The meeting will begin at 7 p.m., Tuesday, October 29, at the Hyatt Regency, 330 Tijeras Avenue in Albuquerque. We expect a large turnout for the meeting, so we will have a sign-in from 6:30-7:00 p.m. The Corps' Albuquerque District, Los Angeles District, and Engineering and Support Center in Huntsville, Ala., along with EOD Technology, hie., a private contractor, have begun an ordnance investigation at the approximately 15,246-acre former range area. (The investigation does not include the current Kirtland Air Force Base.) The investigation is designed to determine the presence and extent of ordnance and explosives items remaining in the former camp area, and to make recommendations for future actions based on the results. The investigation is being conducted as part of the Corps' Formerly Used Defense Sites (FUDS) Program; the enclosed fact sheet provides additional information. We are in the process of establishing a project mailing list for the Kirtland Precision Bombing Ranges FUDS project. This list is maintained by our Public Affairs Office and contains the names of people who have expressed an interest in the project. (This may or may not include property owners.) Along the eastern edges of the old bombing ranges, the city of Albuquerque is expanding to encompass that property.

9 Kirtland Air Force Base Precision Bombing Ranges FUDS Project October 2002 FUDS Program Congress established the Formerly Used Defense Sites (FUDS) program in 1986 to clean up properties that were formerly owned, leased, possessed, or used by the Army, Navy, Air Force, or other defense agencies. The U.S. Army Corps of Engineers manages the FUDS Program. The FUDS property known as the Kirtland Air Force Base Precision Bombing Ranges N-l, N-3, N-4 encompasses approximately 15,246 acres of land, located 2 miles west to 18 miles northwest of Albuquerque, New Mexico. Site History In the early part of WWH, the U.S. leased approximately 10,345 acres of land from the city of Albuquerque. This acreage, along with 4,790 acres transferred from the Department of Interior, was leased for building precision bombing ranges at the Kirtland Air Force Base. Currently, the West Mesa is still mostly empty rangeland with the city of Albuquerque operating a shooting range, a sewage treatment plant, and the Double Eagle Airport, which is a small airstrip for private planes. Also, the National Park Service, in conjunction with the state of New Mexico and the city of Albuquerque, has created the Petroglyph National Monument. Ordnance Investigation As part of the FUDS Program, the Corps is investigating the presence and extent of unexploded ordnance and explosive items on property within the Kirtland Precision Bombing Ranges boundaries. The Corps' Albuquerque District, Los Angeles District, the Engineering and Support Center in Huntsville, Ala., along with EOD Technology, Inc., a private contractor, are working together on the ordnance investigation known as an Engineering Evaluation/Cost Analysis, or EE/CA. The EE/CA is being conducted hi accordance with all state and federal laws and regulations, and the Corps is working with the New Mexico Environmental Department and Environmental Protection Agency (EPA). To collect data for the EE/CA, the Corps will need access to private property. The Corps will be asking landowners to sign voluntary "right-of-entry" agreements to allow the Corps and its contractors onto their property during the investigation. The Corps and its contractors will not enter land parcels without a signed right-of-entry agreement. When completed, the EE/CA will include recommendations for future actions at the site. The EE/CA will include input from the public. Public Involvement Public involvement is an important part of the FUDS Program. The Corps will host public meetings, maintain a website, and conduct mailings to keep the public informed about the project.
