6 RONALD L. CARR Ronald L. Carr was born September 19, 1938 in Arkansas City, Kansas. He was the only child of Vernon G. and Glenna M Carr. Ron graduated from Arkansas City High School. He attended three semesters at Oklahoma A & M ( OSU ) and then attended Cowley County Community College. His working career includes: Broadcast Engineer at KAKE -TV Channel 10 in Wichita, Kansas; Commercial Construction Electrician on Pipeline Pumping Stations, Power Houses, Petroleum and Chemical Refineries, Underground Gas Storage, Paper Mills, Copper Smelter in eight states; Owned and operated a Jewelry Store where he made custom jewelry in Arkansas City, Kansas; Owned and operated A-Plus Printing in Ponca City, OK. He retired in Ron and Alma were married in Arkansas City, KS on December 30, They have a combined family of six children, eleven grand children and seven great grand children. None was noted. CONSTITUENT CHAPTERS REPRESENTED The Grand High Priest requested a roll call of the Constituent Chapters. He extended to them a cordial welcome. ADDRESS OF THE MOST EXCELLENT GRAND HIGH PRIEST 122nd GRAND SESSION To the officers and members of the Grand Chapter of Royal Arch Masons of Oklahoma, Distinguished Guests and Companions. It is my pleasure to welcome you to the 122 nd Annual Convocation of the Grand Chapter of Royal Arch Masons of Oklahoma. To all of our distinguished visitors, I am happy to see you here and I hope your visit has been and will continue to be a pleasant one. Voting Members of Grand Chapter, this is your Grand Chapter and your active participation in the days activities will make it a successful session. I really appreciate the attendance of the non-voting Companions and I sincerely encourage all of you to return for future Grand Sessions. Greetings and congratulations to Most Illustrious Companion Troy Shipman, the 12

13 Most Illustrious Grand Master of Cryptic Masons of Oklahoma, and to Right Eminent Sir Knight Dwayne Dixon, Right Eminent Grand Commander of the Knights Templar of Oklahoma. It has been my distinct pleasure to have served with them this past year and I would like to thank them for their cooperation and support as we worked together in our respective leadership roles. They are two fine Masonic Gentlemen. To our Most Worshipful Grand Master Glen Almy, I extend a special welcome. It was a pleasure to see you at the Okmulgee Field Day. I look forward to seeing you at other Field Days and York Rite functions later this year. Thank you for your support. It has been a great honor to have served you as Grand High Priest this past year. I was treated with respect and appreciation at every Chapter I visited and every function I attended. Words cannot express my thankfulness for the fraternal courtesy extended to me and my officers. Grand Officers Thank you Grand Officers for your support and miles of traveling to meet me for my official visits this year. Special thanks to Gary Davis and Elwood "IKE" Isaacs for all of their hard work for the Chapter this year. Gary has done an outstanding job doing the everyday things to keep the Grand Chapter operating. I would also like to thank Charles L. Stuckey, James. C. Taylor and Donnie Higginbotham for their help and guidance. Apron Presentation Following the Installation of Officers at the last Convocation of the Grand Chapter, Olivet Chapter No. 25 presented me with a beautiful Grand High Priest Apron. I have worn this apron in my travels, and I will continue to wear it as often as possible, to represent The Grand Chapter of Royal Arch Masons. To my companions of Olivet Chapter No. 25, I sincerely thank you for the apron and for all of the support you have given me this past year. Necrology A memorial service was held last night by our Grand Chaplain, for those members that have completed their labors on earth and traveled to that house in the heavens not made with hands. Their presence and leadership will be missed. Taylor to serve on a committee to review the current Constitution and General Laws of the Grand Chapter with the ultimate purpose to rewrite as necessary, without changing the meaning of the current Constitution and General 13

14 Laws, so that they read as consistent as possible with those of the Grand Council. This report will be presented for the Companions to approve at this Grand Convocation. E:. James E. Hubbard Jr. I am proud to have had a part in this historical meeting. State of the Craft and Recommendations The State of the Craft has been improving a little in he last three years. I believe this is due to the programs started by Most Excellent Tim Israel, Past Grand High Priest in , but we still have a long way to go. We cannot continue to do the things we have done in the past and expect the results to be better. I'm sure that at this point in time we all know what is wrong with the system. 16 RESOLUTION No (Read at the 2010 Grand Conclave and voted on at this Conclave) To: Most Excellent Grand High Priest and members of Grand Chapter, Royal Arch Masons of Oklahoma, WHEREAS, it is the intent to re-write the Constitution and General Laws of the Grand Chapter, Royal Arch Masons of Oklahoma, and WHEREAS, Article 3, Section 3, Voting, is being clarified to limit vote to a maximum of three for any member, and WHEREAS, the changes being made are only to make the Constitutions of the Grand Chapter and Grand Council read approximately the same, and WHEREAS, the current Constitution requires that any change shall be read and referred to the Jurisprudence Committee for examination, report and recommendation at the next Annual Stated Assembly, THEREFORE, be it resolved that this rewritten Constitution of the Grand Chapter be read and referred to the Jurisprudence Committee for examination, report and recommendation at the next Annual Stated Convocation. CONSTITUTION ARTICLE 1 Section 1. Name. The name of this body shall be The Grand Chapter of Royal Arch Masons of Oklahoma. Section 2. Allegiance. This Grand Chapter is a member of the General Grand Chapter of Royal Arch Masons, International. Section 3. Jurisdiction. Its jurisdiction shall be the territorial limits of the State of Oklahoma. Section 4. General Powers. This Grand Chapter shall have and exercise supreme power and authority over Capitular Masonry within the State of Oklahoma. It has, and of right exercises, the sole power of government, superintendence and control over all Chapters of Royal Arch Masons within said territory. Section 5. Special Powers. It has the power especially: a. To enact and enforce all laws and general regulations for the government of the Chapters under its jurisdiction, and, at pleasure, to alter, amend or repeal the same. b. To constitute new Chapters by granting dispensations and charters under seal with the right to confer therein the degrees of Masonry denominated Mark Master, Past Master, Most Excellent Master and Royal Arch, and, for good cause, may arrest, annul, revoke, or amend such (any pre-existing) charter (at its pleasure.) or any pre-existing charter. c. To fix the territorial limits of each chapter under its jurisdiction and settle all controversies that may arise between them (Constituent) Chapters, and it has the final decision and determination of (on) all grievances and matters of controversy that may be brought up by appeal or otherwise. d. To reprimand, suspend or expel from its own body any member thereof for a violation of this Constitution or of the Laws of this Grand Chapter. e. To assess and collect from the several Chapters under its jurisdiction such sums of 16

17 money, annually, as may, from time to time, be approved for the support and maintenance of this Grand Chapter and its charities. f. To supervise the state and condition of its own finances, and adopt such measures in relation thereto as may be deemed for the good of Capitular Masonry. g. To establish and preserve a uniform ritual of the several degrees of Capitular Masonry. h. To consider and review at each Annual Convocation the reports and actions of the Grand Officers, and of the several Chapters under its jurisdiction, for the preceding Capitular year. i. To consider and do all whatsoever it may regard as necessary, or appertaining to the well-being and perpetuation of Capitular Masonry in Oklahoma. j. The enumeration of the foregoing jurisdictions and powers shall in no manner limit the jurisdiction, power or right of this Grand Chapter to exercise its inherent powers as sovereign, according to ancient custom and usage, over any other matter or thing falling within the sphere of Capitular Masonry in this Grand Jurisdiction. ARTICLE 2 Section 1. Of Whom Composed. The Grand Chapter of Royal Arch Masons of Oklahoma shall be composed of the following officers and members: Grand High Priest, Grand King, Grand Scribe, Grand Treasurer, Grand Secretary, Grand Captain of the Host, Grand Principal Sojourner, Grand Royal Arch Captain, Grand Master of the Third Veil, Grand Master of the Second Veil, Grand Master of the First Veil, Grand Chaplain, Grand Sentinel, Past Grand High Priests. Past Grand Kings and Past Grand Scribes The High Priests, Kings and Scribes of constituent Chapters in its (this) jurisdiction, and of all Past High Priests of such Constituent Chapters, so long as they remain members of Chapters in this jurisdiction, Past High Priests of other Grand Jurisdictions who have removed to this (affiliated with a Chapter under the) Grand Jurisdiction (of this Grand Chapter) and become (a member of this Grand Chapter by majority vote at any Annual Convocation of) affiliated with a constituent chapter and who have been elected to membership in this Grand Chapter. Section 2. Proxies. (Should the) The High Priest, King and Scribe if (of any Chapter be) unable to attend any Convocation of the Grand Chapter, (any of them) may appoint any member of his (own) Chapter as his proxy to represent him in the Grand Chapter. The Certificate of Appointment shall be in writing, signed by the officer appointing him and attested by the Secretary. In the event that the High Priest, King or Scribe of a Chapter, for reason of death or permanent removal, is not available to sign the Certificate of Appointment, the authority to appoint a proxy for that office or offices and to sign the Certificate of Appointment shall devolve upon the highest ranking officer, High Priest, King or Scribe. Section 3. Officers Titles. The title of the Grand High Priest shall be Most Excellent. The title of all other elective Grand Officers shall be Right Excellent, (and all appointed) Appointive Grand Officers (shall be) Excellent, and High Priests (and Past High Priests) of constituent Chapters shall be addressed as Excellent. All other officers shall be addressed as Companion, the title common to all Royal Arch Masons. Past Officers shall be addressed as present officers of like rank. ARTICLE 3 Section 1. Annual Convocation. One Annual Stated Convocation of this Grand Chapter shall be held and special convocations may be convened, as provided by its laws. Section 2. Quorum. To authorize the opening of the Grand Chapter there shall be present the representatives of nine chartered Chapters, which number shall at all times constitute a quorum. Section 3. Voting. On all questions before this Grand Chapter each member present shall have one vote by virtue of membership, but, when voting by paper ballot, a Past High Priest who is then serving his Chapter as High Priest, King or Scribe is entitled to one vote, or who is carrying a proxy or proxies as specified in Article 2, Section 2, shall be entitled to (any combination of) a maximum of three votes. Voting in this Grand Chapter shall be, first, by paper ballot, and, second, by show 17

18 of hands. The first method shall be used in the election of officers and elsewhere as provided by law, except that, by unanimous consent, the second method may be used. In all other matters the second method shall be used unless nine or more members concur in a demand (request) for a paper ballot, in which case the first method shall be used; provided that the Grand High Priest or presiding officer, may, on occasion, order the use of the first method, when in his judgment the second method would not properly reflect the will of the Grand Chapter. ARTICLE 4 Section 1. The Constitution of this Grand Chapter shall be construed as paramount to the General Laws; and all laws, rules, regulations and edicts heretofore enacted, and decisions of Grand High Priests in conflict therewith shall be null and void. Section 2. This Constitution shall take effect and be in force from and after its adoption by this Grand Chapter. Section 3. Constitution, How Altered. This Constitution may be altered or amended by resolution, in writing, stating distinctly the proposed alteration or amendment, which shall be read and referred to the Jurisprudence Committee for examination, report and recommendation at the next Annual Stated Convocation. An affirmative vote of two-thirds of the total votes cast shall be necessary for its adoption. In the event any such proposed alteration or amendment to this Constitution contains any proposition that would have the effect of relinquishing, eliminating or detracting from the Sovereign Powers of this Grand Chapter; then and, in such event, in addition to the foregoing provisions for adoption, such proposition shall be submitted to the constituent Chapters, and should nine or more Chapters vote to reject the proposition the same shall be declared lost. The Grand Treasurer s report depicts the investment holdings and performance for the year. MEMBERSHIP Membership: 1 January Gains: Exaltations 64 Admissions 37 Reinstatements 6 Adjustments 3 Total Gains 110 Losses: Deaths 40 Suspensions/Withdrawals 67 Dimitted 3 Adjustments 0 Total Losses 110 Membership: 31 December ,474 Net Membership Loss: 0 We had deaths of 40 members compared to 54 last year. Greetings of 64 compared to 86 last year, Suspensions/withdrawals were 67 compared to 70 last year. All but one Chapter have submitted quarterly reports for Year We had 41 members reported on the Annual Reports who are unable to pay their dues, seven less than last year. Perpetual memberships showed a gain of 7, with an ending total of 469 living and 227 deceased perpetual members. Almost 32% of our active members continue to be perpetual members. Companions, nothing much has changed since last year. Even though our membership is declining, this job seems to get tougher and tougher to stay up with. I continue to ask you, as Secretaries, to help out by being prompt with your reports and annual returns. To Committee Chairman, all of you should have a report submitted to the Grand Secretary's Office by the required due dates in order to get them in the pre-print for the annual convocation. 27 There will be no earned income from the Perpetual Membership account this year due to losses incurred by the collapse of major financial institutions. The Finance Committee recommends Fidelity Bonds in the amount of $500, each for the Grand Treasurer and the Grand Secretary, the cost of which is divided equally among all three York Rite Bodies. We commend the Grand Secretary and the Grand Treasurer for their continued efforts to place the funds in the proper accounts to permit a more detailed accounting of our funds. The meeting was called to order by Timothy Israel, Chairman at 8:45 pm. Isaacs, PGHP Kenneth Buckley, PGHP Newell Barker, PGHP Bobby Carter, PGHP The Committee reviewed the Grand High Priests Address and discussed various items contained therein. This committee would like to thank M E Companion Ron Carr on a great year as Grand High Priest. Your travels and commitment to Royal Arch Masons have made a difference, and you have represented the Grand Chapter well. This committee has submitted a list of grammatical and technical corrections to the Grand Secretary to clarify the Address of the Grand High Priest for publication. The Jurisprudence Committee reviewed the Dispensations and found that most were proper and within the power of a Grand High Priest with the following exceptions: The Dispensation issued to Okmulgee Chapter on should be, approval of a bylaws change. The Dispensation issued to Olivet Chapter on should be struck since it was their regular business meeting night. The Jurisprudence Committee has reviewed the proposed Resolution. 28 TRIENNIAL COMMITTEE REPORT The 68 th Triennial Convocation of the General Grand Chapter of Royal Arch Masons International and the 44th Triennial Assembly of the General Grand Council of Cryptic Masons International will be held in Raleigh, NC on August 29 to 30, The headquarters hotel will be at the Hilton North Raleigh. Room rates will be $129.00, plus tax. On August 26th & 27 th planned tours are planned. The meeting agenda will be made available on the internet just as soon as it is released. Registration forms will also be available on the internet by going to General Grand Chapter, Royal Arch Masons, and International. All past Grand High Priests and past Grand Illustrious Masters and the current dais officers are voting members to the General Grand s and expected to attend. Additionally, a meeting was held in conjunction with the Grand Lodge of Oklahoma and the other appendant bodies to discuss activities and important dates. YORK RITE MASONIC TEMPLE ASSOCIATION The Masonic Temple Association, incorporated under the state laws of Oklahoma, is in a hold situation and receiving no contributions pending resuming efforts to build a York Rite Temple. The present funds on hand in the amount of $10,235.03, as of December 31, 2010, are in an investment account, joint York Rite Account No The current committee consists of the following Companions: 2010 Elwood M. Isaacs 2011 Kenneth D. Buckley 2012 Neal Leech The 3-year term of Sir Knight Elwood M. Isaacs expires this year and I recommend that he be re-elected for a 3-year term. REPORT OF THE DeMOLAY COMMITTEE The DeMolay workshop, honoring York Rite Masonry, was held in OKC from 7-9 Jan 2011 and was well attended. There 19 new members initiated and several Advisors trained at this workshop. The Fifteenth York Rite SWORD, honoring the York Rite Outstanding DeMolay, for 28

29 Ritual, Community Work, Leadership, and Scholastics, was presented to Joshua Huggins, William L. Moore Chapter, Spiro at the award ceremonies. This award, a regulation York Rite Sword, is engraved with the recipients name on the blade and his initials on the handle. This is indeed a cherished and sought after award by all DeMolays. We continue to hope that these young men will join Masonry and the York Rite to further their character building and their Masonic careers. Highland Park Chapter of Tulsa, OK was named Chapter of the Year. The Grand Chapter presented their donation to the Oklahoma DeMolay Association at the Awards presentation. The committee wishes to thank Ronald L. Carr, Most Excellent Grand High Priest for the opportunity to serve York Rite Masonry and we commend him for his leadership and his interest in DeMolay. Craig Bowman (52) MASONIC CHARITY FOUNDATION REPORT The report of the Masonic Charity Foundation Representative is as follows: The Charity Foundation reelected officers for a second term at its last meeting held in January. The president is David Ray, 1 st Vice President Charles L. Stuckey, and 2nd Vice President Elwood Ike Isaacs, Secretary Robert G. Davis, Treasurer Gary A. Davis and Assistant Secretary John Logan. I want to express my appreciation to the members of the Masonic Charity Foundation Board by allowing me to serve as president and to the companions of the Grand Chapter for allowing me to represent them in this important work. The Charity Foundation has participated in some very worthwhile events this past year. Grand Master Glenn Almy presented a check for $21,000 to the Veterans Center in Sulphur. The funds are to be used to purchase television sets and mounting hardware for the sets so veterans living there can enjoy watching television in their rooms. The Center has built a new wing for the veterans who reside there. Grand Master Glenn Almy presented a check for nearly $750,000 to the Area Wide Aging Agency. These funds are used to help people 55 and over who have needs that cannot always be met through existing programs. The Oklahoma Association of Area Agencies (O4A) through its eleven agencies statewide works with people in need that meet the criteria for help. Thanks to a benefactor, Edgar M. Woody, the Charity Foundation works very closely with the O4A to ensure funds are properly used according to Brother Woody s legacy. Board members of the Charity Foundation were informed at the January meeting that the Masonic Charity Foundation had been reclassified as a private charity by the Internal Revenue Service. Although this is a disappointment to the Foundation, the reclassification will not change the way the Foundation does its work. All donations received by the Foundation will be deposited and only the interest will be used for its charitable and educational work. Please remember the Masonic Charity Foundation and continue to support it with your donations. Being the representative for the Grand Chapter of Royal Arch Masons to the Masonic Charity Foundation is an honor and is a very rewarding one. 30 MEMBERSHIP COMMITTEE It is with great sadness that we put this report together. Wes Sherrick, our Chairman passed through the final veil on this earth. Membership losses through death take many of our members every year. It reminds us of the need to continue to exalt new members just to replace those who pass from our midst. I set out to include numbers of new exaltations and losses through demits and death. However, I was tardy in my request to the Grand Secretary. Those numbers will appear elsewhere in this pre-print. Take a look at the hard truth about where we are in terms of long term survival. The issues that need to be addressed go far beyond just talking numbers. They go to how we solve the problems that lead to declining membership. First and foremost, every Chapter in Oklahoma should be able to confer the Mark Master degree. That would allow us to get our new members started at home. They would begin to feel that they were part of a York Rite Body. It would allow them to meet more of our members and become involved in our local activities. (You do have local activities, don't you?) Then, if you must, take the new member to a festival or field day. I don't mean send him with one other member of your Chapter, but take a group and allow him to become a part of your body. I realize that I have a bias and I am going to share it. The Chapter is the foundation of the York Rite System. It continues the lessons that we learn in the Lodge. The symbolic degrees of Entered Apprentice, Fellowcraft, and Master Mason, as conferred in Oklahoma and most of the United States, are degrees of the York Rite. I honestly believe that every Mason in Oklahoma should receive the Royal Arch Degree. The Holy Royal Arch is one of the oldest and most important degrees in all of Masonry. Since we don't have York Rite Bodies affiliated with every Lodge in Oklahoma, we need a system to provide Captiular Masonry to those Masons. I believe the suggestion of Robert G. Davis was a great one. We should have a viable Chapter in at least one lodge in every three counties. Men need access to the York Rite within a round trip driving distance that can reasonably be accomplished in one evening. We need to be performing degree work on a continuing basis in all of our Chapters. That is one of the reasons we have monthly or semi-monthly meetings. We can do our degree work at our home York Rite bodies or by combining with other bodies, offer regional degrees. It will enhance the Masonic experience of all involved. To be able to combine with those other bodies in our area, each Chapter needs to be able to confer one or more degrees. We are part of some of the most beautiful and insightful degrees in all of Masonry. We need to promote those wonderful lessons of Masonry and build the camaraderie that Masonry is about. 31 RARA COMMITTEE The Able Kids Foundation (AKF) continues to be the recipient of RARA support. The Able Kids Foundation is a nonprofit organization established to enhance and maximize abilities. This Colorado-based foundation joins with local, national, and international partners to expand opportunities for people with disabilities. The potential need for central auditory processing disorder (CAPD) diagnosis and management is great. Because central auditory processing difficulties are associated with children and adults with other challenges such as traumatic brain injury, autism, and attention deficit disorder (ADD), the incidence of CAPD is most likely underestimated. For example, the incidence of autism is 1 in every 500 births, 200 million people a year have some degree of head injury, and 28 million individuals have hearing loss. Furthermore, 2 million children have been diagnosed with ADD, and 1 in every 1600 individuals has multiple sclerosis. All of these population groups are at risk for CAPD and with your continuing support, we can help them. Removing barriers and encouraging self-value is what the Able Kids Foundation and the Royal Arch Research Assistance is all about. Your Oklahoma York Bodies, as of February 28, 2011, had contributed a grand total since the conception, of $113, ($99, in regular contributions and $14, in memorial contributions).
