Fallon as the Interim Minister who guided the Edmonton First congregation and board through almost 18 months of transition time. c) Alignment of Expectations: This is an innovation developed by Dr. Gales. Within about 6 months of a new pastoral assignment I have the opportunity to meet with the pastor and the board for an evaluation and fine-tuning of the ministry expectations both from the pastor and church leadership. They are always a great opportunity for dialogue and learning and I have done two this year. d) Pastoral Reviews: I have worked with 4 pastors and boards in doing the Pastoral Reviews and all of them have been positive re-affirmations of pastoral leadership. Two of the pastors qualified for sabbaticals and were endorsed for sabbatical by their boards. e) Clergy Health and Development: There are several ways the District and local congregation help with pastoral health and development. Canada West churches are to be commended for being leaders in finding supportive ways of helping pastors to have healthy and positive ministries: Sabbaticals: We have three pastors who completed sabbaticals this year. In a recent denominational meeting the issue of pastoral attrition was addressed and a regular sabbatical strategy was identified as one important way to help reduce clergy fallout. I am proud of the fact that Canada West local church leaders have helped us to lead the way in this area of supporting Pastors. Over the past four years 23 pastors have benefited from this important act of support (Manual Par ). Clergy Conference: This is an annual function for clergy and is geared to provide an un-rushed atmosphere for building community and fellowship with each other. We were privileged, this year, to have Dr s Dan and Vicki Copp come to provide joint leadership at the conference and address our clergy couples in several joint sessions. This coming year we will are looking forward to having: a) The Gospel Mime group: Expressions b) Ambrose Philosophy professor, Gotlieb Schrenk on the theme: E.S. Brightman and his philosophy of religion as an Ontological Each c) Dr. JK and Patty Warrick on whatever they want to talk about. Pastoral Prayer Retreats: There are two prayer retreats held in early January. One for Alberta pastors and one for Saskatchewan and Manitoba pastors. An additional prayer retreat was added this year which brought together the pastors of our Peace Country and included the pastors in the Northern region of the Canada Pacific District as well. Jason Sedore activated a Central Zone prayer gathering for pastors as well. Pastoral Development: This is an annual training event provided as a collaborated event between the Church of the Nazarene Canada; the USA/Canada Regional Office; and Ambrose University College. Riley Coulter and Terry Fach facilitate the event and this year we were motivated in considering the challenge of Christian leadership by two days of missional 48

49 stimulation from one of the Church of the Nazarene s most creative minds for pastoral ministry Dr. Tom Nees. To the Church boards and congregational laity I say: Thank you for caring so much. f) Auxiliary and Connectional Ministries: We have been enriched with some excellent leaders for our three District Auxiliaries and I have enjoyed the opportunity to help out when and where I can. NMI: Carolyn Herbert was elected last year as your new NMI President and has been quickly developing a great team of leaders to assist us in keeping the work of World Missions before us. This is a massive task global ministry has never been more complex and yet never more exciting and rewarding in its outcomes. NYI: Ryan Wood will present a report on behalf of our District NYI ministry. They have demonstrated some great creativity in finding new ways to make connections to youth in a wide expanse of territory like Canada West. They have hired a NYI Liaison resource person in Jenn Tattrie and I am anticipating hearing about a new level of interaction between a diverse range of Christian youth. SDMI: Tammy Herbert has a great heart for the work of Education that is Christian and for finding new and innovative ways of helping to strengthen this area of local church ministry. Despite a full schedule as a full time mother to two busy children and duties in her own church she has worked hard at helping us resource our local church ministries. Camp Ministries: Camps are seen to be a critical part of the Spiritual formation of children, youth and adults on Canada West District. We have two camps. Harmattan Camp: Exciting developments have been unfolding at Camp Harmattan under the guidance of the Camp management team: Wayne Smele and Matt Wilks. The Camp Harmattan Association, under the leadership of their Interim Board Chairman, Glenn Follis, have helped lead us through a year of new beginnings with some great results in the camping ministry as measured by lives touched and transformed. We are anticipating another great year at Family Camp which is now guided by the Family Camp Ministry Team led by Rev. Blain MacLeod. We have been blessed over many years to have been at capacity at the Family Camp and while we don t want to take that for granted there has been a growing need for us to provide an opportunity for more people to come and experience this wonderful event. In an attempt to respond to this need we are exploring a new venture in the form of a Family Camp Retreat which will take place the week following our regular Family Camp. This event will be an abbreviated event (Thursday through Sunday) and have a different format geared to be an outreach opportunity for our local churches. Camp sites will be assigned to local church groups. Our Management team are encouraging churches and pastors to actively recruit new families to come. A few important details on this event: Cost will be $200 for a family of four which will include a meal each night and lunch on Sunday. Chris Folmsbee (author for Nazarene Publishing House) will be here with his family as the featured speaker for the morning service. A variety of workshops will be held in the evening. There will be various family focused activities during the day. 49

50 I would call upon pastors to help us to make this just one more way to utilize our great camp facility to promote new beginnings and to help do something new and exciting for the work of Christ s kingdom. Lakeshore Camp: This lovely camp site just south of Winnipeg is located on the shores of which river: a) The Rat River b) The Souris River c) The Red River The camp is moving forward with a renewed sense of the value of the camp to our local churches. Winnipeg New Hope, under the leadership of Tim and Lindsay Enns are anticipating two weeks of camping with a full complement of campers several of them from the inner city. The South Asian Fellowship under the joint guidance of David Prabhakar and Vipul Rajput are once more planning a weekend camping event they use this as a chance to invite non-churched people to come and join them to enjoy fellowship and hear the gospel. The Winnipeg Churches will, once again, host a Family Camp weekend. I am tremendously appreciative of the immense amount of work that is done by a core of leaders including chairperson, Ed Restau and Camp secretary, Pastors Alfredo Velasco and Tim Enns. Please support these camps and their leaders in whatever way you can and above all else pray for the leaders, volunteers, and the hundreds of campers who attend each year. Ambrose University College: I have had a number of chances this past year to mix with students and faculty here at Ambrose and have been greatly encouraged to find at the center and heart of those who teach, serve and learn in this place there is a deep commitment to the work of Christ in our world. Rose Brower-Young is doing an amazing job as our Ambrose Liaison and I have particularly appreciated the way she has developed a support group for women students at Ambrose who are called into full time church ministry. I have had opportunity to also discuss with our Nazarene Seminary some ideas and ways of increasing involvement between these two institutions. Ministry Development Centres: While Ambrose continues to be the preferred educational provider for clergy preparation ministry candidates can also obtain education on-line through NNU or NBC (and a significant number of them are enrolled in this). Additionally, Dr. David Skidmore and his team of workers in Medicine Hat have developed an on-line video teaching resource which is being widely used across the District. I have watched and seen this at work across the District and am encouraged that we are able to help with the education of a growing group of second career people called into Clergy Ministry. District Joint Venture Work and Witness Support: Our first venture into attempting a District Work and Witness project on Canada West District, under the direction of Richard Bahan, took place last summer targeting High Prairie. In addition to some community outreach work, ministry development, the construction team were able to help renovate the churches kitchen in a way that has allowed them to open up Servant s Heart a compassion ministry which provide a lunch event for seniors in the town of High Prairie. I visited one of these lunch events in High Prairie and found it a very meaningful time of fellowship and caring support for people who often have very limited opportunities to connect with each other. Congratulations to Gail Wyllie (the Director) and her volunteers. Additionally the team was able to work on the parsonage including the installation 50

51 of new siding which has, in addition to helping the appearance of the house, also kept it from deteriorating further. This year our Work and Witness project will be Westlock. With the retirement of Rev. Jerry Austin, we have Rev. Jessica Fox providing summer support ministry which will include helping to coordinate a Kidztown outreach event as well as some building improvements. We are hoping to also be able to have an additional team help in the fall with some retrofitting on the parsonage. The Canada West District and the District NMI have agreed to assist with donations of $3,000 towards the project. We are encouraging others who would like to assist, to also help with donations there is a lot of additional work to be done. I have been privileged, in my role as the DS, to participate with a number of other areas of our Church ministry, some of which are: National Board Church of the Nazarene Canada: annual meeting The Administrator s Fellowship Church of the Nazarene Canada two meetings held each year Canadian Nazarene College: one meeting annually. I serve as the Canadian Representative for the Board of Governors for Nazarene Theological Seminary which routinely meets twice a year in Kansas City. We have elected a new President in Dr. David Busic and we are already seeing some positive new initiatives forming in order to help the Seminary develop more and better preachers. Church and Ministry Status: You have already heard the reports from some of our pastors earlier today and the remainder will report tomorrow. I believe you will be encouraged with these individual reports. Evaluating Ministry Effectiveness a) The Statistical Record One method of evaluating the strength and effectiveness of ministry over the past year is to consider how this year compares to the past. If the previous reporting method was used our total would have increased. It is tremendously gratifying to note that while we are a long ways from where we were collectively ten years ago the decline that we have seen consistently over the past 6-8 years has stalled and we are able to report a modest increase in most areas. These numbers represent people... and also an immense amount of hard work at the level of the local church. Celebrating Growing Churches: Numbers reflect real people with, names, faces, and stories of hope. The truth is that there are lots of amazing things happening in and through our churches regardless of whether if it reflected in growth or not. We also feel it is right and appropriate to recognize the hard work of those churches which have seen significant growth this year. Great Growth: The indicators for Great Growth are: AM and SS (either stayed the same or grew); New Nazarenes (membership); Conversions; and contributed their Giving to Others in full. Congratulations to these churches for great years of ministry and Thank you to all of our churches for continuing to do the work of Christ s kingdom. Today you heard some of those reports and the resounding message from people who love their church. It is my hope and prayer that by the time we leave this place each one of us will have a deep appreciation for the way God is at work among us. b) Financial Narrative: This has been the second year for us to use the new Funding Formula developed by the General Church. I believe our church leaders are beginning to understand and appreciate the new methodology. Many churches have appreciated the simplicity of the new formula and I am also pleased to report that the Giving to Others has shown a positive growth this past year up by over $27, Thanks so much for your faithfulness. Our overall giving levels have improved this year. While our WEF giving is not at 100% this year we have seen strong support from many churches. (The actual amount is $275, We don t want to miss, either that above and beyond the WEF you have raised another $299,087 for approved specials.) As a District we are tremendously blessed to have had great guidance from the District Advisory Finance Committee. Rose Graham chairs that committee and has recognized the faithfulness of her team in her report. The complete Treasurer s report will be given tomorrow. I am pleased to be able to report that we are finishing in the black. It has come as a result of your church s faithfulness in their Giving to Others contributions and the prudent work of Rose and the Finance team. This past year we have made some steps to adjust our investment portfolio in a way that helps to maintain security while also creating a more stable and steady cash flow. See her report for more details. III. Hopes and Dreams: I introduced several initiatives last year that I am proposing we continue to work on over the next several years as a way to intentionally work to align ourselves with God s mission in the world making Christlike disciples in the nations. 1) A strategy for reaching the major cities on our District. I have had several conversations with Pastors and lay leaders in Winnipeg and Calgary related to what we might need to know and do in order to see the work of the church grow and flourish. Through ministries to new people groups who simply need to be loved, connected and cared for. These few brief discussions have made me only too aware of how massive an assignment this is. We are limited in resources (people and money); challenged by incredible barriers of resistance from society in general; lulled by the comfort of adequacy into the idea that what we have is good enough ; comfortable with status quo. I invite you to pray with me for a holy discontent which will not let us lose sight of the reason and purpose for our hope the salvation of our souls and most particularly in the vast cities of our District. 2) Developing a missional role in the lives of people around us. We have been honored to have with us for our NMI and SDMI conference Dr. Michael Henderson. Last year we distributed to every pastor a copy of his book: One Conversation at a Time this year 53

54 you have had the chance to hear him in person. Mindset needs to come before method. It will continue to be our purpose to help all of our people, pastors and people alike, through as many means as possible. We will continue to promote the development of LTG Life Transformation Groups small groups of two or three people coming together to learn from God s Word and fill a hunger that we know is there in people s lives for a faith that helps us make it through life. As well as the more innovative methods such as what David and Dawn Falk have developed where one Sunday out of the month they host a brunch in their home for people in the neighborhood and use it as a time to also share a brief truth from Scripture. In this way they are able to build a bridge into the lives of those who live around them and in that way to influence them for Christ. 3) Networking with a new generation of young adults: I stumbled across a report that I gave to the Assembly 14 years ago when I was serving as the pastor of Edmonton First and heading up the District Sunday School. I made reference to the kindergarten class that I taught every Sunday morning. I had 10 kids who attended regularly a cross section of our society: 5 of them were from single-parent homes; 2 from blended families and 3 from homes with their biological mother and father. 2 of them were from homes where addiction recovery for one or both parents was still a daily battle; 3 out of 10 were on Ritalin for hyperactivity. I stated: All of them need a place in a church to belong. All of them respond wonderfully to the reminders of the Bible that they are of great worth. None of them can afford to be lost. I had to pause to reflect for a moment and wonder: So where are they now what are they like? They would be out of school by now and all in their early 20 s. On one hand I was intrigued with the idea of trying to follow up on some of them while, on the other hand, fearful that I might not like what I found. Would they have remembered anything about what was taught, or just the rice room and the games we played? Did we do enough? Last year I set out an objective to find a way to network with more young adults to discover from them what the church of today needs to be in order to relate to the things they are facing daily. I have a feeling that the things I said about my Kinder-Kids class might apply again of this current group of young adults. All of them need a place in a church to belong. All of them respond wonderfully to the reminders of the Bible that they are of great worth. None of them can afford to be lost! I want them to Love the Church the way I love my church. It will continue to be an objective over the next several years to engage this new generation of believers in discussion so that we are better formed to respond in relevant ways. Your prayer support remains vital and our Board of General Superintendents have challenged all Nazarenes to make this an intention matter by committing ourselves to a renewed focus on Prayer and Fasting: Blow the trumpet in Zion, declare a holy fast, call a sacred assembly (Joel 2:15, NIV). God calls us to renew prayer with fasting at such a time as this just as He called Esther, Joel, Isaiah, Anna, Jesus, Paul, and many others. Will you join the Board of General Superintendents (BGS) and Nazarene Missions International (NMI) in prayer with fasting for at least one meal each week? We suggest Wednesday midday, or you can choose any other time that is more effective for you and your family. You could also invite leaders in your church, district, and region to commit to prayer with fasting. Would you consider 54

55 committing to prayer with fasting for at least the balance of 2012? When you see the way God blesses your spirit, soul, and body, would you consider a lifetime commitment to prayer with fasting? You can read an excellent article by Dr. Dan Ketchum (General NMI Director) on this entitled: Hunger and Thirst: Prayer and Fasting at the following site: Audrey and I continue to have a deep appreciation for those moments when you convey to us that you are caring for us in regular and consistent prayer. This is such a meaningful thing for us. We both love the work of the Church, this District, and her people. Respectfully submitted, Larry R. For those who said 42 I just look older than I am! 2. Answer b Rose Graham has worked for CWD since her son RJ was 2 years old and he is 17 now. 3. Answer b 38 times although it was to 32 different churches including satellite churches, extension and new ministry starts. 4. Answer c Rose has only 2 children and her husband Brad is an excellent sound tech. He may also play piano but my guess is that he s better at the soundboard than the keyboard! 5. Answer c although who wouldn t find it restful to have a mime group... or engage in a lively discussion about the current status and relevance of Ontological theory in Christian theology. 6. Answer a yes, it s called the Rat River which is why we haven t been able to come up with a catchy camp theme song yet. II. Business Administrator Report of the District Administrator for the year When my son, Scott, was selected for the Church of the Nazarene Mission Immersion trip to Nairobi this year, I panicked. It is expensive. I had just finished reading a book about kidnappings in that area. He only likes about 7 kinds of food and I picture him being one of the people starving in Africa. So the first thing I did was (not my mother of the year moment) tried to talk him out of going. The bad food, the heat, the danger, going with people he doesn t know, etc. But Scott just kept quietly asserting that he felt God wanted him to go. How do you argue with that? So, as I began to pray about it, I had a realization that has affected many things for me. I knew that sending Scott to Nairobi was beyond my ability and I was going to have to rely on God for help. I then realized that it had been a long time since I had done anything that I couldn t handle myself. It is not that I consciously said I am not going to trust God, I just made choices to do things I could handle by myself. 55

56 In the past several months the funds have come in for Scott s trip next month and something else has happened too. I have started in live my life differently; made some challenging choices, stretched, and waited to see what God would do. Although this is a personal story, it certainly pertains to my work life as well. This year has been a year filled with change and challenge; a time when it became increasingly important to make challenging choices, stretch and see what God will do. Follows is a report of the business work of the district and how God is at work! Communications 1. Our newsletter, In the Loop, was distributed monthly by A survey was created and distributed to local church attendees to determine what made them choose their local church and what they like about it. Over 225 people responded. The survey summary is available from the district office. 3. A sabbatical response survey was conducted. 4. Several polls were taken regarding conferences, assembly, Board of Ministry, and health care. Conferences The following conferences or retreats were held: 1. District Assembly and conventions 2. Clergy Conference 3. Prayer retreats 4. Hosted National board meeting and CNC Board of Directors meeting 5. Assessment Center; 6 candidates attended. 6. Board of Ministry: Twenty-nine candidates interviewed, four were recommended for ordination. 7. Clergy Development days Financial 1. The rate paid to bondholders was affirmed: 1.75% for those with up to $50, in the fund 2% for those with $50,000-$100, in the fund 2.75% for those with over $100, in the fund Funds generated over and above the amount paid to bondholders will be used for ministry. If you wish to invest in the District bond fund, please complete a deposit form following this report. Your participation is a benefit to you and your church. 2. Eleven Finance committee meetings were held this year. Finance committee members include Larry Dahl, Eric Ewing, Don Goings, Bill Parkins and myself. Bev Allain (Claresholm) will be joining us in the coming year. 3. With the assistance of twenty church treasurers, an expenditure budget template was prepared to assist churches in budgeting. 4. This year attention was given to adjusting our investments to provide improved predictability and stability. In order to do this we completed several financial studies, met with many advisors and diversified our investments. Changes were made to our financial statements to assist in monitoring investments. Following is chart demonstrating our asset distribution. 56

57 5. Per capita giving is determined by dividing the number of people attending AM worship into the total church income. Per capita giving on our district increased from $ to $ Since a healthy per capita is considered approximately $ , churches with a high per capita need to assess the situation; usually more attention to outreach is required. 6. The District budget was completed, following our budget setting procedure. It was approved by the Finance Committee, District Assembly Finance committee and District Advisory Board. This year we are pleased to minister together with you in the following ways: a. Matching grant provision. 29 applications were received for Matching grants this year and the following Churches and projects were awarded grants. 57
