1 2016 Utah VOTING RECORD YOUR LEGISLATORS VOTING RECORD ON SMALL BUSINESS ISSUES 2016 EDITION Roll call votes by your state legislators on key small business issues are listed inside. Although this Voting Record does not reflect all elements considered by a lawmaker when voting, nor does it represent a complete profile of a legislator, it can be a guide in evaluating your legislator s attitudes toward small business. Please thank those legislators who supported small business. 1. Balanced Budget Amendment (HJR 7): Joint resolution of the Legislature calls for an Article V convention to propose a balanced budget amendment to the United States Constitution. A YES vote supports the NFIB position. The bill passed the House and the Senate Resolutions are not signed by the Governor. 2. Unincorporated Business Entities Related Amendments (SB 74): This bill sets a uniform standard across the state for permitted names related to a limited liability company and requires uniform submission and filing. A YES vote supports the NFIB position. The bill passed the Senate 24 0 and the House The governor signed it into law. 3. Property Tax Changes (HB25 3rd Sub): This bill clarifies when an increase in tax can be counted as new growth. It clearly states that business personal property tax cannot be counted as new growth. Property Taxation Amendments (HB 104 1st Sub): This bill allows county auditors to provide certain notices by electronic means and will provide a uniform system statewide. Determination of Employer Status Amendments (HB 116 3rd Sub): This bill addresses the determination of who is an employer and when a franchisor is considered an employer, and addresses federal executive branch rulings in determining whether two or more persons are joint employers. Computer Abuse and Data Recovery Act (HB 241): This bill provides civil penalties for an individual who, without authorization from a protected computer s owner, obtains information from and causes the transmission of a program, code or command.
