1 Te Hau ki Turanga Trust Report to Rongowhakaata Hui a Iwi 20 May 2017 In traditional and customary terms, we (the trustees of Te Hau ki Turanga Trust) affirm that Ngati Kaipoho are the true kaitieki of Te Hau ki Turanga and any land purchase by Te Hau ki Turanga Trust for the return of Te Hau ki Turanga should also reflect this. 2 Update since Rongowhakaata AGM Just a reminder that the restoration of Te Hau ki Turanga Trust is led by the Rongowhakaata Iwi Trust ( RIT ). 2. This Trust signed a contract in August 2014 with the Crown where the Trust agreed to (1) contribute to restoration of the whare (2) acquire land (3) to develop a business case if the whare is returned to Turanga. This contract ends in August The update in this report are: 1. Investment in Pou Whakarae 2. Purchase of land 2
3 Te Hau ki Turanga Trust & Ko Rongowhakaata 1. From December 2015 the restoration of Te Hau ki Turanga has been with the RIT as requested by the Trust. 2. A significant amount of work has been undertaken since the November 2016 AGM in preparation for the Ko Rongowhakaata exhibition at Te Papa and the commencement of the restoration of Te Hau ki Tūranga. This work is lead by Karl Johnstone with the Rongowhakaata Iwi Reference Group ( RIRG ) and the RIT. 3
4 External Funding for the Restoration of Te Hau ki Turanga 1. A Lotteries Significant Projects Fund proposal for $3m from the RIT is currently in front of the Lotteries Board for the restoration of Te Hau ki Turanga. 2. Te Hau Ki Tūranga Trust has committed $500,000 cash of the $1m provided by the Crown for the restoration of Te Hau ki Turanga. This is part of the funding used in the Lotteries process. 3. The Trust has always agreed that the Iwi should not provide any funding for the restoration and, if agreed by Rongowhakaata, the return of the wharenui to Turanga. The Crown caused this and the Crown should provide the resourcing to address. 4. The Trust may be called on to provide further funding to secure the Lotteries funding. 4
5 Ko Rongowhakaata 1. On the 11 June, Rongowhakaata will be formally welcomed into Te Papa to take over the formal role as iwi in residence. 2. On 12 June Rongowhakaata will recognise the 150th anniversary from when the first acquisition record for Te Hau ki Tūranga was entered into the Colonial Museum s Account Books. 3. Full details for the arrangements of Ko Rongowhakaata are with the RIT office. 5
6 1. Te Hau ki Turanga Trust Investment in 7 Pou Whakarae 1. As part of the restoration process, Te Hau ki Tūranga Trust has approved an investment for seven pou whakarae (palisade figures) to be carved to investigate Rongowhakaata 3-dimensional forms and traditions. 2. This is an important part of the preliminary work toward the restoration and is part of the approved whakairo development programme approved by the RIRG and RIT. 6
7 Te Hau ki Turanga Trust Contracted Carvers 1. The Pou Whakarae are being led by Kiwa Mihaka and supported by Simon Lardelli. 2. The carvings will include the following tīpuna: Toi te Huatahi, Konohi, Porourangi, Hauiti, Rongopopoia, Ruawharo and Maia. 3. The pou whakarae will support an important acquisition made by Te Papa for an artwork by Derek Lardelli depicting Turahiri, Uetupuke, Moetai and Rongomairātahi amongst others, and a tomokanga being carved by Tiopira Rauna which includes Rongowhakaata, Ruapani, Tamanuhiri, Mahaki, and Kahungunu amongst others. 7
8 Carving Completion Date Alongside the other development work, the carvings are scheduled to be completed by 31 August in time for freight and installation, and the opening of Ko Rongowhakaata at Te Papa on the 29 September
9 2. Purchase of Mormon Church Land, Manutuke 1. Part of the contract with the Crown in August 2014 was to purchase land for the possible future location of Te Hau ki Turanga. 2. In October 2014 the trustees agreed to Orakaiapu being the alternative site to Waiohiharore the Gisborne Railway site (which is still unavailable). 3. After two years of negotiations, the Mormon Church indicated that they would be putting their land by their Church in Manutuke on the market for sale. This is the only land in the area available for sale. 4. In March 2016 the trustees agreed to the purchase of this land and tagged $100,000 to achieve this. 9

11 Return to Turanga 1. In October 2014 the RIT made it clear that any decision to return Te Hau ki Turanga (which they own through the Rongowhakaata Settlement Trust) will only be made through a full ratification process of all registered Rongowhakaata beneficiaries as carried out to approve the Rongowhakaata Deed of Settlement in July With the decision of the RIT to keep Te Hau ki Turanga in Te Papa for Ko Rongowhakaata until July 2019, there will be no decision before this time. 3. The purchase of the Mormon Church land will not pre-empt the decision to be made by Rongowhakaata whanui as outlined by RIT. 4. At worst, the Trust could be left holding land purchased with Crown funding. 11

13 This design was worked through the Orakaiapu 2 land owner representatives and wananga held on the land, Manutuke marae in January and March
14 Contact The RIT/representatives from each marae are now copied in to all that the Te Hau ki Turanga Trust does. The Trust has received a request to meet with the Manutuke Marae Committee. We will finalise a meeting time this month with the available trustees and confirm this at the Hui a Iwi. All trustees have been asked to meet with the RIT.
